Plano diretor de desenvolvimento urbano de Aracaju e a função social da propriedade urbana

The Master Plan is the main instrument of the urban policy of a municipality, and must follow the general guidelines brought by the City Statute, National Law No. 10,257, of July 10, 2001. In Aracaju, the PDDU - Urban Development Master Plan, still in force, is that of Complementary Municipal Law No. 42, dated October 4, 2000. Pursuant to the provisions of art. 40, §3, of the City Statute, the law establishing the master plan shall be reviewed at least every ten years. This temporary lapse was ratified by the Aracaju Municipal Organic Law updated, in its article 219. The Aracaju PDDU (2000) was not updated according to the directives brought by the City Statute in 2001, and all attempts to review have not been finalized. Within this context, the proposed research sought to analyze the causes of nonoccurrence of the revisions and the consequences for the municipality of Aracaju, the accomplishment of the participative management, as well as the (dis) fulfillment of the principle of the social function of urban property, investigating if the instruments provided for in art. 182, §4, of the Federal Constitution of 1988 were implemented. To accomplish this and the other specific objectives, different methodological procedures were used, associated to different stages, namely: bibliographic survey, analysis of judicial processes and interviews with specialists from different areas of Knowledge. The results of this work show that Aracaju has been presenting, since 2000, an accelerated and disordered urban growth, with several impacts on the city and its inhabitants, like the increase of the homicide rate, being, at present, the largest in the country. Thus, it was verified that Aracaju's current PDDU (2000) has been outdated for approximately 18 (eighteen) years, without fulfilling the purpose for which it is intended, suffering the influence of social actors who do not see the city of Aracaju as a being who pulses full of life and who deserves and needs protection. / O Plano Diretor é o principal instrumento da política urbana de um município, devendo seguir as diretrizes gerais trazidas pelo Estatuto da Cidade, Lei Nacional n° 10.257, de 10 de julho de 2001. Em Aracaju, o PDDU – Plano Diretor de Desenvolvimento Urbano, ainda vigente, é o da Lei Complementar Municipal n° 42, de 04 de outubro de 2000. Por força do que dispõe o art. 40, §3°, do Estatuto da Cidade, a lei que instituir o plano diretor deverá ser revista, pelo menos, a cada dez anos. Referido lapso temporal foi ratificado pela Lei Orgânica Municipal de Aracaju atualizada, em seu artigo 219. O PDDU (2000) de Aracaju não foi atualizado segundo as diretrizes trazidas pelo Estatuto da Cidade em 2001, não sendo também ultimadas todas as tentativas de revisão. Dentro desse contexto, a investigação proposta procurou analisar as causas da não ocorrência das revisões e as consequências para o município de Aracaju, a realização da gestão participativa, bem como o (des) cumprimento do princípio da função social da propriedade urbana, investigando se os instrumentos previstos no art. 182, §4°, da Constituição Federal de 1988 foram implementados. Para a concretização desse e dos demais objetivos específicos, utilizou-se distintos procedimentos metodológicos associados a diferentes etapas, a saber: levantamento bibliográfico, análise de processos judiciais e realização de entrevistas com especialistas de diferentes áreas do Saber. Os resultados desse trabalho mostram que Aracaju vem apresentando, desde 2000, um crescimento urbano acelerado e desordenado, com diversos impactos sobre a cidade e seus habitantes, a exemplo do crescimento da taxa de homicídios, sendo, atualmente, a maior do país. Assim, verificou-se que o atual PDDU (2000) de Aracaju encontra-se desatualizado, há aproximados 18 (dezoito) anos, sem cumprir a finalidade para a qual se destina, sofrendo a influência de atores sociais que não enxergam a cidade de Aracaju como um ser que pulsa cheio de vida e que merece e precisa de proteção. / São Cristóvão, SE

Les aires protégées et le développement durable au Gabon : entre sollicitations internationales et réalités locales. Le cas du parc national de Loango / Protected areas and sustainable development in Gabon between international demands and local realities. The case of Loango National Park

