Towards a better integration of the informal sector : three empirical essays on the interaction between formal and informal firms in Egypt and beyond / Vers une meilleure intégration du secteur informel : trois essais empiriques sur la relation entre les entreprises formelles et informelles en Égypte et en Afrique Subsaharienne

Depuis les années 2000, les économies du continent africain ont fait preuve de remarquable croissance. Toutefois, le contexte actuel met en péril le développement durable du secteur privé. Les imperfections liées au système institutionnel et à l’environnement commercial entravent l’évolution stable des entreprises et ouvrent la voie à la croissance d’un secteur informel très persistant. Cette thèse ouvre à nouveau le débat polémique sur le secteur informel en soulignant la capacité entrepreneuriale de ce secteur plutôt que les menaces qu’il représente. Afin de comprendre la forte persistance de l'informalité en dépit de ses impacts négatifs, nous testons à quel point la concurrence entre firmes formelles et informelles pourrait affecter l’économie égyptienne. Nous constatons qu'une concurrence plus intense incite les entreprises formelles à devenir plus productives. Nous étendons également notre analyse aux pays d'Afrique subsaharienne en soulignant l’effet stimulateur de la taxation et de la réglementation sur la puissance de la concurrence entre les entreprises formelles et informelles. Nos résultats font appel à l’introduction du secteur informel dans les politiques publiques visant la réforme de la fiscalité et de la réglementation en Afrique. Ces politiques devraient également viser l'accès des entreprises aux sources de financement, d'infrastructure et de formations comme outils principaux induisant le processus de formalisation et favorisant la croissance économique. Cette thèse souligne l’importance de repenser les effets du secteur informel dans les pays en développement, tout en le considérant comme un stimulateur de croissance économique plutôt qu’une menace. / Despite the impressive economic growth of African economies since 2000s, the actual context is threatening the sustainable development of the private sector. Large institutional imperfections and poor business environment are hindering the development of firms and are paving the way for a more persistent informal sector. This thesis reopens the controversial debate about the informal sector by looking at its entrepreneurial capacity rather than its threats. In order to understand the strong persistence of this sector despite its confirmed negative impacts, we investigate the extent to which the relationship between formal and informal firms, through market competition, could affect the Egyptian economy. We find that more intense competition stemming from informal firms can drive formal firms to become more productive. We also extend our analysis to Sub-Saharan African countries by underlining the effect of taxation and regulation on the strength of competition between formal and informal firms. Our findings call on the importance of introducing the informal sector in undertaken policies that target the reform of taxation and regulations in Africa. These policies should also target the firms’ access to source of finance, infrastructure and training as effective tools inducing the formalization process and fostering economic growth. Therefore, this thesis provides evidence on the importance of revisiting the impacts of the informal sector in developing countries by looking at it as a driver of economic growth rather than a threat.

It starts with the assumption that there is a tendency to return to universalstandards of health care, after the exhaustion of the measures put into effect during the period of reform of national health services, according to the principles derived from the neo-liberal ideologies.To collect the data used to document research on laws, proposals, reports and other official documents related to the theme. The findings indicate a strong tendency to return to more universalstandards, while still bound to work. A common point observed in the two countries was the democratization of decision making on the national health policy, with the inclusion of different sectors of civil society. Finally, I present some final considerations of the research in order to contribute to the knowledge about the changeson the right to health, which has a tendency to reverse the law only in the liberal perspective / Esta dissertação tem como objetivo identificar como se configura o direito à saúde na legislação sanitária da Argentina e do Uruguai. Parte-se do pressuposto que se verifica uma tendência de retorno aos padrões universalistas de atenção à saúde, após o esgotamento das medidas levadas à efeito durante o período das reformas dos serviços nacionais de saúde, obedecendo aos princípios derivados das ideologias neoliberais. Para a coleta dos dados utilizou-se a pesquisa documental em leis, propostas, relatórios e outros documentos oficiais relacionados à temática abordada. Os achados indicam uma forte tendência ao retorno a padrões mais universalistas, embora ainda vinculados ao trabalho. Um ponto comum observado, nos dois países foi a democratização das decisões sobre a política nacional de saúde, com a inclusão de setores distintos da sociedade civil. Por último, apresento algumas considerações finais da pesquisa com objetivo de contribuir para ampliar o conhecimento sobre as alterações sobre o direito à saúde, o qual apresenta uma tendência de reversão do direito unicamente na perspectiva liberal

Rethinking civil service human capital in a developing context : a capability development perspective

