Measuring treatment effects in poverty alleviation programs : three essays using data from Turkish household surveys

The dissertation is a compilation of three essays on Turkey's poverty alleviation programs. The first paper focuses on the welfare impact of the global financial Crisis on Turkish households. The second paper considers the protective impact of the Green Card non-contributory health insurance program in Turkey during the Crisis in 2008-2009. The third paper uses experimental data from the field in eastern Turkey, to look at patterns of agricultural technology diffusion in a rural development program implemented in a post-conflict setting.

Challenging the boundaries of criminal justice and social policy : responses to priority offenders

This thesis examines the interaction of criminal justice policy and social policy within the Prolific and Priority Offenders Scheme (PPOS), a government initiative which aims to reduce offending by persistent offenders. The research on which this thesis is based takes an interpretative approach to social inquiry and employs a qualitative methodology. It examines the operation of four PPO Schemes in the Thames Valley through semi-structured interviews with 22 practitioners and 16 offenders, and participant observation of over 45 multi-agency meetings. The interaction between crime and social policy is explored through examination of three aspects of the PPOS: the coercion of offenders within the Schemes; the working practices and roles of the police and probation officers seconded to the Schemes; and the way in which information and intelligence is used and generated within the Schemes. The central argument of this thesis is that the widely-accepted idea that social policy is being ‘criminalised’ provides an inadequate account of the relationship between criminal justice and social policy in the PPOS. Rather, this Scheme evidences a merger of criminal justice and social welfare agendas, which includes elements of the ‘socialisation’ of crime policy in addition to elements of ‘criminalisation’ of social policy. Whilst the ultimate aim of the PPOS is to reduce crime, and whilst social welfare services such as health, housing and benefits are provided in pursuance of this aim, the ways in which these services are provided accords with the ethos and values of social policy. The idea of a merger of criminal justice and social policy has relevance beyond the PPOS, providing a framework for analysis of other contemporary criminal justice policies, and contributing to broader debates in criminology which have for so long been dominated by the ‘criminalisation’ thesis.

Évaluation des éléments facilitants et des barrières à l’implantation d’un programme d’éducation à la nutrition Camille, Antoine et l’archipel Ôlait tels que perçus par les enseignants du préscolaire

Cette étude vise à évaluer les éléments facilitants et les barrières à l’implantation du programme d’éducation à la nutrition Camille, Antoine et l’archipel Ôlait, développé par les Producteurs laitiers du Canada (PLC), auprès d’enseignants du préscolaire provenant de six régions du Québec et ayant reçu un atelier de formation animé par une diététiste des PLC. Elle vise également à connaître le degré d’implantation et la fidélité du programme ainsi que son appréciation, son utilisation et sa pertinence. Après une moyenne de 5 mois d’implantation, un questionnaire auto-administré a été complété par 37 enseignants (N = 86, 43 %), dont 10 utilisateurs (27 %) et 27 non-utilisateurs (73 %). Puis, des groupes de discussion ont eu lieu avec 13 enseignants (N = 170, 8 %). En moyenne, 11,4 activités sur 30 ont été réalisées (38 %), dont 6,3 telles quelles (55 %) et 5,1 modifiées (45 %), et les enseignants ont rapporté avoir l’intention de refaire 6,1 activités (54 %). L’implantation du programme a été facilitée ou limitée par différentes caractéristiques des enseignants, par l’appréciation de son contenu et son format, par sa pertinence concernant les exigences pédagogiques au préscolaire, la réalité des élèves et des parents et les objectifs d’apprentissages en nutrition, par le milieu scolaire, familial et communautaire ainsi que par la crédibilité et le support des PLC. Plusieurs de ces facteurs sont à la fois des éléments facilitants et des barrières. Les résultats obtenus aideront à ajuster ce programme et guider le développement et l’évaluation de programmes similaires. / This study aims to assess the facilitating conditions and barriers to the implementation of Camille, Antoine et l’archipel Ôlait nutrition education program, develop by the Dairy Farmers of Canada (DFC), with preschool teachers, from six regions of Québec, who assisted a workshop delivered by a dietitian from DFC. It also seeks to know the degree of implementation and fidelity of the program and its assessment, its use and relevance. Following an average of five months of implementation, a self-administered questionnaire was completed by 37 teachers (N = 86, 43 %), 10 users (27 %) and 27 non-users (73 %). Then, focus groups were held with 13 teachers (N = 170, 8 %). On average, 11.4 out of 30 activities have been carried out (38 %), including 6.3 as planned (55 %) and 5.1 modified (45 %), and teachers reported that it intends to repeat 6.1 activities (54 %). Implementation of the program was facilitated or limited by various characteristics of teachers, the assessment of its content and its format, its relevance to the educational requirements for preschool, the reality of pupils and their parents and objectives in nutrition learning, at school, in their family and community as well as the credibility and support of the DFC. Many of those factors are both facilitating conditions and barriers. The results will help to adjust the program and guide the development and evaluation of similar programs.

