Distant relations : a study of identity, ethics and power in the relationship between Britain and the United Kingdom Overseas Territories

This thesis contributes to new understandings of the contemporary relationship between Britain and the fourteen remaining United Kingdom Overseas Territories. By examining the discourse of social and political elites in Britain and in several Overseas Territories it identifies the significance of the role of identity in shaping perceptions and relations between these international actors. The thesis explores how understandings of the Overseas Territories as either part of, external to, or occupying an intermediate position with regard to the British state, shapes power relations and ethical considerations in the relationship between Britain and the territories. The importance of identity in this analysis contributes empirically and theoretically to a constructivist research agenda in which inter-subjective meaning attributed to international actors holds equal weight to power and material factors.

Partie intégrante de la République Française, les collectivités d’outre-mer oscillent entre identité institutionnelle avec la métropole et quête d'une certaine forme d'autonomie identitaire. Cette particularité trouve sa traduction dans les différentes réformes constitutionnelles depuis leur inscription dans les constitutions de 1946 et 1958. Avec la révision constitutionnelle de 28 mars 2003 sur l'organisation décentralisée de la République, une nouvelle donne institutionnelle s'ouvre pour ces collectivités d'Outre-Mer. Les consultations référendaires sur le statut de la Martinique organisées le 7 décembre 2003, puis les 10 et 24 janvier 2010 s'inscrivaient dans cette logique là.C’est dans ce contexte de mise en place d’une collectivité unique dotée d’une assemblée unique qu’il convient d'aborder les problématiques d’aménagement du territoire. Une telle approche passe par l’analyse des principaux textes relatifs à l’aménagement du territoire ainsi que des évolutions législatives dans ce domaine. Il est important de souligner la volonté sans cesse exprimée par les élus locaux pour l’exercice de plus de responsabilité notamment au regard des politiques d’aménagement du territoire. Pourtant, à ce niveau, le rôle de l’État demeure toujours aussi prépondérant et ce, en dépit des lois de décentralisation. D’où la nécessité d'approfondir l'étude des rapports entre collectivités territoriales et l’État. L’approche comparative des statuts juridiques de Martinique, Guadeloupe, Guyane, Saint-Martin, Polynésie française, s’impose dès lors comme une étape incontournable dans une telle analyse. / Integral part of the French Republic, communities overseas range from corporate identity with the city and looking for some form of self-identity . This feature is its translation into the various constitutional reforms since their inscription in the constitutions of 1946 and 1958. With the constitutional revision of 28 March 2003 on the decentralized organization of the Republic, a new institutional opens for these overseas communities. The referendums on the status of Martinique held December 7, 2003 , then on 10 and 24 January 2010 were part of this logic is in this context of establishing a unique community with a meeting only appropriate to address land issues. Such an approach requires an analysis of key texts relating to planning and legislative developments in this area. It is important to note the willingness constantly expressed by local elected officials to exercise more responsibility especially with regard to land use policies. However, at this level, the role of the state remains as dominant and , despite the decentralization laws. Hence the need for further study of the relationship between local authorities and the state. The comparative approach to legal status of Martinique , Guadeloupe , Guyana, Saint- Martin, French Polynesia , is therefore needed as an essential step in such an analysis.