In recent years, a research consensus has coalesced around the notion that human capital development and an efficient public service are critically important determinants of societal transformation, especially in sub-Saharan Africa (SSA). However, there is no similarly wide agreement on how to systematically drive improvements in the quality of a nation's human capital or its public service. This thesis contributes to this debate and adds to the literature on strategies for effective civil service human capital development and management in a developing context. Specifically, the study interrogates and explores the experience of a developing country - Nigeria, to illustrate the dynamics of a typical civil service human capital and capability development (CD) strategy. I critically examine the social and relational complexities of the policy process and how dominant neo-liberal logic is constituted, forming part of the metanarrative in state identities that perpetuate unequal power relations, elite interests, and ineffective institutional arrangements. Influenced by post structural and social constructivist philosophies, the research challenges the dominant neo-liberal orthodoxy on human capital. In this regard and utilising a case study approach, the study critically explores and reveals how the standards for human capital development are negotiated in the Nigerian federal civil service (NFCS), and examines the discourses and practices they produce. I utilise the sociology of knowledge approach to discourse (SKAD) as well as policy documents and semi-structured interviews with senior policy planners, to capture the nuanced realities and everyday meanings that are lost in dominant metanarratives of civil service human capital reforms in SSA. These explorations are positioned within the broader development debates about the need to adopt social constructivist research frames to better understand contextual issues in the capability development (CD) process. The research findings indicate that while most reform programmes in the NFCS have been captivated by the capacity development and service delivery rhetoric, the complex interplay between the dearth of human capabilities and the politicisation of the implementation process means that the impact of such policies have been very minimal. The study reveals that the relational complexities between policy agents have been engendered largely by the nature of Nigeria's political economy, which appears to have produced dynamic and interweaving unequal power relations that have helped constitute discourses centred on institutional inefficiencies, including: 'patronage', 'intense rent-seeking', and 'personalisation' of the policy process that are currently ongoing. These discourses are actively navigated, produced and reproduced according to Nigeria's social and political contexts. I argue that this socially constituted and re-constituted locale creates a complex and uniquely challenging context for reforms, such that developing civil service capacities has become a major challenge, because 'reform' policies tend to serve the interests of a few powerful elites, who are bent on maintaining the status quo. The thesis makes key recommendations that recognise these challenges and provides policy options and a framework to help the Nigerian federal service embark upon a capability development initiative that will help improve the efficiency of the Service and lead to accelerated national development.

Esta dissertação discute o processo de transformações urbanas por que a cidade de Natal-RN passou na década de 1920, período decisivo para a conformação de sua estrutura e paisagem modernas. Procurando compreender o contexto político, cultural e social que suscitou o plano geral de sistematização, elaborado pelo arquiteto Giacomo Palumbo entre 1929 e 1930, aborda-se: o processo mais longo de modernização urbana empreendido desde o final do século XIX, apontando a ascensão do olhar técnico, em especial o médico, sobre o espaço urbano; as representações de \"crise\" urbana que se instauraram em Natal no início dos anos 1920; as narrativas literárias e historiográficas que revelam o esforço pela compreensão dos significados das mudanças que se processavam e, tarefa na qual o papel do intelectual Câmara Cascudo foi fundamental, pela construção da história da cidade; a relação entre saneamento e educação que secundaram as discussões sobre o plano elaborado pelo engenheiro Henrique de Novaes para Natal, em 1924; a administração municipal do engenheiro Omar O\'Grady (1924- 1930) e seu esforço pela racionalização e eficiência das reformas urbanas; o lugar e as influências do plano de Palumbo no contexto da cultura urbanística moderna gestada no início do século XX; e, por fim, acompanha-se a passagem do \"turista aprendiz\" Mário de Andrade por Natal entre 1928 e 1929 e a representação de cidade que emerge dos seus relatos, a partir das errâncias pelo espaço tradicional - uma cidade distante das representações apologéticas e oficiais. / This dissertation aims to discuss the process of urban transformations by which the city of Natal has passed in the 1920s. By intending to comprehend the social, cultural, and political context that foments the master plan, elaborated by architect Giacomo Palumbo between 1929 and 1930, it discusses: the urban modernization process that had been developed since last decades of XIXth century, pointing specifically the emerging of a technical approach on urban space; the representations of urban \"crise\" which marked the history of Natal in the beginnings of 1920s; the literary and historiographical narratives that reveal the efforts for comprehending the meanings of urban transformations and for constructing a history of the city, task in which the intelectual Câmara Cascudo was fundamental; the relations between sanitation and education into the urban plan elaborated by engineer Henrique de Novaes in 1924; the municipal administration of engineer Omar O\'Grady (1924-1930) and his efforts to racionalizate and to get efficiency in the urban reforms; the influences and characteristics of Palumbo\'s master plan related to the culture of town planning developed since the beginnings of XXth century. La construction du nationalisme iranien basée sur l'archéologie et la gloire passée / The construction of iranian nationalism based on archaelogy and the past glory

