ANALYSIS AND INTERPRETATION OF 2D/3D SEISMIC DATA OVER DHURNAL OIL FIELD, NORTHERN PAKISTAN

The study area, Dhurnal oil field, is located 74 km southwest of Islamabad in the Potwar basin of Pakistan. Discovered in March 1984, the field was developed with four producing wells and three water injection wells. Three main limestone reservoirs of Eocene and Paleocene ages are present in this field. These limestone reservoirs are tectonically fractured and all the production is derived from these fractures. The overlying claystone formation of Miocene age provides vertical and lateral seal to the Paleocene and Permian carbonates. The field started production in May 1984, reaching a maximum rate of 19370 BOPD in November 1989. Currently Dhurnal‐1 (D-1) and Dhurnal‐6 (D-6) wells are producing 135 BOPD and 0.65 MMCF/D gas. The field has depleted after producing over 50 million Bbls of oil and 130 BCF of gas from naturally fractured low energy shelf carbonates of the Eocene, Paleocene and Permian reservoirs. Preliminary geological and geophysical data evaluation of Dhurnal field revealed the presence of an up-dip anticlinal structure between D-1 and D-6 wells, seen on new 2003 reprocessed data. However, this structural impression is not observed on old 1987 processed data. The aim of this research is to compare and evaluate old and new reprocessed data in order to identify possible factors affecting the structural configuration. For this purpose, a detailed interpretation of old and new reprocessed data is carried out and results clearly demonstrate that structural compartmentalization exists in Dhurnal field (based on 2003 data). Therefore, to further analyse the available data sets, processing sequences pertaining to both vintages have been examined. After great effort and detailed investigation, it is concluded that the major parameter giving rise to this data discrepancy is the velocity analysis done with different gridding intervals. The detailed and dense velocity analysis carried out on the data in 2003 was able to image the subtle anticlinal feature, which was missed on the 1987 processed seismic data due to sparse gridding. In addition to this, about 105 sq.km 3D seismic data recently (2009) acquired by Ocean Pakistan Limited (OPL) is also interpreted in this project to gain greater confidence on the results. The 3D geophysical interpretation confirmed the findings and aided in accurately mapping the remaining hydrocarbon potential of Dhurnal field.

Human resources development (HRD) for effective localisation of workforces : an empirical study for identifying the key success factors for the energy sector in the United Arab Emirates (UAE)

The objective of the current study is to explore and identify the Critical Success Factors (CSFs), which impact upon the effective implementation of Human Resource Development (HRD) initiatives in support of nationalisation, and to recommend a model for practical application and future research. Accordingly the study focused on identifying and analysing the various factors in the localisation of a workforce with regard to five broad categories, namely: national level factors, organisational (policies and practices related) factors, organisational (HR related) factors, individual level (expatriate and experienced staff related) factors and individual level (UAE national related) factors. The data for the study was collected using both qualitative and quantitative methods. Qualitative methods were used to develop an in-depth case study of the Emiratisation process in an oil and gas organisation, as well as for identifying the critical success factors to be included in the survey questionnaire for collecting the quantitative data. The results of the study indicated that the critical success factors identified in the study are part of a complicated reality and need to be managed to ensure success of the localisation of a workforce. The mean scores obtained on the various factors differed significantly across the organisations or sub groups of respondents used in the study. This indicates that the impact of various factors that facilitate or constrain the localisation efforts are highly contextual and organisation specific. The findings of the study revealed valuable insights that could enrich not only future research in the area, but also the practical application of HR tools and methods to support the localisation process. The current study also developed a model for practical application and future research in the area. The model identified the role of HR strategies and tools as critical for managing the CSFs and ensuring the success of the process of localisation. The model developed in the current study also emphasises the need to define the 'success' of localisation in much broader terms, by addressing complex issues such as, employee morale and motivation, expectations of all employees, including expatriates and so forth, rather than just focusing on the number of UAE nationals employed and their competencies. The current study also identified some of the limitations of the study and highlighted suggestions for future research.

