Cumulative effects of human landscape change, predators, and natural habitat drive distributions of an invasive ungulate

Human footprint - in which land is converted for human use - is a leading contributor to global habitat and biodiversity loss. The accelerated rate of human landscape change to meet our growing needs has led to the direct loss of critical habitat and shifts in species distributions, interactions, and behaviour. These altered conditions affect species’ ability to adapt to environmental stressors, while some species thrive and others decline. In North America, one ungulate has successfully invaded new habitat in conjunction with human land use – the white-tailed deer. Across the continent, the invasion of white-tailed deer has led to increased competition with other ungulate species including mule deer, moose, and woodland caribou. In regions with abundant apex predators, they have become a source of primary prey as their populations increase. The mechanisms by which deer occupy landscapes in the northern extents of their geographic range are not well studied outside of the winter months, or how deer respond behaviourally to various types of human disturbance in a predator-rich environment. To address these knowledge gaps, I examined population scale resource selection across seasons and individual movement behaviour in white-tailed deer in northeastern Alberta’s intensively developed oil and gas landscape. I used previously developed models of predator frequency to spatially extrapolate wolf and black bear occurrence across my study region as indicators of indirect predation risk. I used two approaches to habitat modeling to examine deer responses to various modes of human landscape change, including roads, seismic lines, and cut blocks in addition to predators and natural habitat. Deer were best described by cumulative effects – or the combination of all of these factors – across all seasons with proximity to linear features explaining the most variation among the parameters tested. Most prominently in winter, deer strongly selected for habitat features expected to contain abundant natural sources of forage, and linear features, despite a potential increased risk of predation by wolves – suggesting that deer make energetic trade-offs between forage availability and predation risk. At the individual level, deer significantly increased their rate of movement when occupying habitat associated with predation risk. I suggest that deer make greater energetic trade-offs during winter when mobility is limited to evade predators and energetic costs are higher. The continued use of anthropogenic features post-winter, increased rate of movement and spread of landscape occupancy by deer may allude to the importance of human disturbance in maintaining deer in northern climates. Linear corridors may be an important mechanism by which deer are able to successfully colonize new areas at the northern extents of their range. My results shed light on the drivers of deer distributions in human altered landscapes for managing populations where the invasion of deer is complicit in the decline of other ungulate species such as woodland caribou in Alberta’s boreal forest. / Graduate

A meta-analysis study of project and programme management complexity in the oil and gas sector of the Middle East and North Africa region

Projects and programmes are inherently complex; the interaction of people, systems, processes and data within a dynamic environment creates an intricate network of agents whose behaviour can be unpredictable and unexpected. The management of this complexity is ordinarily concerned with the implementation of tools and techniques to ensure that projects are completed within the desired cost and time, at the agreed level of performance and quality – this is often referred to as the †̃iron triangleâ€TM. However, the impact of a dynamic external environment on the †̃softâ€TM boundaries of the project domain can lead to extreme difficulty in attempting to forecast or predict outcomes and system behaviours. This thesis contends that there is a clear desideratum for a new paradigm in project management practice and research that moves beyond the traditionalist (reductionist) approach to one that embraces, rather than attempts to simplify complexity. The research described in this thesis seeks to uncover the characteristics of complexity, in the context of projects and programmes, in an attempt to uncover if complexity is a factor in the determination of †̃valuableâ€TM outcomes. Subsequently, and through the theoretical lens of complexity theory, this research seeks to highlight the importance of our understanding and treatment of complexity in the execution and management of projects and programmes. The research further seeks to demonstrate how complexity thinking may inform a more sophisticated understanding of how projects, programmes and portfolios delivered successfully (Ziadat, 2017). The context of the research is the oil and gas (O & G) engineering sector in the Middle East and North Africa (MENA) region. A two stage qualitative and quantitative methodology is applied, based on deductive reasoning. The first stage involves the development of a questionnaire and a series of unstructured interviews to gain an understanding of the practical consideration that emerges from the literature review. The second stage of the research involves the application of meta-analysis to study the correlation between the complexity factors identified in the first stage, aiming for heterogeneity, identification of patterns and directing to achieve robust conclusions by using sensitivity analysis. The thesis proposes a new model of complexity factors for oil & gas engineering projects in the MENA region. The model is designed to facilitate the analysis of the project complexity landscape and to define requirements for oil & gas organisations involved with the delivery of projects and programmes to cope with different complexity factors within and across the MENA region. The outcomes include substantial relationship between technical and health, safety & environment complexity factors and project performance despite the mediation of project management complexity factors, yet the organizational complexity factors can be observed at a significant level when project management in complexity factors are considered as a mediator in the model (Ziadat, 2016).

