Magistro baigiamajame darbe analizuojame personalo vadybos procesų – personalo poreikio planavimo, verbavimo, atrankos, veiklos vertinimo, mokymo ir kvalifikacijos kėlimo, motyvavimo ir atleidimo – vykdymą Lietuvos savivaldybėse (Ukmergės rajono savivaldybės atvejis). Atlikdami kokybinį tyrimą, siekiame įvertinti personalo vadybos situaciją savivaldybėje, nustatyti esmines problemas. Darbe siūlome galimus personalo vadybos problemų savivaldybėse sprendimo būdus. / Staff management in Lithuania's municipalities is a department which has been given little attention. There are a lot of literary sources and treatises about staff management in business management department; however it is hard to find both theoretical and practical analysis about the peculiarities of staff administration in municipalities. The tradition of staff management has not yet been established. The goal of this thesis is to explore the staff management situation in Lithuania's municipalities (as in the case of Municipality of Ukmerge District), to define main problems and to suggest trends of development. To reach this goal a qualitative research has been applied – half structured interview with the employees of Ukmerge District Municipality and with experts of the public sector. The results of the research suggest that the most problematic staff management issues in municipalities are motivation, planning of staff demand, and evaluation of official duties. Staff training and raising qualification are the best organized staff management elements in municipalities. The most effective means of staff recruitment is within the organization. Applying recruitment in higher educational institutions is a method least used in staff management in municipalities practice. Career opportunities, objective results evaluation of competence and official duties are the main motives stimulating municipalities' employees to raise qualifications; however individual employees'... Darbas yra apie personalo motyvaciją ir motyvavimą, o tiksliau apie personalo motyvavimo priemones. Motyvacija yra vidinė jėga/būsena, kuri sąlygoja individo elgseną. Siekiant, kad darbuotojas dirbtu gerai darbdavys turi pasirinkti tinkamiausias motyvavimo priemonės iš visos jų gausos. Visos šios motyvavimo priemonės yra skirstomos į dvi dideles grupes: materialinė motyvacija ir nematerialinė. Žinomiausia materialinės motyvacijos forma yra darbo užmokestis. Ši priemonė efektyvi, bet turi trumpalaikį veikimą. Todėl rekomenduojama naudoti daugiau nematerialinių motyvavimo priemonių tokių kaip darbovietės prestižas, draugiškas kolektyvas, darbdavio pagarba ir kitus. Motyvavimo priemonių visumą turi būti sudaryta atsižvelgiant į įmonės veiklos sritį ir darbuotojo poreikius. Motyvavimo procesas tai bendradarbiavimas tarp darbdavio ir darbuotojo. Tyrimo tikslas ištirti personalo motyvacijos ir motyvavimo problematika, remiantis teorinėmis paradigmomis. Išsiaiškinti motyvavimo sistemos poveikį bendram darbo našumui. Dauguma respondentų buvo moterys dirbančios AB SEB Banke Operacijų departamente. Tyrimas susideda iš apklausos anketos ir struktūrizuoto interviu. Anketa buvo anoniminė ir platinama elektroniniu paštu. / This article contains information about employee motivation, more exactly, about means of employee motivation. Motivation is an inner force that drives employee behaviour. In order to make employee work good, employer have to choose right means of motivation from big variety. All these means can be classified into two big groups: material and psychological. The most known material mean is salary. This mean is effective, but have a short-lasting effect. For this reason it is recommended to use more psychological means such as possibilities of career, prestige of an enterprise, good communication, attention and respect of employee. The selection of means should be made according to situation of enterprise, work specific and needs of employee. Motivation process has to be a partnership between employee and employer. The aim of investigation was to analyse motivation at work, to discover the influence of current motivation systems to overall work performance. The majority of the employees mostly women were chosen from AB „SEB bank“ operations department (100 persons), and investigated by these methods: a questionnaire and an interview. The questionnaire was anonymous and was sent by email.

Personalo administravimo auditas / The audit of human recourses administration

Study analyzes the question of staff documentation administration: inadequacies are detected in Lithuanian enterprises and establishments that are relative to law acts regulating labour law. Peculiarities and factors that ease or aggravate the labour of staff are also detected. Gaining the goals of study the nonfiction about staff management, administration, and audit was examined. After nonfiction and the requirements of law acts concerning labour intercourse examination a table ant the chart of data that is used in staff documents is made. Furthermore comparative analysis of administration peculiarities is accomplished in public and private sectors. The requirements of labour law acts are explored. Much attention is focused on exploring the frequent breaches in enterprises and establishments of Lithuania. Questionnaire revealed: • Factors mostly disturbing administrative work, • Factors mostly easing staff work, • Electronic devices mostly used by enterprises workers for staff needs, • Etc. The analysis of questionnaire is throughout. The matrix of factors mostly creating the risk to staff administration is made.
