Leadership philosophies and organisational adoption of a new information technology

This is a study of the relationship between information technology (IT) dimensions and three organizational properties: leadership philosophies, organisational context and IT strategic choice. Six hypotheses were formulated and tested using data collected from a sample of 750 senior civil servants across the Australian Public Service (APS). Attempts are made to show that a direct relationship exists between respondents’ perception of leadership philosophies, organisational context, IT strategic choice and IT dimensions. Results suggest that organisational IT is defined by four dimensions: IT deployment, IT skills, IT training and IT impact on the organisation, and that all four dimensions are necessary for the effective adoption of IT. Leadership philosophy emerges as the most influential determinant for effective IT adoption, whilst only certain aspects of organisational context and strategic choice variables show a significant influence of effective IT adoption. It is concluded that the respondents’ precaution about the effective adoption of IT in the organisation is strongly influenced by the leadership philosophies held by senior APS managers and to some extent by organisational context and IT strategic choice / Doctor of Philosophy (PhD)

Myth, Monolith or Normative Model? Evolution of the Career Service Model of Employment in the Queensland Public Service 1859-2000

Public services play an essential role in society, and every citizen uses them. They have traditionally been the principal means of implementing the political will, through policy development and implementation. Yet it is almost a national sport to criticise public servants. Their image is often poor, fed by television programmes such as Yes Minister. Common perceptions include that they have little real merit, do not work hard, are under little pressure to perform, are too powerful, are almost impossible to dismiss, and could benefit from some private sector experience. Such are the consequences of the career service model of employment that public servants enjoy. This thesis considers the much-maligned career service model of public sector employment relations, and asks how important it was, how it evolved, and why. First, it outlines the traditional understanding of public service employment, with its central tenets of merit, tenure, standardised conditions and political neutrality, all administered by an independent central personnel agency, and then explores the adoption, adaptation and reform of that model in three major western democracies - Britain, the United States and Australia. Then, it considers the implementation and evolution of that model in the Queensland public service from 1859 to 2000. The thesis argues that the traditional career service model was necessary to overcome problems of politicisation, corruption, insecurity and inefficiency that arose from the previous patronage model in the early 1800s. The model contained sound principles that were largely consistent with Westminster conventions, and were considered necessary for effective service in a political environment. Poor implementation of the model led to growing dissatisfaction by the late 20th century. However, rather than diagnose the problem as poor implementation and perhaps inadequate political leadership of the service, the career service model itself was found deficient, and was subjected to extensive reform through the weakening of its central tenets. The evolution of the career service demonstrates some circularity, as the problems of politicisation and insecurity that existed prior to the career service model begin to re-emerge.