Avaliação da carteira de projetos : Teoria Moderna de Portfólio, Teoria da Utilidade Esperada e Método de Monte Carlo aplicados na proposição de uma sistemática

A seleção de projetos de investimento é uma das atividades essenciais no dia-a-dia das organizações, e, neste exercício de avaliação, é preciso lidar em geral com uma carga considerável de incerteza. Analisar apenas as características individuais dos projetos é insuficiente diante do impacto que seus aspectos relacionais pode causar nos resultados. Além disso, um fator adicional nesse processo de escolha é a carga informacional já disponível internamente, na forma de conhecimento e percepção de analistas e gestores. Mais ainda, o próprio conceito de valor neste caso depende da perspectiva de quem avalia. Motivado por estas questões, buscou-se neste trabalho elaborar uma proposta de avaliação da carteira de projetos de investimento logicamente estruturada e modular, adaptável a diversas realidades organizacionais possíveis. A montagem do procedimento otimizatório reuniu conceitos de métricas de risco e retorno de projetos, Teoria Moderna de Portfólio, Teoria da Utilidade, simulação de Monte Carlo e decomposição de Cholesky. Por fim, a utilidade da proposta foi testada via sua aplicação em amostra de projetos no segmento de óleo e gás. / The investment projects selection is one of the essential activities in day-to-day operation of companies, and in this evaluation exercise it is generally required to handle a considerable amount of uncertainty. Analysing only the individual characteristics of projects is insufficient considering the possible impact of their relational aspects in results. Furthermore an additional item in this selection process is the informational load already available internally in the form of knowledge and perception of analysts and managers. Moreover even the concept of value in this case depends on the perspective of who evaluates. Motivated by this issues, this study aimed to formulate a proposal for investment projects portfolio evaluation logically structured and modular, adaptable to various possible organizational realities. The conception of optimization procedure brought together concepts of risk and return project metrics, Modern Portfolio Theory, Utility Theory, Monte Carlo simulation and Cholesky decomposition. Finally the proposal utility was tested by its application in a sample of oil and gas projects.