Inégalités sociales dans la diffusion d'une innovation en transport actif : le cas des vélos en libre-service à Montréal

Introduction. Les programmes de vélos en libre-service (PVLS) représentent une innovation en transport actif. À ce jour, la sensibilisation à cette innovation en tant que prérequis à l’accessibilité n’a jamais été étudiée. Objectif. Identifier les facteurs liés à l’absence de sensibilisation à l’existence du PVLS à Montréal. Méthode. 7011 Montréalais âgés de 18 ans et plus ont été interrogés au cours de 3 sondages téléphoniques sur une période couvrant deux saisons : avant la première saison (n=2000), après la première saison (n=2502) et après la deuxième saison (n=2509). Des analyses de régression logistique ont été réalisées sur 93,6 % (n=6562) de l’échantillon pour examiner l’effet du temps, de la proximité des stations de vélos et du niveau d’éducation sur l’absence de sensibilisation à l’existence du PVLS. Résultats. Nous constatons que, après la première saison d’implantation du PVLS, la probabilité d’absence de sensibilisation au PVLS est plus élevée chez les individus dont le niveau d’éducation est faible que chez ceux dont le niveau d’éducation est élevé (RC = 1,60; 95 % IC : 1,18; 2,19). Aussi, nous observons que, après la deuxième saison d’implantation, la probabilité d’absence de sensibilisation au PVLS est plus élevée chez les individus dont le niveau d’éducation est faible et qui vivent dans un voisinage pourvu d’un PVLS, que chez ceux dont le niveau d’éducation est élevé et qui vivent dans un voisinage dépourvu d’un PVLS (RC = 1,63, 95 % IC : 1,01; 2,64). Conclusion. Malgré l’accessibilité au PVLS dans un voisinage, des inégalités sociales persistent. / Background. Public bicycle share programs (PBSP) are an active transportation innovation. No study has examined lack of awareness of PBSP as a factor limiting accessibility. Objective. Identify factors associated with lack of awareness of a PBSP across time in Montreal. Methods. Within the context of a larger study, a sample of 7,011 Montrealiers aged 18 years and over were recruited to participate in one of three telephone surveys occurring prior to implementation (n=2,000), after season 1 (n=2,502), and after season 2 (n=2,509). Multivariable logistic regression analyses were used to investigate associations between survey period, proximity to docking stations, and education with lack of PBSP awareness. Results. There was a greater likelihood of being PBSP-unaware among those with lower education after season 1 implementation in comparison to those with higher education (OR = 1.60, 95 %CI: 1.18, 2.19). There was also greater likelihood of being PBSP-unaware among those with lower education after season 2 implementation in neighbourhoods where the PBSP was available in comparison to those with higher education in neighbourhoods without PBSP docking stations (OR = 1.63, 95 %CI: 1.01, 2.64). Although lack of awareness decreased over time, greater likelihood of being PBSP-unaware was observed among those with lower education. Conclusion. Despite the physical presence of PBSP docking stations in neighbourhoods, socioeconomic inequalities persist.

