Other years of the same crisis. History, Images and other dialogues, this research interweaves history toa socio-political-cultural analysis of the civilian-military pre-coup in the sixties, retrieves and presents old and new characters, producers of multiple evidences entangled to that plot. The production of dialogues, which coexist and interpenetrating the international context of those years, pointed to the clash of political culture, manager of ceaseless quest for hegemony that characterized the period of bi-polarization between capitalist and communist. The reading of headlines and images that composed some of the front pages / covers of the newspapers Folha de S. Paulo and the Ultima Hora, between the years of 1960 and 1964; as well as consistent literature visitation about the subject, became exciting paths for socializing with partisan disputes; characters from politics and military scene; exciting cultural production, foreign interference, among others, reverberating as sounding that social place. The civic-military coup of 1964 composes memories from that and this lived present / 60 + 4. Outros anos da mesma crise. Histórias, imagens e outros diálogos, esta investigação entrelaça a História a uma análise político-social-cultural do pré-golpe cívico-militar dos anos sessenta, recupera e apresenta antigos e novos sujeitos produtores dos múltiplos indícios enredados àquela trama. A produção de diálogos, que coexistiam e se interpenetravam ao contexto internacional daqueles anos, apontava para o embate de cultura política gestor da incessante busca por hegemonia que caracterizava o período de bipolarização entre capitalistas e comunistas. A releitura de manchetes e imagens que compuseram algumas das primeiras páginas/capas dos diários Folha de S. Paulo e Ultima Hora, pertencentes ao recorte 1960 à 1964, bem como a visitação à consistente bibliografia sobre o tema transformaram-se em estimulantes veredas para o convívio com as disputas partidárias, com sujeitos do cenário político e militar, com a instigante produção cultural, com a ingerência estrangeira, entre outras, reverberando como caixa de ressonância daquele lugar social. Accused of involving with several business types, extorting the richest men of the comarca and abuse of power, Antonio Brederode promoted serious tensions in the power s relationships existent in the captaincy. Using the theoretical referencial of the New Political History, the present work aimes to observe the practices of this ouvidor under the lens of the Political Culture of portuguese Ancient Regime. Through this study, it is intended to understand a little about how the Ouvidoria of Paraíba worked, as well as to introduce the officials responsible for the justice s administration. It is also aimed, through the alliances with and against Antonio Brederode, to identify the groups which used to hold the economical and political power of the captaincy and their relation to the ouvidor. / Assumindo a Ouvidoria da Paraíba durante dez anos, Antonio Felipe Soares de Andrada de Brederode foi responsável por um volumoso número de cartas e ofícios remetidos ao Conselho Ultramarino e disponibilizados pelo Projeto Resgate Barão do Rio Branco. Acusado de envolver-se com diversos tipos de negócio, de extorquir os homens mais ricos da comarca e de abuso de poder, Antonio Brederode promoveu sérias tensões nas relações de poder existentes na capitania. Utilizando o referencial teórico da Nova História Política, o presente trabalho tem como objetivo observar as práticas desse ouvidor sob a lente da Cultura Política e Cultura Histórica de Antigo Regime português. A partir do seu caso pretende-se compreender um pouco do funcionamento da Ouvidoria da Paraíba e apresentar os oficiais executores da administração da justiça. Objetiva-se também, a partir das alianças tecidas a favor e contra Antonio Brederode, identificar os grupos detentores de poder econômico e político da capitania e as relações que estabeleceram com o citado ouvidor.

The tender of analysis is to answer how the new agenda for municipal governance of João Pessoa (PB) contributes to the transformation of local government in a power connected to the social composition in an administration that universalize the rights of citizenship. From a theoretical reflection and criticism, will be examined the construction and development of that shared governance agenda of João Pessoa (PB), that these developments of the survey factors that contributed to the emergence of this new agenda, analysis and evaluation of participatory institution structuring and guiding the new governance agenda of the normative criteria of public deliberation, in consideration of the qualitative aspects of participation and deliberative effectivety. / O presente trabalho se destina à análise das potencialidades e dos limites da nova agenda de governança municipal de João Pessoa (PB) com a participação popular e cidadã para a ampliação da democracia participativa e o aperfeiçoamento do sistema democrático-representativo pelo enfoque teórico da deliberação pública. O propósito da análise é responder de que forma a nova agenda de governança municipal de João Pessoa (PB) contribui para a transformação do poder local em um poder articulado com o corpo social numa gestão que universalize os direitos da cidadania. A partir de uma reflexão teórica e crítica, serão examinados a construção e o desenvolvimento da referida agenda de governança compartilhada de João Pessoa (PB), tendo como desdobramentos o levantamento dos fatores determinantes que contribuíram para a emergência dessa nova agenda, a análise e a avaliação da instituição participativa estruturante e condutora da nova agenda de governança pelos critérios normativos da deliberação pública, na consideração dos aspectos qualitativos da participação e da efetividade deliberativa.
