Al?m de revisitar a literatura sobre a forma??o dos sistemas de prote??o social no mundo e no Brasil, o trabalho realizou uma avalia??o quantitativa e qualitativa para obter dados prim?rios, onde participaram 106 titulares do programa. A triagem dos adultos que compuseram a amostra foi realizada no Cadastro ?nico no munic?pio de Natal, situado no Bairro do Igap?, na Regi?o Administrativa Norte. Para caracterizar a situa??o socioecon?mica e demogr?fica, avaliar o n?vel de Seguran?a Alimentar e analisar a percep??o dos usu?rios, elaborou-se um question?rio de perguntas abertas e fechadas baseado na Escala Brasileira de Inseguran?a Alimentar (EBIA). Os resultados conforme apresentados no cap?tulo cinco, comprovaram que houve sim uma melhoria na condi??o alimentar das fam?lias atendidas, mas um avan?o apenas discreto, pois 99% dos entrevistados foram classificados em Inseguran?a Alimentar. Espera-se que este estudo piloto possa contribuir para o fortalecimento da compreens?o e do combate ? Inseguran?a Alimentar no munic?pio de Natal. / The objective of this pilot study is to verify that the Bolsa Fam?lia program (the Bolsa Familia program is a direct transfer program income that benefits families in poverty and extreme poverty in Brazil) has promoted some impact on the food security of beneficiaries in Natal. In addition to revisiting the literature on the formation of social protection systems in the world and in Brazil, the work carried out a quantitative and qualitative evaluation for primary data, attended by 105 adults program holders. The screening of adults in the sample was made in the Unified Register in Natal, located in Igap? Neighborhood, Administrative Region North. To characterize the socioeconomic and demographic situation, assess the level of food safety and analyze the perception of users, we prepared a questionnaire of open and closed questions based on the Brazilian Food Insecurity Scale. The results did not confirm improvement in the food condition of the families, since 99 % of respondents were further classified in Food Insecurity It is hoped that this pilot study will contribute to strengthening understanding and combating Food Insecurity in Natal.

These programs have proven effective in several aspects such as reducing poverty and inequality, improving schooling rates, etc. An aspect that has remained unmentioned of these programs was their potential to encourage targeted workers of the program to migrate to the informal labour market in order to remain "invisible" to program managers and, thus, receive the benefits even when they do not qualify according to program standards. This study applies VECM (Vector Error Corrector Model) to show this issue may be occurring in the six Brazilian state capitals, included in the IBGE Monthly Employment Survey, from the creation of the program, in 2004, until March 2016. / Os Programas de Transfer?ncia de Renda Condicionada, Programa Bolsa Fam?lia no Brasil, foram uma forma inovadora de reduzir a desigualdade social em muitos pa?ses, principalmente da Am?rica Latina. Estes programas se mostraram eficientes em v?rios aspectos, como reduzir a pobreza, a desigualdade, melhorar ?ndices de escolaridade, etc. Mas, um aspecto pouco mencionado destes programas, ? o potencial de incentivar os trabalhadores - alvo do programa - a migrar para o mercado laboral informal, com o objetivo de ficarem ?invis?veis? aos gestores do programa e, assim, receberem os benef?cios, ainda que n?o se qualifiquem a eles, pelos n?veis de renda definidos pelo programa. Este trabalho utiliza o VECM (modelo Vector Corretor de Erros) para mostrar que este fato pode estar ocorrendo nas seis capitais do Brasil, que conformaram a Pesquisa Mensal de Emprego do IBGE, desde a cria??o do programa at? mar?o de 2016.