Além da pesquisa bibliográfica, o presente estudo propôs a realização de entrevistas semiestruturadas com os respectivos agentes, com vistas a identificar as concepções dos mesmos acerca de suas práticas cotidianas de atendimento e, assim contribuir para possíveis melhorias no funcionamento da rede pública local para o fortalecimento da cidadania das meninas vítimas de violência sexual / The rights of children and teens in Brazil were recognized with the enactment of the Statute of Child and Adolescent, in 1990, also setting municipal networks composed of governmental and non governmental institutions to protect the rights of these social categories. The national studies about child and adolescent sexual violence - such as sexual abuse and exploitation - became more evident from this period, revealing that girls are the ones that suffer the most violence. In this sense, the sexual abuse and exploitation are considered matters of public interest, besides representing forms of human rights violations. The experience of integrating the Research Group of CNPq, Urban Safety, Youth and Crime Prevention, led us to the city of Ribeirão Preto, São Paulo, which, according to recent studies, shows high rates of sexual violence against children and teens. Thus, this dissertation emerged with the aim of finding elements to understanding the practical service of officials of Ribeirão Preto, combining institutions for protection from abuse and exploitation, as council members, social workers and psychologists of Service Sentinela, promoter of Justice for Children and Youth and the judge of the Childhood and Youth. Martin Klečacký Dissertation thesis: Czech Minister Countryman in the Cisleithanian government (Český ministr krajan v předlitavské vládě) Abstract The central topic of the doctoral thesis is the position of the Czech minister countryman (minister without portfolio) in the framework of the Cisleithanian state administration. The first part of the paper deals with the establishment of the minister's office and analyses his competencies; furthermore it pursues the selection process of ministers and their ministerial activities, the constitution of their office and cooperation of the Czech minister with Czech parliamentary circles in the Imperial Council (Reichsrat) in Vienna. An important task of the new bureau was the protection of the Czech national interests, which also included appointments of officials of Czech nationality to leading positions of the state apparatus. Therefore, the relationship between the retired people and the UFPB was identified through services that promote well being and quality of life and, moreover, the activities developed by the newly retired that promote quality of life and well-being. From the methodological point of view, this is a descriptive and exploratory research which aims to analyze the perceptions of a group of servers in the post-retirement phase, from the qualitative approach, using for the data collection an instrument containing an interview half structured. The sample consists of 08 (eight) retired employees in the last (04) four years and who performed their functions in administrative positions in the CCTA / UFPB. For the data processing, the technique of content analysis, proposed by Bardin, is used. According to the results, the data indicate that post-retirement life reveals more positive rather than negative perceptions. Also, is observed the consistency the with non-dissociation of the terms quality of life and well-being. The majority of the participants recognize in the retirement a gain of free time, involving flexibility of schedules for the family, the leisure, the practice of physical activities and health care. They also point out that they lack the work environment and socializing with their colleagues, as well as wage losses as negative factors after retirement. The coexistence of labor represents friendly ties with the institution. The public policies related to the retired server are pointed out as unfavorable, arbitrary and with no positive perspectives. Regarding the preparatory programs for retirement, most of interviewed people claim to be unaware of them. Therefore, it is important to promote actions, to plan adequately and widely disseminated concurrently with the work linkages of the server with the institution. Such suggestions will be taken to the Coordination of Quality of Life (CQV), linked to the Pro-Rector's Office of People Management (PROGEP / UFPB), in order to adopt practices that may generate new perspectives, not only in the performance of the work activities of the server as well as at the time of shutdown. We feed the perspective that the engaged server in such actions can perceive retirement not only as a reorganization of life, but also as a reconstruction in the way of thinking and seeing the future, in search of well-being and quality of life after the retirement. / Este estudo tem com objetivo analisar as percepções de servidores públicos do Centro de Comunicação, Turismo e Artes (CCTA), da Universidade Federal da Paraíba (UFPB), sobre bem-estar e qualidade de vida na aposentadoria, bem como sobre mudanças ocorridas na vida pós-aposentadoria. Para tanto, identificar as relações dos aposentados com a UFPB, através dos serviços que favorecem o bem-estar e a qualidade de vida e, ademais, as atividades desenvolvidas pelos recém-aposentados que promovem qualidade de vida e bem-estar. Do ponto de vista metodológico, trata-se de uma pesquisa descritiva e exploratória com vistas a analisar as percepções de um grupo de servidores em fase de pós-aposentadoria, a partir da abordagem qualitativa, utilizando para a coleta de dados um instrumento contendo uma entrevista semiestruturada. A amostra é constituída de 08 (oito) servidores aposentados nos últimos (04) quatro anos e que desempenharam suas funções em cargos administrativos no CCTA/UFPB. Para o tratamento dos dados, utiliza-se a técnica de análise de conteúdo, proposta por Bardin. De acordo com os resultados, os dados apontam que a vida pós aposentadoria revela mais percepções positivas do que negativas. Observa-se a coerência com a não desvinculação dos termos qualidade de vida e bem-estar. A maioria dos participantes reconhece na aposentadoria um ganho de tempo livre, envolvendo flexibilidade de horários para a família, o lazer, a prática de atividades físicas e cuidados com a saúde. Apontam ainda sentir falta do ambiente de trabalho e do convívio com os colegas, bem como perdas salariais como fatores negativos após a aposentadoria. A convivência laboral representa vínculos amistosos com a instituição. As políticas públicas voltadas ao servidor aposentado são apontadas como desfavoráveis, arbitrárias e sem perspectivas positivas. Já com relação aos programas preparatórios para a aposentadoria, a maioria dos entrevistados alega desconhecê-los. Ressalta-se, pois, a importância da promoção de ações, planejadas de forma adequada e amplamente divulgadas concomitantemente às vinculações laborais do servidor com a instituição. Tais sugestões serão levadas à Coordenação de Qualidade de Vida (CQV), vinculada à Pró-Reitoria de Gestão de Pessoas (PROGEP/UFPB), no sentido de se adotarem práticas que possam gerar novas perspectivas, não só no desempenho das atividades laborais do servidor como também no momento do desligamento. Alimentamos a perspectiva de que o servidor engajado em tais ações possa perceber a aposentadoria não só como uma reorganização de vida, mas, também, como uma reconstrução na forma de pensar e enxergar o futuro, em busca de bem-estar e qualidade de vida após a aposentadoria.

