O metabolismo entre homem e natureza tem sido diretamente impactado em nossa sociedade para fomentar o desenvolvimento capitalista e a racionalidade econômica atual. Nesse contexto, as áreas verdes no meio urbano, cada vez mais, têm dado lugar a novas paisagens que refletem a lógica acumulativa do sistema, sem que se leve em conta o impacto que tais mudanças podem causar no ambiente. Além de muitos benefícios para a saúde humana, tais áreas promovem melhoria da qualidade de vida para a população no que diz respeito ao lazer, ao embelezamento paisagístico e ao microclima. No município de São Paulo, a desvalorização do verde pode ser notada pelo decréscimo das áreas remanescentes, em especial da arborização urbana, e pela manutenção realizada pela gestão pública de forma ineficiente. Dadas a dimensão ainda expressiva da arborização e a falta de recursos (entre outros problemas), a gestão participativa, por meio da população e de tecnologias sociais como agentes de apoio ao Estado para a gestão dessas áreas, pode ser uma saída e uma ferramenta de apoio à proposta de Novo Metabolismo. Esta baseia-se no conceito de saber ambiental, proveniente da Educação Ambiental, para a preparação dos munícipes / Metabolism between Man and Nature has been directly impacted in our society to foster capitalist development and current economic rationality. In this context, the green areas surrounded by urban environment, more and more, has been given rise to new landscapes that reflect a cumulative logic of the system, without thinking about the impact that such changes can cause to the environment. In addition to many benefits to human health, such areas promote improvement of the quality of life for a population in terms of leisure, landscape beautification and microclimate. In the municipality of São Paulo, the devaluation of the green can be noticed by the decrease of the remaining areas, especially urban afforestation, and by the inefficient maintenance management carried out by the public administration. Given the still significant size of afforestation and the lack of resources (among other problems), the participative management, through population and social technologies as agents of State support for the management of these areas, it can be a way out and a support tool to the New Metabolism proposal. This is based on the concept of environmental wisdom, coming from the environmental education, for preparation of citizens

Conflitos e possibilidades da participação de comunidades locais na gestão do Parque Estadual da Ilha do Cardoso, São Paulo / Conflicts and possibilities of the participation of local communities in Ilha do Cardoso State Park management, São Paulo

O histórico de criação das unidades de conservação de proteção integral no Estado de São Paulo, a exemplo dos parques estaduais, é marcado pela imposição de áreas protegidas em muitos locais ocupados por comunidades tradicionais, causando inúmeros conflitos pela posse de terra. A gestão de tais áreas apresenta grandes desafios, tanto no que se refere à conservação da natureza quanto ao desenvolvimento e sobrevivência das comunidades. Se por um lado, de acordo com a lei, as comunidades devem ter seu modo de vida assegurados (BRASIL, 2000), ao menos enquanto não sejam realocados, por outro lado, essas comunidades em geral possuem poucos direitos reconhecidos. Estudos realizados no mundo todo têm comprovado as possibilidades de se aliar natureza e comunidades e, sobretudo, as possibilidades de inserção das comunidades na gestão destes espaços naturais. O Parque Estadual da Ilha do Cardoso apresenta um histórico de referência no Estado quando se trata de gestão participativa. No entanto, ainda hoje, as comunidades lutam para garantir seus direitos, principalmente em relação à terra. O presente estudo lança luz ao conselho gestor do Parque Estadual da Ilha do Cardoso como importante ferramenta de inserção das comunidades locais na gestão do parque e debruça-se na análise da participação de quatro comunidades caiçaras inseridas no seu interior: Marujá, Enseada da Baleia, Pereirinha e Itacuruçá. Através do modelo de análise Institutional Analysis and Development Framework - IAD, desenvolvido por Ostrom (1990), foi possível compreender o funcionamento do conselho gestor, bem como a influência dos arranjos institucionais das comunidades nos acordos formais