Diploma thesis "Comparison of the EU economic relations with India and the PRC from the nineties to the year 2006" is seeks to compare approach of the European Union to the two most populated countries of the World. It observes development of these two relations - their parallel points and differences - by the analysis of documents published by the EU and economic indicators. At the same time it tries to answer the question, why these relations are different, eventually why they are in some areas similar. The author also seeks to find out whether the mutual economic relations have been derived just from the economic level of India and the PRC or whether and how the economic relations with the EU have been influenced by their political organization. This work is concerned with these relations only on a level of the EU and monitored countries and its aim is not to watch policies of individual member states of the EU and their disputes about this topic. The author also seeks to predict possible development in the future from the recognized facts.

This thesis deals with the issue of actual state of bilateral relations between the EU and the PRC. The aim of this thesis is to answer question, whether diversity of actorness which occurs in cooperation between the EU and the PRC affects current form and content of their bilateral relations. The theoretical part applies two different approaches to the topic of actorness --theories of international relations and the theory of international law. The empirical part is based on an analysis of particular primary documents, adopted by these two parties. At first is performed an analysis of the EU external relations with the PRC in terms of their historical development which is followed by SWOT analysis which determines current content and form of their bilateral relationship. Based on research findings from this SWOT analysis the thesis suggests ten recommendations for EU-PRC relationship.

Mainland China has implemented two sets of income taxes systems for many years. One is for the foreign enterprise “1991 Promulgated Foreign Invested Enterprise and the Foreign Enterprise Income Tax Law” and another one to the domestic enterprise, “1993 promulgated Enterprise Income Tax Temporary Regulation”. The coexisted of two taxes not only resulted in unfair taxation but also created fake foreign enterprise phenomenon.
It is especially difficult for people to accept this situation after China joined the World Trade Organization. The legislation conditions matured after speedy growth of Chinese economy. The Chinese government considered the current financial situation can withstand the impact on decrease in tax revenue after new tax law implemented and it met one of the current economic development targets of “nurture domestic enterprise”. On March 16, 2007, the “Enterprise Income Tax Law of the People's Republic of China” (here in after referred it as the New Law) was eventually approved after many years of research. It surely will have profound influence on foreign enterprise including the Taiwanese businessmen.
The purpose of the study is how the major changes of the New Law impacts the China investment of the Taiwanese businessmen. The structure of the study, other than abstract and conclusion, firstly, the author will discuss of the content of system and policy changes. Next, based on the major changes of the New Law, how they affect designed research method. Analyze and forecast its possible impact and influence on Taiwanese businessmen in the following categories: (1) tax incentive; (2) organization structure organization, and (3) tax risk. Finally, the author will propose the related action taken and suggestions on the impact.

Since the beginning of this century China has been expanding its influence in the South-East Asia region and beyond. It has introduced a new term to describe its pre-superpower status - a “peaceful development”. The PRC has been creating a new country brand for its legitimacy as a rising power - it underlines that it doesn’t want to interfere in any country’s internal matters, and relationship with China is mutually beneficial to all, who choose to cooperate with it. The brand-creation process reached its peak during the recent Olympic Games held in Beijing in August 2008. China showed its rich history and tradition, connected with high level of governmental and individual entrepreneurship, which has brought it to the position of the fastest growing economy in the world. The same brand creation strategy, as in the case of international strategy, has been used towards the Taiwanese in order to fulfill the big dream of “One China”- to reach the strategic goal of unification. Taiwan Strait has been considered as one of the potential trouble spots in the rivalry between the current (USA) and coming (PRC) superpowers. For this reason, researchers, political advisers and decision-makers need to keep a close eye on the events in the Strait. Currently the Taiwan – China relations seem to experience a détente, but as Taiwan is a democratic country and there are other than KMT players on the domestic political arena, next president might change his perspective and lead the Formosa to the collision course with the PRC and the PLA. Therefore the matters regarding bilateral relations of the ROC and the PRC need to be handled with a particular care in order not to cause an unnecessary military confrontation, most likely even the nuclear one. The general interest of this paper is to assess the influence of the rising interdependence between Taiwan and China on the Taiwanese people, and try to predict the future of Taiwan and the development of its relationship with the PRC. That is why this study wants to empirically examine China’s means to achieve its most wanted goal - incorporation (integration) of Taiwan and obtaining territorial integrity of the “Greater China” area.

Approved for public release, distribution is unlimited / American military relations with the Chinese People's Liberation Army (PLA) have been in a constant state of flux since their rocky beginnings during the Second World War. Since the Tiananmen Square incident of June 1989, efforts to reestablish a positive working relationship between the U.S. Department of Defense and the PLA have been restrained by domestic political pressures within both polities and a number of crises which increased political tensions between both nations' governments. Due to reactive policies implemented by both governments, engagement programs between the United States and PRC have yielded few tangible benefits to either side in the past fifteen years. This thesis addresses the history of U.S. military engagement with the PRC and discusses past American policies of "containment" and "engagement" of China. Case studies concerning American engagement with Taiwan and Thailand reveal the benefits of close links with partners in Asia and provide programs for possible emulation in the U.S.-PRC relationship. Through managed engagement programs such as systematic security summits, educational exchanges and partnership operations initiatives, a stable defense dialogue between American and Chinese militaries can yield significant results in reducing tensions between their two governments and averting future crises through improved communication and cooperation. / Major (Select), United States Air Force

