An analysis of the use of the public private partnership model in financing public sector research and development infrastructure in South Africa

Thesis (MDF (Business Management))--Stellenbosch University, 2008. / ENGLISH ABSTRACT: Economic development depends on a number of variables, including the ability of the economy to innovate technologically. Innovation depends to a large extent on the value, both qualitative and quantitative, of the research and development (R&D) happening in an economy. R&D in turn require various activities and inputs, including human resources, capital and infrastructure. The focus of this study is on the alternatives available to the public sector for funding public R&D. Most of the current public R&D infrastructure comes from the fiscus, which is strained under the pressure of many competing and immediate needs. An alternate model for funding public R&D infrastructure is that of public private partnerships (PPPs), which are private sector-supported initiatives for delivery of public goods and services. These are used all over the world to deliver public services with a high degree of success in sectors such as health (hospitals and services) and transport (roads, airports). This study looks at how this model can be applied in the delivery of public R&D infrastructure, which has not been popular in South Africa to date. A questionnaire was designed to look at five key areas for investigation with regard to R&D infrastructure, namely: the type of infrastructure as a determinant for the success of the PPP; the perception regarding the risk of the transaction; the incentives available to the private participants; the availability of capital in the market; and the effect of regulations on the transaction. These are investigated through the use of a questionnaire to get responses from people who have an understanding of PPP transactions in the country. The results show that R&D PPPs are possible and should be explored. One of the main reasons why they are currently not popular is because they are under-explored. The respondents felt that: the PPP regulations may have to be changed or adapted to be effective in the administration of PPP transactions; the risks for R&D PPPs seem to be high; sufficient capital exists to fund these transactions; the type of the infrastructure being financed is not necessarily a hindrance; and there are sufficient incentives for the private sector to participate in these transactions. / AFRIKAANSE OPSOMMING: Ekonomiese ontwikkeling hang af van 'n aantal veranderlikes, onder andere die ekonomie se vermoë om tegnologies te innoveer. Sodanige innovasie word in 'n groot mate bepaal deur die waarde, beide kwalitatief en kwantitatief, van die navorsing en ontwikkeling wat binne die ekonomie plaasvind. Navorsing en ontwikkeling vereis weer verskeie aktiwiteite en insette, waaronder menslike hulpbronne, kapitaal en infrastruktuur. Hierdie studie fokus op alternatiewe wat vir die openbare sektor beskikbaar is ten opsigte van die befondsing van openbare navorsing en ontwikkeling. Die huidige openbare navorsing- en ontwikkelinginfrastruktuur kom hoofsaaklik van die fiskus, wat weens verskeie mededingende en dringende behoeftes onder druk is. 'n Publieke-private venootskap (PPV) bied 'n moontlike alternatiewe model vir befondsing van 'n openbare navorsing- en ontwikkelinginfrastruktuur. Openbare goedere en dienste word hiervolgens gelewer deur middel van inisiatiewe wat deur die privaatsektor ondersteun word. Die model word wêreldwyd baie suksesvol aangewend in sektore soos gesondheid (hospitale en dienste) en vervoer (paaie, lughawens). Hierdie studie ondersoek hoe die model toegepas kan word in die skep van 'n openbare navorsing- en ontwikkelinginfrastruktuur in Suid-Afrika, hoewel dit tot dusver nie hier gewild was nie. 'n Vraelys is ontwerp om vyf sleutelareas ten opsigte van navorsing- en ontwikkelinginfrastruktuur te ondersoek, naamlik: tipe infrastruktuur as 'n determinant vir die sukses van die PPV; persepsie aangaande risiko met betrekking tot die transaksie; aansporing wat aan private deelnemers gebied word; beskikbaarheid van kapitaal in die mark en die uitwerking van regulasies op die transaksie. Hierdie vraelys is aangewend om reaksie te verkry van persone wat begrip van publieke-private ondernemings in die land het. Die resultate wys dat PPV's binne 'n navorsing- en ontwikkelinginfrastruktuur moontlik is en verder ondersoek behoort te word. Een van die hoofredes waarom dit tans nie gewild is nie, is die gebrek aan toepaslike navorsing. Respondente het aangedui dat: PPV regulasies moontlik verander of aangepas sal moet word om effektief te wees in die administrasie van sodanige transaksies; die risiko's vir PPV's in navorsing en ontwikkeling hoog voorkom; voldoende kapitaal vir befondsing van transaksies beskikbaar is; die tipe infrastruktuur wat befondsing ontvang nie noodwendig 'n hindernis is nie en dat voldoende aansporing vir die privaatsektor gebied word om aan hierdie transaksies deel te neem.

