Homeland Security Roles and Responsibilities: an Examination of Texas Police Chiefs’ PerceptionsThimamontri, Apinya 08 1900 (has links)
Research has shown that the police industry has entered into an era of homeland security. However, whether the core functions of policing have significantly changed since September 11, 2001, has been the topic of considerable debate. Using secondary data, the research identifies variables that are most influential in predicting whether Texas police chiefs understand their departments’ homeland security roles and responsibilities. The data was originally obtained in 2007 through self-administered surveys of police chiefs attending the Texas Chief Leadership Series (TPCLS) and the New Chief Development Program (NCDP).

An analysis of the implementation of sector policing in SowetoButhelezi, Dumisani Sydwell 09 1900 (has links)
As an approach to solve the crime problems affecting all the citizens of this country, South Africa adopted the sector policing concept. This approach is also seen as a means of bringing the community and the police closer by appointing sector commanders who do community liaison and problem-solving work in the geographically demarcated sectors. Sector policing is not a strategy on its own, as stated in the Final Draft National Instruction of Sector policing of 2003, the connection between sector policing and community-policing philosophy is very clear. Sector policing it described as a practical manifestation of community policing. The key elements of sector policing are its geographic focus, problem-solving methodologies and community consultation.
On 13 July 2009, it (sector policing) became an official policing instrument in the country. The sanctioning of sector policing proposed that in the nine (9) South African provinces, 45 police stations (5 stations per province) implemented sector policing and the remainder had to be implemented before the end of 2012. As of now (2014), the assumption could be made that all police stations in South Africa implemented this strategy. Therefore, it should now be imperative to analyse the implementation in a specific area, for instance Soweto, where it had been in existence for a while, as well as to determine its effectiveness in this area.
The results of the study summarily indicated that the efficiency and effectiveness of sector policing in Soweto is predominately reliant on sectors demarcation into manageable sizes and the provision of adequate and sufficient resources. / Police Practice / M. Tech. (Policing)

Police for peace : an assessment of Sudan's police force in peacebuildingAldago, Mohamed Ahmed Abaker January 2015 (has links)
This study aims to examine the relation between Sudanese police and peacebuilding in the country following an exceptionally long period of varied and complex violent conflict Literature on peacebuilding acknowledges the increasing role of police in peacebuilding, but is more often focussed on international police forces than domestic police. in order to investigate the roles of domestic forces in peacebuilding an analysis of the Sudan police is undertaken, which includes its history, organisation, management, training and the adoption of a policy of ‘community policing’. The study evaluates community policing as relatively modern policing style that is espoused by international peace builders in post conflict settings. It also examines the placement of police in peace agreements. The study concludes that whilst international police efforts in peacebuilding are not without pitfalls, domestic police, such as the Sudanese, may also be unfit for peacebuilding roles without changes in certain aspects of their organisational, management, recruitment, training and policing approaches. The study proposes a more combined approach that brings together domestic and international police for more effective role in peacebuilding.

"Injustice on their backs and justice on their minds" : political activism and the policing of London's Afro-Caribbean Community, 1945-1993Fevre, Christopher January 2019 (has links)
Sir William Macpherson's conclusion - following his public inquiry into the racist murder of the black teenager Stephen Lawrence in 1993 - that the Metropolitan Police was 'institutionally racist', was a seminal moment for policing in Britain. The publication of the Macpherson report in 1999 has been rightly regarded as a victory for the Stephen Lawrence Family Campaign (SLFC), whose activities had been crucial in building pressure on the newly-elected Labour Government to hold a public inquiry into the Metropolitan Police's murder investigation. However, to focus solely on the Lawrence case, and the SLFC, is to obscure the existence of a longer struggle waged by black Londoners to expose the racism that had affected their experience of policing since the Second World War. This thesis explores the development of grassroots political activism within London's Afro-Caribbean community around the issue of policing from 1945 to 1993. Using material from local community archives, this thesis represents the first attempt at documenting the history of race and policing in London from the perspective of the capital's Afro-Caribbean population. Moreover, by taking the end of the Second World War as its starting point, it also breaks new ground in charting the way Afro-Caribbean people in London organised politically in opposition to racist policing prior to the murder of Stephen Lawrence in 1993. Ever since people of Afro-Caribbean descent began to settle in London in increasing numbers in the aftermath of the Second World War, they have continually expressed concern about the way they were policed. While opposition to policing initially emerged in a highly unorganised form, this was fundamentally altered by the arrival of the British black power movement in the late 1960s. Despite its short existence, black power's emphasis upon independent black grassroots political activism outlived the movement and became a feature of the way black Londoners' challenged racist policing during the 1970s and 1980s. Therefore, this thesis contends that the grassroots political campaign that developed around the case of Stephen Lawrence cannot be viewed in isolation from the historical efforts of black people in London to expose racism within the Metropolitan Police.

