A Triumph of improvisation : Australian Army operational logistics and the campaign in Papua, July 1942 to January 1943

This thesis examines the Australia Army???s campaign on Papua from July 1942 to January 1943 with the focus on logistic support of the fighting arms and the relation of logistics to the tactics of tropical jungle warfare. It begins by examining the traditional approach to logistics in the military profession - the experience of Australian officers and forces in particular - from the First World War until May 1942, when the Australian territory of Papua was invaded. It establishes that the Army was poorly prepared because, as well as having never anticipated a prolonged land campaign in Papua-New Guinea, it lacked the logistic resources and knowledge of logistics as applicable to tropical jungle warfare. It then proceeds to examine the retreat over the Kokoda Track and the turning-point battles for Milne Bay and Imita Ridge. It demonstrates that the principal factor in the Australian retreat was logistic failure, as geography and lack of logistic resources prevented adequate supply of the fighting arms at least until lines of communication had been shortened; even then, difficulties remained. The thesis is rounded off by assessing the counter-attack across the territory of Papua for the capture of the enemy???s beachheads at Buna, Gona and Sanananda. It concludes that, as the island???s geography and tropical environment so dominated operations and since shortages of logistic equipment and units persisted, the Army could not perfect its logistic organisation by the end of this first phase of the New Guinea campaign. It fell back on improvisation and the fortitude of troops to triumph over the Japanese.

Debt Crises, IMF Policies and Structural Inequality in the Third World

The neo-liberal policies of liberalization and deregulation, as utilized by the International Monetary Fund (IMF) in its dealings with countries of the developing world, tend to facilitate the conditions for financial crisis. This can be traced by examining the economic crises of Mexico in 1982 and 1994/95, Asia in 1997 and Russia in 1998 and looking at the main causes and triggers of these crises. It is evident that the financial vulnerability that these countries suffered from existed due to, and not in spite of, these policy prescriptions. The IMF continues to present these policies as proven successes - a view that this dissertation contests. Further to this, the policies that the Fund uses are formulated for use in semi-peripheral economies and have little relationship to the actual economic environments of peripheral countries such as those of sub-Saharan Africa or Papua New Guinea. The ideology of free-markets and globalization is seen as unassailable by the IMF. By encouraging countries to remain part of the global financial system through debt rescheduling and open-markets policies, the IMF holds an increasingly fragile economic environment together. This dissertation formulates and tests four hypotheses in relation to Mexico, Asia, Russia and Papua New Guinea and the periphery. These are - (1) If there are periods of 'irrational exuberance' among investors in Third World debt, these are likely to contribute to debt crises. (2) If IMF policies are implemented in the Third World as dictated, then their primary benefits will accrue to the elites in those countries and in the developed world. (3) If Third World countries open their economies to foreign capital, then they are more likely to experience debt crises. (4) If IMF policies are implemented in peripheral countries, then they are even less likely to be successful than in semi-peripheral countries.

Déplacements et sélection d'habitat chez les animaux non contraints par la reproduction : une étude de l'écologie en mer des Manchots durant les phases d'immaturité et inter-nuptiale

Les déplacements entrepris par les animaux dans leur milieu reflètent les ressources conditionnant leur survie dans ce milieu. En milieu marin, l'intensité des activités humaines (notamment la pêche) a entraîné des bouleversements écologiques, particulièrement aux échelons trophiques supérieurs. Cette thèse a donc visé à documenter les déplacements de prédateurs marins dont les effectifs baissent à un niveau local ou global. Nous avons étudié les déplacements en dehors de la période de reproduction (lorsque les animaux font généralement face à des conditions défavorables pour leur survie en mer) chez 5 espèces de manchots dont le rôle de consommateurs est capital sur un gradient de milieux de l'Océan Indien austral. Leurs déplacements ont été connus grâce à la géo-localisation par la lumière ou la télémétrie satellitaire, et leur écologie trophique par l'analyse des isotopes stables du carbone et de l'azote. Nos travaux ont mis en évidence et caractérisé les zones océaniques exploitées durant la période inter-nuptiale par 3 espèces du genre Eudyptes. Des comparaisons inter-site, inter-espèce et interannuelle ont ensuite souligné des mécanismes spectaculaires de ségrégation écologique dans le temps, l'espace et dans les proies ciblées pour l'exploitation de ressources proches. Enfin, l'étude de la dispersion post-natale chez 2 autres espèces a révélé un habitat différent de celui des adultes et l'action probable de mécanismes innés. Ces études sont cruciales pour la conservation des espèces et des habitats concernés, et posent la question de la dynamique des patrons de déplacement observés, face aux pressions de compétition et au déplacement des habitats recherchés.

