Die LH München wurde 2010 mit dem Wunsch von CarSharing-Unternehmen konfrontiert, eine Ausnahmegenehmigung für das Parken in Parklizenzgebieten zu gewähren. Eine Ausnahmegenehmigung ist grundsätzlich nur dann zu rechtfertigen, wenn sie im öffentlichen Interesse ist. Das öffentliche Interesse hat die LH München dann als gegeben definiert, wenn durch die Nutzung der Carsharing-Fahrzeuge mehr Stellplätze frei gemacht würden, als sie selbst benötigen und die gefahrenen Fahrzeugkilometer in der Stadt in der Gesamtsumme nicht zunehmen würden. Der Projektbericht beschreibt Methodik und Ergebnisse einer Evaluation des Münchner Carsharing-Angebotes. Dieser lagen im Wesentlichen Daten aus drei Quellen zugrunde: Daten aus bereits zum Thema vorliegenden Studien sowie vorliegende Kennzahlen, Daten zu Nutzern und Nutzung aus den Back-End-Systemen der Carsharing-Anbieter und Daten aus eigenen Befragungen.

The objective of this thesis is to design the appropriate parking management for downtown of Jindrichuv Hradec. The theoretical part is focused on the traffic problem and its negative effects on environment of cities in relation to increase in private car transport in recent years. In the next chapter, parking management and its specific strategies are described as instruments solving problems with urban transport including its static and dynamic part. Practical part includes description of current traffic conditions and accessibility of the town centre of Jindrichuv Hradec. The description results from information obtained by personal mapping of location and measuring of parking occupancy. The proposed solution of certain parking policies that result in more efficient use of parking resources with minimized traffic impacts on historical centre of town follows.

City of Los Angeles Cornfield Arroyo Seco Specific Plan: Parking Management Strategies

This study examines the state of off-street parking in the Cornfield Arroyo Seco Specific Plan (CASP) area of the City of Los Angeles. The focus is on discovering relevant strategies to strengthen the plans ability to reduce parking supply and demand. Research has shown a causal relationship between planning policies and the oversupply of parking. An auto-centric approach to land use and urban form creates societal problems such as traffic congestion, air pollution, inflated development costs, and hostile pedestrian landscapes. Further issues that are directly associated with parking include: poor water quality, neighborhood livability, and ambient temperature. Additionally, an overabundance of parking supports increased vehicle miles traveled which is a major source of greenhouse gases. The imbalance between parking supply and demand in the City of Los Angeles has resulted in large tracts of land that are paved over by parking lots instead of more valuable land uses. A thorough assessment of the opportunities to improve the state of parking in the Los Angeles CASP area is needed. The (qualitative) research consisted of a review of secondary data such as the Los Angeles General Plan, the Los Angeles Municipal Code (LAMC), the best practices of Pasadena, Santa Monica and an exposé of scholarly parking theory. The primary (quantitative) data collection methods in this study comprised an aerial survey and a field survey. The results show that half of the major land uses in the area never reach optimal occupancy. A careful evaluation of the CASP revealed that it does institute several progressive parking policies that are more stringent than the LAMC, namely being the first plan in the city that does not include parking requirements. However there are a number of relevant parking management strategies which could serve to further strengthen the CASP. The Specific Plan does not mandate employers to provide transit passes or parking cash-outs. Providing Eco Passes can yield benefits for developers, property owners, employers, commuters, transit agencies, and cities. Another way to reduce parking demand and parking requirements is to offer commuters the option to “cash out” their employer-paid parking. Both transit passes and parking cash-out are cost effective because it is much cheaper to pay for a transit ride to and from work than to pay for a free parking space at work. These two strategies have potential to add another dimension to demand management, civic viability and contribute to the paradigm shift that is needed to mitigate our environmental impact.

Slow moving cars whose drivers are searching for parking places is common feature in urban road networks. Increases in drivers’ stress, costs and energy consumption are frequent consequences. In order to avoid these adverse effects, drivers need to have computerized parking management system, which must consists of these parts: parking management information system, parking place reservation system and advanced payment system. Main parking management objectives are: To optimize parking facilities; To reduce searching time of parking places; To reduce vehicle costs; To reduce frustration; To control parking time; Such kind of systems belongs to ITS (Intelligent Transport Systems) and usability of these systems increased in last years. Modern solutions are the most effective way to solve parking problems in our growing world, where number of cars increase every day, despite parking facilities. Integration such systems with Parking Guidance and Information systems (PGI) are best choice.