The first essay aims to evaluate the PMM in terms of the provision of physicians, presenting estimates of its impact on hospitalization for ambulatory care sensitive conditions (ACSH). The differences-in-differences method was used with propensity score matching (double difference matching), using three specifications, a falsification test and also a dynamic endogeneity test to confirm the robustness of the results. For the application of this methodology, a panel of municipal data was constructed covering several variables related to socioeconomic, demographic and public health infrastructure characteristics in the cities for the period from 2010 to 2016. First, it is shown that the program had an effect on increasing the density of physicians. Then, the main results show a significant reduction in hospital admissions in treated municipalities with an increasing and perceptible effect in the second year of the program. The second essay aims to analyze the impact of PBF in Brazilian intern migration. The Average Treatment Effect on Treated (ATT) was estimated through Propensity Score Matching (PSM) using microdata from Brazilian Census 2010. The results show that the program stimulates recipients? remigration to their home states and retain those already established in a locality. The estimates are robust in the possible presence of omitted variables and in different matching specifications. By exploring regional heterogeneity, we have shown that the impacts on return and retention are greater for the Northeast, the concentrating region of return migrations and Program beneficiaries. Through Dose Response Function it is also shown that the results are positively correlated with the monetary values transfer by the Bolsa Fam?lia, which may indicate a channel for the empirical results. / A presente disserta??o consiste em dois ensaios independentes em avalia??o de pol?ticas p?blicas, os quais estimam efeitos causais de duas pol?ticas brasileiras de grande apelo, o Programa Mais M?dicos (PMM) e o Programa Bolsa Fam?lia (PBF). O primeiro ensaio objetiva avaliar o PMM no que se refere ao provimento de m?dicos, apresentando estimativas de seu impacto nas interna??es por condi??es sens?veis ? aten??o prim?ria (ICSAP). Foi empregado o m?todo de diferen?as-em-diferen?as com pareamento por escore de propens?o (double difference matching). Para a aplica??o desta metodologia, foi constru?do um painel de dados municipais abrangendo diversas vari?veis relativas ?s caracter?sticas socioecon?micas, demogr?ficas e de infraestrutura p?blica de sa?de nas cidades para o per?odo de 2010 a 2016. Al?m disso, algumas estrat?gias adotadas garantiram a robustez dos resultados como um teste de endogeneidade din?mica, estima??es para anos anteriores ao programa, e regress?es a partir de diferentes especifica??es. O segundo ensaio estima o impacto do PBF sobre a migra??o inter-estadual brasileira. A estima??o do efeito do tratamento m?dio sobre os tratados (Average Treatment Effect on Treated ? ATT) foi feita por meio do Propensity Score Matching (PSM) a partir dos microdados do Censo Demogr?fico de 2010, em que foi poss?vel analisar indiv?duos migrantes, migrantes retornados e n?o retornados. As estima??es apontam que o PBF estimula a remigra??o dos benefici?rios aos seus estados de origem, al?m de manter aqueles que j? est?o fixos em uma localidade, mesmo que essa n?o seja a sua de nascimento. Os resultados n?o se mostraram sens?veis ? poss?vel presen?a de vari?veis omitidas e as demais especifica??es utilizadas nas estima??es. Ao explorar a heterogeneidade regional, mostramos que os impactos sobre remigra??o e reten??o s?o maiores para regi?o Nordeste, a qual concentra grande parte dos remigrados e benefici?rios do PBF. Ainda, por meio da Fun??o Dose Resposta (FDR), mostra-se que os resultados s?o positivamente correlacionados com os valores monet?rios pagos pelo programa, o que pode indicar um mecanismo para os resultados.

