A CONCEPÇÃO DE JUVENTUDE NA AGENDA PÚBLICA NO BRASIL NOS ANOS DE 2011 A 2013

The relationships between youth and public agenda were raised from their own data policies / programs or actions available on the websites of 24 (twenty four) of the Brazilian Government Ministries, of nine (09) Secretaries of the Presidency with status of Ministry and six (06) Agencies with status of Ministry of Government Dilma. The research used the method social historical, with a survey and analysis of the data and with a theoretical and methodological framework. Both the historical process as the sociological, anthropological, legal, among others, recognizes the importance of youth in the history of the world, breaking many of the precepts. The text is divided into three chapters. The first chapter discusses a history of youth in Brazil until his appreciation today. The second chapter presents the research itself and the great divergence between the various conceptions of youth in the areas surveyed. The third chapter presents an analysis of the search about the concept that has been understood and applied by the National Public Agenda, which is consistent with the policy in order to meet demand, or at least part of it. Thus, it was possible to understand the youth or youths in Brazil in different concepts used in the policies presented. / A presente pesquisa tem por objetivo contribuir com as discussões a respeito das diversas concepções de juventudes encontradas na agenda pública do Brasil nos anos de 2011 a 2013. As relações entre juventude e agenda pública foram levantadas a partir de dados das próprias políticas/programas ou ações disponíveis nos sites dos 24 (vinte e quatro) Ministérios do Governo Brasileiro, das 09 (nove) Secretarias da Presidência da República com status de Ministério e dos 06 (seis) Órgãos com status de Ministério dentro do Governo Dilma. A pesquisa utilizou o método sócio histórico, com levantamento e análise dos dados e com o referencial teórico-metodológico. Tanto o processo histórico quanto o sociológico, antropológico, jurídico, entre outros, reconhecem a importância da juventude na própria história do mundo, rompendo com muitos dos preceitos. O texto está estruturado em três capítulos. O primeiro capítulo discute um histórico de juventude no Brasil até a sua valorização nos dias de hoje. O segundo capítulo apresenta a pesquisa em si e a grande divergência existente entre as diversas concepções de juventude nas áreas pesquisadas. O terceiro capítulo consiste em análise da pesquisa a luz da concepção que tem sido compreendida e aplicada junto à Agenda Pública Nacional, que condiz com a política no sentido de atender a demanda ou pelo menos parte dela. Desta forma, foi possível compreender a juventude ou as juventudes no Brasil nas diferentes concepções utilizadas nas políticas apresentadas.

This research paper investigates the functions of community newspapers in the battle against HIV/Aids. The research is conducted through studying literature, analysing four selected community newspapers and interviewing the editors of the newspapers. According to the literature, a community newspaper stands closer to the reader than any other newspaper, which means it could have a larger impact than for example a national paper. A community paper can provide information or start a debate in the community. The media can focus the attention of the reader on HIV/Aids through agenda setting. By giving the subject prominence in a publication, for instance, the media show how important they consider the subject. The functions of the press can be divided in different categories: the informative function, the press as a booster of the public debate, the service function, the educative function and the entertainment function. This study finds that not all the researched newspapers consider it their responsibility to cover HIV/Aids. The importance that the editors give to the subject and the number of articles that reaches the publication also does not match. The functions the newspapers mainly fulfil, are the information and education function. The reasons for a moderate coverage of HIV/Aids include a lack of statistics, a lack of information from organisations, staff shortages and fear that the reader will receive the opinion that the newspaper writes about the same things over and over again. / Mini-dissertation (M.A. (Communication Studies))--North-West University, Potchefstroom Campus, 2007.

Ověření korespondence mezi mediální a veřejnou agendou / The verification of correspondence between the media and the public agenda

This thesis deals with the subject of correspondence between the media and the public agenda. It is based on previous studies , where the relationship between the media and the public agenda confirmed sociologist McCombs (Dearing a Rogers 1996: 6). On the sources it is trying to establish a linkage on the specific topic of the church restitutions , which discusses in particular the development and opinions both in the media and in the public agenda. In contrast to previous pieces I try to penetrate deeper into the linkage between media and public agenda and investigate their mutual correspondence. For analyzing the media agenda, the author uses the method of content analysis of newspaper articles in selected printed media. Then the result is compared to a secondary analysis of survey data Naše společnost, that realized the Center for Public Opinion Research, which represents the public agenda in this case. The main results of the analysis is verified that the media and the public agenda influenced each toher in the particular case, the issue of restitution of churches . First, it is managed to identify similarities between the frequency of occurrences of each media reports and public interest in the topic. A public agenda is thus revealed and, supported by these tools, can achieve benefits for the society of its surroundings to the point that, starting from the connection, start a process with parameters of smart city. / Na era digital, o jornalismo permite que o cidadão se aproprie de ferramentas numéricas e seja um produtor de notícias, impactando social e economicamente o lugar onde vive. Assim, o jornalismo participativo e o hiperlocal, com o uso de tecnologias de georreferenciamento, estão sendo aplicados em uma região rural brasileira – Gonçalves (MG). A partir de pesquisa bibliográfica, pesquisa de campo e entrevistas, um site foi criado e implementado na cidade. Uma agenda pública é desta forma revelada e, amparada por estas ferramentas, pode lograr benefícios para a sociedade do seu entorno a ponto de, a partir da conexão, iniciar um processo com parâmetros de cidade inteligente.