A partir de discussões arquivísticas relacionadas ao documento em meio digital, cujos produtos foram especificações, recomendações e instrumentos legais, procurou-se compreender como as pessoas que trabalham em seu dia-a-dia com os documentos de uma entidade pública foram inseridas nestes debates. Como forma de complementar a análise, um estudo exploratório buscou levantar as percepções que os agentes públicos da Universidade de São Paulo possuem sobre a relação entre o documento em meio digital e as suas características arquivísticas. Concluiuse que, apesar de alguns projetos arquivísticos apontarem a importância da incorporação do conhecimento das pessoas no desenvolvimento de sistemas informatizados de gerenciamento de documentos, há ainda muitos limites quanto aos critérios adotados nesse processo. Na maioria dos casos, essa participação tem repercutido apenas na definição de diferentes níveis de acesso aos sistemas informatizados. Tal ausência de uma efetiva inserção da experiência dos agentes públicos nas discussões e nos projetos arquivísticos implica, ainda, no agravamento de outra situação constatada no estudo exploratório: a dificuldade dos agentes públicos em promover a associação entre o documento em meio digital e suas características arquivísticas. / Based on the debate around archives, focused on digital documents, whose products under analysis were specifications, recommendations and legal instruments, we have tried to understand how the servants at public entities have been included in those debates. As a means of supplementing such analysis, we have conducted an exploratory study aimed at surveying the perceptions of the relationship between digital documents and their archiving features, provided by the public servants at the University of São Paulo. We have concluded that, although a few archival projects emphasize the importance of incorporating user knowledge into the development of computer-based document management systems, there still are limitations as to the criteria adopted in this course. For most cases, user contribution has but influenced on the creation of different access levels to computer-based systems. Failure to effectively include the expertise of public servants in debates and archival projects implies still the intensification of another situation observed during the exploratory study: the struggle by the public servants in promoting the relationship between digital documents and their archiving features.

A hipótese levantada é que prevalece a indefinição de um lócus próprio de atuação dos gestores e de suas funções, o que não tem permitido a esses servidores desenvolverem suas potencialidades. Nossa tese central é que tal indefinição é decorrência da ausência de um projeto estratégico a longo prazo da Administração Publica Federal que organize a arquitetura das carreiras. Para abordar a tese desse trabalho, confrontamos o projeto de criação da carreira no Brasil (seus fundamentos e perspectivas) e a literatura já existente sobre a carreira com as análises que exploram a complexa interação entre o Sistema Político e a Administração Pública Federal no Brasil desde 1930; realizamos entrevistas com alguns membros ativos da carreira, para averiguar como eles pensam a própria carreira, sua institucionalização e inserção na Administração Pública Brasileira e também com representantes da ENAP e da SEGEP para identificar os principais dilemas e desafios da carreira / Abstract: The present paper aims to discuss the limits of the introduction of the Experts in Public Politics and Government Management's carrer in the Brazilian Federal Public Administration. The hypothesis raised is that prevails the vagueness of a locus own actuation of the managers and their functions, which has not allowed these servers develop their potential. Our central thesis is that such vagueness is due to the absence of a long-term strategic project of the Federal Public Administration that organize the architecture of careers. Capacity building support in the senior public service of the North West Province of South Africa : issues for leadership and governance

The purpose of the study was to assess the institutional support for capacity building of the senior public servants in the North West Province of South Africa. The literature, official documents and the responses from the departments and the senior public servants were analysed. The study has revealed the traditional gap between policy making and policy communication on one hand, and operational management and administration practices on the other. In detail, through the structured interviews and questionnaires, the study established that the public service is not taking a systematic and holistic approach to aligning and integrating the strategic management requirements and HR operations and needs which influence, and are influenced by, the expectations and needs of the senior public servants. Indeed, the dearth of linkages between strategic planning and effective HR planning thrusts a cultural misalignment and misfit within and between the departments, conventional HR practices and the paucity of long-term strategic leadership for the public service of the North West Province. Consequently, the institutional support in terms of effectively inducting the senior public servants; identifying management development and training needs in the context of the senior public servants’ jobs and careers; offering strategic and continuous leadership and professional development; the linkage between performance management review systems and the development mechanisms; and the appropriateness of the development activity to the needs of the current and future senior public servants require a structured framework to holistically confront the challenges of the public service, develop cultures of collective performance and succession management, as well as to sustain public service capability.