Ces travaux de thèse portent sur la polymérisation radicalaire contrôlée (PRC) des esters et amides de vinyle. L’une des possibilités de contrôle est le piégeage dynamique réversible des chaînes radicalaires croissantes (P•) par un agent de contrôle (T) formant une espèce dormante (P─T’). La concentration en radicaux dans le milieu peut alors diminuer dramatiquement de sorte que les réactions indésirables de terminaisons soient négligeables et que le contrôle de la masse molaire des polymères soit atteint avec un faible indice de dispersité. L’utilisation de complexes métalliques, pouvant s’oxider et former une liaison métal-carbone, comme agent de piégeage des radicaux est une manière de réaliser ce contrôle. La PRC est alors appelée Polymérisation Radicalaire Contrôlée par voie Organométallique (OMRP). A ce jour, plusieurs métaux de transitions ont été utilisés avec plus ou moins de succès en OMRP. Lors de cette étude, nous avons synthétisé des complexes de cuivre(I) et testé leurs performances pour l’OMRP de l’acétate de vinyle et de l’éthylène. Nous avons également utilisé des outils de chimie théorique pour mieux comprendre pourquoi le cobalt(II) acétylacétonate est, jusqu’à aujourd’hui, le meilleur agent de contrôle pour la polymérisation de l’acétate de vinyle et des amides de vinyle. Grâce à la théorie de la fonctionnelle de densité (DFT), nous avons mis en lumière le rôle crucial de la coordination sur le cobalt des groupements carbonyles des monomères étudiés. / This thesis focus on Controlled Radical Polymerization (CRP) of vinyl esters and vinyl amides. One of the possibilities to achieve this control is a dynamic reversible trapping of the growing radical chains (P•) by a controlling agent (T) to form a dormant species (P─T’). The radical concentration in the medium can be dramatically reduced so that the unwanted terminations are disfavored and polymers with controlled molecular weights and low dispersity can be obtained. A way to achieve this control is the use of metallic complexes, which can oxidize and form a metal-carbon bond, as trapping agent in the so-called Organometallic Mediated Radical Polymerization (OMRP). So far, different transition metals have been used with gretaer or smaller success. In this study, the synthesis of copper(I) complexes and their investigation for the vinyl acetate and ethylene polymerization under OMRP conditions were performed. We also used computational chemistry as a tool to better understand why the cobalt(II) acetylacetonate (Co(acac)2) has, so far, given the best results for either vinyl acetate or vinyl amides polymerization. Thanks to Density Functional Theory (DFT), the crucial role of the monomer carbonyl group coordination to cobalt was pointed out.

北韓研發核武與彈道飛彈對東北亞區域安全造成嚴重衝擊,自1994年以來的北韓核武危機至今仍未獲得解決。在2002年北韓承認持續發展核武後,中共在核武危機中擔任調解人的角色,分別舉行了「三方會談」以及六輪「六方會談」。中共希望透過多邊主義中的談判方式,和平地解決北韓核武發展問題,並提高自身在朝鮮半島議題上以及國際社會中的影響力。但北韓至今仍未放棄核武發展,且從2006年以來一連串的核子試爆、長程火箭與飛彈試射使東北亞安全情勢極度惡化。
平心而論,中共目前是世界上對北韓影響力最大的國家。除了因為韓戰所建立的傳統「血盟關係」,以及在1961年兩國之間所締結之「中朝友好合作互助條約」之外,近年來,中共也提供北韓大量的經濟援助,包括糧食、重油與其他的戰略性物資。但北韓自2006年以來的彈道飛彈試射與地下核武試爆,確實已經對中共的國家安全造成嚴重威脅。北韓研發核武的問題若不解決,將會動搖現行「核不擴散」機制的權威與可信度,甚至造成東北亞區域各國,例如日本、韓國,甚至台灣競相研發核武的可能性,進而引發區域軍備競賽與核武擴散,對中共的國家安全造成損害。其次為北韓研發核武若引起美國的軍事先制攻擊,其難民問題對中共東北邊境所造成的威脅。最後則是北韓的核武研發與常規軍力對中共所造成的直接威脅。此外,北韓研發核武也對中共在於1996年出台之「新安全觀」造成衝擊,尤其中共官方在未來評估東北亞區域安全問題時,勢必將對「新安全觀」作一定程度的修正。在中共的綜合國力以及在亞太地區影響力不斷提升的前提下,中共將藉由北韓這根國際政治權力槓桿,與美國共同形塑未來朝鮮半島的全新權力格局。本研究即欲探討做為北韓傳統支持者與核武危機調停者的中共,如何處理北韓研發核武對其國家安全所造成之威脅。
關鍵詞:中共、朝鮮半島、北韓核武危機、新安全觀、彈道飛彈、軍備競賽 / North Korea developed nuclear weapons and ballistic missiles pose a serious impact on Northeast Asia, since 1994 the North Korean nuclear crisis has yet to be resolved. North Korea admitted in 2002, continued to develop nuclear weapons, PRC in the nuclear crisis as a mediator, were held “tripartite talks” and “six-party talks.”PRC hopes of multilateralism in the negotiation and peaceful resolution of North Korea's nuclear issue and improve their own issues on the Korean peninsula and the international community's influence. But North Korea has yet to give up nuclear weapons development and since 2006 a series of nuclear tests, long-range rocket and ballistic missile launch to worsen the security situation in Northeast Asia.
In all fairness, the PRC is currently the world's greatest influence on North Korea's state. Apart from the tradition established by the Korean War "clan relations", as well as between the two countries in 1961, concluded the “Sino-Korean friendship and cooperation treaty”, the recent years, and that China provides North Korea substantial economic aid, including food, heavy oil and other strategic materials. But North Korea since 2006 ballistic missile and nuclear test pose a serious threat to national security of PRC. This study anticipates exploring the trend and change of the Korean Peninsula Policy and New Security Concept of PRC. The main research goal: to discuss North Korea`s traditional supporter and mediator, PRC, and how to handle North Korea's development of nuclear weapons posed to their own national security threats.
