Previous issue date: 2011-11-22 / This paper aims to discuss a model for constructing a transparent portal that contains historical trends of public social, economical and financial indicators, preferably if collected at e-Gov websites. In order to reach that objective, we researched extensively within Manuel Castells, Tim Berners-Lee, Vinton Cerf, Karin K. Breitman, Martha Gabriel and Fernanda Viegas s work, amongst others, about semantic web, ontologies, search engine optimization and data visualization.
Starting from a study of the historical evolution of internet, we try to understand how was possible to forge this context of highly productive disorganized dynamics that provided the conditions of the massive availability of information and data that we see today. By utilizing concepts and technologies such as metadata, ontologies, web services, software agents, data visualization and optimization of research mechanisms, we discuss techniques and methodologies that could make collecting data as fast as possible feasible, as well as putting it together in a way that either humans or other computer systems may easily understand. We also analyze the current e-Gov services provided by the Brazilian government by evaluating its characteristics, tendencies and possibilities for evolution and growth by utilizing data and research provided by NIC.BR and W3C BR.
Thus, based on research and the author s own experience, this dissertation will try to propose a model for a portal that allows human interaction and integration with other computer systems for historical trends collected via web and formats and provides this data to society in a structured way.
Finally, we indicate future researches that may contribute to the discussion and development of websites and services that apropriate public open data / Este trabalho tem como objetivo discutir um modelo para a construção de portal que dê transparência a séries históricas de indicadores sociais, econômicos e financeiros, públicos e disponíveis na web. Para se chegar a esse objetivo, foram realizados estudos em autores como Manuel Castells, Tim Berners-Lee, Vinton Cerf, Karin K. Breitman, Martha Gabriel e Fernanda Viegas entre outros, sobre web semântica, ontologias, otimização em mecanismos de buscas e visualização de dados.
A partir do estudo da evolução histórica da Internet, buscou-se compreender como foi possível formar esse contexto de dinamismo não ordenado, com alta produção, criando condições para a alta disponibilidade de dados e informações que existem hoje. Abordando conceitos e tecnologias relacionadas à web semântica, ontologias, web services, agentes de software, visualização de dados e otimização dos mecanismos de buscas, discutiu-se técnicas e metodologias que viabilizem a sua construção de maneira a permitir que tais dados sejam coletados e que estejam disponíveis em formatos compreensíveis para seres humanos e integráveis a outros sistemas computacionais. Foi também analisado o
e-Gov atual, especialmente no Brasil, avaliando suas características, tendências e oportunidades de evolução utilizando dados e estudos disponibilizados pelo NIC.BR e W3C BR.
Assim, com base nesses estudos e na experiência do autor, esta dissertação tem o objetivo de propor um modelo de portal que permita a interatividade humana e integração com outros sistemas computacionais, das séries históricas públicas coletadas, formatando e disponibilizando-as de maneira estruturada para a sociedade.
` Por fim, é feita a indicação de pesquisas futuras, as quais venham contribuir para a discussão e o desenvolvimento de sites e serviços que apropriem dados abertos públicos.

Games get boring when they start repeating themselves and do not offer players new content. Procedural content generation (PCG) is increasingly used to generate this content. PCG-based game design decreases the need to have a human designer or a writer to generate the content. Algorithmic creation of game content can augment the creativity of human designers and this makes it possible small so-called indie teams to create the content for their game without the big resources. In this work, the field of PCG is introduced. Application of PCG is shown through a mobile game implementation. The implementation details of the mobile game Rush Hour will be presented that makes use of Foursquare, Twitter and Mapbox APIs, which eases the content creation using open data as the input of PCG.