Application of value for money assessment in public-private partnerships in the road transport sector : a case of the N4 (East) toll road

Thesis (MDF)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The purpose of this research was to understand how value for money (‘VfM’), an important decision pillar in public procurement, is applied in South Africa, and compare the VfM regulated framework with other global practices in the United Kingdom, Canada, Australia, Singapore and Hong Kong. VfM is applied when deciding the most appropriate procurement method that utilises public funds in the most cost effective, equitable and transparent manner. Although VfM is vital in the public sector, it is one of the most misunderstood and controversial procurement aspects. The various actors in public procurement processes tend to complicate this key aspect due to their conflicting objectives in relation to a given project. Chief among these are the political influences on the public managers, which tend to manipulate the procurement choice. Consequently over the years, the VfM assessments performed before selecting a procurement method have not been publicly available, thereby increasing concern on whether VfM is achieved, particularly when involving the private sector through public-private partnership (‘PPP’) arrangements. The study explores the various components of VfM, which are the public sector comparator, risk allocation mechanisms, particularly for the road sector projects, discount rates and post project implementation monitoring systems. More importantly, the research analysed how these various aspects were assessed on procuring the N4 toll road. South African National Road Agency SOC Limited (‘SANRAL’), although it did not have the benefit of a PPP guideline as is the case now, it performed extensive feasibility studies and held a transparent procurement process before selecting the private sector party to the PPP. Interestingly, project that was pre-identified as a PPP procurement model and had political support from both the Mozambique and South African governments from inception in order to make it work. The comparative analysis of the South African PPP framework and the selected global PPP markets revealed that the local VfM guidelines were comparable in most aspects such as the PSC construction and risk management methodologies. However, the South African practices could be further improved with increased transparency incorporated in the procurement process such as the publication of the PPP contract once finalised – a practice common in the developed markets analysed. This will go a long way to increasing acceptance of the PPP procurement model in a market that is tainted with mistrust of same. There is need for the civil servants to be trained on the VfM assessment processes so that such analyses are not limited to PPP-type projects, but to conventionally-procured infrastructure projects for increased accountability and effective use of public funds.

Analysis of the challenges and opportunities for smallholder farmer value chain integration in the Western Cape : a public and private sector organisation perspective

The limited access to formal value chains for smallholder farmers in South Africa is a key challenge that is facing both public and private value chain actors. Despite the substantial investments by government, the performance of smallholder farmers in South Africa remains poor. Several studies have been done to understand the key challenges facing smallholder farmer value chain integration. This study takes a unique view by understanding the challenges and opportunities facing farmer integration from a public and private stakeholder perspective, specifically analysing the Western Cape. The study showed that the most influential constraints for smallholder farmer value chain integration are access to informal and formal markets, resources and infrastructure, and the functioning of local institutions. The study also showed that the key opportunities to improve value chain integrations are in improving the non-financial and financial support provided to smallholder farmers. The results of the study are in line with the value chain theory around integration of smaller producers.

A public-private partnership initiative for the rebuilding of the Tshwane municipal headquarters : City of Tshwane, South Africa

However, little has been done to investigate the success and failure of implemented projects versus those registered on the National Treasury database. There is a limited amount of documented progress of public-private partnerships in South Africa, these being successes and failures in project implementation as well as the contributing factors for such outcomes, and these would serve as critical lessons for future partnerships. The main objective of this study is to investigate the challenges faced in the implementation of municipal public-private partnerships, especially concerning the City of Tshwane’s accommodation public-private partnership. A case study approach was adopted, reviewing the City of Tshwane’s public-private partnership initiative by looking at some of the reported challenges faced as well as the process followed during the implementation of the project. The results of this research assignment indicate that major strides have been made in acquiring sufficient experience and knowledge relating to public-private partnerships as they relate to the South African environment, and the main project team members, who have been involved long enough to understand the objectives of the project. However, of concern is the constant change of project team members taking into account that for each project phase a new team is established. The implication of this is that project knowledge may be lost due to changes in the structure of the project team. It should be noted that at the submission of this assignment the City of Tshwane accommodation public-private partnership was still in progress and in the initial stages of physical construction.