Multistage stochastic programming models for the portfolio optimization of oil projects

Exploration and production (E&P) involves the upstream activities from looking for promising reservoirs to extracting oil and selling it to downstream companies. E&P is the most profitable business in the oil industry. However, it is also the most capital-intensive and risky. Hence, the proper assessment of E&P projects with effective management of uncertainties is crucial to the success of any upstream business. This dissertation is concentrated on developing portfolio optimization models to manage E&P projects. The idea is not new, but it has been mostly restricted to the conceptual level due to the inherent complications to capture interactions among projects. We disentangle the complications by modeling the project portfolio optimization problem as multistage stochastic programs with mixed integer programming (MIP) techniques. Due to the disparate nature of uncertainties, we separately consider explored and unexplored oil fields. We model portfolios of real options and portfolios of decision trees for the two cases, respectively. The resulting project portfolio models provide rigorous and consistent treatments to optimally balance the total rewards and the overall risk. For explored oil fields, oil price fluctuations dominate the geologic risk. The field development process hence can be modeled and assessed as sequentially compounded options with our optimization based option pricing models. We can further model the portfolio of real options to solve the dynamic capital budgeting problem for oil projects. For unexplored oil fields, the geologic risk plays the dominating role to determine how a field is optimally explored and developed. We can model the E&P process as a decision tree in the form of an optimization model with MIP techniques. By applying the inventory-style budget constraints, we can pool multiple project-specific decision trees to get the multistage E&P project portfolio optimization (MEPPO) model. The resulting large scale MILP is efficiently solved by a decomposition-based primal heuristic algorithm. The MEPPO model requires a scenario tree to approximate the stochastic process of the geologic parameters. We apply statistical learning, Monte Carlo simulation, and scenario reduction methods to generate the scenario tree, in which prior beliefs can be progressively refined with new information. / text

Design of a stand alone fully integrated communications, monitoring and control system for a novel remote sub-sea gas facility

The growing demand for hydrocarbon fluids, and the future expectation of insufficient onshore reserves, is driving the exploration and development of off-shore oil and gas fields. A significantly increasing number of the new fields are situated in deep water, placing significant constraints on the application of conventional platform (sea surface) systems. This has, by necessity, generated the rapid growth of sub-sea processing technology. / An integral part of a novel sub-sea natural gas dehydration project is the need to design and develop a communications, monitor and control system that is extremely reliable within a harsh marine environment. The off shore gas gathering and processing facility will be unmanned, therefore the entire ongoing operation of the sub-sea facility, and any sea surface equipment, will be dependent on the proper functioning of the communication system. System redundancy and low power consumption are also important issues. / The continuous bi-directional transmission of information between the field and shore-based control centres, together with the complexity of any maintenance / repair missions requires an extremely highly reliable system. The prospect of false alarms must be maintained at an absolute minimum. / Within this thesis the history and development of ocean based communications up to current state-of-the art technology is reviewed. Based on the unique and demanding requirements of the sub-sea gas processing facility, detailed recommendations are made for both a primary and back-up communication systems that meet the given criteria of being robust and having very low power requirements.

Agência Nacional do Petróleo / O presente trabalho congrega duas temáticas de grande relevância para o estudo do Direito Internacional. A primeira delas é o Direito Internacional dos Investimentos, fruto dos intensos fluxos de capital e indivíduos ao redor do mundo e expressão de tratativas negociais e contratuais firmadas entre Estados hospedeiros e investidores estrangeiros, sendo estes dois últimos atores globais na consecução e efetivação do Direito dos Investimentos. A segunda temática refere-se ao direito ao desenvolvimento que, nascido em um ambiente de profunda e intensa discussão travada pela comunidade internacional, figura como direito multifacetado que abarca aspectos sociais, econômicos e ambientais. Nesse contexto de sustentabilidade e representatividade dos Direitos Humanos, a presente pesquisa procura demonstrar como essas duas temáticas podem contribuir para uma indústria de caráter essencialmente internacional, qual seja, a indústria do petróleo e gás natural. Com o fito de minimizar os impactos negativos causados pelas atividades de exploração e produção de óleo e gás nos países produtores, são aplicados os ensinamentos do Direito Internacional dos Investimentos e do direito ao desenvolvimento, chegando-se a alguns mecanismos que promovam o desenvolvimento nos países atuantes nessa indústria. The first one is International Investment Law, which is the outcome of the intense flows of capital and individuals around the world and expresses the consequences of contracts and treaties in force between host states and foreign investors. The second topic refers to the right to development, which came to life in an environment of deep and intense debate waged by the international community. The right to development represents the multifaceted right which encompasses social, economic and environmental aspects. In this context of sustainability and representativeness of the Human Rights, this research aims at showing how these two issues can contribute to an essentially international industry, namely the oil and natural gas industry. Intending to reduce the negative impacts of exploration and production of oil and gas activities in oil countries, the principles of International Investment Law and of the right to development are applied in order to reach some mechanisms that promote the development in the countries that take part in this industry. Such mechanisms are studied from the perspective of Comparative Law and they propose a strategy of action for both host states and foreign investors. That strategy is intended to guarantee harmony in the international community, turning this so peculiar and unstable industry into an instrument for the enhancement of both mankind and the environment.

