Identity in the media in a post-apartheid radio station in South Africa: the case of Lotus FM

This research study investigates Lotus FM, as one of many South African Media components that are catering for one specific cultural or religious group. The investigation explores the implications of practice of a pecific media component that caters for specific cultural or religious groups operating in a post-apartheid South Africa. After the end of the apartheid era in South Africa, a number of South African media components have proclaimed their commitment to reconciliation and nation building within South Africa by attempting to unite audiences. The South African Broadcasting Corporation, which held the monopoly on South African Broadcasting for decades, has promulgated the notion of the rainbow nation to audiences in South Africa. Since 1994, sub-components of the different South African media segments were developed to cater for specific ethnic or cultural groups by the station managements. This was aimed at reversing the effects of pre-1994 media that catered for the former ruling minority only or ethnic groups that were categorized by the former political dispensation. It is possible, however, that this has resulted in a renewed and continued separation of interest groups present in South Africa today.

A Content Analysis of Public Broadcasting Service Television Programming

The problem with which this investigation is concerned is the description of the social map that is presented to the viewers of public television. Using content analysis methodology, the study describes how different genders, racial groups, and age groups are being portrayed on PBS programming. The sample consisted of one week of PBS 1984 fall programming broadcast on KERA-TV, the PBS station in Dallas-Ft. Worth, Texas. Research questions addressing proportions of groups, types of roles, length of scenes, occupational variation, conversational behaviors, conflict management modes, and cultural norms were answered. All coding was accomplished by the principal investigator. Upon completion of the coding sub-totals for the variables under study by program types and a grand total for the entire sample were then tabulated. After this extensive content analysis, the report concludes that females are still extremely underrepresented in PBS programming, accounting for only 32.7% of the total participants. Blacks and Hispanics are also underrepresented except in children's programming. Occupational variation for white males is evident for all types of PBS programming. Occupational variation for white females is evident in children's programming and informational/documentary programming. Minorities with delineated occupations are extremely limited in all types of programming except for children's programming. The exchange of information is the major conversational behavior that occurs on PBS programming with minority characters receiving orders considerably more than their white counterparts. Verbal aggression is the conflict management mode chosen most frequently on PBS programming. Explicit messages regarding racial and sexual equality and prosocial behavior occur on PBS programming. Implicit messages such as frequency of appearances, number of major roles, and prevalence of power cues suggest a white male domination of television programming on PBS. The findings of the study reveal that major inroads have been made by women and minorities in children's programming. This comprehensive analysis confirms, however, the virtual exclusion of minorities in major segments of PBS programming.

無 / Following an exploration of the CBC’s history and role in Canadian society, this study offers an empirical examination of user generated content (UGC) at cbc.ca measuring the comment type, interactive exchange level, address features and national identity relevance of user comments. The entire comment threads of eleven stories from early 2010 are sampled and content analyzed. Results demonstrate that the vast majority of UGC at cbc.ca is not one-way as opposed to two-wayin nature and that – contrary to the CBC’s historic role – the national discussion is divisive as opposed to unifying. Finally, a discussion of how the CBC could improve its interactive functionalityis presented. Suggestions include recommending that the CBC clearly state the intention for interactive functionality, that the government re-formulate the CBC’s mandate and budget, and, most importantly, that the CBC consider a re-design of its interactive functionality.

Preparing for the information society: a critical analysis of Uganda's broadcast policy in light of the principles of the WSIS

This study analyses Uganda’s 2004 Broadcast Policy in light of the WSIS principles in order to establish whether the policy enables radio to build an inclusive and people-centred Information Society, and if so, in what ways it does this. The study specifically focuses on radio, which it views as the dominant medium in Uganda, and therefore the medium with the greatest potential to build a sustainable Information Society in the country. The study is informed by media policy theories as well as Information Society theories. It is argued that although most definitions of the Information Society consider the newer ICTs, especially the Internet, as the key drivers in the Information Society, most developing countries like Uganda are far from reaching the desired level of computer and Internet access as proposed by some Information Society theorists. Instead, most people in Uganda rely heavily on older ICTs, especially radio, for information about key issues in their daily lives. Inevitably, radio ends up being a key player in building the Information Society in these countries. The study, therefore, finds most of the common Information Society theories lacking and adopts the WSIS definition, which is more relevant to Uganda’s situation. This study also maintains that if radio is to be a key player in building an inclusive and people-centred Information Society in Uganda, the 2004 Broadcast Policy has to create that enabling environment, by, for example, promoting public service radio through local content programming, and diversifying radio ownership. The data for this study was obtained using the qualitative research approach, and specifically the research tools of document analysis and individual in-depth interviews. The findings indicate that the policy’s emphasis is on building a broadcast sector that addresses the public’s interests through local content programming and provision of diversified media services. However, the study also found that the policy is vague on some very crucial aspects, which would benefit the public, namely, local content quotas and the independence of the public service broadcaster.