Le milieu littoral des espaces insulaires ultra-marins intertropicaux français est doublement impacté par les aléas hydro-climatiques et sismiques naturels, et par les actions anthropiques déstabilisatrices locales ou globales. Le mémoire traite spécifiquement des cas de Wallis & Futuna et de Lifou (archipel des Loyauté) dans le Pacifique sud et de Mayotte dans l’océan Indien. Il aborde, sous une approche pluridisciplinaire, les différentes facettes du potentiel d’adaptation des populations locales aux variations du niveau marin de différents ordres : ponctuel (associés aux vagues de tempêtes et de tsunami) et global (avec la transgression liée au réchauffement climatique mis en évidence par la communauté scientifique). La montée des eaux, qui semble inéluctable à moyen terme, et les risques hydro-climatiques et sismiques (tsunamis) actuels impliquent que les sociétés devront, dans un futur plus ou moins proche, ajuster leur vision des modes d’occupation de l’espace et tout particulièrement celle du domaine littoral sur lequel vit l’essentiel des populations des îles étudiées. Le croisement des différentes approches disciplinaires abordées dans le mémoire permet de proposer des méthodes et des outils novateurs en vue d’une optimisation des stratégies d’adaptation à la montée des eaux. / The coastal environment of French overseas territories is both affected by the hydroclimatic and natural seismic hazards, and local or global destabilizing anthropogenic actions. This PhD deals specifically with cases of Wallis and Futuna and Lifou (Loyalty Islands) in the South Pacific, and Mayotte in the Indian Ocean. In a multidisciplinary approach, it gets onto the different facets of the adaptation potential of local societies when it comes to changes at sea level: occasional (associated with storm waves and tsunami) and global (with sea level rise related to global warming). The sea level rise, that seems inevitable in the medium term, hydro-climatic and seismic (tsunami) risks, means that local societies will probably adjust and organize their territories in a different way, especially coastal area (the most occupied space at the island scale). The different disciplinary approaches crossing can offer innovative tools and methods for optimizing the sea level rise adaptation strategies.

Droit de l'environnement et développement durable dans une collectivité territoriale française d'Outre-Mer : le cas de Mayotte / Right of the environment and the sustainable development in a French region with a measure of autonomy : the case of Mayotte

Dans quelle mesure le statut juridique d'une collectivité territoriale permet-il une meilleure prise en compte du droit de l'environnement et favorise-t-il le développement durable d'un territoire ? L'évolution du statut juridique de Mayotte vers le statut de département a des conséquences juridiques nombreuses. Le passage du principe de spécialité législative à celui d'identité législative oblige Mayotte à adapter son droit parfois de manière très importante. De nombreux pans du droit sont concernés. Parmi eux le droit de l'environnement tient une place à part car il est l'une des composantes fondamentale du développement durable du territoire. De ce point de vue, la départementalisation est-elle une chance ou une contrainte nouvelle qui apportera plus de problèmes qu'elle n'en résoudra ? Il convient pour apporter une réponse argumentée à ces questions de s'interroger sur l'influence réelle ou supposée du statut juridique d'une communauté sur la mise en œuvre du droit et plus particulièrement du droit de l'environnement. Cette question est complexe car elle impose une étude en terme de droit comparé entre la situation juridique avant la départementalisation lorsque le droit à Mayotte répondait au principe de spécialité et la situation juridique en construction qui sera celle d'un département français soumis au principe de l'identité. La complexité de l'étude s'accroît encore lorsque l'on prend conscience que certaines spécificités mahoraises demeureront après la départementalisation. Innover pour les services d’assainissement en zone tropicale : approche technique par filtres plantés de végétaux et accompagnement par modélisation participative / Innovation for sanitation services in tropical area : technical aproach by French system of vertical flow treatment wetland, and support through companion modeling