Στόχος η βελτίωση των διαδικασιών επεξεργασίας και ανάλυσης των δεδομένων του συστήματος «Δι@ύγεια» δίνοντας έμφαση στην οικονομική ανάλυση τους. Σκοπός μας είναι η παροχή υπηρεσιών ώστε να διευκολυνθούν δραστηριότητες που σχετίζονται με την οικονομική ανάλυση των αποφάσεων. Για την υλοποίηση της διπλωματικής εργασίας θα χρησιμοποιηθεί η διεπαφή (API – application programming interface) που διαθέτει το σύστημα «Δι@ύγεια» για την προσκόμιση του συνόλου των δημοσιευμένων αποφάσεων και την αποθήκευση με τρόπο που να επιτρέπει την κατάλληλη οπτικοποίηση και εξαγωγή των οικονομικών δεδομένων. / -

L'invasion de la technologie numérique a modifié la société civile et administrative depuis la fin du XXe siècle. Les libertés publiques et individuelles ont été affectées par cette technologie. Le droit commun s'est adapté pour défendre les libertés publiques. Une législation spéciale s'est mise en place pour protéger la vie privée au travers de la protection des données à caractère personnel. Les entreprises mercantiles collectent ces données, les échangent et les monnaient. Elles constituent ainsi une base de données contenant une masse d'information concernant chaque individu. L'État adapte les lois afin de permettre une surveillance des individus au nom de la lutte contre le terrorisme. Mais la technologie permet aussi la diffusion des données administratives vers les citoyens et favorise une information neutre. Cette information ouvre la voie à une participation citoyenne. La France se refusant d'introduire directement dans la Constitution la protection de la vie privée, ce sont les cours européennes, CEDH et CJUE, qui depuis quelques années protègent effectivement cette vie privée. Cette protection repose également sur une meilleure formation des individus face aux dangers des réseaux sociaux et de l'Internet, formation qui reste à développer. / The invasion of digital technology has changed civil and administrative society since the end of the 20th century. Public and individual freedoms have been affected by this information technology. Common law has adapted to defend public liberties. Special legislation has been put in place to protect privacy through the protection of personal data. Mercantile companies collect these data and exchange them. They thus constitute a database containing a mass of information concerning each individual. The government adapts laws to allow surveillance of individuals to fight against terrorism. But technology also allows the dissemination of administrative data to citizens and promotes neutral information. This information paves the way for citizen participation. Since France refuses to introduce the protection of privacy directly into the Constitution, the European courts, ECHR and CJEU, have in recent years effectively protected this private life. This protection is also based on better training of individuals in the face of the dangers of social networks and the Internet, training that remains to be developed.

Inside an open data ecosystem, between municipality and business, there exists an unexplored data market based on open data sets. As actors works towards a functioning ecosystem, resistance is expressed. In this study, we explore and expand the insight of an open data ecosystem and bring forth actors’ resistance expression. This paper is the result of a case study about three municipalities, five business and their relation towards the data market in aSwedish context. From interviews, observations, documents, and thorough analysis we found that municipalities have limited knowledge, resources and political leadership, while businesses are affected by the lacking technical infrastructure on many levels, where open data products never become reality and are in a constant fear. The lacking collaboration infrastructure makes it impossible for municipalities to hear the prayers chanted by businesses. And nowhere to be found is the political leadership needed to move this chaos into order. From this, a deadlock is condensed where no one can act. / NODS - Nationell tjänst för öppna data

This thesis deals with the issue of Linked Open Data. The goal of this thesis is to introduce the reader to this issue as a whole and to the possibility of using Linked Open Data for developing useful applications by proposing a new development process focusing on such applications. The theoretical part offers an insight into the issue of Open Data, Linked Open Data and the NoSQL database systems and their usability in this field. It focuses mainly on graph database systems and compares them with relational database systems using predefined criteria. Additionally, the goal of this thesis is to develop an application using the proposed development process, which provides a tool for data presentation and statistical visualisation for open data sets published by the Supreme Audit Office and the Czech Trade Inspection. The application is mainly developed for the purpose of verifying the proposed development process and to demonstrate the connectivity of open data published by two different organizations.The thesis includes the process of selecting a development methodology, which is then used for optimising work on the implementation of the resulting application and the process of selecting a graph database system, that is used to store and modify open data for the purposes of the application.