The research also aimed to analyse the degree of knowledge of managers in relation to the Bolsa Fam?lia Program. As a research procedure using semistructured interviews with six (6) managers, in order to analyze their conceptions and knowledge regarding the Program, as well as to indentify the adopted pedagogical practices in these spaces, where the beneficiaries' children of the Program study. As a result, we did not identify in the interviewees' discourse, practices specifically aimed at this public, but we identify other practices adopted in these spaces and classify them as to their ampleness, family participation, as well as the needs met,as to the method used and the public attended, we realize then, that there are efforts on the part of the management team, regarding the involvement of the family and community in the learning as well as an effort in the use of methods in order that the knowledge makes sense for the student, we also identified that the managers have a knowledge in relation to the Bolsa Fam?lia Program, mainly regarding the school attendance conditionality, but who do not believe in the potencial of such conditionality in the long-term porvety disruption / Considerando que existem in?meras discuss?es acerca do Programa de transfer?ncia de Renda Bolsa Fam?lia e de suas condicionalidades, principalmente no que se refere ? capacidade de a frequ?ncia escolar romper com o chamado ciclo intergeracional da pobreza, esta pesquisa se prop?e a analisar se existem ou n?o pr?ticas pedag?gicas adotadas relacionadas especificamente aos benefici?rios do Programa Bolsa Fam?lia, a partir do ponto de vista da equipe gestora de 4 (quatro) escolas municipais de Campinas ? In a complementary sense, the objective was to understand importance conferred by graduates in higher education and participation in ProUni of former scholarship holders in relation to the improvement of their lives, as well as a more specific look at those with families benefited by Bolsa Fam?lia Program (PBF). The survey is based on the answers provided by 274 graduate students who answered the questionnaire provided in Google Docs. Among the conclusions of the research, personal efforts to overcome the situation of social and economic vulnerability through the academic trajectory were highlighted, that by the references consulted allows us to think of novelty when using this reference of PBF in conjunction with the ProUni. Encouraged by an affirmative public policy, the graduates exposed the importance of programs designed to break the cycle of misery. The study showed the personal, professional and social evolution acquired by the members of the group that, in the face of difficulties, multiplied the results of their trajectories in a positive way, an occurrence not always observed in their parents. It was observed in the PBF group, with greater vulnerability, the perception of greater percentage participation of blacks and browns, groups with more social difficulties. In these groups, the difficulties of job placement in formal activities were greater, which values personal results in obtaining a better economic situation. The graduates of the PBF dedicated themselves to the degrees in a greater percentage than the group ProUni only, multiplying the transformations conquered with the teaching work. Also the courses chosen by the graduates in higher education were coherent with the chosen professional paths, where vocation was prioritized before social legitimation through graduation. The desired social and economic evolution occurred naturally after academic development. The satisfaction of the graduates PBF was also higher than that of the graduates only ProUni. Even with greater difficulties to overcome and lower initial life conditions, the group of PBF beneficiaries showed greater satisfaction and achievement of their objectives. This text aims to contribute to the understanding of the importance of programs that facilitate the insertion of individuals in higher education to break the intergenerational cycle of misery and raise the economically vulnerable population to better social levels. / Esta pesquisa analisou a situa??o de ex-bolsistas do Programa Universidade para Todos (ProUni) do Governo Federal brasileiro que frequentaram curso de educa??o superior em uma Universidade do interior do Estado de S?o Paulo, graduados a partir do ano de 2008 at? o ano de 2016. Em sentido complementar, objetivou compreender a import?ncia conferida ? gradua??o na educa??o superior e ? participa??o no ProUni dos ex-bolsistas em rela??o ? melhoria ou n?o de suas vidas, bem como um olhar mais espec?fico para aqueles com fam?lias