É possível pressupor que o modelo da sociedade de risco se reflete em alterações no direito e na economia do Brasil. Os riscos tornaram-se uma constante e exigem substituições nas formas de atuação social, o que Ulrich Beck denomina de subpolítica. A mudança é sentida especialmente em setores centrais para economia, tais como o de petróleo e gás, enquanto os riscos globais são sentidos na crise ambiental. Uma vez que as instituições, na Sociedade de Risco, são levadas a rever sua atuação, o empresariado recebe a tarefa de encontrar mecanismos para superar a crise ambiental. A responsabilidade socioambiental da empresa passa a ser exigida como contrapartida pelos lucros obtidos, especialmente para atividades potencialmente poluentes, como a petrolífera. O princípio da precaução, o desenvolvimento sustentável e a equação financeira do contrato podem ser vetores para a adoção da responsabilidade socioambiental pela indústria petrolífera. Mas para que esta possa ser vista como uma nova razão pública deve se demonstrar que ela pode motivar a evolução da sociedade como um todo. A Rio+20 definiu a economia verde como uma nova meta, principalmente para as atividades potencialmente poluentes. O objetivo central do trabalho é investigar a regulação das empresas de petróleo e gás, especialmente sobre a possibilidade de adoção da responsabilidade socioambiental. Ressalte-se que esta visa impor medidas de conservação e ações pró meio ambiente, além daquelas já estipuladas por força legal ou pelo licenciamento ambiental. A pesquisa visa apresentar possíveis soluções para os questionamentos acima, garantindo segurança jurídica para empresas de petróleo e gás, mas ao mesmo tempo visando ampliar a sustentabilidade do setor, propondo novas regras que podem ser adotadas nos editais de licitação e nos contratos de concessão e partilha de produção. Em um momento que se debate a possibilidade de direcionamento dos royalties do petróleo exclusivamente para a educação o estudo de medidas jurídicas para implementar a responsabilidade socioambiental no setor petrolífero torna-se ainda mais necessária. / The context of reflexive modernization leads to question the role of traditional institutions, especially the Executive Power. It can be assumed that the model of risk society is reflected in changes in the law and economics of Brazil. The risks have become a constant and require replacements in the forms of social action, something Ulrich Beck calls subpolitics. The change is felt especially in sectors central to the economy, such as oil and gas, while the overall risks are felt in the environmental crisis. Once institutions in Risk Society are taken to review its operations, the business receives the task of finding mechanisms to overcome the environmental crisis. The precautionary principle, sustainable development and financial equation of the contract can be vectors for the adoption of environmental responsibility by the oil industry. But for it to be seen as a new public reason it must be shown that it can motivate the evolution of society as a whole. Rio+20 defined green economy as a new goal, especially in what concerns the potentially polluting activities. The main objective of this study is to investigate the regulation of oil and gas companies, especially about the possibility of adoption of environmental responsibility. It should be noted that it is intended to impose conservation and pro environment measures and actions, in addition to those already stipulated for legal or environmental licensing As secondary objectives are the analysis and a critique of social and environmental responsibility as public reason, the possibility of joint liability of financial institutions in compensation for environmental damage caused by the projects of oil and gas that they fund, and the study of environmental compensation under Law No. 9.985/2000 for the oil sector. The research aims to present possible solutions to the questions above, ensuring legal certainty for oil and gas companies, but at the same time seeks to increase the sustainability of the sector by proposing new rules that may be adopted in the bidding documents and concession contracts and sharing production. In times when the debate of the possibility of targeting the oil royalties is exclusively for education the study of legal measures to implement social and environmental responsibility in the oil sector becomes even more necessary

O presente estudo traz para discussão as ações educativas destinadas aos trabalhadores, no âmbito do licenciamento ambiental das atividades de perfuração e exploração de petróleo e gás offshore - à luz dos referenciais teórico metodológicos de uma Educação Ambiental (EA) crítica. Muito embora as pesquisas em EA no Brasil tenham alcançado um elevado grau de maturidade, produzindo reflexões profícuas e embasando a elaboração tanto de diretrizes quanto instruções normativas; ainda hoje, importantes eixos de atuação e públicos de interesse específicos - a exemplo de trabalhadores alocados em unidades de perfuração, produção e embarcações de apoio - carecem de uma reflexão aprofundada que questione tanto o substrato epistemológico empregado quanto o tipo de práxis educativa que vem sendo construída. Neste sentido o estudo analisa o Projeto de Educação Ambiental dos Trabalhadores (PEAT) elaborado por duas grandes empresas de consultoria, sediadas no Rio de Janeiro, com o objetivo de avaliar em que medida seus projetos pedagógicos incorporam os princípios da EA instituídos pela Política Nacional de Educação Ambiental. Ademais são observados os pontos críticos (contradições) para a operacionalização do Projeto e o embate entre discursos antagônicos, que buscam a hegemonia material e simbólica do campo da EA, tomando por base a análise de discurso a partir de entrevistas realizadas com os principais atores envolvidos na elaboração do PEAT: empreendedor-consultoria-órgão ambiental. Como resultado observamos: (i) uma deficiência (por parte das consultorias) em incorporar os fundamentos teóricos da EA ao PEAT submetido para aprovação do órgão ambiental licenciador; (ii) uma inadequação das concepções metodológicas do PEAT, com consequentes advertências por parte do órgão ambiental e (iii) o engendramento de uma situação de incoerência na qual o órgão ambiental licenciador aprova um documento escrito (PEAT submetido) e desaprova as práticas educativas por este desencadeadas. / This study starts the discussion of educational actions designed for workers, under the environmental licensing process of exploration and production of oil and gas from the perspective of the theoretical methodological references of critical Environmental Education (EE). Even though research in EE in Brazilhas reached an elevated degree of maturity, producing fruitful reflections and providing basis for the elaboration of guidelines as well as normative instructions; even today, important areas of action and target publics of specific interests as is exemplified by workers allocated in drilling and production units and supply vessels lack a deeper reflection that questions not only the epistemological basis used but also the kind of educational praxis that is being constructed. In this way, this study analyses the Environmental Education Project for Workers (PEAT) elaborated by two large consulting companies, based in Rio de Janeiro, so as to evaluate in what way their pedagogical projects incorporate the principles of EE put forth by the National Environmental Education Policy. Critical points (contradictions) for the operationalization of the Project are also observed as well as the shock between conflicting discourses that look for material and symbolic hegemony in the EE field, by analyzing the discourse from interviews carried out with the main actors involved in the elaboration of the PEAT: the company consulting company environmental agency. As a result, we see: (i) a deficiency (on the part of the consulting companies) in incorporating the theoretical foundations of EE into the PEAT submitted for approval by the environmental agency responsible for the licensing process; (ii) inadequate methodological conceptions of the PEAT, with subsequent warnings from the environmental agency and (iii) the creation of a situation of incoherencies in which the environmental agency approves a written document (the submitted PEAT) and disapproves of the educational practices that this document propagates.