Les Objectifs de Développement Durable visent d'ici 2030 un « accès pour tous à des services d'assainissement et d'hygiène adéquats, en mettant fin à la défécation à l'air libre ». Un service d'assainissement peut-être défini par ses composantes techniques et sociales, et leurs interactions. Dans l'optique de proposer des pistes d'améliorations des services d'assainissement en zone tropicale, les travaux de cette thèse ont porté à la fois sur des infrastructures de traitement et sur l'implication de l'ensemble des acteurs dans la définition du service. L'analyse croisée des contextes des départements d'outre-mer (DOM) français et du Sénégal a permis d'identifier des contraintes qui pèsent sur le secteur de l'assainissement en zone tropicale. Du point de vue des infrastructures de traitement, ces contraintes nous ont amenées à proposer des procédés issus de la famille des Filtres Plantés de Végétaux (FPV) comme solutions à priori pertinentes. Cette thèse présente leurs adaptations à la zone tropicale, en détaillant les choix retenus pour le dimensionnement, la conception des filtres et le choix des végétaux. Une centaine de campagnes de suivi ont été réalisées sur 7 stations pilotes en tailles réelles, à travers les 5 DOM. Les résultats montrent que malgré une plus grande compacité, le dimensionnement proposé permet de conserver des niveaux de traitement au moins comparables à ceux observés en climat tempéré. Compte tenu des contraintes climatiques et organisationnelles en milieu tropical, une analyse de leur résilience à des perturbations et de leur fiabilité de traitement a été réalisée par une étude statistique sur les données produites par l'autosurveillance réglementaire. Elle montre que les FPV sont également plus fiables que les procédés de traitement conventionnel les plus répandus pour les petites collectivités. Ce qui s'explique à la fois par la barrière physique que représente ces procédés de cultures fixées sur support fin ainsi que par des besoins en entretien plus réduits. Le deuxième axe de recherche part du constat d'un manque de concertation entre acteurs au moment de la planification de l'assainissement, étape qui préside à la construction du système d'assainissement. En particulier, les utilisateurs, leurs besoins et leurs contraintes sont très peu et mal pris en compte. La modélisation d'accompagnement pourrait permettre de créer à la fois un support (le modèle) permettant de discuter des choix techniques et de leurs conséquences, ainsi que le cadre dans lequel les différents acteurs pourraient échanger leurs points de vue et trouver un consensus soutenable. Un processus de modélisation d'accompagnement a été conçu et mis en place sur la planification de l'assainissement dans 2 zones (urbaine et rurale) du Sénégal. Il nécessitait, pour proposer des scénarios viables, d'intégrer une part non négligeable de connaissances expertes. Centré sur les populations, ce processus a permis la création d'un premier modèle générique sur l'accès à l'assainissement qui prend la forme d'un jeu de rôle. La pertinence de tels outils dans la caractérisation des besoins des usagers a été évaluée. Par ailleurs, l'attention a été portée sur l'acceptation par les usagers du service proposé et sa traduction en volonté de contribution / Sustainable Develoment Goals aim by 2030, to « achieve access to adequate and equitable sanitation and hygiene for all and end open defecation », by « using safely managed sanitation services ». Sanitation service can be defined by its technical and social components, and their interactions. This thesis focuses on both treatment infrastructures and involvement of all the stakeholders into service definition. Cross analysis of French Overseas Territories (FOT) and Senegal contexts, has identified common constraints that weigh on sanitation sector in tropical areas. From treatment infrastructure point of view, these constraints lead to suggest treatment wetlands systems and particularly French vertical-flow treatment wetland (FS-VFTW) to easier sludge managment, as a relevant solution. Their adaptation for tropical climate is the subjet of the first axis of our work. It aimed at defining their adaptation in terms of design, plant choices and defining the treatment wetlands type to implement according to outlet requirements. A hundred of 24h sampling campains were performed on 7 full scale demonstration plants, accross the 5 FOTs. Results show that despite more compacity, the proposed design allows maintaining performances at least similar to those observed in temperate climate. Due to climatic and organizational constraints inn tropical climate, a statistical analysis has been done to point out the resilience and reliability of the systems based on regulatory selfmonitoring data. It highlights the fact that FS-VFTWs are more reliable than most of the conventional treatment processes when applied for small size communities. Their physical barrier (filter) and their lower maintenance requirement explain this observation. The second axis of our research is based on an observed lack of consultation between stakeholders during the sanitation planning phase, which is responsible for the construction of the sanitation system. In particular, the users, their needs and their constraints are poorly and badly taken into account. Companion modeling approach could create both a support (the model) for discussing technical choices, as well as the framework within which the stakeholders could exchange points of view and find a sustainable consensus. Such a process has been developed and implemented for sanitation planning in 2 areas (urban and rural) of Senegal. Focused on household population, this process has led to create a generic model for sanitation access, embodied as a role playing game, which include a significant part of expert knowledge. The relevance of such tools in the characterization of user needs has been evaluated. In addition, attention was paid to users' acceptance of the proposed service and its translation into a willingness to contribute

