This research investigated the availability and nature of the rehabilitation service at primary health care level rendered by rehabilitation staff in the Metropole district health services. The aim of the study was to determine the extent to which selected elements of the rehabilitation components of the primary health care service package are currently being implemented. In doing so, the study aimed to identify obstacles within the district management as perceived by rehabilitation therapists that hinder the implementation of the rehabilitation programme, so as to make recommendations for future planning.

USAR: um modelo preditivo para avaliação da acessibilidade em tecnologias assistivas baseadas em realidade aumentada

Atualmente cerca de 15% da população mundial possui algum tipo de deficiência. Para estas pessoas o uso das tecnologias assistivas é essencial. A realidade aumentada surge como uma importante alternativa, para a criação de novas tecnologias assistivas, devido às suas inúmeras formas de rastreamento do participante, que, se combinadas, conseguem proporcionar novas possibilidades de interação. Entretanto, o uso da realidade aumentada, no contexto das tecnologias assistivas, não é uma panaceia, pois cada deficiência é única, assim como cada pessoa possui suas próprias particularidades. Portanto, é importante analisar a acessibilidade destas aplicações, para que o benefício do seu uso possa ser realmente assegurado. Esta dissertação propõe um modelo preditivo de avaliação, baseado no Design Universal e na norma ISO 9241-171. Este modelo é capaz de avaliar a acessibilidade de aplicações de realidade aumentada, quando usadas como tecnologias assistivas. O processo de avaliação consiste no preenchimento de questionários, compostos por questões claras e inteligíveis, para que possam atender à um público multidisciplinar, sem a exigência de qualquer conhecimento prévio em avaliação de acessibilidade. O produto da avaliação feita pelos questionários é um indicador de acessibilidade, que representa o grau de conformidade com os requisitos de acessibilidade. A aplicação dos questionários é sensível ao contexto, cada questionário inclui guias de utilização, que contém os requisitos mínimos do participante, para cada critério de avaliação, desta forma, é possível obter uma visão holística da avaliação, que pode ser customizada para cada participante ou generalizada para uma deficiência específica. O principal objetivo desta dissertação é propor um modelo preditivo, para a avaliação da acessibilidade, servindo aos educadores especiais, desenvolvedores e consumidores de tecnologias assistivas, como critério para a utilização ou não das aplicações de realidade aumentada. / Currently about 15% of the world population has some type of disability. For these people the use of assistive technologies is essential. Augmented reality emerges as an important alternative to the creation of new assistive technologies, due to its numerous forms of participant tracking, which, if combined, can provide new possibilities for interaction. However, the use of augmented reality in the context of assistive technology is not a panacea, as each disability is unique, as well as each person has its own peculiarities. Therefore, it is important to analyze the accessibility of these applications, to ensure the benefit of its use effectively. This work proposes a predictive evaluation model, based on universal design and ISO 9241-171 standard. This model is able to evaluate the accessibility of augmented reality applications, when used as assistive technologies. The evaluation process consists of completing questionnaires, composed of clear and intelligible issues, so that they can meet the multidisciplinary public, without requiring any prior knowledge in evaluating accessibility. The product of evaluation made by questionnaires is a numerical indicator of accessibility, which represents the degree of compliance with accessibility requirements. The questions are sensitives to context, each questionnaire includes guidelines, which contains the minimum requirements of the participant, for each criteria, it is thus possible to obtain a holistic view of the evaluation, which can be customized for each participant or generalized to a specific disability. The main objective of this work is to propose a predictive model for the evaluation of accessibility, serving special educators, developers and assistive technology consumers, as a criteria for the decision of use of augmented reality applications.

A Coding-System Model for the Physically Handicapped for Use with the System of Interactive Guidance and Information (SIGI)

The problem with which this study is concerned is to determine if the System of Interactive Guidance and Information (SIGI), which is a computer-based career guidance system that is employed with non-handicapped individuals, can be adapted to serve the needs of physically handicapped individuals. One hundred forty eight career and guidance professionals responded to a survey instrument, which was designed by the investigator, indicating their perceptions of the limiting effects of twelve specified handicapping conditions on the SIGI-programmed occupations. These respondents also listed their specific occupations, average time spent in career counseling with each handicapped individual, resources used in career counseling, incidence of use of SIGI, and opinions of needed changes to SIGI to make it a viable instrument in counseling the handicapped.