Estabelecimento do ranking de empresas integradas de óleo e gás quanto às emissões atmosféricas utilizando modelagem de apoio à decisão multicritério

Os sistemas energéticos são responsáveis por 64% das emissões de gases de efeito estufa. Além dos gases de efeito estufa, outras emissões atmosféricas estão diretamente ligadas ao consumo de combustíveis fósseis. O setor de óleo e gás representa 15% das emissões de gases de efeito estufa. Objetivando demonstrar que a indústria de óleo e gás opera de forma sustentável as associações do setor incentivam as empresas de óleo e gás a reportar seus avanços através das diretrizes desenvolvidas pelo IOGP, IPIECA e API e pelas diretrizes desenvolvida pelo Global Report Initiative (GRI). A análise de decisão multicritério vem sendo largamente empregada na área de energia. Entre as metodologias disponíveis, o método TOPSIS de forma isolada ou em combinação com outros métodos como no caso do método Entropy, que calcula automaticamente os pesos sem a subjetividade humana, vem sendo utilizado pela facilidade de seu emprego. Com o objetivo de estabelecer o ranking das empresas de óleo e gás integradas quanto suas emissões atmosféricas, foi aplicado o método Entropy-TOPSIS. Foi constituído o ranking das empresas e verificado a ocorrência do fenômeno de ranking reverso e aplicada metodologia modificada para a correção do fenômeno. O ranking final foi obtido e uma análise dos resultados realizada. Verificou-se que as oito empresas nas primeiras posições no ranking obtido possuem os menores valores de ativos e que as Big Majors da indústria de petróleo e gás, além da Petrobras ficaram posicionadas nas últimas posições do ranking obtido, porém as empresas europeias obtiveram melhores resultados em relação às empresas de origem americana e brasileira. / The share of fossil fuels accounted for 86% of global energy by 2014. The energy systems are responsible for 64% of emissions of greenhouse gases. In addition to greenhouse gas emissions, other air emissions are directly linked to the consumption of fossil fuels. The oil and gas sector accounts for 15% of emissions of greenhouse gases. Aiming to demonstrate that the oil and gas industry operates in a sustainable way the oil and gas industry associations encourage oil and gas companies to report their progress through the guidelines developed by IOGP, IPIECA and API as well using the guidelines developed by the Global Reporting Initiative (GRI). The multicriteria decision analysis has been widely used in the energy sector. Among the methodologies available, the TOPSIS method and their combination with other methods such as Entropy method, which automatically calculates the weights without human subjectivity, has been used due to it¿s the easier application. In order to establish the ranking of oil and gas companies integrated as its atmospheric emissions, it is applied Entropy- TOPSIS method. It was established the ranking of the companies and verified the occurrence of the ranking reverse phenomenon and it was applied an modified methodology to correct the phenomenon . The final ranking was obtained and an analysis of results performed. It was found that the eight companies with the first positions in the obtained ranking have the lowest values of assets and the Big Majors in the oil and gas industry as well Petrobras were placed in the final positions in the ranking but European companies have better performance in relation to American and Brazilian origin companies

