Previous issue date: 2007-05-17 / Conselho Nacional de Desenvolvimento Científico e Tecnológico / This research approaches the convergence between public security and technological innovation on storage and distribution of network-based criminal databanks, pleaded during the decades of 1990 and 2000 as conditions for the creation of the Integrated System of Public Security. Around this creation, a set of knowledge and strategies of power are developed, and a collection of management methods and connections aiming at the reduction of criminality. This dissertation, examining documents such as the National Security Plan and the project Public Security for Brazil, aims to discuss the complicity between society and the police, a diffuse expropriation or confinement of life and the importance of the Racism of State, which cut across the collection of management methods and alliances as profit centers of crime control. Violences never cease and plans, written reports and documents relating to bureaus and forums on public security incorporate the general draft of reforms and refer to a constant flow of adherence, evaluation and monitoring activated by the external control of NGOs, university research centers, civil society,, experts and government bureaucrats. Under democracy, security management requires open battles against criminals and impunity; declare war in order to strive against the evil in the society. Convokes society to adhere as police allies. The periphery as concentration camp re-shapes a management which re-centralizes the fight imposed by a society upon itself on behalf of the sentence that selects segregated and dangerous population segment / Esta pesquisa aborda a convergência entre segurança pública e inovação tecnológica de armazenamento e distribuição de bases de dados criminais em rede, pleiteada nas décadas de 1990 e 2000 como condições de criação do Sistema Único de Segurança Pública. Em torno desta criação se desdobra um conjunto de saber e estratégias de poder e um inventário de métodos de gestão e alianças visando redução da criminalidade. Estadual de SeguranÃa PÃblica do Estado do CearÃ. Tratou-se de uma pesquisa
qualitativa, com carÃter comparativo, pautada nos referenciais da sociologia e das
mudanÃas curriculares dos cursos de formaÃÃo do policial militar do CearÃ. Como
procedimentos metodolÃgicos foram utilizados principalmente pesquisas
bibliogrÃficas sobre a seguranÃa pÃblica, a violÃncia e a formaÃÃo policial, coleta e
anÃlise de dados sobre violÃncia, com observaÃÃes de acontecimentos histÃricos da
formaÃÃo policial cearense. No primeiro capÃtulo do trabalho faz-se uma anÃlise dos
acontecimentos que permitiram se chegar a construÃÃo das polÃcias militares no
Brasil com a problematizaÃÃo da violÃncia como fator social determinante para se
analisar a instituiÃÃo policial. No segundo capÃtulo do trabalho foi abordado o cenÃrio
atual da sociedade brasileira e o atual modelo de formaÃÃo empregado na academia
policial cearense. Na terceira parte à feita uma anÃlise dos currÃculos de formaÃÃo
inicial dos policiais militares do CearÃ. Foram utilizadas como leituras os livros de
Marcos Rolim, ClÃudio Beato Filho, Theodomiro Dias Neto, IgnÃcio Cano e outros
tendo como organizadores e autores CÃsar Barreira, GlaucÃria Mota Brasil e
estudiosos da modernidade que tratam do tema polÃcia com Ãnfase na formaÃÃo
moderna como algo a ser desvendado e explorado. No terceiro capÃtulo à feito uma
anÃlise das mudanÃas promovidas nos currÃculos de formaÃÃo inicial dos policiais
militares do CearÃ. Por fim, nas consideraÃÃes finais à feita uma anÃlise das

mudanÃas. / The present work investigates the evolution of the knowledge carried out in the
Police Academies with a concern to show which factors influenced the changes to
reach the current training model implemented in the State Academy of Public
Security of the State of CearÃ. It was a qualitative research, with a comparative
character, based on the sociology references and the curricular changes of the
training courses of the military police of CearÃ. As methodological procedures,
bibliographical research on public security, violence and police training, collection and
analysis of data on violence, with observations of historical events of the police
training in CearÃ, were used. In the first chapter of the article, an analysis is made of
the events that led to the construction of military police in Brazil with the
problematization of violence as a determining social factor for analyzing the police
institution. In the second chapter of the study the current scenario of Brazilian society
and the current training model employed in the police academy of Cearà were
discussed. In the third part, an analysis of the curricula of initial training of the military
police of Cearà is made. The books of Marcos Rolim, ClÃudio Beato Filho,
Theodomiro Dias Neto, IgnÃcio Cano and others were used as readings, as
organizers and authors CÃsar Barreira, GlaucÃria Mota Brasil and modernity scholars
who deal with the theme police with emphasis on modern training as something to Be
unveiled and explored. In the third chapter an analysis of the changes promoted in
the initial training curricula of the military police of Cearà is made.
Finally, in the final considerations, an analysis is made of the changes made in public
security in Cearà after the re-democratization of Brazil and the consequences for
homicides and police training of these changes.

