The Communication Constitution of Law Enforcement in North Carolina’s Efforts Against Human Trafficking

Over the past 20 years, human trafficking has gained international attention and resulted in the creation of anti-trafficking laws in the United States. Politicians, scholars, and organizations have called for more professional efforts against human trafficking and advocated for better education and awareness to identify victims and prosecute traffickers. Local law enforcement is recognized for its ideal position in communities to combat this crime. In 2011, North Carolina implemented a statewide human trafficking training program for law enforcement. This research study examines the communication constitution of law enforcement and the use of power through this training program and as officers work trafficking cases. I position this research study within the literature of interorganizational collaboration (ICO), high- reliability organizations (HROs), and the Four Flows Model – a communication constitution of organizations (CCO) theory. I then provide a comprehensive methodical review of this research, which includes organizational documents and ethnographic data collected over a two-year period. The research results are divided into two discussions of law enforcement’s organizational constitution. First, I discuss law enforcement’s communication constitution through its human trafficking opposition and traffickers’ power to control victims. Second, I discuss law enforcement’s communication constitution through roles and partnerships in anti- trafficking efforts and power through government sanctioned authority. Finally, I conclude with a review of the research, contributions to the field, and recommendations.

HRD Professionals' Experience Utilizing Data Analytics in the Training Evaluation Process

<p>In the past, Human Research Development (HRD) professionals have faced barriers of gaining access to the data they need to conduct higher level evaluations. However, recent technological innovations have presented opportunities for them to obtain this data, and consequently, apply new approaches for the training evaluation process. One approach being used is the application of data analytics. Because organizations have begun to embrace its use, recent research activities in the literature have focused on the promotion of analytics versus the practical application of analytics in the organization.<b> </b>This study investigated how HRD professionals utilize data analytics in the training evaluation process. It contributes to the body of research on the practical application of analytics in determining training effectiveness. The Unified Theory of Acceptance and Use of Technology (UTAUT) and Sociomateriality served as the theoretical framework for understanding how HRD professionals use data analytics in the training evaluation process. To address the research objective, a qualitative descriptive design was employed to investigate the phenomenon of lived experience, how HRD professionals use data analytics in the training evaluation process. Data were collected through semi-structured interviews with six (6) participants who were front and center in the organization’s transition to the analytics tool, Metrics That Matter (MTM), for evaluating training initiatives. The thematic analysis approach was applied. The study findings suggest three factors that influenced HR professionals to use human resource analytics, while revealing four ways they used those analytics in the training evaluation process. More importantly, findings from this study will provide training departments and HRD professionals recommendations for expanded job role and/or function descriptions, as well as best practices for incorporating data analytics in the training evaluation process.</p>

The master's thesis consists of introduction, two chapters, conclusion, bibliography, applications. The theoretical part presents the basic concepts of intra-organizational training of personnel, its types and forms, stages and methods. In the practical part, a general description of the enterprise under study, an analysis of the staff, is described, an analysis of internal organizational training of personnel is carried out using the example of the Irbit College of Humanities. Based on the data obtained, proposals have been developed to improve internal organizational training of personnel. In conclusion, the results are summarized in accordance with the tasks set. / В работе представлены основные понятия внутриорганизационного обучения персонала, ее виды и формы, этапы и методы. В практической части описывается общая характеристика исследуемого предприятия, анализ кадрового состава, проведен анализ внутриорганизационного обучения персонала на примере ГБПОУ СО «Ирбитский гуманитарный колледж». На основе полученных данных разработаны предложения по совершенствованию внутриорганизационного обучения персонала. В заключении подведены итоги в соответствии с поставленными задачами.