社區公設民營老人安居住宅之研究- 以新店屈尺社區「頤苑自費安養中心」為例 -

隨著政府職能的改變,面對財政壓力,引進民間企業的活力和專業創新的能力,委外經營模式成為政府推動各項為民服務業務的主要策略,而以「公設民營」的方式,結合民間資源共同推動老人福利服務工作。 「高齡化」是當今世界各國共同現象與趨勢,近年台灣人口老化迅速,在工商社會變遷與晚婚少子化下更形突顯。為因應「老人照顧」多元化的發展,以何種「老人安居住宅」的型態,達成融入「社區」、「在地老化」的政策目標,引發了研究者之研究動機。 本研究係採質化研究,以文獻分析,問卷調查深入訪談法等方式進行探討,由高齡社會學、公共選擇理論、社會資源整合等理論為分析導引,探討老人安居住宅需求重要性、老人照顧需求層面內涵、公設民營發展、政府及國內學者專家對老人住宅政策規劃方向,最後再結合個案入住老人、社區住民、公民營專家深入訪談,歸納並提供適合社區老人安居住宅之公設民營建議與結論。 本研究發現「毗鄰居住」的社區老人安居住宅,適合台灣傳統家庭的維繫;而公設民營模式可適合老人社會普遍性需求,以全政府照顧弱勢的社會責任。最後,本研究研擬幾項建議如下: 一、 硬體設施:政府擇定設置示範老人安居住宅,委由民間專業團隊經營,建立有效的監督機制與評鑑規範、以公設民營模式建構老人連續照顧體制的初級系統。 二、 醫療支援:政府應整合社會醫療資源,規劃多元醫療體制;及早實施長期照護保險政策;提供老人連續性服務之多功能窗口。 三、 在地老化:政府應推廣社區老人安居住宅概念,落實社區照顧,儘量讓老人在自己熟悉環境中在地老化。 四、 居住安養:運用居住空間「通用設計」概念,建構設置社區公設民營老人安居住宅,以使有限資源運用效益最大化。 五、 資源整合:政府應整合社會福利、現行老人補貼等相關政策資源,以發揮整體效益。 / To cope with the change of the functions and financial pressure, the government conveys the works to private sectors to make good use of their innovative and professional ability, or adopts outsourcing model to promote the social services. Therefore, the strategy of “government owned and private sector operated,” combined with non-governmental resources are provided jointly to promote the welfare of the elderly services. "Aging" is a common phenomenon and trends in today's world. In recent years, as Taiwan's population is aging rapidly, the birthrate is declining and late marriage is prevailing highlighted the need for reform. In response to development of "elderly care", my main question is to investigate what kind of "residential homes for the elderly" to attain the policy objectives of integrating with the "community", "aging in place". This study reviews the literature concerning the sociology of aging, public choice theory, theory of social resources and adopts qualitative research method, such as questionnaire and in-depth interviews to examine the importance of housing demand for the elderly care needs, development of public-private partnership, government policy planning directions for the elderly housing. Finally we work through the case study with the data collected from the elderly, community residents, public and private experts, and draw conclusions for providing the elderly suitable community-dwelling homes and the strategy of “government owned and private sector operated.” This study finds that adjacent to the community residential homes for the elderly, is suitable for maintaining the traditional family ties; and the government owned and private sector operated mode is suitable for the elderly needs. By doing so, the government can fulfill the social responsibility to take care of the disadvantaged. We make some suggestions for further efforts: 1. Hardware facilities provided The government selects the model residential homes for the elderly, and run by non-governmental professional team, and sets up effective monitoring mechanisms and evaluation standards in order to help civil organizations to run the elderly care system continuously. 2. Medical care support The government should integrate social and medical resources, planning pluralistic health care system; early implementation of long-term care insurance policies to provide multi-functional window for services of the elderly. 3. Aging in place The government should promote the concept of community-dwelling for the elderly, the implementation of community-based care as much as possible so the elderly can be aging in familiar environment. 4. Nursing homes provided in the neighborhood To use concept of "universal design" for living space, and build the “government owned and private sector operated” housing in nearby community in order to maximize the benefits of using limited resources. 5. Resource Integration The government should integrate social welfare resources, the current subsidies for the elderly and other related policy resources in order to increase the overall efficiency.

Social welfare delivery: a case of government funded NGOs in Worcester.