Facteurs susceptibles d’influencer l'implantation de l'Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes et du Programme-cadre de français pour les personnes immigrantes adultes au Québec

La coexistence des services de francisation au Québec pour les personnes immigrantes adultes a fait l'objet de divers enjeux liés notamment au passage des apprenants d'un lieu de formation à un autre (Québec, MICC, 2011a). Dans le but de répondre à ces enjeux et d’harmoniser l'offre de services gouvernementaux en matière de francisation des adultes, le ministère de l'Immigration et des Communautés culturelles (MICC) a élaboré en collaboration avec le ministère de l'Éducation, du Loisir et du Sport (MELS), une innovation pédagogique, soit un référentiel commun québécois composé de deux instruments : l’Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes et le Programme-cadre de français pour les personnes immigrantes adultes au Québec. Le but de notre étude était de mieux comprendre l'implantation du référentiel commun québécois, de faire état des représentations du personnel enseignant en francisation vis-à-vis de cette innovation pédagogique et d’identifier les principaux facteurs qui structurent son implantation. Pour atteindre ces objectifs de recherche, nous avons mené une étude qualitative dans laquelle nous nous sommes appuyée sur le modèle d'implantation de Vince-Whitman (2009) qui identifie douze facteurs facilitant l’implantation d’une politique et d’une pratique. Nous avons accédé aux représentations de douze enseignantes et enseignants en francisation qui œuvrent au MICC et au MELS lors d’entretiens de groupe en leur permettant de s'exprimer sur leurs pratiques pédagogiques et sur leurs impressions du référentiel commun québécois. À l’aide du logiciel QSF NVivo 8, nous avons analysé le contenu des propos de nos participants de recherche. Nos résultats démontrent que le manque appréhendé de ressources – humaines, matérielles et financières, et un manque de temps, de formation et de collaboration professionnelle pourraient représenter des obstacles et nuire à une éventuelle implantation du référentiel commun québécois. À la lumière de ces résultats, nous proposons un cadre de référence composé de sept facteurs d’implantation d’une innovation pédagogique afin de mieux rendre compte d’une réalité spécifique et contemporaine, celle de l'implantation du référentiel commun québécois pour la francisation des immigrants adultes scolarisés. Les écrits scientifiques et nos résultats de recherche démontrent que de diverses formes de soutien, principalement du matériel pédagogique approprié et suffisant, peuvent constituer un facteur-clé dans la réussite de l’implantation d’une innovation pédagogique. / The existence of multiple French second language services in Quebec for adult immigrants has proved to be problematic, especially when students transfer from one institution to another (Québec, MICC, 2011a). In response to this and other similar issues and in order to harmonize government French second language services, the ministère de l'Immigration et des Communautés culturelles (MICC) developed, in collaboration with the ministère de l'Éducation, du Loisir et du Sport (MELS) a pedagogical innovation composed of two tools: the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes and the Programme-cadre de français pour les personnes immigrantes adultes au Québec. This common framework of reference for language is used to describe the achievements of adult immigrant learners in Quebec. This study focuses on the implementation of a pedagogical innovation, in order to gain a greater understanding of the implementation of the Quebec framework of reference, present teacher representations regarding this pedagogical innovation, and identify the key factors that structure its implementation. This qualitative study adopted an implementation model by Vince-Whitman (2009) who identifies twelve implementation factors of a policy and its practice. Our study used as its data collection method group interviews of a total of twelve French second language teachers from the MICC and the MELS. The interviews aimed to collect the comments of these teachers regarding their pedagogical practices and their impressions of the Quebec framework of reference. The software QSF NVivo 8 was used to analyze the content of our participants’ words. Key findings of the study indicate that implementation is challenging due to a number of obstacles, such as the lack of teaching material, human and financial resources, as well as a lack of time, professional training and professional collaborations. In light of these results, we developed a model framework based on seven factors of implementation of a pedagogical innovation in order to account for a specific and contemporary phenomenon, that of the implementation of the Quebec framework of reference for French second language education of adult immigrants. Various studies coupled with our results demonstrate that different types of support, such as appropriate and sufficient pedagogical material, are key elements to consider in ensuring successful implementation of a pedagogical innovation.