Fundação de Amparo à Pesquisa do Estado do Rio de Janeiro / Manguezais são ecossistemas marinhos costeiros que ocorrem nas regiões tropicais e subtropicais do globo. A associação desses ambientes a formações recifais é restrita, particularmente no Brasil, onde se destaca a ilha de Tinharé, na costa sul do estado da Bahia, não só pela ocorrência desse sistema manguezal-recifes, mas também pelo desenvolvimento estrutural da floresta e pela atividade produtiva de mariscagem exercida pela população do povoado de Garapuá. Apesar da proximidade de Morro de São Paulo, atrator turístico internacional, este povoado experimentava certo isolamento socioeconômico até a chegada da indústria do petróleo que, em função de suas potencialidades e riscos, tensionou a vida da comunidade local. Este estudo tem por objetivo analisar a vulnerabilidade socioambiental dos manguezais adjacentes à Garapuá, Cairu-BA, frente a inserção da indústria petrolífera na região, a partir da caracterização estrutural das florestas de mangue e da caracterização social do povoado de Garapuá e, particularmente, das marisqueiras usuárias deste ecossistema. As abordagens metodológicas utilizadas podem ser classificadas como pesquisas quantitativas, empregadas no levantamento fitossociológico, e qualitativas, utilizadas a partir de observações de campo e entrevistas, além de levantamentos bibliográficos, para elaboração das análises sociais. Os resultados indicam florestas de mangue de porte variável, em bom estado de conservação, com altura média das dez árvores mais altas entre 2,40,2 metros (estação 7) e 22,71,1 metros (estação 29), geralmente dominadas por Rhizophora mangle (38 das 52 estações de amostragem). A partir da caracterização estrutural foi realizado teste estatístico de agrupamento que, aliado a aspectos da arquitetura das árvores, permitiu a classificação das florestas em 12 Tipos Estruturais. As análises relativas à vulnerabilidade ambiental fundamentaram-se nos aspectos de sensibilidade e na posição fisiográfica ocupada por cada Tipo de floresta e identificaram níveis distintos de vulnerabilidade a derramamentos de óleo. Com relação aos aspectos sociais, as informações sobre os sistemas socioeconômicos e culturais relacionados à saúde, à educação, às práticas produtivas e à geração de renda, ao transporte, à religião e à organização social, como um todo, evidenciaram vulnerabilidades frente à inserção da indústria do petróleo, apontando as marisqueiras como o segmento mais suscetível a vivenciar os riscos e os impactos desse empreendimento no local. A inserção da indústria do petróleo neste contexto socioambiental representa aumento de riscos e, consequentemente, de vulnerabilidade socioambiental, na medida em que o diálogo estabelecido entre empreendedor e população se apresenta de forma assimétrica, dificultando a participação da população local, sobretudo dos mais excluídos que, nesse caso, são representados pelos usuários dos manguezais. / Mangroves are coastal marine ecosystems occurring in tropical and sub-tropical regions of the world. These environments associated with coral reefs are uncommon systems, particularly in Brazil, where Tinharé island, south coast of Bahia State, is highlighted because of the high mangrove structural development and the shellfish activities by local people. Garapuá village experienced some socioeconomic isolation, despite the proximity of Morro de São Paulo, international tourist point, until the arrival of the oil industry that, in its aspects of risks and potential, strained the village way of life. This study aims to examine the socio-environmental vulnerability of Garapuá/Bahia mangroves, facing the insertion of the oil industry in the region, by analyzing the structural characterization of mangrove forests and the social characteristics of Garapuá village, particularly, shellfish users of this ecosystem. The methodological approaches are inserted in quantitative research, used in the phytosociological studies, and qualitative, through field observations and interviews. The results indicate mangrove forests of variable size, with a height of ten biggest trees between 2.4 0.2 meters (station 7) and 22.7 1.1 meters (station 29), usually dominated by Rhizophora mangle (38 of 52 sampling stations). From the structural characterization was performed statistical analysis which, combined with aspects of the architecture of the trees, allowed the classification of forests into 12 Structural Types. Environmental vulnerability analyses were based on aspects of sensitivity and physiographic position of each Type of forest that identified different levels of vulnerability to oil spills. Regarding social aspects, the information analyzed together with field data revealed socioeconomic and cultural aspects related to health, education, income, transportation, religion, celebrations, social organization, pointing to a situation of evident social vulnerability, with the people who traditionally uses the mangrove products in the most vulnerable class. In this context, petroleum industry activities represents an increase of socio-environmental risk and, consequently, socio-environmental vulnerability, because of the dialogue asymmetry between the actors, which hindering the participation of local people, especially the most excluded, in this case focused on mangrove users.