La conservation de la nature est de nos jours une préoccupation planétaire. Pour la concrétiser, la création d'aires protégées est encouragée depuis le sommet de la Terre de Rio de 1992, surtout dans les pays des bassins forestiers. Avec Rio, le développement durable devient fondamental. Afin d'apporter sa contribution pour cette cause internationale, et par la même occasion diversifier son économie, le Gabon, pays du bassin forestier du Congo, crée treize parcs nationaux en 2002. À travers ces aires protégées, c'est 11 % de son territoire qu'il consacre à la conservation de la biodiversité. Notre étude est une analyse de de la conservation de la nature, précisément à travers le parc national de Loango, dans un pays qui fonde son développement économique sur l'exploitation des ressources naturelles. Elle aborde l'application de la gestion participative entre des acteurs qui ne perçoivent pas la ressource naturelle de la même façon. Elle examine l'impact social, économique et culturel d'un objet géré selon des normes internationales avec peu de considération des réalités locales. Nous soulignons aussi la difficulté du Gabon à choisir entre développement économique national et conservation. Cette difficulté est souvent engendrée par la demande internationale. L'étude soulève également la question de l'acceptabilité sociale, manifestée par des conflits entre acteurs. / Since nature conservation has become an issue of global concern, efforts have been made to encourage the creation of protected areas since the Rio Earth Summit in 1992, especially in forest basins countries. After Rio, sustainable development has become crucial. In order to make its contribution to this international cause and at the same time diversify its economy, Gabon, country of the Congo Basin forest, created thirteen national parks in 2002. Altogether, the 13 protected sites represent 11 % of the national territory classified for the conservation of Gabon's rich biodiversity. Our study is based on the analysis of this challenge, more precisely in the Loango National Park and in a country whose economic development is fully dependant on its natural resources. It deals with the application of the participative management between the different actors concerned who have different perceptions of natural resources. It examines the social, economic and cultural impact of something which is managed according to international standards and with very little consideration for local realities. We also underline the difficulty Gabon faces in choosing between its national economic development and conservation. This difficulty is often caused by international demands. The study also raises the question of social acceptability expressed by conflicts between actors.

For his realization it was basic rescued the historical process of the city of São Bernardo of the Campo. This history is determinative for the knowledge of the life and of the culture of the local population, of the factors restrictions of the disordered and quick growth of the city and of the reformulations that altered the purposes economical-politician of the development of the region. For the development of the inquiry there was rescued the trajectory of the Fundação Criança, the reversion of the paradigms, the implementation of the new programs, the methodology of work, his philosophy and the use of new tools of management technician - administrative. Para sua realização foi fundamental resgatar o processo histórico da cidade de São Bernardo do Campo. Essa história é determinante para o conhecimento da vida e da cultura da população local, dos fatores condicionantes do crescimento desordenado e acelerado da cidade e das reformulações que alteraram os desígnios político-econômicos do desenvolvimento da região. Para o desenvolvimento da pesquisa foi resgatada a trajetória da Fundação Criança, a reversão dos paradigmas, a implementação dos novos programas, a metodologia de trabalho, sua filosofia e a utilização de novas ferramentas de gestão técnico- administrativas. Foi dada ênfase ao conhecimento de como se deu o processo de construção dessa nova forma de gestão de programas sociais, seus aspectos conceituais e metodológicos e o fluxo de atendimento. O propósito desta dissertação é examinar as idéias de Ricardo Semier, tendo como foco de estudo seu livro Virando a própria mesa, publicado originalmente em 1988. Semier é um empresário brasileiro que preconiza um novo modelo organizacional que ainda é relativamente pouco estudado em nosso país, ao mesmo tempo em que produz e defende uma administração de vanguarda e um comportamento empresarial que ultrapassam fronteiras nacionais. Inicialmente, detemo-nos na análise conceituai da teoria administrativa que, advinda de outro contexto histórico-cultural, tem, conjecturamos, sua adoção parcialmente prejudicada, nas organizações locais, devido às características culturais da sociedade brasileira. Em seqüência, analisamos o referencial teórico do modelo organizacional denominado de gestão participativa, que em alguns aspectos tende a incorporar e refletir os elementos culturais presentes no cenário nacional. São abordadas, então, as idéias e proposições específicas de Semier sobre flexibilidade organizacional, gestão de recursos humanos, decisões estratégicas e mudança organizacional. Avaliamos criticamente, igualmente, os aspectos de transmissão de ideologia, poder e marketing pessoal, fatores geralmente negligenciados nas análises organizacionais. / The basic aim of this dissertation is to review Ricardo Semler's ideas by focusing his book Virando a própria mesa (Maverick! lhe success story hehind the world's most unusual workplace), originally published in Brasil in 1988. Semler is a Brazilian entrepreneur who recommends a new organizational model which has not been studied as deserved in our country, while proposing and defending an innovatory management and an entrepeneural behavior that reach beyond national boundaries. Initially, we make a conceptual analysis of the Business Administration Theory which, for having come from a different historic and cultural context, we presume, has had its adoption by local organizations partially impaired. Afterwards, we analyse the theoretic references of the organizational model called participative management which in some aspects tends to incorporate and reflect the cultural elements present in the national scenario. Then, Semler's specific ideas and propostions about organizational flexibility and changes, human resources management, strategic decisions are approached. In the same way, we critically evaluate aspects of ideology transmission, power and personal marketing, which are factors generally neglected in organizational analyses.