The objective was, from the local television news content analysis, investigate the possibilities of the practice of public communication in a station maintained by public funds and managed by the State. Therefore, the research also focused on the investigation of the operating characteristics and station management through the analysis of official documents, in order to verify the existence (or not) conditions or elements that could qualify it as public broadcaster. The theoretical framework was built by bibliographic research by discussing topics such as the concept of public communication and its relationship to citizenship and the right to communication, legal aspects about the Brazilian sounds and images broadcasting system, public television in Brazil and Latin America and television journalism. The analysis of official documents revealed the absence of legal provisions that assign the operation of the station with educational and cultural goals and propitiate participation and control by society. Content analysis revealed predominantly factual and local news coverage. Most news with direct or indirect mention of the state government had a favorable approach to the government, although it was possible to identify the disclosure issues with unfavorable approach to current government. / Este trabalho consiste em um estudo de caso sobre a emissora Televisão Brasil Central (TBC), cuja concessão pertence ao governo do Estado de Goiás. O objetivo foi, a partir da análise de conteúdo do telejornal local, investigar as possibilidades da prática da comunicação pública em uma emissora mantida por recursos públicos e gerida pelo Estado. Para tanto, a pesquisa também se concentrou na averiguação das características de funcionamento e gestão da emissora, por meio da análise de documentos oficiais, com o intuito de verificar a existência (ou não) de condições ou elementos que pudessem qualificá-la como televisão pública. O aporte teórico foi construído por meio de pesquisa bibliográfica com a discussão de temas como o conceito de comunicação pública e sua relação com a cidadania e o direito à comunicação, aspectos legais acerca do sistema de radiodifusão de sons e imagens brasileiro, televisão pública no Brasil e na América Latina e telejornalismo. A análise dos documentos oficiais revelou ausência de dispositivos legais que determinem o funcionamento da emissora com objetivos educativos e culturais e que propiciem participação e controle por parte da sociedade. A análise de conteúdo revelou cobertura informativa predominantemente factual e local. A maioria das notícias com menção direta ou indireta ao governo do Estado tiveram enfoque favorável ao governo, embora tenha sido possível identificar a divulgação de assuntos com enfoque desfavorável ao governo de turno.

Exploring alternative revenue sources that can be utilised to improve advertising revenue at SABC public broadcasting radio stations

Submitted in fulfillment of the requirements for the degree of Master of Management Sciences: Business Administration, Durban University of Technology, Durban, South Africa, 2017. / This qualitative study explored alternative revenue sources within and outside PBS radio stations that can be utilised to improve revenue generation at South African Broadcasting Corporation (SABC) Public Broadcasting Radio Stations (PBS). PBS radio relies heavily on traditional advertising revenue, sponsorships and TV licence fees, revenue sources are insufficient to sustain public broadcasting radio service in South Africa because funding from the South African Government is limited to specific projects. Public broadcasting radio services in South Africa have to provide content of public value while remaining competitive and profitable. The SABC is the sole owner of fifteen public broadcasting radio stations, making it one of the dominant media owners in South Africa. SABC owns all public broadcasting radio stations and has the highest audience penetration in South Africa which should translate into receiving the highest revenue share. However, this is not the case. Commercial radio stations earn a bigger percentage of the pie of advertising revenue although PBS radio stations command higher audience penetration. Semi-structured interviews were conducted with fifteen public broadcasting radio station managers and three senior public broadcasting managers to ascertain what alternative sources within and outside the radio station can help improve the revenue of the radio stations. The analysis of the data collected through interviews identified that there are a number of alternative sources which can assist in improving the revenue of the radio stations. It is therefore time that PBS Radio stations monetise their audience and not rely heavily on traditional advertising revenue. Six important alternative revenue sources are identified as follows: • Radio station events and outside broadcasts: Revenue generation potential is immense with opportunities for gate-takings, sponsorship and advertising or promotional revenues. • Broadcast syndication and sale of content: Original programming content and popular music genre playlists are sought after by the public or other entities that are prepared to pay for the content. • Radio Station Websites: Opportunities to generate revenue by marketing website opportunities to the public and advertisers. • Merchandising: Radio audiences like to own radio station branded merchandising like t-shirts, caps and jackets which can be made available at radio stations and retail stores for the public to purchase. • Cellular or mobile phones: Mobile phones provide an interactive element to radio campaign advertisements, competitions, and promotions, which should be monetised as an extension to advertisers‟ radio campaigns. • Social Media Platforms: Radio campaigns are extended to social media platforms like Facebook, LinkedIn, Instagram, Pinterest and Twitter to target a larger audience. / M