Primary health care: knowledge development and application in Papua New Guinea

Research into the use of information by health care professionals has generally been conducted in countries dominated by the biomedical model. In these contexts, illness is considered to have a scientifically identifiable physical cause, and treatment practices within the formal health care sector are prescribed and managed in accordance with this definition. Yet there are also contexts where other belief systems inform and guide the way that people think about their health. In comparison to the biomedical model, these contexts have contributed very little to our understanding of how health professionals develop their knowledge. This research investigates how primary health care workers (PHCWs) in one such context, Papua New Guinea (PNG), develop their knowledge about the health services they provide. In order to discover and understand the differing views of these PHCWs, 69 semi-structured interviews were conducted in three culturally and geographically diverse regions of PNG. In explaining the diagnostic and treatment practices they use, these participants provided insights into not only how PHCWs engage with information but also how it informs their professional practice. These data were analysed, interpreted and discussed using a framework consisting of four, primary but interconnecting aspects: the context in which information was provided, the interactions with the sources of information, the processes by which information was understood, and the outcomes realized as a result of the information being used. Findings indicated that the majority of participants in this study acknowledged, if not incorporated, information pertaining to biomedicine, Christianity and Indigenous belief systems into their diagnostic and treatment practices. Even when these belief systems clearly contradicted each other, PHCWs did not in general feel the need to make a conscious choice between them. From their comments it would appear that four factors contributed to this ability to incorporate diverse and often conflicting ideas into the way that patients were cared for. First, all of the belief systems were considered legitimate by at least one group of people connected to the community in which the PHCW worked. Second, although varying in degrees of availability and accessibility, members of these groups were able to disseminate information pertaining to the belief system they supported. Third, the PHCW had no particular affiliation with any one of these groups but instead regularly interacted with a range of different people. Lastly, the PHCW worked in situations where health practices were not generally well supervised by their employers and therefore they were relatively free to choose between various diagnostic and treatment practices. The qualitative interpretive approach adopted in this thesis contributes to the field of human information behavior by affirming that conflict is in the eye of the beholder. When a number of belief systems coexist and all are considered legitimate, information about them is freely available, and the recipients actions are neither constrained by their own dogma, nor imposed upon by others, individuals may quite comfortably embrace diverse beliefs. These findings may also contribute to a better understanding of health management practices in developing countries by suggesting that health professionals are not merely personifications of a biomedical model. Instead, the study demonstrates that multiple belief systems can be combined by PHCWs, and that in turn this benefits the formal health care sector through increased treatment options that are both appropriate and effective in such circumstances.

Cette thèse s’efforce de démontrer que l’évolution de l’agriculture et de la politique du développement agricole en Indonésie est fondée sur de longues expériences historiques s’étendant de l’époque précoloniale jusqu'à aujourd’hui. Les processus de développement ne sont pas de formes linéaires. Ils se sont réalisés par petits à-coups. Suivant les époques, ces différents processus de développement agricoles ont pu suivre des directions opposées.Ceux-ci ont également connu des contradictions fondamentales qui varient en fonction des intérêts de leurs promoteurs. Ces différents développements dépendent en effet de l'État et de ses relations avec d’autres agents comme les grands planteurs (propriétaires des plantations) et les paysans. Ces relations ne sont pas souvent fondées sur un principe d’égalité. L’influence des paysans en matière de négociation est souvent faible face aux autres agents économiques. L’héritage colonial et les structures féodales se font encore sentir de nos jours, et les paysans sont souvent en position de faiblesse, à moins qu’ils s`organisent entre eux pour leurs intérêts communs. Même si les quantités de productions agricoles sont en augmentation, la structure agraire inégale n'a pas beaucoup changé jusqu’à maintenant, depuis les époques féodales (locales), coloniales (européenne) et pendant l`occupation japonaise peu de choses ont changé. Les paysans doivent s’organiser et coopérer ensemble afin d’obtenir l’accès aux terres agricoles et défendre cet accès. Pour les paysans papous, la question principale reste posée : quels seraient des intérêts communs ou convergents entre les paysans indonésiens, ceux du centre (Java), ceux de la périphérie et ceux de Papouasie par exemple pour construire un meilleur avenir pour eux et lutter contre les fortes pénétrations dont ils souffrent aujourd'hui des investissements des capitalistes étrangers, mais aussi de celles des nationaux avec leurs propres élites locales ? / This dissertation asserts the complexity of the Indonesian agricultural problems. These problems occurred after the independence in a non-linear historical trajectory. However, the historical inheritance of the successive agricultural and land policies implemented since the precolonial period has also influenced the current situation of the largest actor in agricultural sector, Indonesian peasants. The development processes are not in linear forms, but conjectural ones. They are realized by short burst. According to the periods, they have followed opposite directions. The processes of agricultural development depend on the interests of their promoters : the state and its relations with other agents such as the large planters and the peasants. These relations are often not in equally beneficial. The bargaining position of the peasants is often weaker relative to theother economic agents. Even though the results of agricultural production are increasing, the unequal agrarian structure has not changed much since the feudal (local), colonial (European) and fascist (Japanese) periods. The Indonesian peasants need to self-organize and to cooperate together in order to increase its bargaining position so that they can access the agriculture lands as well as defend them. In the case of the Papuan peasants, the open question is what would be the common or converging interests of Indonesian peasants in general, compared to those in the peripheral regions such as Papua, to prepare a better future for them at the face of strong penetrations they suffer today from foreign and national capitalists, and their own local ruling elites? While ruling out independence option, Javanese and Papuan peasants need to cooperateand, if possible, join force to increase its bargaining position against the strong penetration of capitalists.