e informais desenvolvidos entre comunidades e gestão em anos de relacionamento. Ainda que, legalmente, seja apenas consultivo, o conselho apresenta-se hoje como importante espaço de interação entre os atores e de inclusão das comunidades em alguns aspectos que envolvem a gestão do parque / The creation of strict-use protected areas in São Paulo State, for instance state parks, is marked by the imposition of protected areas in places that were once occupied by traditional communities, causing lots of conflicts for land possession. The management of these areas is a great challenge for the conservation of nature and also for the development and survival of the communities. According to the Brazilian law (BRASIL, 2000) the way of life of these communities must be guaranteed, at least while they are not reallocated. However, at the same time, these communities have only few recognized rights. Research conducted all over the world has proven that the possibilities of combining nature and communities and above all the possibilities of including the communities in the management of those protected areas. The Ilha do Cardoso State Park presents a historic reference concerning participative management. However, nowadays, communities still fight to ensure their rights, especially concerning land possession. The present study focuses on the managing council as an important way of including the local communities in the parks management. It also includes the analysis of the participation of four traditional communities located inside the parks area: Marujá, Enseada da Baleia, Pereirinha and Itacuruçá. Based on the framework developed by Ostrom (1990), Institutional Analysis and Development Framework - IAD, it was possible to comprehend how the managing council works, and the influence of the institutional arrangements of the communities on formal and informal arrangements developed between managers and communities through years of relations. O conhecimento da mudança profunda da educação que está acontecendo no Projeto Horizonte 2020, na Espanha, foi uma referência para compreender como juntos podemos transformar um projeto educativo. O estudo bibliográfico do referido projeto indicou seis âmbitos de trabalho no processo de inovação no contexto das escola jesuítas na Espanha, os quais serviram de referência para realizar, nesta investigação, a escuta da comunidade quanto às suas prioridades de inovação em relação a: métodos, conteúdos e valores; espaços educativos; alunos e professores; tempo e organização; tecnologias e recursos; família e entorno. A apresentação da proposta de investigação à comunidade e a entrega de uma Carta Convite em uma reunião de pais foi o ponto de partida para a participação da comunidade da educação infantil, que se deu por meio de um questionário, respondido por adesão. A pesquisa de campo contou com 68 participantes, de um total de 193 convidados. Quanto à análise dos resultados, além dos dados quantitativos, foi utilizado o procedimento da Análise Textual Discursiva (ATD) das ideias apresentadas na questão, aberta: "Você gostaria de oferecer uma boa ideia para construirmos caminhos de inovação na Educação Infantil do Colégio Anchieta? Faça sua sugestão!". Da análise dos dados resultou o levantamento de ideias para a construção de caminhos de inovação na Educação Infantil do Colégio Anchieta, Nova Friburgo. Concluiu-se que já existem claras proposições de inovação em alguns âmbitos de trabalho, enquanto outros merecem a continuidade da escuta da comunidade. Por isso, para a devolução à comunidade, foi elaborada uma Carta Pedagógica Devolutiva da Pesquisa comunicando as principais ideias de inovação, bem como os principais questionamentos que sugerem a continuidade do diálogo. Desta forma, a pesquisa contribuiu para a reflexão sobre o que devemos mudar, mas também para a compreensão sobre a importância da criação de uma cultura participativa na escola e da necessidade de ampliação dos canais de participação da comunidade na escola. / This recent research had the goal of gathering ideas with Colegio Anchieta´s educative community, from Nova Friburgo, Rio de Janeiro, adding towards participative management in the process of innovation of the pedagogic project in Children´s Education. Once getting to know the deep changes in education that are going on in Horizon 2020 project, in Spain, it