Career advancement challenges facing people with disabilities in South Africa

The objective of this study was to assess the perceptions of individuals with disabilities regarding the career advancement challenges they face and to determine whether the perceptions of career advancement challenges disabled individuals from different races, ages, genders and occupational levels differ. This study employed a qualitative approach to explore the career advancement challenges and also to achieve the empirical objectives. The empirical study was conducted with 15 employees with declared disabilities employed by two group companies in different sectors in the Gauteng Province. Probability, purposeful and snowballing sampling techniques were applied. The findings indicated that most people with disabilities experienced career advancement challenges, especially promotion opportunities. Managers and colleagues’ lack of knowledge about disabilities have an adverse impact on the careers of individuals living with a disability. The findings of this study may help companies improve practices on the integration and inclusion of employees with disabilities and also on decision-making regarding their careers. / Human Resource Management / M. A presente pesquisa tem como objetivo analisar criticamente o processo de participação social na gestão das ações das políticas públicas de empregabilidade de pessoas com deficiência, as PcD, em um município da região serrana do estado do Rio de Janeiro. Dentre estas políticas, cabe destaque para a Lei no 8.213/91 (BRASIL, 1991), conhecida como Lei de Reserva de Cotas, que estabelece fração percentual mínima de contratação de pessoas com deficiência para empresas com mais de cem empregados, assim como a Lei 7.853 (BRASIL, 1989), que estabelece normas gerais dos direitos das pessoas com deficiência e, em especial, as normas relativas à acessibilidade. Estas leis se constituem em políticas públicas no processo de inclusão da diversidade no ambiente de trabalho e servirão como parâmetro avaliativo da análise proposta pela pesquisa. Para condução metodológica desta pesquisa, realizou-se análise de relatos verbais de conselheiros quanto à inserção do Conselho Municipal das PcD na gestão de políticas públicas voltadas a este segmento. A justificativa para o desenvolvimento deste projeto consiste no fato da participação social se constituir em um princípio organizativo da gestão pública somado ao reconhecimento da temática pessoas com deficiência e trabalho como tópico polêmico e relevante para discussão e verificação. Os resultados da análise das ações do citado Conselho na gestão das políticas públicas de empregabilidade para as PcD apontaram defasagem do processo de inserção destas pessoas nos ambientes de trabalho, a ineficácia/inexistência das ações de políticas públicas específicas a esta área e a participação social incipiente de PcD na gestão das políticas públicas que garantem seus direitos ao trabalho, no município investigado. Challenges faced by Community-Based Rehabilitation Caregivers for person with disabilities in Vhembe District, South Africa

MPH / Department of Public Health / Background: Globally, more than one billion people, or approximately 15% of the world’s population are living with some form of disability and 80% of them are found in developing countries. There are different types of disability; these include sensory, neurological, physical, intellectual, cognitive and psychiatric disabilities. Persons with disabilities may require specialized care, resources and commitment which place a very high demand of time and responsibilities on the one caring for them. Therefore, Community-Based Rehabilitation (CBR) was promoted by the World Health Organisation (WHO) as a strategy to respond to the needs of persons with disabilities, through the provision of basic services at community level, particularly in developing countries with limited resources. Methodology: The purpose of this study was to explore and describe the challenges faced by Community-Based Rehabilitation caregivers for persons with disabilities in Vhembe District, South Africa. A qualitative phenomenological design was used to explore and develop an in-depth understanding of the CBR caregiver’s challenges. The study was conducted in three Community-Based Rehabilitation centres located within Vhembe District with a sample size of six caregivers who were purposively selected. An interview guide was developed as an instrument for data collection. Data was collected through in-depth individual interviews and analyzed using thematic analysis. Results: Six main themes emerged from the data which shed light on the CBR caregiver’s challenges, namely; Poor relationships between caregivers, government v department and families, unavailability of material and human resources, poor funding system, caregivers’ well-being, education and training and the coping strategies of CBR caregivers Conclusion: This study pointed out that there is a need for intervention from different stakeholders such as government departments, family members of persons with disability, and the community members as well for CBR caregiver’s challenges to be resolved or minimized.

Social economy is a widely discussed topic in the Czech Republic and other states at the moment. This is mainly thanks to its positive impact on the employment of disadvantaged persons and their integration into the society, which is in many cases very difficult and the state fails to provide for it. The support for disadvantaged persons and their entering open job market is still struggling and the tools that the engaged parties try to use do not always work. Social enterprise is one of the possible solutions to this problem. The thesis's theoretical part outlines the topic of social enterprise taking into account both external (legislation, funding, legal forms) and internal (disadvantaged persons employment specifics, organizational culture, employees mentoring and development) factors that affect the way social enterprises work. The practical part uses qualitative research to focus on the opinions of persons with disabilities and executives on the development of social enterprises employees and their possible transfer to the open job market. It summarizes the recommendations for development of their employees' competences so that the system would be as permeable as possible and the employment of the disadvantaged persons as high as possible. 1 Abstract This work concentrates on transformation of social services, in other words, it focuses on the possibilities of disabled clients in the transition from institutional care to support provided within a community. The aim of the thesis is a deeper insight into the organization, which already deals with the above described transformation and evaluation of the positives or negatives of this process. This work has also an ambition to be at the same time a tool for those who are preparing for the transformation process and may have concerns or inadequate expectation from the planned changes.