Development of a framework for Integrated Oil and gas Pipeline Monitoring and Incident Mitigation System (IOPMIMS)

The problem of Third Party Interference (TPI) on Oil and Gas Pipelines is on the rise across the world. TPI is not only common in developing countries but is now occasionally experienced in developed countries including Germany and the UK. The risks posed by these third-party activities on Oil and Gas pipelines are enormous and could be measured in terms of financial costs, environmental damages as well as health and safety implications. The quest for an end to these malicious activities has triggered a lot of studies into the root causes of pipeline TPI, other causes of pipeline failure, risks associated with pipeline failure and their mitigation measures. However, despite the significance of the effects of TPI, very little has been done to proffer an enduring solution through research. This research therefore aims at developing a framework for integrated oil and gas pipeline monitoring and incident mitigation system through integration of various wireless sensors for effective monitoring of oil and gas pipelines. Having identified the existing gaps in literature as lack of reliable, accurate and standard method for oil and gas pipeline risk assessment model, the study undertook a quantitative approach to develop an effective Quantitative Risk Assessment (QRA) model for pipelines. The QRA model developed benchmarks pipeline risk assessment and gives the parameters with which standard QRA could be measured. The research findings indicate that risk associated with Nigerian Pipeline system is in the intolerable region whereas TPI is an increasing menace across the globe. Further findings show that Support Vector Machine (SVM) gave the best performance with 91.2% accuracy while Neural Networks (NN) and Decision Tree (DT) gave 63% and 57% accuracies respectively in terms of pipeline failure mode prediction accuracies. It was recommended that operators should draw out Pipeline Integrity Management (PIM) programs and store pipeline data in a format that captures number of fatalities, property damages and costs as well as volume of oil or gas spilled to ensure that accurate data is obtainable for improved PIM. In conclusion, having achieved its aim and objectives evidenced by the framework, model developed, and the recommendations presented, the research has contributed in no small measure to providing a solution to pipeline incidences.