has been a reference to understand and to learn how we can, together, transform an educational project. The bibliographical research done has identified six areas of work in the process of innovation that have been references in the process of listening to the ideas of the education community about their innovational priorities regarding methods, contents and values, educational facilities, students and teachers, technologies and resources, and family and surroundings. The presentation of the proposal of research and the delivery of a letter of invitation during a meeting with parents was the starting point for the participation of the children´s education community, which was operationalized by a questionary, answered by adhesion. The field research was answered by 68 people out of a total of 193 possible participants. The data analysis has also involved the discursive textual analyzsis (DTA) of the presented ideas in the open question: “Which suggestion would you like to present in order to help us building ways of innovation in the Children´s Education of Colegio Anchieta? Give us your best thoughts!”. Analysing the data received, we have developed the ideas for the construction of innovative routes in Children´s Education of Colegio Anchieta, Nova Friburgo. We have come to the conclusion that they have some crystal clear innovation proposals in some of the areas of work and there are some other that demand us to keep our ears open to the community. For this, in the return of the research, we developed an Pedagogical Letter of the research to the community where we have exposed the main ideas of innovation and also the main questions that suggest the continuous need of exchanging ideas. The research has helped us to realize what are the points that need to be changed and also the understanding about the importance of development of a of participative culture in the school and the need of having more channels of community participation. / La presente pesquisa tuvo como objetivo realizar la captación de ideas con la comunidad educativa del Colegio Anchieta de Nova Friburgo, Rio de Janeiro, contribuyendo para la gestión participativa en el proceso de innovación del proyecto pedagógico de la Educación Infantil. El conocimiento del cambio profundo de la educación que está sucediendo en el Proyecto Horizonte 2020, en España, fue una referencia para comprender como juntos podemos transformar un proyecto educativo. El estudio bibliográfico del referido proyecto indicó seis ámbitos de trabajo en el proceso de innovación en el contexto de las escuelas jesuitas en España, que sirvieron de referencia para realizar, en esta investigación, la escucha de la comunidad en cuanto a sus prioridades de innovación en relación a: métodos, contenidos y valores; espacios educativos; alumnos y maestros; tiempo y organización; tecnologías y recursos; familia y entorno. La presentación de la propuesta de investigación a la comunidad y la entrega de una Carta Invitación en una reunión de padres fue el punto de partida para la participación de la comunidad de la educación infantil, que se dio por medio de un cuestionario, respondido por adhesión. En cuanto el análisis de los resultados, además de los datos cuantitativos, se utilizó el procedimiento del Análisis Textual Discursiva (ATD) de las ideas presentadas en la cuestión, abierta: "¿Le gustaría ofrecer una buena idea para que construyamos caminos de innovación en la Educación Infantil del Colegio Anchieta? ¡Haga su sugerencia!". Del análisis de los datos resultó el levantamiento de ideas para la construcción de caminos de innovación en la Educación Infantil del Colegio Anchieta, Nova Friburgo. Se concluyó que ya existen claras proposiciones de innovación en algunos ámbitos de trabajo, mientras otros merecen la continuidad de la escucha de la comunidad. Por eso, para la devolución a la comunidad, se elaboró una Carta Pedagógica Devolutiva de la Pesquisa comunicando las principales ideas de innovación, así como los principales cuestionamientos que sugieren la continuidad del diálogo. De esta forma, la pesquisa contribuyó para la reflexión sobre lo que debemos alterar, bien como para la comprensión sobre la importancia de la creación de una cultura participativa en la escuela y de la necesidad de ampliación de los canales de participación de la comunidad en la escuela.