La détermination des droits et des obligations relatifs à l'aide sociale en Allemagne : le cas des individus seuls aptes à l'emploi

Ce mémoire vise à comprendre la détermination des droits et des obligations relatifs aux individus seuls aptes à l’emploi bénéficiant de l’aide sociale allemande entre 1990 et 2012. Tout d’abord, il passe en revue les principaux mécanismes formels de fixation et d’actualisation des droits monétaires présents dans la plupart des pays de l’OCDE et montre par quels moyens l’Allemagne détermine la générosité des revenus de l’aide sociale. Soulevant le caractère plutôt arbitraire de ces mécanismes, il poursuit en soutenant que la générosité relative des droits et des obligations des individus seuls aptes à l’emploi peut principalement s’expliquer en des termes de conditionnalité et de mérite. Par le biais d’une revue de la littérature sur le sujet, le mémoire illustre comment les dynamiques catégorielles et la construction des programmes de dernier recours allemands en viennent à refléter une hiérarchie implicite du mérite expliquant à la fois la générosité plus faible des droits monétaires et la plus grande conditionnalité des droits sociaux visant les bénéficiaires seuls aptes à l’emploi. Finalement, il soutient que la construction du régime concernant les individus aptes à l’emploi en Allemagne doit se comprendre selon l’utilisation des droits et des obligations en tant que levier de régulation de l’individu et du marché du travail. Dans cette optique, le mémoire montre que les réformes Hartz du marché du travail ont non seulement formalisé le tournant pris vers l’activation du sans-emploi en Allemagne, mais que la construction particulière du nouveau régime de droits et d’obligations visant les individus aptes reflète ultimement l’objectif de diminution du chômage via la création d’emplois dans le secteur des bas salaires. / This thesis aims to understand the determination of rights and obligations related to single unemployed able-bodied individuals benefiting from the German social assistance between 1990 and 2012. To do so, the thesis reviews the main formal benchmark and actualization mechanisms of monetary rights present in most OECD countries and shows how Germany determines the generosity of social assistance benefits. Raising the somewhat arbitrary nature of these mechanisms, it goes on to argue that the relative generosity of the rights and obligations of unemployed able-bodied individuals can be explained mainly in terms of conditionality and deservingness. Through a literature review on the topic, the thesis illustrates how the categorical differentiation and the particular construction of last resort programs in Germany come to reflect an implicit hierarchy based on deservingness, explaining both the lowest generosity of monetary rights and the greater conditionality attached to social rights concerning single able-bodied individuals. Finally, it argues that the construction of the rights and obligations for these citizens must be understood as a control lever allowing the regulation of both the individual and the labour market. From this perspective, the thesis shows that the Hartz reforms have not only formalized the activation paradigm regulating unemployment in Germany, but that the particular construction of the new scheme for able- bodied individuals ultimately reflects the objective of reducing unemployment by creating jobs in the low-wage sector.