O objetivo deste estudo é refletir sobre as práticas participativas cotejando a literatura com a percepção dos empregados egressos no PDV de uma empresa brasileira de economia mista. Em termos metodológicos, a pesquisa se fundamentou em extenso levantamento bibliográfico de modo a apoiar a construção de um instrumento de um roteiro de entrevistas para aplicação junto a 32 empregados egressos, sem condições de aposentadoria, de uma empresa brasileira de economia mista. Como principais resultados, foi evidenciado que quanto maior o nível hierárquico da decisão, mais limitada era a participação dos trabalhadores; as práticas participativas da empresa não proporcionavam mudanças sistêmicas; as limitações na participação influenciaram a saída e provocaram impactos deletérios sobre o egressos; foram observados indícios de discriminação na participação dos trabalhadores, principalmente por gênero; os impactos da participação observados na literatura convergiram com impressão dos entrevistados; as condições para participação verificadas na literatura eram insuficientes na empresa; foram apontados como principais pontos de melhoria a maior efetividade dos mecanismos de consulta e melhor preparo dos empregados e gestores, sendo que uma parte almejava o gerenciamento conjunto das decisões. Complementarmente, foram identificados 39 subatributos inéditos da gestão participativa no estudo empírico, além dos 34 observados na literatura. / The participation of workers in corporate decisions has been evidenced in the academic literature as a solution for a democratization of labor relations and for the decision-making process to take workers' interests into account. The objective of this study is to reflect on the participative practices comparing the literature with the perception of the egress employees of a brazilian state-owned company. In methodological terms, the research was based on an extensive bibliographical survey in order to support the elaboration of an interview questionnaire for application to 32 employees who left the company without retirement conditions, of a brazilian state-owned company. As main results, it was evidenced that the higher the hierarchical level of the decision, the more limited was the participation of the workers; the participative practices of the company did not provide systemic changes; the limitations in participation influenced the exit and caused deleterious impacts on the egress; evidence of discrimination in the participation of workers was observed, mainly by gender; the impacts of participation observed in the literature converged with the interviewees' impression; the conditions for participation verified in the literature were insufficient in the company; the main effectiveness points of the consultation mechanisms and the better preparation of employees and managers were pointed out as main points of improvement, and one part aimed at joint management of decisions. In addition, 39 unpublished sub-attributes of participatory management in the empirical study were identified, in addition to the 34 observed in the literature.

Exploring effective decision-making of principals in secondary schools in the Free State province

In a democratic South Africa, a variety of factors are necessary to ensure effective school governance and management. One of these factors is shared decision-making (SDM). SDM is a process of making decisions in a collaborative manner at the school level. Those responsible for implementing a decision must be actively and legitimately involved in making the decision. In South African schools today, SDM is no longer an option. The new framework of SDM is embedded in the South African Schools Act (Act 84 of 1996). According to the Act, parents, learners and teachers should be given the opportunity of participating in decisions on educational matters. In this study, the researcher set out to investigate and explore effective decision-making of secondary school principals in the Thabo Mofutsanayana Education District (THMOED) of the Free State Province. In an endeavour to realize that end, an open-ended questionnaire, individual and focus group interviews were used to collect data. The main aim was to find out how teachers, learners, parents and principals experienced decision-making in their schools. The main findings of this research were that, decisions-making practices in the secondary schools in the THMOED still adhered to pre-democratic formal lines of authority. In other words, the locus of control and decision-making powers resided mainly with the principals, with minimum participation of other stakeholders. Consequently, there were dissatisfactions and concerns raised by the participants. The concerns were directed at the management and included lack of communication, lack of transparency, unacceptable disciplinary procedures, autocratic leadership styles and centralized decision-making. According to the findings, it would appear that democratic models of governance were insufficiently used or overlooked by the principals. Concerns raised by the respondents were a clear indication that much needed to be done to change the mind-set of the principals. / Educational Studies / D.Ed (Education Management)

An investigation into the needs of emergency medical workers and how these could inform management practices

Literature on the Emergency Medical Services (EMS) has paid much attention to stressors, stress and symptoms, coping, and support of Emergency Medical Workers (EMWs). However, it has paid little attention to the needs of EMWs, and the satisfaction thereof, which should result in their improved well-being and motivation. In an attempt to rectify this imbalance, this study investigated the needs of EMWs as suggested by descriptions of their experiences within the EMS. Interviews were conducted with EMWs employed by a private EMS company. The interviews were analysed for emerging needs by means of interpretive analysis. These needs comprised the Need for Freedom, the Need for Competence, the Need for Recognition, the Need for a Challenge, and the Need to be Understood. The findings were linked with theory and it is proposed that the relevant EMS company incorporates participative management into its management approach.