O estudo analisa as taxas de criminalidade dos delitos de homicídio, lesão corporal, roubo, furto e tráfico de drogas para a comunidade da Restinga, que foi sujeita a um programa piloto em segurança pública, comparado com outros 18 municípios do Rio Grande do Sul, agregados em três níveis de urbanização, através de um recorte temporal. Este programa de segurança está firmado numa concepção ampla de segurança pública, que não a reduz ao caráter de demanda exclusiva aos poderes policial e judiciário, o projeto procura gerar alternativas aos jovens da comunidade, como a prática esportiva e o acesso à cultura, que substanciem perspectivas de vida identificadas com a construção de identidades cidadãs. Assim, a presente pesquisa tem como tema uma análise do impacto do programa “Programa de Segurança Municipal no Bairro Restinga”, em Porto Alegre – procurando, assim, mensurar analiticamente sua eficácia na contenção da criminalidade. A comparação revela uma diminuição ou um crescimento menos acentuado das taxas, na Restinga, comparadas às dos outros municípios agregados. Os componentes explicativos da associação diferencial são invocados na discussão das hipóteses e análise das conclusões desta pesquisa. / The present study was carried out to analyse the criminal activity rate of homicides, as well as body enjuries, robbery, theft and drug trafficking at Restinga Community, in Porto Alegre. This community was included in a public security program to be analyzed together with other eighteen cities which are part of a three level project of housing development through an especif period of time. This program is based on a broad vision of public security which is not the police an law powers. The project has the objective to create new alternatives, as for example, sport activity and cultural access, so that youngest of the community may have strong life perspectives to identify and lead them to the construction of a citizenship identity. So, the present research has as its main goal the impact analysis of the “Municipal Safety Program” at Restinga District in the city of Porto Alegre, trying at the same time to get the analytic measurementand effectiveness in the criminality control in the region. The analysis reveals a certain fall or a less strong growth of the Restinga criminality rate when compared to the to the others cities. All the explanatory components of the differencial association theory have been used in the discussion of hipothesis and analysis of the present research.

In 2007, the Legislative Yuan enacted Act for Establishment and Management of Safety Fund for Police; Fire fighting, Coast Guards, Immigration, Airborne Service Personnel, And Assisting Civic Force (hereinafter referred to as Act for Management of Fund for Police and Civic Force, and Immigration Agency revised the Act on December 30, 2009). In consideration of modern democratic country under the rule of law, the Legislative Yuan depends on legislative procedures to manage policy on a legal basis, implement administration in accordance with law, improve administrative efficiency, accomplish social justice and safeguard rights and interests of the people. However, the police implement laws on behalf of the country, if its own applicable laws and regulations are out of accord with the times or fail to keep up with the times, troubles and disputes will be caused, and the welfare and rights and interests of internal colleagues may be damaged as well, even the prestige of government will be impacted. Therefore we must avoid this situation and also take care about the entire possible situation.
Relevant sub-measures and administrative rules that the Ministry of the Interior authorized administrative authority to formulate in accordance with Act for Management of Fund for Police and Civic Force, including Regulations on the Establishment and Management of Safety Funds to Police Officers/Fire-Fighters/ Coastguards/Crewmen/Immigration of National Airborne Service Corps and Members of Volunteers Forces, Regulations Governing Issuance of Safety Funds to Police Officers/Fire-Fighters/Coastguards/Crewmen/Immigration of National Airborne Service Corps and Members of Volunteers Forces, as well as Provisions for Criteria of Civilian Labor Force Recruited by the Police and Fire Bridges; Maritime/Coastguard/ Immigration/Aviation Agencies, have been stipulated and published on records in accordance with legal operation procedures. Through investigation, there are as many as 7 funds administered by law enforcement office currently (hereinafter referred to as public security funds. It always seems to be overlapped, if orientation integration can be realized, it will save manpower and time, avoid from wasting of resources, prevent against malpractice and create the largest benefits. This is the research motive of this paper.
This paper sticks to basic theory of administrative law - five major frames of principle, organization, limits of authority, relief and supervision as main discussion foundation. According to the research, based on analysis of five major frames of administrative law and due to different properties, Chinese existing public security funds can be divided into "government trust fund", "public and personal juridical person fund" and "non-operating special fund", in addition, they are different in central and local area, issuance conditions and objects, so the situation is quite complicated. If the integration is forced to carry out, it is possible to violate the law and cause rebound. If each foundation declares to dismiss by itself and return the surplus capital to national treasury, sufficient reasons will be required. Only for "relief fund for police and fire fighting personnel", the Executive Yuan shall be entitled to make resolutions of merger and dissolution at any time in accordance with the stipulations of Criterion of Special Fund Management of Central Government and Principle for Non-operating Special Fund Existence of Central Government. But taking many factors into account, it may be a fruitless approach to implement merger or dissolution in the short run.