Such changes started with the publication of Law 101/2000, and, concomitantly to these legal changes, came the Brazilian Accounting Standards Applied to the Public Sector (NBCASP) that began in 2008 with the publication of the first standards. In this sense, the roles of the Public Management and Public Accountant become imperative. The judicious decision-making processes in the public sphere became critical and, combined with the tools of Public Accounting, are essential to make the best decision. It is important to note that with the participatory management, decisions are proposed, in many cases, wit the participation council members, elected by the population, who generally do not have sufficient expertise to make the most priority decision and need a tool to assist them in the decision making process. It was for this reason that the present work was developed, with the intention to make a contribution in these times of great change. One of the major problems in public management is the mechanism used in the decision making process, so the paper proposes a method of prioritizing it, adapting the work of Nunes and Pinheiro (2008) for financial and banking institutions, that can be used for all sectors. The work of Jannuzzi, Miranda and Silva (2009) that shows the method of Multi-criteria Decision Support (MDS) for Public Policy was also incorporated. The adapted method studied projects or demands, and actions, submitting them to a multiple criteria evaluation that consisted in the use of five criteria, each composed of five attributes that received scores from 1 to 5, in order to measure the degree of priority of each attribute. In the end, the data set was organized in a table that shows be which project should prioritized first. The composition of the prioritization criteria has taken into account the concept of cost to serve in the reverse perspective used in private accounting, meaning that projects that require greater resources in the view of the customer-citizen can get the biggest priority, because they indicate the need for public policies for a given region. Another criterion was the Expected Benefits that assesses, both quantitatively and qualitatively, how that particular project will contribute to the purposeful development of that particular action for the population. The method was tested in Chapel of Socorro neighborhood public administration office, taking the 11 approved projects for the year 2014 and checking which of these had the highest priority / A Administração Pública nos últimos anos tem passado por várias mudanças que visam o controle de gastos públicos e a responsabilidade dos gestores públicos com os recursos públicos. Tais mudanças se principiaram com a publicação da Lei n⁰ 101/2000 e, concomitantemente a essas mudanças legais sobreveio a padronização das Normas Brasileiras de Contabilidade Aplicadas ao Setor Público – NBCASP, que teve início em 2008 com a publicação das primeiras normas. Neste sentido, os papéis do Gestor Público e do Contador Público tornaram-se imperativos. A tomada de decisão criteriosa, no âmbito público, passou a ser fundamental e, aliada às ferramentas da Contabilidade Pública, são essenciais para se tomar a melhor decisão. Importante ressaltar que com a gestão participativa as decisões são propostas, em muitas das vezes, por conselheiros participativos, eleitos pela população, que, em geral, não têm conhecimentos técnicos suficientes para tomar a decisão mais prioritária e precisam de uma ferramenta que os auxiliem na tomada de decisão. Foi por essa razão que o presente trabalho foi desenvolvido, com a intenção de dar uma contribuição neste momento de grandes mudanças. Um dos grandes problemas na gestão pública é o mecanismo no processo de tomada de decisão, assim, o trabalho propõe um método de priorização de tomada de decisão, adaptação do trabalho de Nunes e Pinheiro (2008) para instituições financeiras e bancárias, porém, podendo ser utilizada para todos os setores. Também foi utilizado o trabalho de Jannuzzi, Miranda e Silva (2009), que apresenta o método do Apoio Multicritério à Decisão (AMD) para Políticas Públicas. O método adaptado estudou projetos ou demandas, ações, e os submeteram a uma avaliação de multicritério, que consistiu na elaboração de 5 critérios, cada um composto por 5 atributos que receberam notas de 1 a 5, objetivando medir o grau de priorização de cada atributo. No final, os dados foram parametrizados em uma Tabela na qual resulta o projeto prioritário. Para a composição dos critérios de priorização foi tomado o conceito de Custo para Servir na perspectiva inversa da usada na contabilidade privada, ou seja, os projetos que requerem maior recurso na visão do cliente-cidadão podem ser os prioritários, pois indicam a necessidade de políticas públicas para uma dada região. Outro critério utilizado foi o de Benefícios Esperados que avalia, tanto de forma quantitativa quanto qualitativa, o quanto aquele determinado projeto vai contribuir para o desenvolvimento propositivo daquela determinada ação para a população. O Método foi testado na Subprefeitura Capela do Socorro, tomando-se os 11 projetos aprovados para o Exercício 2014 e verificando quais destes eram os prioritários