Le contrat psychologique se définit comme une croyance de l'employé relative à des obligations réciproques entre lui-même et son employeur, lesquelles sont basées uniquement sur la perception des promesses de l'organisation mais qui ne correspondent pas obligatoirement à la réalité. Bien que ce concept suscite une littérature abondante, peu d'études se sont intéressées spécifiquement à ses relations avec la formation organisationnelle. La revue de littérature met en évidence que les caractéristiques sociodémographiques, organisationnelles et formationnelles influencent le contrat psychologique d'une part. D'autre part, les objectifs de performance organisationnelle et d'employabilité, les facteurs contextuels et le transfert des acquis de la formation contribuent à l'efficacité de la formation. Cette recherche-action vise à répondre à la question de l'influence du contrat psychologique sur la formation organisationnelle. L'échantillon de l'étude est composé de 119 ouvriers non diplômés d'un site de production automobile français. La première partie des résultats se consacre à l'étude de la validité psychométrique de l'outil de mesure du contrat psychologique, le « Psychological Contract Inventory » (PCI), à l'influence des variables sociodémographiques, organisationnelles et formationnelles sur le contrat psychologique. La seconde partie s'intéresse à l'influence de la réalisation du contrat psychologique sur la satisfaction de la formation. A partir de la revue de littérature et des résultats obtenus, un modèle théorique comprenant l'influence des caractéristiques individuelles, organisationnelles et formationnelles de l'employé sur le contrat psychologique et l'influence de la réalisation du contrat psychologique sur la satisfaction de la formation est proposé. Dans la troisième partie, les implications pratiques et théoriques des résultats sont discutées. / The Psychological Contract is defined as a belief of the employee on reciprocal obligations between himself and his employer, which is also based solely on the perception of the organization's promises but does not necessarily correspond to reality. Although this concept provides researchers with abundant literature, few studies have focused specifically on its relationship with organizational training. The literature review consulted for this research shows that socio-demographic, organizational and training characteristics influence the Psychological Contract and also that the objectives of organizational performance and employability, contextual factors and transfer of training contribute to the effectiveness of the training. The purpose of this action-research is to answer the question of the extent of the influence of the Psychological Contract on organizational training. The study sample consists of 119 unqualified workers in a French automotive production site. The first part of this research's results is dedicated to the study of the psychometric validity of the Psychological Contract's measurement tool, the "Psychological Contract Inventory" (PCI) and the influence of socio-demographic, organizational and formational variables on the Psychological Contract. The second part focuses on the influence of the realization of the Psychological Contract on training satisfaction. From the literature review and the results obtained, a theoretical model is proposed which would include the influence of individual, organizational and training characteristics of the employee's Psychological Contract and the influence of the realization of the Psychological Contract on training satisfaction. In the third part, the practical and theoretical implications of the results are discussed.

從學習型組織、文化與領導,探討個人學習與組織訓練對績效、競爭力之影響

本研究之目的在於從學習型組織、文化、與領導,探討個人學習與組織訓練對績效、競爭力的影響,並藉由研究結果發展出「組織學習之競爭力模式」與問卷,以協助台灣企業進行組織診斷,進而有助於提昇個人、組織、與國家整體之績效、競爭力。 本研究運用文獻探討與問卷施測的方式,進行變項之間關聯性的探討,以國內企業作為研究對象,採立意抽樣方式共蒐集有效樣本153份。經過實證分析後,顯示本研究所使用之量表在內部一致性信度(.919~.973)與標準化迴歸係數(.469~.853)等檢驗指標上,皆達顯著的效果。 最後,根據路徑分析之結果顯示:1.「領導者學習型文化形塑能力」確實會對「學習型組織文化」之形塑,以及「組織績效」產生正向影響,2.「學習型組織文化」與「學習型組織」則分別對「個人競爭力」與「組織競爭力」產生正向影響,3.「組織訓練流程」對「組織競爭力」,以及「組織競爭力」對「組織績效」亦分別產生正向影響,因此本研究所建構之理論模式大致獲得支持,同時在各變項上的研究假設亦大多獲得驗證。最後研究者則針對學術研究與實務應用提出具體的討論與建議。 關鍵詞:領導者學習型文化形塑能力、學習型組織、學習型組織文化、個人學習技巧、組織訓練流程、個人競爭力、組織競爭力、組織績效 / The purpose of this study was to investigate the influence of the organizational competitiveness and performance from the learning organization, leadership, organizational culture, personal learning, and organizational training, and try to develop the ‘competitiveness model of organizational learning’, and questionnaires. At the same time, the author hopes the questionnaires can help the organizations of Taiwan, diagnose their organization and improve the competitiveness and performance of personal, organizational, and country. This study adopted literature review and questionnaire survey to collect research data. The sample of this study is 153 workers from organizations of Taiwan. Through the empirical data analysis, it showed that the questionnaires of this study have high reliability (.919~.973) and standard regression coefficient (.469~.853). According to the result of the path analysis: (1) ‘the ability of develop a learning organizational culture of leader’ has significant and positive influence of ‘learning organizational culture’ and ‘organizational performance’, (2) ’learning organizational culture’ has significant and positive influence of ‘personal competitiveness’, while ‘learning organization’ has significant and positive influence of ‘organizational competitiveness’, (3) ‘organizational training procedures’ has significant and positive influence of ‘organizational competitiveness’, and ‘organizational competitiveness’ has significant and positive influence of ‘organizational performance’. Moreover, the research data support the developed model and confirm most hypotheses of this study. Finally, substantial suggestions were proposed for follow-up academic studies and practical applications.