Police services are fighting as the army. Therefore, only to maintain discipline and protect the rights of the police, the people can feel happy and social security will be stable. However, how to exercise the inspectors¡¦ powers¡H These are thesis research motivation.
Through the research and analysis of the five major frameworks, this research found that applied "structural stress theory" by sociologists Merton, and found out the inspector¡¦s powers to control the five types of objects. Administrative organization of soundness (for example, the inspectors¡¦ class of the municipal government police station of Taiwan province is too low, or add to inspectors¡¦ allowance), use of limitation of administrative power (for example, as far as possible trying "inspector guidance" instead of " inspector punishment"), the exercise of administrative relief (for example, mainland China should incorporate administrative internal management affairs into the "Administrative Procedure Law of the People¡¦s Republic of China"), perfection of administrative supervision (for example, refer to the practice university evaluation system, or set up Foundation bodies evaluation of the police internal control supervision) for the proposed suggestions. Last but not least, the role of inspectors is very clear. Generally everyone think that inspectors are "managing the police of the police". In fact, in addition to "management-style inspectorate", "operation-style inspectorate" should be the best method.

Careful crackdowns : human rights and campaigning on public security in Latin America / Human rights and campaigning on public security in Latin AmericaUang, Randy Sunwin 13 July 2012 (has links)
Crime and violence are regularly seen as being ripe for politicians to turn into campaign issues and win votes. This study argues, in contrast, that success on public security is not so automatic: human rights values constrain the use of security and the winning of votes on it. Even in Latin American countries, where voters' concerns about rampant crime and violence are among the highest in the world, considerations of human rights combine with low trust in security forces to restrict the viability of the issue in key ways. Examination of presidential campaigns in Colombia in 1994, 1998, 2002, and 2010 supports this claim. Success on security is a two-step process: invoking the issue and then gaining voter support on the topic. Usability depends on the absence of recent repression and the degree of organization of security threats. Then, winning votes on it depends on having a civilian background, a campaign that balances security with other issues, and messages of careful enforcement. These messages of careful enforcement promise targeted, deliberate use of security forces' enforcement activities in a way that pays attention to human rights, rather than promising unbridled enforcement, increased punishment, or programs of long-term prevention. This study therefore shows how candidates are forced to walk a fine line between promising to establish order and promising to protect basic rights and liberties. These findings are powerful, providing an understanding of public security in electoral campaigns that maintains a much closer fit with empirical reality than existing research. The results also provide a critique of the sociological school of vote choice and points to ways in which ownership of the issue of security may be leased away. Furthermore, because the results are driven by the spread of human rights values, the results demonstrate the importance of quick shifts in political culture as a factor that explains changes in political patterns. / text

