Trečiame skyriuje pristatomas tyrimas, kuriame atskleidžiamas Mažeikių rajono savivaldybės gyventojų dalyvavimas, požiūris į nusikalstamumo prevenciją. / Final master work analyzes citizenry’s participation in delinquency prevention. The first part in theory studies conceptions of prevention and delinquency. The second part analyzes forms of delinquency prevention, where the citizenry participate or can participate. The countries’ experience is supplied. The third part supplies the research, where citizenry‘s participation of Mažeikiai city and region municipalities, citizenry‘s attitude towards delinquency prevention are displayed.

Atsižvelgiant į kriminogeninę Lietuvos situaciją bei įgyvendinant nusikalstamumo prevencijos politiką, nepilnamečių nusikalstamumo prevencija yra viena iš svarbiausių prioritetinių nusikalstamumo prevencijos krypčių. Ilgametė teisės pažeidimų analizė rodo, kad kuo anksčiau žmogus padaro pirmąjį teisės pažeidimą, tuo didesnė šių pažeidimų recidyvo tikimybė vyresniame amžiuje. Tyrimo tikslas – ištirti nepilnamečių nusikalstamumo prevencijos realizavimą bendrojo lavinimo vidurinėse mokyklose. Tyrimo uždaviniai: · Apibūdinti nepilnamečių nusikalstamumo sampratą; · Išnagrinėti nepilnamečių būklę Lietuvoje; · Išanalizuoti priežastis, skatinančias nepilnamečius įvykdyti nusikaltimus; · Nustatyti nepilnamečių nusikalstamumo prevencijos bendrojo lavinimo vidurinėse mokyklose vadybos gaires; · Įvertinti nepilnamečių nusikalstamumo prevencijos Kėdainių rajone realizavimo kokybę. Mokslinės literatūros analizės pagrindu teoriniu aspektu gilinamasi į nepilnamečių nusikalstamumo prevencinių programų bendrojo lavinimo vidurinėse mokyklose realizavimo kokybę, atliekama nepilnamečių užimtumo ir prevencijos įtakos nusikalstamumui Kėdainių rajone analizė remiantis gautais Kėdainių rajono Policijos komisariato ir savivaldybės administracijos švietimo ir kultūros departamento duomenimis. Many years offenses statistics shows that if the earlier a person commits a first offense, the greater likelihood of such abuse relapse later. The aim of the paper is to analyze the prevention of youth delinquency, the realization in comprehensive secondary schools. Various sources state that juvenile prevention should be carried out in the possible early stages. Therefore, a position of a social teacher has been introduced in the secondary education schools. It is the youngest profession the aim of which is to notice, evaluate and solve such typical problems of children and adolescents’ as poor attendance, unwillingness to learn, misbehavior, communication problems and others. While adolescent, people face many problems associated with difficulties in communicating with adults or peers. Inauspicious circumstances impel teenagers to commit crimes. The object of the thesis is the work of a social teacher at school in the field of juvenile delinquency. The aim of the thesis is to reveal characteristic points in the work of a social teacher while preventing juvenile delinquency. Nusikalstamumas yra negatyvus reiškinys, padarantis didelę žalą visuomenei ir kuo anksčiau bus užkertamas jam kelias, tuo mažesnis nusikalstamumo lygis bus ateityje. Visuotinai pritariama, jog nepilnamečių nusikalstamumo prevencija Lietuvai šiandien yra aktuali. Šį prevencinį darbą vykdo ir prie jo prisideda įvairios institucijos, tokios kaip: teisėsaugos; švietimo, mokymo ir auklėjimo įstaigos; vaiko teisių apsaugos tarnybos; įvairios visuomeninės organizacijos ir kiti subjektai. Darbe nagrinėjama policijos veikla, vykdant nepilnamečių nusikalstamumo prevencinį darbą. Lyginant Lietuvos nepilnamečių nusikalstamumo būklę su kaimyninės Latvijos, pastebėtina, kad Lietuvoje ši būklė yra blogesnė, nepilnamečių nusikalstamumo lygis didesnis. Greta to, tenka pripažinti, jog Lietuvoje vykstantys kultūrinių vertybių ir aplinkos pokyčiai, tokie kaip santuokos kaip vertybės silpnėjimas, žema tarpusavio santykių kultūra, kartų solidarumo mažėjimas, nepakankama valstybės pagalba šeimai krizių atveju, atotolio šeimos tipo (našlaičio sindromas) formavimasis skatina nepilnamečių asocialaus elgesio atsiradimą ir sudaro prielaidas nusikalstamumui didėti. Tai suponuoja siekį atidžiau įvertinti vienos iš pagrindinių – policijos – institucijų, vykdančių nepilnamečių nusikalstamumo prevencinį darbą, veiklos efektyvumą. It is generally accepted that the juvenile crime prevention is relevant today. This preventive work is carried out and contributed by various institutions, such as: law enforcement, enlightenment, training and education, child protection services, various public organizations and other entities. This study examines police actions in carrying out juvenile crime prevention work. It is noticeable that situation in Lithuania is worse when comparing juvenile crime situation in Lithuania with neighboring Latvia - juvenile crime rates are higher. Along with this, one has to admit that changes of environment and cultural values, such as weakening meaning of marriage, low culture of reciprocal relationship, decline in solidarity of generations, lack of public support for the family crisis, family type with Parents Abroad (orphan syndrome) promotes the formation of juvenile antisocial behavior and leads to increase of crime.