beneficiadas pelo Programa Bolsa Fam?lia (PBF). A pesquisa est? baseada nas respostas disponibilizadas por 274 alunos graduados que responderam ao question?rio disponibilizado no Google Docs. Entre as conclus?es da pesquisa destacou-se os esfor?os pessoais para a supera??o da situa??o de vulnerabilidade social e econ?mica por meio da trajet?ria acad?mica, que pelas refer?ncias consultadas nos permite pensar em ineditismo ao utilizarmos o referencial dos benefici?rios do PBF em conjunto com o do ProUni. Incentivados por uma pol?tica p?blica afirmativa, os egressos expuseram a import?ncia dos programas destinados a quebra do ciclo da mis?ria. Mostrou-se no estudo a evolu??o pessoal, profissional e social obtida pelos integrantes do grupo pesquisado que, diante das dificuldades, multiplicaram os resultados de suas trajet?rias de forma positiva, ocorr?ncia nem sempre observada em seus progenitores. Notou-se no grupo do PBF, com maior vulnerabilidade, a percep??o de maior participa??o percentual de negros e pardos, grupos com mais dificuldades sociais. Nestes grupos as dificuldades de coloca??o laboral em atividades formais foram maiores, o que valoriza os resultados pessoais na obten??o de melhor situa??o econ?mica. Os egressos do PBF dedicaram-se ?s licenciaturas em percentual maior do que o grupo somente ProUni, multiplicando as transforma??es conquistadas com o trabalho docente. Tamb?m os cursos escolhidos pelos egressos na educa??o superior se mostraram coerentes com os rumos profissionais escolhidos, onde se priorizou a voca??o antes da legitima??o social por meio da gradua??o. A desejada evolu??o social e econ?mica ocorreu naturalmente ap?s o desenvolvimento acad?mico. A satisfa??o dos egressos PBF tamb?m foi maior que dos egressos apenas ProUni. Mesmo com maiores dificuldades a serem superadas e condi??es de vidas iniciais menos favorecidas, o grupo de benefici?rios PBF mostrou maior satisfa??o e realiza??o de seus objetivos. Este texto visa contribuir com a compreens?o sobre a import?ncia dos programas que facilitam a inser??o dos indiv?duos na educa??o superior para a quebra do ciclo intergeracional da mis?ria e a eleva??o da popula??o vulner?vel economicamente a melhores patamares sociais.

According rationale explicit in legislation and official documents BFP, ensuring school attendance of children and young people in school would be a major break with the call for intergenerational transmission of poverty factor. This paper assumes the following questions: is attendance important factor to prevent the call intergenerational transmission of poverty? Does the fact that the child is in school with the help of the program ensures your education? This study examined the perceptions of mothers beneficiaries of the program regarding the requirement of attending school and prepared to understand according to their placements, the education of their children was related to participation in the BFP. Twenty semi-structured interviews with mothers of BFP beneficiaries were held in the southern region of Campinas/SP. The survey results indicate that for the beneficiary mothers BFP education of their children is not linked to the program because, according to them, the only requirement BFP with respect to school is school attendance and that they declare comply. Segundo justificativa explicitada na legisla??o e documentos oficiais do PBF, a garantia da frequ?ncia escolar de crian?as e jovens na escola seria um fator importante para romper com a chamada transmiss?o intergeracional da pobreza. O presente trabalho parte das seguintes indaga??es: ser? a frequ?ncia escolar fator importante para impedir a chamada transmiss?o intergeracional da pobreza? Ser? que o fato da crian?a estar na escola com o aux?lio do programa garante a sua educa??o? Este estudo analisou as percep??es de m?es benefici?rias do programa a respeito da exig?ncia da frequ?ncia escolar e se disp?s a compreender de acordo com suas coloca??es, se a educa??o de seus filhos estava relacionada com a participa??o no PBF. Foram realizadas vinte entrevistas semiestruturadas com m?es benefici?rias do PBF na regi?o sul de Campinas/SP. Os resultados da pesquisa indicam que para as m?es benefici?rias do PBF a educa??o de seus filhos n?o est? vinculada ao programa, pois, segundo elas, a ?nica exig?ncia do PBF com rela??o ? escola ? a frequ?ncia escolar e isso elas declaram cumprir. J? com rela??o ? educa??o de seus filhos, as m?es argumentam que ? necess?rio promover uma escola que desenvolva um ensino de qualidade, que os prepare para o mercado de trabalho, assim eles ter?o possibilidades de romper com a pobreza no futuro e construir uma vida melhor.