Stakeholder interaction in the establishment of an oil and gas manufacturing hub in Saldanha Bay

Thesis (MTech(Business Administration))--Cape Peninsula University of Technology, 2011 / Business ventures tend to commit themselves too soon to the twin issues of corporate social responsibility and stakeholder interaction, but in practice normally fail to deliver on all their promises in this regard, which often lead to great disappointment for the local communities involved. The new dispensation in South Africa has currently contributed to a great extent to how communities respond when they face issues of this nature. Sowman and Megan Gawith (1994) are believe that this new approach in behaviour of communities is owing to the recent influence of western models of development on developing areas. An inability of business to adapt to this changed environment will inevitably lead to a fragile relationship between such an entity and the community, which could easily ruin the implementation of development plans and ultimately cause the end of a business. Waddock and Graves (1997) are of the view that if good stakeholder consultation is maintained, it could be favourable for both business and community, and healthy relationships of this nature are always evident in the practice of such a company. The Stakeholder Engagement Practitioner Handbook (2008:5) is a specific model which is explored by this study in order to prevent a negative kind of relationship between a business and the local community. This is regarded as an imperative tool for comparison purposes to ensure sustainable and sound interaction, whilst identifying potential problem areas and simultaneously serving as a guiding map. The aim of this study was to investigate the ongoing interactions process for the identification of strengths and weaknesses of engagements in the Saldanha Bay venture in order to provide recommendations for improvement accordingly, as well as to determine whether the current process is substantive and responsive enough to the real needs and expectations of these groupings. The research, therefore, reviewed available literature on public paticipation and stakeholder interaction for business success in order to develop a theorethical model based on the strengths and weaknesses of the current engagement process in the Saldanha Bay Municipal area, and to also identify key components for beneficial dialogue. A descriptive case study technique was adopted as the most appropriate design to focus analytically on the entire engagement process and to extrapolate the nature of the interaction from various stakeholder accounts, in order to emphasise the views of the selected population. The results of this study indicated that the current local engagement process did indeed match most of the elements contained in the proposed model after a comparison was conducted. The research findings further revealed that even though the forum gained enormous momentum during the first phase, the process still lacks a few key areas to ensure more effective engagement. If these key areas are not properly addressed, this situation could at a later stage pose a serious threat to the future sustainability of the forum.

Otimização do problema de localização de instalações aplicado ao comércio e distribuição de combustíveis / An algorithm for the plant location problem optimization applied to oil and gas Logistics.