[pt] O presente trabalho pretende analisar o tema da segurança pública e suas
tensões com os direitos fundamentais, expressas de modo emblemático na
utilização generalizada dos autos de resistência pelas forças policiais no Rio de
Janeiro. Como chave interpretativa, faremos uso da categoria Estado de exceção
permanente para pontuar o exercício do poder soberano sobre a vida, que se
percebe no desregrado uso da força letal por agentes policiais. Desta forma, será
delineada uma genealogia do Estado de exceção presente nas estratégias
repressivas de controle social no Brasil na vigência dos diversos textos
constitucionais pátrios, desde o colonialismo, passando pelo Império, República
Velha, Era Vargas, ditadura militar até chegar ao contexto inaugurado pela
Constituição Federal de 1988. Neste âmbito, será abordada a segurança pública na
perspectiva da constituição formal, pontuando os debates presentes na Assembléia
Constituinte de 1987, e a previsão constitucional da temática da segurança.
Ademais, será estudada a perspectiva da constituição material, analisando a
experiência concreta das políticas de segurança pública implementadas pelos
governos estaduais do Rio de Janeiro desde a reabertura democrática, o padrão
lei e ordem dominante e a reflexão sobre a pertinência de categorias
agambenianas como campo, biopolítica e homo sacer. Por fim, será abordado o
auto de resistência enquanto dispositivo biopolítico a autorizar a matabilidade de

tensions with human rights, expressed by the general utilization of the autos de
resistência by the Rio de Janeiro’s polices. We will use the permanent state of
exception category as a key to study the sovereign’s power over the bare lives,
which is perceived in the illegal use of lethal force by the police. So we intend to
show the state of exception genealogy’s in the violent strategies of social control
in Brazil along the constitutions, since the colonialism, by the empire, the
República Velha, the Era Vargas, the military dictatorship, until the context
reached by 1988’s Federal Constitution. Thus, will be analyzed the formal
constitution perspective of public security, observing the discussion in the
Constituent Assembly of 1987, and the constitutional reception of the public
security theme. Moreover, will be studied the material constitution perspective,
analyzing concrete experiences of security’s public policy at the Rio de Janeiro’s
state governments since the reopening of democracy, observing the law and order
model and the utilization of Agamben’s categories as camp, biopolitics and homo
sacer. Finally, we will approach the auto de resistência as a biopolitical

Previous issue date: 2015-08-13 / O presente trabalho apresenta uma análise da política de segurança pública no Brasil a partir da Constituição Federal de 1988, na perspectiva da sua proposta de Segurança Cidadã. Mais precisamente buscando compreender porque não se consolidou após a democratização do país essa proposta de segurança que teve como objetivo primordial a garantia dos Direitos Humanos e do cidadão. Assim, a discussão teórica abarca o debate de categorias centrais como Estado, Violência, Segurança Pública e Cidadania. Já os procedimentos metodológicos adotados para esse estudo foram o levantamento bibliográfico e análise documental. Sobre o levantamento bibliográfico procuramos nos amparar nos autores que trabalharam ou tem a contribuir com o estudo das categorias apontadas, onde destacamos Marx, Gramsci, Minayo, Vásquez, Costa, Soares, Tonet, Lessa, Iasi, Wacquant, Fernandes e Coutinho. Enquanto análise documental, utilizamos o Plano Nacional de Segurança de 2000, PRONASCI, Portaria 3.461/2013, Dados do DEPEN sobre encarceramento no Brasil, Anuário de Segurança Pública entre outros. O resultado desse estudo indica que o principal empecilho para a consolidação de uma política de Segurança Cidadã no Brasil está relacionado aos limites das próprias experiências desenvolvidas, bem como a atual fase do capitalismo, onde assistimos a uma verdadeira ofensiva do Capital sobre os avanços civilizatórios conquistado pelos trabalhadores até então. / This study aims to analyze public security policy in Brazil since the 1988 Federal Constitution, in view of its Citizen Security proposal. More precisely trying to understand why not consolidated after the democratization of the country that offer security that has as its primary objective the guarantee of human rights and citizen. Thus, the theoretical discussion will cover the debate centers categories like State, Violence, Public Security and Citizenship. The methodological procedures adopted for this study were the bibliographic and documentary analysis. On the literature we seek to support the authors who have worked or have to contribute to the study of the identified categories where we highlight Marx, Gramsci, Minayo, Vásquez, Costa Soares, Tonet, Lessa, Iasi, Wacquant, Fernandes and Coutinho. While document analysis, served in the National Security Plan 2000 PRONASCI, Ordinance 3461/2013 DEPEN data on incarceration in Brazil, Public Safety Yearbook among others. In summary, the results of this study indicates that the main obstacle to the consolidation of a citizen security policy in Brazil is related to the limits of own developed experiences as well as the current phase of capitalism, where there is a real offensive of Capital on civilizing advances won by the workers so far.
