Krajské volby 2012 v Jihočeském kraji / Regional elections 2012 on example of South Bohemia region

The topic of this thesis is the regional elections 2012 on example of South Bohemia region. In the theoretical part were described the regional administrative bodies and principles of regional elections. The practical part dealt with the analyses of the elections results and application of features of the second-order elections, which were described by Karlheinz Reif and Hermann Schmitt in the 70s years of the last century. In the theses was verified, that the government parties in the second order elections lose. These parties reached a minimum at mid-term of the legislative period and in this period lost a lot of their popularity. The most important aspect of second-order elections is that there is less at stake. This is the reason why the level of participation was lower in this type of elections. The last part of thesis deals with Theory of political coalitions. In the regional elections 2012 was established the minimal winning coalition, which included two left-wing political parties.

O objetivo desta dissertação é analisar a implantação das Subprefeituras na cidade de São Paulo no governo de Marta Suplicy (2001-2004) como mecanismo para descentralizar atividades e recursos para serem geridos nos territórios. A pesquisa buscou compreender como esse processo adotou sua configuração política e administrativa em face da forma como o Executivo transformou esse tema no principal recurso político para construir sua coalizão de apoio junto aos vereadores. Ao mesmo tempo, essa escolha política resultou num afastamento do governo do PT da tese que vinculava descentralização com poder local e democracia participativa nos territórios. A despeito de o Orçamento Participativo ter existido, seu peso na estratégia política do governo foi secundário, ademais de ter havido um recuo na implantação dos Conselhos de Representante para não por em risco a política de alianças, visto que os vereadores eram contrários a uma instância que fiscalizaria sua atuação. Administrativamente, a descentralização tomou um curso errático, pois as Secretarias municipais temerosas de perderem poder para as Subprefeituras, o que constrangeu a forma, o ritmo e o escopo da descentralização. Desse modo, ao invés de ocorrer um processo uniforme e geral, a implantação das Subprefeituras foi irregular, já que dependeu da dinâmica de cada política setorial e seus desdobramentos nas regiões. Para tratar essas duas questões, a pesquisa realiza uma análise geral desse projeto de governo e seleciona dois casos (Freguesia do Ó e Capela do Socorro) visando discutir como tais impasses e escolhas políticas se expressaram nos territórios. / The goal of this dissertation is to analyze the implementation of the Subdistricts in the city of São Paulo in the Marta Suplicys government (2001-2004) as a mechanism to decentralize activities and resources to be managed in the territories. The research sought understanding how this process took its political and administrative configuration inface of how the Executive transformed this issue in the main political resource to build his support coalition along with the aldermen. At the same time, this political choice resulted in a departure from the PT government\'s argument that linked local decentralization with participatory democracy in the territories. Despite of the existence of the Participatory Budget, its weight in thegovernments political strategy was secondary, furthermore there has been a retreat in the implementation of the Councils of Representatives to not endanger the policy of alliances, because the aldermen were opposed to a body that would supervise their work. Administratively, the decentralization took an erratic course, because the municipal Departments were fearful of losing power to the Subdistricts, which constrained the way, the pace and scope of decentralization. Thus, instead of incurring a general and uniform process, the implementation of the Subdistricts was uneven, since it depended on the dynamics of each of the sectors and its development in the territories. To analyze this issues, the research conducts a general analysis of this government project and selects two cases (Freguesia do Ó and Capela do Socorro) addressing to discuss how such deadlocks and political choices were expressed in the territories.

What is the effect of political coalitions on economic outcomes? : A Regression Discontinuity approach for Swedish municipalities during 1994-2017

This thesis identifies the effect of traditional political coalitions on the left-right spectrum in Swedish municipal politics on economic outcomes such as Municipal Revenues, Expenditures, Net-expenditures, Municipal Tax-rates, Unemployment, and the share of Municipal Employment. To do so, varying time spans of Swedish municipal data from 1994-2017 are used in a regression discontinuity design, basing its identification on quasi-random variation created by close municipal elections. The results indicate that the left-leaning Red-Green coalition has no isolated impact on economic variables when considering the entire sample, but seems to have a significant impact on some economic variables compared to others when the sample is restricted to decrease the number of mixed coalitions in the sample. These results indicate that the increase in mixed governing coalitions in recent years could have watered down the clear left-right dimension in Swedish politics found in previous research.

It analyses Legislative institutions, governor’s agenda and leadership, and government coalitions. The first part of the text is based on scholarship on American state legislatures and the Brazilian Congress, to estimate the best approaches to assess the institutional diversity on the ability to legislate and to oversight the Executive on Brazilian state legislatures. Subsequently, it is performed case studies concerning the state legislatures from Minas Gerais, Rio de Janeiro, Rio Grande do Sul and São Paulo and their participation on State reform policies, the main issue on gubernatorial agenda for the studied interval. Finally, it concludes that, institutions, although important, are incomplete to explain how the political process for policy-making occur in Brazilian states. / Este trabalho tem como objetivo estudar os impactos das variações institucionais nas relações Executivo-Legislativo nos estados sobre as políticas públicas neles implementadas. Para isso, analisa as instituições, com foco no Poder Legislativo, a agenda do governador, sua liderança política e as coalizões de apoio. Inicialmente é feita uma discussão sobre os instrumentos analíticos disponíveis para os estudos legislativos e sua utilização para a compreensão de processos políticos no contexto brasileiro. Em seguida, com base em estudos sobre a Câmara dos Deputados brasileira e sobre os legislativos estaduais norte-americanos, são selecionados os recortes mais aplicáveis para se captar a diversidade institucional nos estados brasileiros, especialmente no que se refere à sua capacidade legislativa e fiscalizadora. Posteriormente, são elaborados estudos de caso com os estados de Minas Gerais, Rio de Janeiro, Rio Grande do Sul e São Paulo na implantação de programas de Reforma do Estado, o principal item da agenda no período estudado. Conclui-se que as instituições, embora importantes, são insuficientes para explicar como se dão os processos políticos para a implementação de políticas públicas nos estados brasileiros.