Um dos problemas mais relevantes em organizações de grande porte é a escolha de locais para instalação de plantas industriais, centros de distribuição ou mesmo pontos comerciais. Esse problema logístico é uma decisão estratégica que pode causar um impacto significativo no custo total do produto comercializado. Existem na literatura diversos trabalhos que abordam esse problema. Assim, o objetivo desse trabalho é analisar o problema da localização de instalações proposto por diferentes autores e definir um modelo que seja o mais adequado possível ao mercado de distribuição de combustíveis no Brasil. Para isso, foi realizada uma análise do fluxo de refino e distribuição praticado neste segmento e da formação do respectivo custo de transporte. Foram consideradas restrições como capacidade de estoque, gama de produtos ofertados e níveis da hierarquia de distribuição. A partir dessa análise, foi definido um modelo matemático aplicado à redução dos custos de frete considerando-se a carga tributária. O modelo matemático foi implementado, em linguagem C, e permite simular o problema. Foram aplicadas técnicas de computação paralela visando reduzir o tempo de execução do algoritmo. Os resultados obtidos com o modelo Single Uncapacited Facility Location Problem (SUFLP) simulado nas duas versões do programa, sequencial e paralela, demonstram ganhos de até 5% em economia de custos e redução do tempo de execução em mais de 50%. / One of the most relevant problems at large organizations is the choice of locations for estabilishing facilities, distribution centers or retail stores. This logistics issue is an strategic decision which may cause signicant impact at the eective cost of the product. There are several papers tackling this issue. The objective of this dissertation is to analyze the Facility Location Problem previously developed by other authors and to dene the most applicable model to the fuel distribution industry in Brazil. It started from the analyzis of the upstream and downstream ow in practice at this segment and from the respective transportation cost formation. Some constraints were considered like stock capacity, multicommodity oer and distribution hierarchy levels so it could be possible to dene a mathematical model applied to freight economy considering the incident taxes. The dissertation also has the objective of creating a program using the C language which could simulate the problem. It were applied parallel computing techniques to reduce runtime of the algorithm. The results obtained from the Single Uncapacited Facility Location Problem (SUFLP) executed in both program versions, sequential and parallel, demonstrate up to 5% of eective costs gain and reduction of more than 50% in execution time.

A práxis educativa na gestão ambiental pública: uma análise crítica dos programas de educação ambiental do licenciamento offshore de petróleo na Bacia de Campos (BC), RJ. / The educational praxis in the public environmental management : a critical analysis of the environmental education of the oil offshore licensing programs