<p>Social welfare services are essential for development of human capital and eradication of poverty in South Africa generally. Social welfare plays a pivotal role in enabling the impoverished and vulnerable communities and households to lead their lives through provision of care, social relief, stability and human resource development. Non-Governmental Organisations form an integral part of the welfare system through their formal and informal welfare and residential and non-residential welfare services. The role of the NGOs becomes imperative precisely because of their inherent empathy and proximity to the communities they serve. Government itself has been engaged in the process of transformation and the same challenges of transformation, governance, and effectiveness still profound the NGO sector. Notwithstanding the contribution of the NGOs in the welfare system, it is crucial to scrutinise the nature of their work and the rate of transformation to flourish in the democratic dispensation. To enhance the process of transformation in the NGO sector, government passed a plethora of policies and legislative requirements, inter alia, White Paper for Social Welfare 1997, Non-Profit Organisations Act of 1997. The intent of this research therefore, was to establish the significance of transformation and inherent issues of governance, effectiveness and efficiency in service delivery and sustainability of the nature of social welfare services rendered by the NGO sector in the Western Cape, particularly the Worcester district.</p>

Towards an improvement of LIS graduates ICT skills and employability needs in Kuwait

The aim of this research was to explore the ICT skills of LIS students in Kuwaiti HE that are potentially defined by the job market. These skills are deemed essential for the employment of LIS graduates in different job market sectors. As a result, the ICT skills of current LIS students, the needs of employers, and the LIS curriculum in Kuwait were all investigated. In addition the factors that had an impact on students ICT skills were also investigated. To fulfil the research aim and objectives, mixed research methods were employed. The research subjects were employers, LIS students, and teaching staff. Their views were sought through qualitative and quantitative methods that included: 54 semistructured interviews; 225 self-administered questionnaires; these were supplemented by three focus groups; and content analysis of relevant web sites, reports, and LIS syllabus to provide further documentation and analysis. The main findings of the research were: (1) overall the students had knowledge and basic ICT skills, but they lacked advanced searching and internet navigation skills. 85% of the students did not have enough ICT skills; their ICT skills level was selfrated as intermediate or beginner ; (2) the research investigated negative factors such as: unsuitable teaching and learning environment, negative attitudes, social influences, and lack of resources; (3) the students most preferred teaching and training method was group training ; (4) the employers identified further ICT skills and non-ICT skills that LIS graduates should possess for employability; (5) gaps were found in the curriculum and in teaching and training the ICT courses such as: course content was inconsistent; did not reflect the needs of the job market and were outdated; an imbalance between theory and practical training, courses had different outline and little use of the English language hindered the students ICT skills improvement and ICT use. In addition, work placement needed careful consideration. Recommendations based on the research findings and conclusions were made to the DLIS in Kuwait and stakeholders. Future ideas were identified for further research.

Military housing privatization initiative lessons learned program : an analysis

Approved for public release; distribution in unlimited. / The Military Housing Privatization Initiative (MHPI) represents a dramatic revision in the construction and maintenance of military housing. Since its inception in 1996, the number of projects has grown exponentially and the learning process has been continuous and steep. This thesis researches the effectiveness of the methods in place at the Department of Defense and Service levels to document, share, and, above all, learn from past experiences. This analysis reviews the cumulative documented lessons from all Services and compares it to the lessons learned within the first jointly partnered privatization project at the Presidio of Monterey (POM) and Naval Postgraduate School (NPS) in Monterey, California. This research showed at least six lessons previously documented within the lessons learned system, which were relearned at the POM/NPS project. Given this data, the lessons learned program is a partial success but overall has a positive impact on the MHPI. The current lessons learned program improves each new privatization project ensuring it does not experience all of the same lessons from previous projects. Only a few lessons seem to slip through the cracks and are repeated even after documentation and distribution. / Captain, United States Army

La thèse constitue une étude théorique et pratique, où nous avons utilisé l’approche multidisciplinaire du concept de mentalité; nous avons recouru aux disciplines comme histoire, sciences politiques, sociales et économiques, psychologie et management interculturel. / This thesis is a tool allowing to establish, develop, and improve the cooperation between Russian and western partners, as well as help the western representatives of both sectors (private companies and international organizations) develop their activities in Russia. Its main goal is to show the role of national mentality (in our case, Russian mentality) in the development of such relations. This thesis is a theoretic and practical study for which we used multidisciplinary approach to the concept of mentality; we drew upon disciplines like history,social, political, and economic sciences, and intercultural management.