Juventude, reconhecimento e justiça social nas agendas de políticas públicas do Brasil / Youth, recognition and social justice in public policies agenda in Brasil

O trabalho nomeia a juventude como objeto de estudo, identificando convenções, acordos e tratados internacionais como marcos multiplicadores de uma nova concepção de jovem, a de sujeito de direitos. No Brasil, o impacto político de tais instrumentos é a criação da Secretaria Nacional da Juventude, em 2005, e de organismos afins em esferas estaduais e municipais. Nesse universo, órgãos como Conselho Nacional de Juventude (CONJUVE) respondem por agendas de políticas públicas com a intervenção de atores governamentais e da sociedade civil. Déficits de agendas públicas em focar o jovem como sujeito de direitos e de justiça social direcionaram a pesquisa ao Conselho Nacional da Juventude (CONJUVE) a fim de identificar alcances e limites de conteúdos de expansão de cidadania e reconhecimento dos direitos humanos, no período 2005-2010. Assim, é objetivo do estudo refletir sobre o conteúdo da agenda das políticas públicas de juventude, seus pressupostos e o impacto de formatos políticos do passado, visando contribuir com reflexões sobre políticas públicas e estimular a análise política sobre o tema. Igualmente, estima-se trazer elementos para subsidiar programas e projetos direcionados à juventude. Nesses termos, qualifica-se a presente pesquisa pela possibilidade desta gerar informações que contribuam para aprimorar programas e projetos, agregando elementos para ampliar os debates atuais sobre medidas de redistribuição de poder e as perspectivas de análise da ciência política acerca da juventude. O referencial teórico do trabalho centra-se nos debates acerca de juventude e de política públicas e na teoria do reconhecimento associado-a aos debates sobre cidadania, cultura política e direitos humanos para avaliar as especificidades das agendas das políticas públicas de juventude no Brasil. O estudo adota uma abordagem qualitativa, de cunho exploratório, orientada pela análise de conteúdo e pela técnica de análise categorial. O material empírico do trabalho é composto por dados oficiais e de pesquisa, estudos acadêmicos e documentos de referência internacionais, aos quais se somam avaliações sobre juventude de organizações governamentais e não-governamentais, nacionais e regionais. Especial atenção é dedicada ao exame e análise de conteúdos veiculados em sites e blogs de organizações governamentais e da sociedade civil que atuam no âmbito do CONJUVE. O exame dos conteúdos revela a baixa institucionalização do Conselho, poucas ações e programas de reconhecimento e a falta de diagnósticos para avaliar as políticas em andamento, o que se mostra como impedimento à construção e ampliação da cidadania entre as e os jovens. Por fim, o registro de déficits no reconhecimento das e dos jovens como sujeitos de direitos indica o imperativo de romper com estereótipos sobre a condição juvenil e de afirmar a diversidade para o fortalecimento das agendas das políticas públicas de juventude. / This paper nominates the young as objects of study and identifies international agreements, treaties and conventions as multipliers of the new concept of youth as a subject of rights. In Brazil, the political impact of these instruments is the creation of the National Youth Secretariat, in 2005, and similar organizations in state and municipal spheres. In this space, agencies such as the National Youth Council (CONJUVE) are responsible for public policy agendas with the assistance of governmental and civil. Deficits of the public agenda to focus on the young subject of rights and social justice directs this research to the National Youth Council (CONJUVE) to identify content and limits of expansion of citizenship and recognition of human rights for the 2005-2010 period. Such, this study reflects on the content of the agenda of youth public policies, their assumptions and the impact of past political formats, aiming to contribute to discussions on public policies and encourage political analysis on the topic. Similarly, it is estimated to introduce elements to support programs and projects directed at youth. This qualifies this research on the possibility of it generate information to improve programs and projects with elements to extend the current debates on measures to redistribute power and analytical perspectives of political science about youth. The theoretical work focuses on youth and debates about public policy and the theory of recognition associated with it to debates about citizenship, political culture and human rights to evaluate the specifics of public policy agendas for youth in Brazil. The study adopts an exploratory qualitative approach, guided by the techniques of content analysis and categorical. The empirical work consists of official data and research academic and international reference documents, which are added to the assessments of youth in government and nongovernmental organizations, national and regional. Special attention is devoted to the examination and analysis of the contents published on websites and blogs of governmental and civil society working within the CONJUVE. The examination of the contents reveals the low institutionalization of the Council, few actions and recognition programs and the lack of diagnostics for evaluating policies in progress, what is shown as an impediment to the construction and expansion of citizenship among young people. Finally, the registry to the deficits in the recognition of young people and as subjects of rights indicates the need to eliminate stereotypes about the condition of youth and affirm their diversity and to consolidate of public policy agendas for youth in Brazil.