Analysis of Parking Service Management in a Smart City Context

The concept of smart cities, which may have seemed distant and unachievable not very long ago, is becoming reality today. Behind the concept of a smart city lies a vast intelligence, namely the Internet of Things. As the population in urban areas grows, the development of smart parking solutions are becoming more relevant and crucial than ever. One of the biggest concerns regarding todays’ way of parking is congestion. Drivers’ are cruising around in search of a parking space which is both time consuming and causes big congestion. In this thesis project, a comparative analysis was conducted between two parking operators in Sweden, EasyPark and LinPark. A qualitative study in the forms of interviews and a literature study was conducted to further investigate and analyse technologies and methods used in smart parking today. The problems that this thesis focuses on are congestion due to poor parking management as well as the smartphone dependency regarding the management of a parking space. Highlighted in this report are key technologies used to track the parking occupancy status, the impact connected vehicles might have on the smart parking industry, as well as how smart parking solutions could help to decrease congestion. The results of this thesis project showed that there are several solutions that could significantly decrease traffic congestion. By aiding the drivers to a parking space, or allowing the driver to pre-book a parking space, the efficiency with regards to time and congestion could be improved. Furthermore, the establishment of electrical and connected vehicles seem to have a crucial impact on the smart parking industry. Parking applications need to adjust their services to be compatible with both types of vehicles. Even though there seem to be many new technologies available and developed, they may not be able to be implemented in the near future. That is why it is important for parking applications to provide a sufficient service with the technology available today. With regards to this, a feature addition was suggested where users are able to filter their search for certain parking spaces, such as filtering by the cheapest or closest parking space. Lastly, a feature for connected vehicles was suggested where the car is able to detect and track which parking operators are operating certain parking spaces. / Begreppet smarta städer, som må ha verkat ouppnåeligt för inte så länge sedan, blir verklighet idag. Bakom begreppet “smart cities” ligger en stor intelligens, nämligen “Internet of Things”, sakernas internet. När befolkningen i städer växer, blir utvecklingen av smarta parkeringslösningar mer relevant och avgörande än någonsin. Ett av de största bekymret för dagens parkeringssätt är trafikstockningar. Förarna åker runt på jakt efter en parkeringsplats vilket både är tidskrävande och bidrar till ytterligare trafikstockningar. I detta examensarbete genomfördes en komparativ analys mellan två parkeringsoperatörer i Sverige, EasyPark och LinPark. En kvalitativ studie i form av intervjuer och en litteraturstudie genomfördes för att ytterligare undersöka och analysera tekniker och metoder som används inom smart parkering idag. De viktigaste problemen som denna avhandling fokuserar på är trängsel på grund av ineffektiva parkeringsåtgärder samt smartphoneberoendet gällande hanteringen av en parkeringsplats. I denna rapport framhålls viktiga teknologier som används för att spåra status för parkeringsplatser, den påverkan anslutna fordon kan ha på smart parking industrin, samt hur smarta parkeringslösningar kan bidra till att minska trängseln. Resultaten av detta examensarbete visade att det finns flera lösningar som kan minska trafikstockningar avsevärt. Genom att guida förare till en parkeringsplats, eller genom att låta föraren förhandsboka en parkeringsplats, kan effektiviteten när det gäller tid och trängsel förbättras. Dessutom verkar etablering av elektriska och anslutna fordon ha en avgörande inverkan på smart parking industrin. Parkeringsapplikationer måste anpassa sina tjänster så att de är kompatibla med alla olika typer av fordon. Även om det verkar finnas många nya teknologier tillgängliga och utvecklade, är de inte implementerbara inom en snar framtid. Det är därför det är viktigt för parkeringsapplikationer att tillhandahålla en tillräckligt effektiv tjänst med den teknik som finns tillgänglig idag. Ett funktionstillägg föreslogs, där användare kan filtrera sin sökning efter vissa typer av parkeringsplatser, till exempel filtrering efter den billigaste eller närmaste parkeringsplatsen. Slutligen föreslogs en funktion för anslutna fordon där bilen kan upptäcka och spåra vilka parkeringsoperatörer som driver vissa parkeringsplatser.

隨著資訊科技不斷進行,資訊電腦、資訊與網路通訊科技的整合應用,除了改變現今生活的全貌,而同時深入改變企業或政府組織的角色,以及其經營之道的理念與做法,此外嶄新的管理與決策工具,也輔助高階主管的管理作業。而一個成功的企業或政府組織為能彈性因應外在競爭及劇變環境,需使其內部之資訊互通整合,以達組織間之企業流程、工作流運作順暢,而發揮企業之最大效率。藉由新科技的輔助,企業除內部工作流流線化外,對外也可增加其回應能力,以及提高其競爭能力。 本研究採個案研究方式,依據所提出之建立工作流模型及工作流管理系統之方法,選定一個案組織進行驗證。以整合性跨部門之業務流程出發,建立組織之業務流程模型,經流程分析及問題探討後,提出一套建議未來合理之業務流程模型,依未來合理之業務流程建立工作流模型,並進一定定義及強化資訊系統自動追蹤及稽催之角色,設計工作流管理系統。於所有活動均被正式定義以及追蹤管理之下,對於各項活動執行之作業成本及其績效,均能明確記載,因此可提供每年或外在環境改變時,進行對業務流程之檢討,再啟動本研究提出之方法,而每一次之檢討,可助於組織重新設計執行績效更佳之業務流程及工作流。