They are responsible for the creation of numerous jobs and are often providing essential services that require heavy capital investment. However, in countries with weak institutions where the accountability of politicians is poor and the management of SOEs’ financial resources undergo little control, officials are often inclined towards corruption. Huge amounts of public funds are easily diverted, and money which should have been invested in capital expenditure, in paying back company debt or in increasing shareholder return, are used to increase private patrimony or illegally fund political parties. Company performance suffers from such divestments as parts of the company’s profits are not reinvested in the company and as managers’ incentives are unaligned with shareholder interests. Petrobras, Latin America’s biggest company in terms of assets and annual revenues, suffered in 2014 and 2015 from an immense corruption scandal the economic impact of which is considerable, as investor confidence in Brazil weakened following the event. The scandal exposed an extensive corruption scheme through which contractors were colluding to increase prices of construction contracts, with the approval of Petrobras’ management who required in return either personal gains or funds for the Partido dos Trabalhadores (PT). The exposure of the scandal in the Brazilian press has had a great impact on Petrobras’ credibility as a firm: the company’s accounts were hiding immense irregularities as it had been paying too much for construction contracts which weren’t priced at market value. Throughout this paper, we will use the example of Petrobras to illustrate how corruption within State-Owned companies undermines company’s performance and how it impacts the company’s various stakeholders. / As empresas estatais são freqüentemente consideradas como componentes cruciais da economia de um país. Eles são responsáveis pela criação de vários postos de trabalho e proveem serviços essenciais que exigem um grande investimento de capital. Porém, em países com instituições fracas, onde a responsabilidade dos políticos é limitada e a gestão dos recursos financeiros das empresas estatais sofre pouco controle, os funcionários são muitas vezes tentados pela corrupção. Enormes quantidades de fundos públicos são facilmente desviados, e dinheiro que deveria ter sido investido nas despesas de capital, no pagamento de dívida da empresa ou no aumento do retorno para os acionistas, é usado para aumentar a riqueza privada de indivíduos ou para financiar ilegalmente partidos políticos. O desempenho da empresa sofre com essas alienações visto que parte dos lucros da empresa não são reinvestidos na empresa e dado que incentivos dos gestores estão desalinhados com os interesses dos acionistas. Petrobras, a maior empresa da América Latina em termos de ativos e receitas anuais, sofreu em 2014 e 2015 um escândalo de corrupção imenso, cujo impacto económico foi considerável, levando ao enfraquecimento da confiança de muitos investidores no Brasil após o evento. O escândalo expôs um extenso esquema de corrupção através do qual os contratantes foram conspirando para aumentar os preços de contratos de construção, com a aprovação da administração da Petrobras que pediu em troca ganhos pessoais ou fundos para o Partido dos Trabalhadores (PT). A exposição do escândalo na imprensa brasileira teve um grande impacto sobre a credibilidade da Petrobras: as contas da empresa estavam escondendo imensas irregularidades dado que a empresa tinha pago demais para os contratos de construção que não foram precificados no valor do mercado. Ao longo deste estudo, usamos o exemplo da Petrobras para ilustrar como a corrupção dentro empresas estatais prejudica o desempenho da empresa e como ela afeta as várias partes interessadas da empresa.

Towards a public service motivation theory for Brazil

In order to study public service motivation in Brazil, and its evolution from recruitment through retention, we carried a quantitative and qualitative research in a Brazilian regulatory agency, the Brazilian National Agency of Petroleum, Natural Gas and Biofuels (ANP), a public sector organization, and in a hybrid organization, Petrobras, an oil and gas company, a previously state-owned enterprise. Although Petrobras has now opened its capital and the hiring regime differs from public sector organizations, its capital is still majoritarily in the hands of the state and the agency ethos is still predominantly a public sector one. Therefore, this paper explores how the PSM construct, as proposed by James Perry (1990), applies to the Brazilian reality and suggests new elements for a new construct for a Brazilian PSM concept. Indeed, the data collected bears evidence that PSM as initially proposed in the cited study is not relevant to determine public service recruitment and entry motivation in Brazil. Values such as mission are not the reasons why Brazilian employees feel attracted to the public service. Nevertheless, once in the job, retention of such employees might result of a socially developed motivation and belief in the values regarding the mission of public organizations. This study also shows that the conditions of entry, as well as the progression paths before and after the recruitment are unique and peculiar to the Brazilian public sector entry mode. This study used a two-folded methodological approach: first, the author applied a survey to employees in both organizations using Perry ́s proposed survey instrument to test whether the PSM construct applied to the Brazilian case. Second, in-depth semi-strucutured interviews were carried out with employees in both organizations in order to collect data about specific features of motivation. This paper then concludes that the PSM concept must be redefined for the Brazilian case and that public service motivation is socially constructed on the job. Finally, the findings show that there is a unique dynamic in the Brazilian public service: given how competitive public examinations are, before recruitment, employees go through several competitive exams, erratically. They initially apply to very competitive and highly paid positions and, if they do not pass, they apply to lesser and lesser competitive positions until they pass. This characterizes a downward selection process. Conversely, once they have passed the examination, they start to compete for jobs that are higher paid, in an upward progression mode. Chosen jobs are not necessarily along the same profession lines. However, during the upward progression within the public sector, motivation and identity with the public sector emerges.