nÃo hà / Na zona costeira cearense existem comunidades tradicionais de pescadores artesanais que, com um histÃrico de organizaÃÃo e luta por melhores condiÃÃes de vida em terra e mar, buscam uma educaÃÃo prÃxima de sua realidade. Este à o caso da comunidade de Caetanos de Cima (Assentamento Sabiaguaba -Amontada/CE), que se orgulha em ter construÃdo sua escola em regime de mutirÃo. Ao considerar a realidade educacional brasileira e destas comunidades, com suas limitaÃÃes polÃticoadministrativas e estruturais, foi desenvolvida esta pesquisa-aÃÃo, com objetivo de implantar na Escola Maria ElisbÃnia dos Santos um processo contÃnuo de educaÃÃo ambiental, tendo a vida como foco da aprendizagem, ou seja, realizar a gestÃo ambiental participativa da escola â gestÃo dos hÃbitos e do hÃbitat humano em direÃÃo à cultura da sustentabilidade e da cidadania ambiental - como forma de possibilitar uma aprendizagem produtiva e a difusÃo de prÃticas democrÃticas e sustentÃveis para a comunidade do entorno. O processo foi realizado em sete passos orientados pela ecopedagogia e pela permacultura. ApÃs atividades de sensibilizaÃÃo-reflexÃo-aÃÃo e da organizaÃÃo dos atores escolares para a eleiÃÃo do Conselho Escolar, foi realizado um DiagnÃstico participativo que gerou a Carta Escolar, primeiro passo para a construÃÃo do Projeto polÃtico-pedagÃgico. Durante a Semana PedagÃgica foi elaborado coletivamente o referido documento, contendo a missÃo da escola e as metas a serem alcanÃadas nos prÃximos dois anos. Algumas aÃÃes propostas foram desenvolvidas, inclusive com grande repercussÃo na comunidade: campanha para o tratamento adequado do lixo, produÃÃo de alimentos (horta e roÃado), paisagismo produtivo (pomar, plantas medicinais, temperos), curso de musicalizaÃÃo, articulaÃÃo da escola com parceiros e movimentos ambientais regionais, bem como queda no Ãndice de reprovaÃÃo. Algumas falhas foram apontadas como a falta de um trabalho especÃfico com os professores. As comunidades tradicionais do Cearà tÃm na educaÃÃo ambiental contÃnua uma aliada no diÃlogo entre a escola, a comunidade e a natureza, na melhoria da qualidade pedagÃgica e ambiental da escola, no fortalecimento de um paradigma educacional fundamentado na Ãtica ambiental e, certamente, tem grande significado para a evoluÃÃo humana rumo a sustentabilidade planetÃria. / At the Cearà coast zone there are many artesanal fishermanâs tradicional comunities that, with an organization and fight history for better life condictions, search an education besed on their own reality. This is the case of Caetanos de Cima community (Assentamento Sabiaguaba, Amontada/CE), that are pround for building by themselves their little school. When the brasilian education reality is considered, with politc-administration and estructurals limits, this Action-research objetct to implant at the Basic Schooll Maria ElisbÃnia dos Santos a continuum environmental education program, having life as learning focus, or as well, the environmental participative management â habit and habitat management â into a sustenable culture and environmental citizenship, like a way to make possible a constructionlerning, diffusion of the democratics and sustainable pratices to the sustainable development of those communities. The process was realized in seven steps, following the pedagogic keys of the ecopedagogy and the permaculture ideas and practices. After the sensibilization-reflexion-action activities and the election of the Schooll Concil, that made an participated diagnostic of the school and community, the Politic-pedagogic Projetct was collectivity elaborated with objectives to be reached on the next two years. Some propose actions was developmented with repercussion at the community: Waste Treatment Campaign, organic food production (vegetable garden), productive paisagism (orchard, medicine and condiments plants), music course, articulation with many partnerships and environmental regional movements, even a reduction of the reprovation school index. The tradicional coastal communities of Cearà has on the continuum environmental education process an alied to improve the diologue between school, community and enviroment, the pedagogic and education quality, the fortify an environmental etics education pardigm, and certainly, has a great meaning to the human evolution trought an sustenable society.