The overall objective of the research is to identify what are the regulatory provisions and recommendations of the Brazilian legislation for the operation of television stations that integrate the system of public broadcasting of images and sounds. In this sense the research seeks to answer the following questions: What are the normative legal provisions and present recommendations on the Brazilian legislation on broadcasting and the Public Policies for Human Rights in Brazil to operate the stations that make up the public broadcasting system sounds and projected images in Article 223 of the Federal Constitution of 1988? These regulations and recommendations are focused on the communication security as a fundamental human right and the defense and promotion of human rights in Brazil in the field of broadcasting? To answer such questions, the work will hold: 1) an analysis of the legislation on broadcasting images and sounds that comprise the laws and decrees promulgated on the broadcasting of images and sounds between the years 1931 and 2014; and 2) an analysis of Public Policies for Human Rights in Brazil, which will deal with the National Human Rights Plans 1996, 2002 and 2009, the World Programme of Education for Human Rights of 2005 and the National Plan of Education on Human Rights 2007. Before that, in order to support the above-mentioned analysis, the study will conduct a literature review of authors from different fields of knowledge with the specific objectives of: 1) understand the communication as a fundamental condition for ensuring the dignity and human rights from the concept of law in other authors as Arendt, Lyotard, Chauí, Ruiz Santos, among others; and 2) understand the communication as the foundation of social and an essential human right today and the role of mass media, especially television, from systems thinking thought Niklas Luhmann. Thus, the study aims to contribute to the interdisciplinary field of studies and research on Human Rights to seek to reflect on the important role that public television can and should play in ensuring communication and information as a human right and the promotion and defense of rights humans in Brazil. / O presente trabalho é resultado de pesquisa empreendida no âmbito do Programa de Pós-Graduação Interdisciplinar em Direitos Humanos da Universidade Federal de Goiás, nível mestrado, e tem como objeto de pesquisa a legislação brasileira sobre radiodifusão de imagens e sons e as Políticas Públicas para os Direitos Humanos no Brasil. O objetivo geral da pesquisa é o de identificar quais são as disposições normativas e recomendações da legislação brasileira para a atuação das emissoras de televisão que integram o sistema público de radiodifusão de imagens e sons. Nesse sentido a pesquisa procura responder as seguintes questões: quais são as disposições normativas e recomendações legais presentes na legislação brasileira sobre radiodifusão e nas Políticas Públicas para os Direitos Humanos no Brasil para atuação das emissoras que compõem o sistema público de radiodifusão de sons e imagens previsto no Artigo 223 da Constituição Federal de 1988? Essas normativas e recomendações estão voltadas para a garantia da comunicação como um direito humano fundamental e para a defesa e promoção dos direitos humanos no Brasil no campo da radiodifusão? Para responder a tais questões, o trabalho realizará: 1) uma análise da legislação sobre radiodifusão de imagens e sons que compreenderá as leis e decretos promulgados sobre a radiodifusão de imagens e sons entre os anos de 1931 e 2014; e 2) uma análise das Políticas Públicas para os Direitos Humanos no Brasil que abarcará os Planos Nacionais de Direitos Humanos de 1996, 2002 e 2009, o Programa Mundial de Educação para os Direitos Humanos de 2005 e o Plano Nacional de Educação em Direitos Humanos de 2007. Antes, porém, a fim de subsidiar as análises acima citadas, o estudo realizará uma revisão bibliográfica de autores de diferentes campos do conhecimento com os objetivos específicos de: 1) entender a comunicação como condição fundamental para a garantia da dignidade e dos direitos humanos a partir do conceito de direito do outro em autores como: Arendt, Lyotard, Chauí, Ruiz, Santos, entre outros; e 2) entender a comunicação como fundamento do social e um direito humano essencial na atualidade, bem como a função dos meios de comunicação de massa, em especial da televisão, a partir do pensamento sistêmico de pensamento de Niklas Luhmann. Desse modo, o estudo visa contribuir para o campo interdisciplinar dos estudos e pesquisas em Direitos Humanos ao procurar refletir sobre o importante papel que a televisão pública pode e deve desempenhar na garantia da comunicação e informação como um direito humano e na promoção e defesa dos direitos humanos no Brasil.