A prestação  privada de serviços públicos no Brasil / The public services provided by the private sector in Brazil

A prestação privada de serviços públicos constitui atividade essencial do Estado contemporâneo. O objeto deste trabalho é o exame das formas de prestação privada de serviços públicos no Brasil. De início, analisa como pressuposto para o desenvolvimento do tema central a atividade administrativa estatal prestada nos três níveis da Federação (União, Estados, Distrito Federal e Municípios), na qual se insere a atividade administrativa material de prestação de serviço público. A seguir, analisa a evolução e as motivações da passagem da execução do serviço público, de início apenas feita pelo próprio Poder Público, para os particulares. O exame dos fundamentos constitucionais do serviço público, plantados na Constituição de 1988, aplicáveis aos três níveis de poder federativo e o estudo das formas de delegação de serviço público aos particulares previstas nos artigos 175, 223 e nos incisos XI e XII do artigo 21 da Constituição Federal completam a análise. O tema central do estudo é tratado em seguida, que cuida especificamente das formas de serviço público que permitem sua prestação por particulares e que são admitidas no ordenamento jurídico brasileiro. Demonstrado que a delegação de serviços públicos para a iniciativa privada, consoante determina a Constituição de 1988, se realiza sob três formas, a concessão, a permissão e a autorização, o trabalho se debruça inicialmente no exame da concessão de serviços públicos rotulada de tradicional. Por se tratar da primeira das fórmulas de execução privada de serviços públicos, detém-se o texto no estudo dos vários aspectos que envolvem essa modalidade de prestação de serviços públicos, aspectos que vão servir de parâmetro para a análise das demais espécies de delegação de serviços públicos aos particulares. Assim, após um breve histórico dos antecedentes da concessão de serviços públicos, examina, além de outros pontos, o significado da expressão e sua natureza jurídica, a exigibilidade de licitação e as formas de extinção da relação decorrente da concessão. As características da concessão são desenvolvidas sob a ótica tríplice do que se denomina de \"participantes\" ou \"atores\" na relação de concessão: a Administração Pública, o concessionário e o usuário e, a partir delas, busca extrair uma conceituação da concessão de serviços públicos adequada aos objetivos do trabalho. Nesse tópico, ponto relevante do tema é o que diz respeito ao exame das espécies de concessão admitidas pela doutrina e pelo ordenamento jurídico brasileiro: a concessão patrocinada, ou as parcerias público-privadas e a concessão administrativa, os consórcios público-privados e a franquia. As outras modalidades constitucionais de delegação de serviços públicos, a permissão e a autorização, constituem tema de estudo dos tópicos seguintes. Considera na análise dessas modalidades, particularmente no que diz respeito à autorização, a problemática apontada pela doutrina contemporânea quanto à sua inserção, dentre as formas de delegação de serviços públicos e a sua efetiva aplicabilidade na estrutura administrativa dos três níveis da Federação brasileira. / Providing public services is an essential duty of the modern state. The purpose of this study is to analyse the manners in which the private sector in Brazil provide public services. First it analyses as a precondition to develop the central theme, the state\'s administrative activities throughout Brazil\'s three constitutional levels (the union, states, federal district and the cities) in which the public services are provided. Then it analyses how public services have developed since they were first offered by the State, to their transformation in being offered by the private sector. There then follows a study of artides 175, 223 and 21(XI) and (XII) of Brazil\'s Constitution of 1988, which provide the grounds for the offering of public services throughout the levels of the federation. It closes with a study of how public services are delegated to the private sector. After it analyses the central theme of this study; the different types of public services that Brazilian law states may be delegated to the private sector. The study explains that under the 1988 Constitution, public services may be delegated to the private sector using three different forms: concessions; permissions, and authorisations. The text first examines the traditional method of delegating public service: the granting of concessions. The study then analyses the different forms of concession, which will act as a parameter for the other types of delegation. After a brief history of public service concessions, the study examines the legal meaning of \"concession\" under Brazilian law, the need for a public tender and how concessions are terminated. The characteristics of the concession are developed using three perspectives from what are called \"participants\" or \"actors\" in the concession relationship: the government, the concessionaire and the user of the services. The study then attempts to define a concept of a public services concession that ties in with the purposes of this study. In this context, the study then considers legal scholarship and the Brazilian legal system: sponsored concessions, or the public-private partnership (PPPs) the administrative concessions, the public-private joint venture and franchises. The study progresses to an analysis of the other types of delegated public services - the permissions and authorisations. In analysing these types of delegation - and especially the authorisation - the problem arising from modern legal scholarship is considered in the context of its relation with the other types of delegations of public services, and how it actually applies throughout the three constitutional levels.