Development of a CONSORT extension for social and psychological interventions

<b>Background:</b> Defined by their mechanisms, social and psychological interventions are those interventions that work through mental processes and social phenomena. They are often complex and challenging to evaluate, so understanding randomised controlled trials (RCTs) of these interventions requires detailed reports of the interventions tested and the methods used to assess them. However, reports of these RCTs often omit important information. Poor reporting hinders critical appraisal and synthesis of RCTs in systematic reviews, thereby impeding the effective transfer of research evidence to policy and practice. The Consolidated Standards for Reporting Trials (CONSORT) Statement is a reporting guideline that has contributed to improvements in the quality of RCT manuscripts in journals publishing medical research. However, studies have shown persistent deficiencies in the reporting quality of social and psychological intervention trials. A new CONSORT extension for these interventions may be needed given their distinct and complex features. This DPhil thesis reports on a project to develop and disseminate an official CONSORT Extension for Social and Psychological Interventions: CONSORT-SPI. <b>Structure:</b> Following a preface, this DPhil thesis includes eight chapters. Chapter 1 provides an overview of the conceptual rationale that prompted the CONSORT-SPI project. Chapter 2 details the project protocol, which consists of a five-phase methodology that follows current best practices for reporting guideline development and dissemination. Chapter 3 discusses systematic literature reviews to assess reporting guidelines for and the reporting quality of publications of social and psychological intervention RCTs. Chapter 4 discusses an online, international Delphi process to generate a prioritised list of possible items to include in the CONSORT-SPI extension. Chapter 5 discusses a formal consensus meeting to select reporting items to add to or modify for the CONSORT-SPI Extension checklist. Chapter 6 involves drafts of the CONSORT-SPI checklist as well as a template for the Explanation and Elaboration (E&E) document providing detailed advice and examples of good reporting for each checklist item. These drafts have not yet been circulated to co-authors or other members of the project team; their purpose in this thesis is to give an indication of how previous project phases have led into initial prototypes of the checklist and E&E, which will undergo further development and revision by the project team before publication. Chapter 7 proposes a coordinated dissemination and implementation strategy informed by theoretical frameworks and tools used to guide the implementation of clinical guidelines and empirically-supported interventions. The final chapter summarises the information gained from the CONSORT-SPI project to date, assesses strengths and limitations of the project methodology, and discusses implications for future research. <b>Conclusion:</b> A CONSORT-SPI Extension could improve the reporting quality of social and psychological intervention RCTs. This extension could also facilitate better critical appraisal of this body of research and its use in evidence-based decision-making. With successful dissemination and implementation, the guideline will hopefully contribute to the improvement of intervention evaluations—as well as the methodology underpinning these studies—within the social and behavioural sciences.

The diploma thesis "The Year 2010 - Pocitame s detmi v Ceske televizi: Programmes for Children and Youth in the Czech Television" deals with broadcasting for children and youths on Czech Television and focuses on the production of cyclic programmes. It summarizes the production of these programmes since the beginning of Czech Television in 1992 until 2010. The author also describes the structure of production centers in Czech Television that used to produce and are still producing those programmes. Furthermore, the author analyzes the strategy Pocitame s detmi v Ceske televizi which followed the previous projects - "Osudove osmicky v nadich dejinach" (the Fateful Eights in our history) and "Rok svobody" (the Year of Freedom). The analysis consists of an overview of existing, new cyclic and also planned programmes which Czech Television started or planned to broadcast during this strategy. The thesis provides quantitative conclusions such as the amount of all the programmes for children and youths broadcast during the existence of Czech Television, average time spent by children, youths and adults watching TV and especially Czech Television and the share of audience that was watching Czech Television. This diploma thesis interprets the anonymous Inventory of Chamber Compositions, which is held in the Archives and Library of Prague Conservatory. It informs about the conditions of performing the repertory from this source between 1843 and 1864. In comparison with other sources the author of this manuscript was identified. His biography is contained in the second chapter. The content of the manuscript is analyzed and compared with the repertory performed in other bourgeios houses and Prague public concerts. Apart from the relevant literature the period critical concert reviews and further archive sources are taken into consideration. The discovered Inventory of the compositions performed in JUDr. František Švestka's house is one of the few sources which prove reception of similarly demanding repertory among non-professional instrumentalists in the 19th century. (in English): Vladimír Dvořák (14 May, 1925 - 28 December, 1999) is mainly known to the public as the presenter of Televarieté, a TV entertainment programme, and older generations may also remember him as a music programme presenter and an author of lyrics to pop-music songs of the 1960s. However, this limited perception calls for a correction, as Vladimír Dvořáka was, without exaggeration, a universally talented man. As this text aims to show, Dvořák was strong in fine art and literary disciplines (wrote a number of librettos), as well as on the script-editing, programme presenting and acting sides, and all these artistic talents were sheltered with and maybe even shadowed by his organisational skills (completely unknown to the public) combined with enormous proactivity and high ambitions. During his presence at ČST Vladimír Dvořák created a TV entertainment development strategy that he worked on until his death. He was diplomatic and creative at the same time, and he introduced a number of very successful TV formats to feature many big names, at least those tolerated by the totalitarian regime.