The Relationship between Nurse Manager Leadership Style and the Enculturation of Shared Governance

Shared governance, a participative model of governance, implemented by healthcare organizations for more than 30 years has been associated with empowerment, job satisfaction, and retention of registered nurses. Recent studies document a lack of participation in shared governance by registered nurses; the reason for the change is unknown. The nurse managers' role in this change is unknown. The purpose of this non-experimental, cross-sectional survey design study was to test Bass' theory of transformational leadership that examines the relationship between the leadership style of the manager and the enculturation of shared governance in acute care hospitals in the United States. A random sample of 111 nurse managers, who were members of the American Organization of Nurse Executives, were surveyed on leadership style using the Multi-factor Leadership Questionnaire and unit governance, using the Index of Professional Nursing Governance. Data was analyzed using Pearson's Product Moment Correlation and a statistically significant positive relationship was found between transformational leadership style and shared governance. No relationship was found between other leadership styles and shared governance. There was no relationship between the achievement of a shared governance score on the participation subscale of the Index of Professional Nursing Governance and transformational leadership style. The study contributes to social change through the identification of the manager's use of a transformational leadership style to foster the autonomy and empowerment of nurses to cultivate a positive the work environment using a shared governance model, which results in registered nurse retention and decreased organizational turnover costs.

<p>This study gives a brief introductory account of cooperatives with regard to their <font size="3" face="Times New Roman"><font size="3" face="Times New Roman">history and existence, particularly in South Africa. The research report focuses on <font size="3" face="Times New Roman"><font size="3" face="Times New Roman">two case studies, where the organisational structures and business operations will <font size="3" face="Times New Roman"><font size="3" face="Times New Roman">be examined and compared. Finally the report will draw lessons to indicate the <font size="3" face="Times New Roman"><font size="3" face="Times New Roman">possible social and economic viability of these cooperatives and their place in rural development. <p>This study gives a brief introductory account of cooperatives with regard to their <font size="3" face="Times New Roman"><font size="3" face="Times New Roman">history and existence, particularly in South Africa. The research report focuses on <font size="3" face="Times New Roman"><font size="3" face="Times New Roman">two case studies, where the organisational structures and business operations will <font size="3" face="Times New Roman"><font size="3" face="Times New Roman">be examined and compared. Finally the report will draw lessons to indicate the <font size="3" face="Times New Roman"><font size="3" face="Times New Roman">possible social and economic viability of these cooperatives and their place in rural development. Management development as a task of school managers at institutional level / Mgadla Isaac Xaba

This study investigated management development as a task of school managers by focusing on: • the need for a new education management development approach in South African schools; • the nature and scope of management development; • the international and national perspectives on the education management development practice; • current education management development activities in Gauteng schools; and • an education management development model for Gauteng schools. The literature study exposed the need for a new education management development approach in South African schools, the nature, scope and major aspects of management development. Furthermore, management development approaches, techniques and methods as well as guidelines for a new holistic approach are described. The investigation into the education management development practice for school managers exposed advanced levels in this regard in the UK and USA. Malaysia, Zimbabwe and Namibia are engaged in customising effective programmes for school managers. South Africa is focusing on a holistic approach, with a significant step taken being, the establishment of the National Institute for Education Management Development. The empirical study consisted of a structured questionnaire distributed to a sample population of I 08 school principals, 80 deputy principals and 210 heads of departments to investigate their management development needs, experiences and activities. Main findings revealed a lack of training for school management, uncoordinated education management development programmes, with existing ones being reactions to crisis situations, and ill-defined management roles for school managers. School principals seem solely responsible for school management, thus exposing a need for a school-based management development approach. The management development model developed for Gauteng schools focuses on whole-school development, recognises the participatory management vision of the new education system, includes stakeholder involvement in education management development and provides school managers with a model that employs the ODE Quality Assurance Framework. The major recommendations flowing from this study include customising education management linguistics for South Africa, defining job descriptions for school managers, preparing and inducing school managers, setting education management qualifications for education management posts and institutionalising the National Institute for Education Management Development. / Thesis (PhD)--PU for CHE, 1999