Smart Service Systems Engineering: Gestaltung datengetriebener Wertschöpfungssysteme am Beispiel des Maschinen- und Anlagenbaus

Die Digitalisierung von Produkten und Dienstleistungen durch die Integration moderner Informations- und Kommunikationstechnologien wird in Wissenschaft und Praxis intensiv und anhand diverser Modelle diskutiert. Smart Service Systeme, als Gegenstand dieser Diskussion, skizzieren den Einsatz „intelligenter“ Produkte (sog. „Smart Products“) in flexibilisierten Dienstleistungssystemen, mit dem Ziel, sensorisch erfasstes Kontextwissen zur automatisierten Anpassung von Leistungen an individuelle Kundenbedürfnisse zu nutzen. Dieses ambitionierte Ziel birgt eine Reihe von Forschungsaufgaben für die Wirtschaftsinformatik (WI). Denn neben den diversen gestalterischen Herausforderungen, die für die Entwicklung einzelner Bestandteile zu lösen sind, ist gerade die Verknüpfung einzelner Forschungsperspektiven, wie dem Service Systems Engineering oder der Data Science, eine Herausforderung, in der die WI als Vermittlerin auftreten kann. Die vorliegende Dissertation untersucht vor diesem Hintergrund Smart Service Systeme als Modell für datengetriebene Wertschöpfung im Maschinen- und Anlagenbau und erarbeitet Wissen in vier Bereichen: (1) der Identifikation von domänenspezifischen Anforderungen an die zugrundeliegenden Informationssysteme, (2) der Integration von produkt- und dienstleistungsbezogenen Datenströmen, (3) der Verfolgung von herstellerübergreifenden Plattformlösungen für den kontinuierlichen Betrieb und das Management von Smart Services und (4) dem Kontexttransfer entwickelter Lösungen in weitere Domänen. Die Arbeit generiert auf diese Weise anwendungsorientiertes Wissen über die Entwicklung und den Einsatz von Smart Service Systemen im Maschinen- und Anlagenbau. Auf übergeordneter Ebene entsteht ein Beitrag zur bislang ausstehenden Etablierung einer gemeinsamen Gestaltungsgrundlage zwischen beteiligten Disziplinen, in dem demonstriert wird, wie eine gemeinsame Entwicklung zukünftiger, datengetriebener Wertschöpfungssysteme gelingen kann.

Mobile Systems Engineering – Ein gestaltungsorientierter Ansatz zur Entwicklung und Anwendung mobiler Informationssysteme für produktbegleitende Dienstleistungen

In Wissenschaft und Praxis herrscht Einigkeit über die Notwendigkeit der Unterstützung von Dienstleistungen durch mobile Informationssysteme (IS). Der primäre Untersuchungsgegenstand der vorliegenden Dissertation ist die Gestaltung eines mobilen IS zur Unterstützung produktbegleitender Dienstleistungen. Innovativ an der im Rahmen dieses Promotionsverfahrens entwickelten Lösung ist die Verwendung der neu auf dem Markt erschienenen Smart Glasses, die u. a. dadurch, dass sie freihändig bedient werden können, einen Mehrwert zur Unterstützung während der Dienstleistungserbringung bieten. Ziel der Arbeit ist die Entwicklung von Gestaltungswissen zum Design, zur Implementierung und zur Evaluation mobiler Informationssysteme. Die Bearbeitung der Zielsetzung beinhaltet (1) die multi-methodische Analyse zentraler Anforderungen an das IS in Form der zu deckenden Informationsbedarfe der Leistungserbringer und der zu implementierenden Anwendungsfälle. (2) Die fachlichen Anforderungen adressierend, wird das Design, die Implementierung und die Evaluation des mobilen Informationssystems selbst durchgeführt. Hierzu werden zusätzlich technische Funktionalitäten der Smart Glasses erfasst. (3) Aus der Analyse, dem Design und der Evaluation des mobilen Informationssystems wird anschließend methodisches Gestaltungswissen abgeleitet. (4) Abschließend erfolgt die Anwendung des Gestaltungswissens innerhalb weiterer Dienstleistungssektoren (Logistikdienstleistungen, Gesundheitsdienstleistungen). Hierbei werden ein Smart Glasses-basiertes IS für die Unterstützung von Logistikdienstleistungen und eine Smartphone-Applikation zur Unterstützung von Gesundheitsdienstleistungen für das Entwicklungsland Papua-Neuguinea konzipiert. Die vorliegende Dissertation leistet einen Beitrag zum Service Systems Engineering als Teildisziplin der Wirtschaftsinformatik. Sie füllt die Forschungslücke zu evidenzbasiertem Gestaltungswissen in der Disziplin, indem durch einen gestaltungsorientierten Ansatz sowohl mobile Informationssysteme selbst, als auch methodische Erkenntnisse generiert werden.