The Impact of Procedural Injustice During Police-Citizen Encounters: The Role of Officer GenderJanuary 2019 (has links)
abstract: This study examined the effects of procedural injustice during hypothetical police-citizen encounters. Specifically, the main effects of procedural injustice on emotional responses to police treatment, components of police legitimacy, and willingness to cooperate with the police were assessed. Importantly, this study also tested whether the effect of procedural injustice was invariant across officer gender. A factorial vignette survey that consisted of two different police encounter scenarios (i.e., potential stalking incident and traffic accident) was administered to a university-based sample (N = 525). Results showed that the effect of procedural injustice during such encounters had a powerful and significant influence on participants’ emotional responses (e.g., anger), legitimacy perceptions, and the willingness to cooperate. These effects appeared to be consistent regardless of whether the treatment was doled out by a male or female police officer. The Role of Teen Centers Investing in the Success of Latinx YouthJanuary 2019 (has links)
abstract: This study explores how a teen center within a local police department in California impacts the lives of local Latinx youth. Through a mixed methods approach of surveys, focus groups, and interviews, the study explores Mexican American youth, the most populous Latinx youth in the United States who are uniquely challenged by varying immigration statuses, mental health, and academic barriers. Theoretically, the study draws out intersections unique to the Latinx youth experiences growing up in America and engages in inter-disciplinary debates about inequities in health and education and policing practices. These intersections and debates are addressed through in-depth qualitative analysis of three participant groups: current youth participants of the teen center’s Youth Leadership Council (YLC), alumni of the YLC, and adult decision makers of the program. Pre- and post-surveys and focus groups are conducted with the youth participants over the span of a full year, while they take part in the teen center program, capturing how the teen center directly impacts their academic achievements, feelings of belonging, mental health, and attitudes towards law enforcement, over time. Interviews with alumni and key decision makers of the teen center further reveal broader patters in how the YLC program positively impacts the lives of Latinx youth and the challenges it faces when federal immigration enforcement complicates local policy relations with local communities. / Dissertation/Thesis / Masters Thesis Social Justice and Human Rights 2019

An Exploratory Inquiry into Community Policing Using Focus Groups: Perspectives from Social Service ProvidersOstrogorsky, Tanya Leigh 22 August 1996 (has links)
The purpose of this study was to evaluate Portland, Oregon's community policing policy by using focus groups to discuss the development and effectiveness over one year, Spring 1994 to Spring 1995. The group discussed included management level social service providers and was one piece of a large scale program evaluation. The collected data developed into six major categories: 1) personnel policies and institutional memory; 2) training; 3) consistency; 4) community involvement and responsibility; 5) partnerships or relationships, and 6) change over time. The most highly discussed issue was the discrepancy between the philosophy of the Bureau, community policing, and the way in which the Bureau moves personnel. Data analysis suggested that the level of confidence and support felt by social service providers has increased dramatically over one year. Although, the group participants still have many issues they would like to see resolved, all recognize this is a process that takes time. Generally, community policing has rooted itself and established a footing with the social service providers who are committed to assisting in the molding and development of community policing as well as providing resources to assist in that Journey.

Stress in Rural North Georgia PolicingMason, Robert C 01 January 2018 (has links)
There are many operational and organizational stressors in policing. This study was designed to gain a better understanding of what causes police officers in a rural southern state mental and physical stress and to determine how best to assist officers when they are dealing with stress. The purpose of this study was to determine whether organizational or operational issues cause more stress among police officers in a rural southern state. Qualitative research methods and the phenomenological approach to obtain data from participants who have experienced job-related stressors were used. The social construct theory, a theory of knowledge in sociology, was used for this study. Data were collected by conducting interviews with 14 current police officers in a rural southern state with a minimum of two years of experience in rural policing. The in-vivo coding method was used to code the interview data in MAXQDA software. The study revealed that 13 of the 14 participants attributed organizational issues as their main stress factor. The findings from this study may result in positive social change for police officers and subsequently the communities they serve. The police department and the community benefit when officers are in good physical and mental health. Gaining an understanding of what factors contribute to officers' stress and determining ways to treat the effects of stress could contribute to positive social change by having psychologically and emotionally healthy officers on the street and that could strengthen the partnership between a police department and the community it serves.