À travers le cas des Antilles françaises, cette thèse examine les transformations de l’État liées au passage de la colonie au département. Dans le cadre d’une histoire du politique, elle entend se centrer sur l’étude du fonctionnement de l’État dans une optique large et transversale, en interaction avec les acteurs locaux, et à l’intersection d’autres champs historiographiques comme ceux du fait colonial ou de la Guerre froide. Son originalité tient à l’inscription de cette problématique de départementalisation dans diverses échelles d’analyse, permettant de confronter les contextes locaux, nationaux et mondiaux sur une période de quatre décennies, entre la réorganisation des structures impériales au lendemain de la Seconde Guerre mondiale et la mise en œuvre de la décentralisation en France au début des années 1980. L’objectif de la thèse est à la fois d’appréhender l’ensemble des facteurs internes et externes à l’appareil d’État qui rythment la chronologie du processus de départementalisation et de caractériser la gestion des départements d’Outre-mer par l’État. / This PHD analyzes the consequences of the transformation of the French West Indies colonies into “departements”. It is focused on political history and centered on the functioning of the State Administration from a wide and cross-cultural point of view, taking into account the interactions between the State Administration and local players. This PHD is at the crossroads of many historiographic fields such as Colonial History or Cold War History. The originality of this PHD lies in the various scales that it encompasses, making it possible to compare local, regional and world issues over forty years, between the end of War World II and the beginning of the decentralization process in France. The purpose of this PHD is to assess the set of internal and external factors inside the State Administration which have an influence on the chronology of the “departementalization” process. It is also to typify the management of overseas French West Indies initiated by the French state.

Até 1961, verifica-se a manutenção de uma relação privilegiada com a pátria lusitana, traduzida no incondicional apoio brasileiro prestado aos assuntos do interesse de Portugal que se colocavam nos foros internacionais, como por exemplo, a questão da descolonização africana, no âmbito da ONU.A Política Externa Independente, projeto formulado em 1961 pelo então Presidente Jânio Quadros e seu Chanceler, Afonso Arinos de Melo Franco, visava a renovação da ação externa do país. O anticolonialismo e a defesa da autodeterminação dos povos faziam parte das formulações da PEI, que, entretanto, acabou encontrando grandes dificuldades para manter a coerência no posicionamento brasileiro na ONU, diante do processo de descolonização dos territórios portugueses na África. Portugal manteve, durante todo o período analisado (1958-1964), uma forte estratégia de defesa da manutenção de seus territórios ultramarinos. O Brasil, por sua vez, encontrou, principalmente no nível interno, os maiores obstáculos para manter uma conduta assertiva na matéria colonial. A leitura das fontes primárias, bem como dos livros escritos pelos Chanceleres da PEI, constituiu importante metodologia para a comprovação de que houve contradições e abstenções por parte do Brasil, sobre a questão colonial portuguesa, entre 1961-1964, na ONU. Portugal maintained, during the role period (1958-1964), a strong defense strategy of maintaining its overseas territories. Brazil, in turn, found mainly at the domestic level, the greatest obstacles to maintaining an assertive attitude in colonial matters. The reading of primary sources, as well as books written by the Foreign Ministers of the Independent Foreign Policy, was an important methodology for proving that there were contradictions and abstentions by Brazil, on the Portuguese colonial question, between 1961-1964, in the United Nations. And that lack of unit in the outer position Assemblies reflects mainly the internal struggles that have caused large oscillations demonstrated by our Delegation in the most important votes on the issue.