Come hence the relevance of the theme and its constant presence in discussions on the fruits of public policies, institutional structure and economic development which are the guiding elements of this work, and noted that seeks to highlight the social demographics and most important, the most significant trends and issues pertaining to her. The assessment was initially made in all the municipalities of Rio Grande do Norte doing a verticalilza??o to the municipalities Caic?, Pau dos Ferros, Ipueira and Taboleiro Grande. Highlighting the role of a social policy through government programs, such as the Bolsa Familia Program (PBF), which creates the possibility of changes in the socio demographic profile given the importance that the action of this public policy has in shaping the regional economic reality As well as social programs and actions of the government here reported that generate mobility of people and new social demands, such as rural retirements, the benefit of continuing provision (BPC), the Program for the Eradication of Child Labor (PETI) that put on the market of population living on the margins of various forms of consumption. Accordingly, the socio economic profile of the state shows a significant improvement in their social indicators, vital education and redistribution of income, due to the significant improvement in life expectancy in the fall of school drop-out rate and the drop in indicators of Proportion Poor and destitute of the state. Where the fall in the proportion of poor and indigent is strongly associated with an increase in income, from social programs. With this transfer and redistribution of income can be gauged that occurs a strengthening of local economies and an engagement of families with the conditionalities of social programs and PETI Bolsa Familia. Our research concludes that simply raising the rents caused by transfers, presents relevant impacts on the education of young people in beneficiary families. There is no doubt that the programs of transfer income, no facing the social field, representing a mechanism to decrease the most perverse ills of poverty, social and economic inequality that is hungry. For a significant portion of the Brazilian population living below the poverty line, programs for the transfer of income are expressed directly in improving the material conditions of life and indirectly in improving self-esteem of women and all family members receiving encouraging yet the integration family. Destacando o papel de uma pol?tica social atrav?s de programas governamentais, como ? o caso do Programa Bolsa Fam?lia (PBF), que cria a possibilidade de mudan?as no perfil s?cio demogr?fico dado a import?ncia que a a??o desta pol?tica p?blica tem na conforma??o da realidade econ?mica regional, bem como os programas e a??es sociais do governo aqui relatados que geram mobilidades de pessoas e novas demandas sociais, como ? o caso das Aposentadorias Rurais, do Benef?cio de Presta??o Continuada (BPC), do Programa de Erradica??o do Trabalho Infantil (PETI) que colocam no mercado contingentes populacionais que vivem ? margem de diversas formas de consumo. Nestes termos, o perfil s?cio econ?mico do estado mostra uma significativa melhoria em seus indicadores sociais, vitais de educa??o e redistribui??o de renda, haja vista a significativa melhora na Esperan?a de Vida, na queda da Taxa de Abandono Escolar e na queda dos indicadores de Propor??o de Pobres e Indigentes no Estado. Onde a queda na propor??o de pobres e indigentes est? fortemente associada ao aumento de renda, proveniente de programas sociais. Com esta transfer?ncia e redistribui??o de renda pode se aferir que ocorre um fortalecimento das economias locais e um engajamento das fam?lias com as condicionalidades dos programas sociais PETI e Bolsa Fam?lia. A nossa pesquisa conclui que a simples eleva??o das rendas causadas pelas transfer?ncias, apresenta impactos relevantes sobre a escolariza??o dos jovens nas fam?lias benefici?rias. N?o h? d?vida de que os programas de transfer?ncia de renda, voltados para qualquer campo social, representam um mecanismo de diminui??o das mazelas mais perversas da pobreza, da iniq?idade social e econ?mica que ? a fome. Para uma expressiva parcela da popula??o brasileira que vive abaixo da linha da pobreza, os programas de transfer?ncia de renda se expressam diretamente na melhoria das condi??es materiais de vida e indiretamente na melhoria da auto-estima da mulher e de todos os membros da fam?lia benefici?ria promovendo ainda a integra??o familiar.