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / O estudo partiu do diálogo entre as políticas públicas de meio ambiente e o referencial teórico crítico da educação e da justiça ambiental. Ancorada na filosofia da práxis, uma categoria central do materialismo-histórico, busca ir além dos aspectos teóricos. A pesquisa tem o objetivo de contribuir para o entendimento e melhoria dos processos complexos e contraditórios de implementação da educação ambiental como condicionante de licença de operação e produção da indústria de petróleo e gás no Brasil. Tais projetos mitigatórios são conduzidos e monitorados pelo órgão ambiental, mas devem ser implementados e executados pelos próprios empreendedores que causam os impactos socioambientais nas localidades. Em contrapartida, projetos de educação ambiental crítica e participativa, desenvolvidos compulsoriamente no licenciamento offshore, estão voltados para os grupos socioambientais impactados. Preconizam o fortalecimento e a integração desses grupos diante do Estado e do próprio empresariado e devem estimular participação em processos decisórios da gestão ambiental local. A tese a ser demonstrada é a de que, neste campo de disputas pelo uso e gestão do território, os PEAs em sua práxis educativa e enquanto política pública no âmbito do licenciamento, constitui-se em um instrumento em potencial na construção de cidadania política. Na busca por investigar a efetividade desses PEAs, implementados na maior bacia petrolífera do país, a bacia de campos, a pesquisa faz primeiramente um estudo documental e posteriormente um estudo empírico com os atores sociais participantes dos projetos. A pesquisa documental revelou que existiam cinco PEAs desenvolvidos entre os anos de 2010 e 2012: o Projeto Pólen e o NEA-BC (Petrobras); o PEA ObservAção (PetroRio, antiga HRT); o PEA FOCO (Statoil) e o QUIPEA (Shell). A pesquisa empírica foi feita nos municípios de São Francisco de Itabapoana, São João da Barra, Armação dos Búzios e Cabo frio, contemplados com 80% dos projetos desenvolvidos na região e percorreu 17 localidades dos municípios e foram realizadas 52 entrevistas. Esta etapa da pesquisa traz as motivações acerca dos projetos, opiniões sobre o processo formativo, as transformações práticas vividas pelos atores a partir das vivências nos projetos e aspectos da participação desses atores sociais dentro e fora dos PEAs. 70% dos entrevistados trazem as crenças nos projetos devido às: propostas, objetivos e metodologias (discussões participativas, encontros de comunidades) e à equipe de executores (com os quais os atores têm uma relação de afeto e admiração); 28% abarcam as descrenças: lentidão e subjetividade dos resultados; o não entendimento acerca da origem dos projetos (mitigatórios, compesatórios, etc); conflito nas relações entre os quilombolas e os empresários; gastos com os projetos e não com a comunidade. Outras categorias surgem: remuneração/contratação; Obtenção de uma sede para o projeto; a excelência no processo formativo (onde alguns métodos devem ser repensados); a interação e a articulação entre os projetos. O estudo também revelou que os participantes passaram a participar de instâncias da gestão pública de seus territórios. As questões são apontadas para que esses projetos possam ser aperfeiçoados, mesmo diante de todas as contradições, tensões e conflitos que isso impõe em uma sociedade desigual, reduzindo a natureza, a mercadoria e a relações precificadas. / This study originated from the dialogue between public environmental policies and the critical theoretical education and environmental justice references. Anchored on the praxis philosophy, a central category of historical materialism, aimed to go beyond the theoretical aspects. The research also aimed to contribute to the understanding and improvement of the complex and contradictory processes regarding the implementation of environmental educational programs, which are one of the demands to obtain the environmental license required for oil and gas exploitation in Brazil. Mitigating projects such as the one cited above, are conducted and monitored by the environmental agency, and must be implemented and executed by the companies whose activies cause social and environmental impacts on identified social groups. On the other hand, the participatory environmental education projects, compulsorily developed for licensing offshore focused on the impacted social groups. They stimulate, as one goal, the strengthening and integration of these groups on the State and the business itself and should encourage participation in decision-making on the local environmental management level. The thesis to be demonstrated is that on this field of contest for the territory usage and its management, the PEAs in their educational praxis and as a public policy in the licensing scope, can be stated as a potential tool for the citizenship policy construction. With the purpose of investigating the effectiveness of PEAs, implemented in the largest oil basin of the country, the Campos basin, the first step of the present investigation was an extensive survey on documents and the second step was an empirical approach with selected social actors participating in the the projects. The documents survey revealed that there were five PEAs developed between 2010 and 2012 in Campos basin: the Pollen Project and the NEA-BC (Petrobras); PEA OBA (PetroRio); PEA FOCO (Statoil) and the QUIPEA (Shell). The empirical research has been done in the municipalities of San Francisco de Itabapoana, São João da Barra, Buzios and Cabo Frio, awarded 80% of the projects developed in the region. The field research included 17 locations in the municipalities were 52 interviews were conducted. 70% of respondents cited they believed in the projects due to the proposal itself, the objectives and the methodologies, including participatory discussions, community meetings and the team of performers, with which, the actors demonstrated a relationship of affection and admiration. About 28% approached the disbelief due to slow and subjectivity of results; lack of understanding about the nature of the projects (mitigation, compensation nature, etc); conflicts in relations between social actors (Maroons) and entrepreneurs; spending resources on the projects and not on the communitys needs. Other categories were rised: remuneration / contracting; headquarters needed for the project; excellence in the informative/training process; the interaction and coordination between the projects. The study also confirmed that participants increased their participation within the public administration bodies on their territories. The issues are highlighted as a contribution for the improvement of these projects improvement, regardless all the contradictions, tensions and conflicts imposed by an unequal society, reducing the goods and the nature priced relationships.