This diploma thesis, Didactic exploitation of the francophonie on the islands of the Indian Ocean, resulted from insufficient outcomes of a questionnaire focusing on the francophonie and francophone facts of the overseas territories located in the Indian Ocean. The diploma thesis consists of three main parts which are subsequently divided into subchapters. The first part explains the choice, focus and targets of the questionnaire and provides its evaluation as well. The theoretical part aims at clarifying and defining receptive and productive competence from a didactic viewpoint with regard to language level A2 and B1, given by CEFRL. The practical part follows with a description of created worksheets always containing exercises that aim firstly at receptive competence- reading, and then at productive competence- writing. Texts together with exercises focus on geographical facts, culture and tradition, language situation and language oddities of the following French overseas territories in the Indian Ocean: Réunion, Madagascar, Mayotte, Seychelles, Comoros, and Mauritius. A partir de la fin des années 1870, l’enseignement supérieur en France connaît d’importantes mutations liées aux réformes de la Troisième République. La faculté des lettres de Bordeaux, qui s’installe en 1886 dans le « Palais des Facultés » - un des tout premiers en France - au centre-ville de Bordeaux, permet d’observer les bouleversements qui touchent autant les enseignants que les étudiants de plus en plus nombreux, mais aussi le cursus universitaire et les disciplines enseignées. La faculté des lettres de Bordeaux acquiert une certaine spécificité au cœur d’un mouvement national : l’innovation de la « science sociale » avec Emile Durkheim, le développement de la géographie coloniale en sont quelques exemples. Près d’un siècle plus tard, au cours des années 1960, la faculté des lettres de Bordeaux se distingue encore avec l’écriture d’une histoire de Bordeaux sous la direction de Charles Higounet, inédite alors pour une métropole en France et en Europe. Une étude prosopographique distingue quelques caractéristiques d’un corps professoral, souvent passé par les grandes écoles, pour lequel la faculté des lettres de Bordeaux peut constituer autant un tremplin vers Paris que la réalisation d’une longue carrière universitaire. L’analyse des dossiers des étudiants montre le mouvement de massification qui touche l’enseignement supérieur ainsi que sa féminisation et une relative diversification des origines sociales. La faculté des lettres de Bordeaux, siège de ministères au début des deux conflits mondiaux, est, enfin, engagée dans les grands enjeux politiques, de l’affaire Dreyfus à Mai 68 tout en s’insérant au cœur de l’Aquitaine et en s’ouvrant au monde, plus particulièrement aux territoires d’outre-mer et de culture hispanique. La faculté des lettres de Bordeaux est donc un reflet de la démocratisation progressive de l’accès à l’éducation et de ses limites, mais aussi des changements structurels de la société française de la fin du XIXe siècle à 1968. / From the end of the 1870’s, Higher Education in France underwent important changes linked to the reforms of the Third Republic. The Faculty of Arts of the University of Bordeaux, took up residence in the “Palais des Facultés” - one of the very first in France – in the town centre of Bordeaux. We can observe the upheavals which affected not only the teaching staff and the students who were constantly increasing in numbers, but also the university curriculum and the subjects taught. The Faculty of Arts of Bordeaux acquired a certain specificity within a national movement: the innovation of “Social Sciences” with Emile Durkheim or the development of Colonial Geography being just a couple of examples. More than a century later, in the 1960’s, The Faculty of Arts of Bordeaux distinguished itself yet again with the writing of the History of Bordeaux under the supervision of Charles Higounet, the first of its kind for a metropolis whether in France or in Europe. A prosopographical study distinguished certain characteristics of the body of Professors, who had often studied in the “Grandes Ecoles”, and for whom the Faculty of Arts of Bordeaux could prove to be a stepping stone towards a position in Paris or the achievement of a long university career. The study of the students’ records shows the mass movement which affected Higher Education as well as its feminization and a certain diversification of social origins. The Faculty of Arts of Bordeaux, ministerial Headquarters during the two World Wars, was involved in important political issues, from the Dreyfus case to May 68 whilst playing an important role in Aquitaine and remaining open to the outside world, especially in overseas territories of Hispanic culture. The Faculty of Arts of Bordeaux is thus a reflection of the gradual democratization of the access to education and its limits, but also of the structural changes within French society from the end of the nineteenth century to 1968.