This diploma thesis examines applications of datamining methods to open data. It is realized by solving analytical questions using the LISp-Miner system. Analytical questions are examined in data from The Czech Trade Inspection Authority from the perspective of the data owner. Procedure used to solve analytical questions is 4ft-Miner. There are presented and resolved four analytical questions, which are the results of the work. Work includes a detailed description of the transformation of the relational database into a format suitable for data mining. A detailed description of the data is also included. The theoretical part deals with the GUHA method and CRISP-DM methodology.

The diploma thesis addresses the issue of open data in relation to the scientific field of Competitive Intelligence. The focus is primarily on assessing the impact of open data in connection with the corporate sector and the number of obstacles that arise when obtaining data made accessible by the public sector. The main objective of the work is to provide the reader with clear information about the level of development of the public sector and the perception of openness by the corporate environment on a national and international scale, and the positive and negative impacts that accompany the process of opening the data. This, therefore, helps to acquire complex knowledge of the development and current level of the open data initiative. The objective was achieved by exploring the environment and conducting a survey in the corporate segment of small and medium-size companies engaged in software development, which via the applications they created, became notional propagators of the idea of public sector openness among ordinary citizens. Researched and obtained information, along with the conducted survey and questionnaire, as well as an analysis of the PESTLE environment - thus resulting in discovering the circumstances that influence the development of the issue of open data in the public sector and the possibility of their use by the private sector - provide the major contribution to this thesis. The first part of this thesis deals with the basic terms and principles of the examined sector, including a detailed description of various frameworks and the mutual relationships between the terms. The following part adds some information from the legislative environment on a national scale and outlines the issue of open licenses and the relations between them. The next part of this diploma thesis offers a closer look into the field of open data, principles of disclosure, life-cycle, benefits and the risks that accompany this initiative. Finally, to make the thesis complete, a few examples were added. The final part of the thesis includes a discussion on the impact of open data on the corporate sector in relation to the CI sector and an analysis of the attitudes of the corporate sector towards the level of openness of the public sector by conducting a questionnaire survey. The result of the analysis includes the findings on the attitudes, conditions and needs of the corporate sector towards the public sector in regard to access to open agendas. The data obtained can, for example, be used as supporting material for further investigation.

The diploma thesis deals with informatization of public administration and eGovernment in the Czech Republic. The main objective of the thesis is to suggest a project plan that will support informatization of public administration and eGovernment in accordance to the analyzed documents. The thesis compares development of informatization within Czech Republic and its level of eGovernment to other European Union members with recommendations for improvement. Main strategic documents connected with EU programs and the partnership agreement are also included. In the chapter about Smart Administration appraisal of the situation is carried out and the main projects are presented. As we are currently at the turn of the programming period, the thesis is focused both on the 2007-2013 and 2014-2020 programming period. Subsequently requirements for the project plan were determined in accordance to the analyzed documents. The selected project plans support the informatization of the public administration and one of their main targets is Czech citizen. Project plan form is created. Finally, project plans of Electronic elections system and The Public administration's open data catalog is chosen and presented.

The general theme of this thesis was the use of linked open data for a creation of games. This thesis specifically addressed the issue of usage of DBpedia for automatic question generation suitable for use in games. Within that are proposed suitable ways of selecting wanted objects from DBpedia and ways of obtaining and processing relevant information from them. Including a method for estimating renown of individual objects. Some of methods are then applied to create a program for a question generation from the data obtained through DBpedia during the run of the application. The real possibility of using these questions generated from DBpedia for gaming purposes is subsequently proved by the design, prototype and tests of a knowledge strategic multiplayer game. The paper also summarizes all the major issues and possible complications from using the data obtained through DBpedia or DBpedia Live endpoints. Current challenges and opportunities for mutual utilization of games and LOD are also briefly discussed.