Pour que les projets de modernisation puissent se réaliser, le nouveau Shah avait littéralement besoin de changer profondément la mentalité des Iraniens qui s’était formée pendant des siècles par les principes religieux et la tradition régionale. Sans un changement de mentalité préalable, la création d’une nouvelle identité nationale aurait eu du mal à s’imposer et sans la création de cette nouvelle identité, l’ensemble des principes du nationalisme n’aurait pas pu être assimilé. Ainsi le gouvernement Pahlavi était conscient de l’importance et de la nécessité du nationalisme pour assurer la réussite de ces projets. En effet pour atteindre ses objectifs, la nouvelle dynastie Pahlavi avait besoin d’une base solide et surtout des éléments unificateurs et communs acceptés par toute la population iranienne. Reza Shah a mené deux politiques en parallèles pour mettre en place le nationalisme. Tout d’abord le gouvernement essaya de constituer une base s’appuyant sur des éléments unificateurs tels que l’histoire, le passé glorieux préislamique, le patriotisme et l’indépendance du pays. C’est ainsi qu’avec la mise en place de nouvelles institutions culturelles et éducatives, le gouvernement Pahlavi a tenté de créer une nouvelle identité nationale. En effet le chemin menant à cette nouvelle identité passait par l’archéologie. Et contrairement aux autres pays de la région qui étaient également à la recherche du nationalisme, le rôle de l’archéologie en Iran ne s’est pas limité à effectuer des fouilles archéologiques, mais également à faire naître des idées permettant de mettre en place le nationalisme et une nouvelle identité sociale basés sur un passé millénaire. / In order to implement modern projects, Reza Shah had need literally to change the mentality of Iranians who had trained for centuries by religious principles and the tradition. Without a prior change of mentality, the creation of the new national identity would have been difficult to prevail. And without the creation of this new identity, all the principles of nationalism could not be assimilated. Thus the Pahlavi government was aware of the importance and necessity of nationalism to ensure the success of these projects. Indeed, to achieve its objectives, the Pahlavi dynasty needed a solid and mostly common and unifying elements accepted by the entire Iranian population. Reza Shah has conducted two parallel policies to build nationalism. First the government tried to establish a fundation based on unifying elements such as history, the glorious pre-Islamic past, patriotism and independence. Thus, with the introduction of new cultural and educational institutions, the Pahlavi government has tried to create a new national identity. Indeed the path to this new identity was through archeology. And unlike other countries in the region who were also in search of nationalism, the role of archeology in Iran was not limited to conduct archaeological excavations, but also to develop ideas on how to implement the nationalism and a new social identity based on the millennium history of Iran.

Empirical essays on inventors, workers and firms

My research seeks to understand the behaviour of workers and firms and how their decisions affect labour market outcomes. My PhD dissertation consists of three separate Chapters that use detailed historical, census and administrative data to gain insights into the mechanisms at play when incentives for production and location decisions change. Chapter 1 asks whether financial incentives can induce inventors to innovate more. I exploit a large reduction in the patent fee in the United Kingdom in 1884 to distinguish between its effect on increased efforts to invent, and a decrease in patent quality due to a lower quality threshold. For this analysis I create a detailed new dataset of 54,000 British inventors with renewal information for each patent. In the longer run high-quality patenting increases by over 100 percent, and the share of new patents due to greater effort accounts for three quarters of the pre-reform share of high-quality patents. To test for the presence of credit constraints I generate two wealth proxies from inventor names and addresses, and find a larger innovation response for inventors with lower wealth. These results indicate efficiency gains from decreasing the cost of inventing and in addition, from relaxing credit constraints. In Chapter 2 we assess the effects of changes in ethnic neighbourhood composition in England and Wales. A change in social housing allocations in the 1990s serves as instrument for changes in the local ethnic composition. For the analysis we create a dataset of highly disaggregated census geographies for 1991-2011. The results imply that an exogenous increase in social housing minority share by 10 percentage points raises the minority share in private housing by 1.2 percentage points initially. This sorting effect is larger for privately rented than for privately owned housing. We further show that an increase in the minority share leads to higher local population growth and a small decrease in house prices in the longer run. Chapter 3 proposes a new approach for analysing responses to comprehensive labour market reforms. Using detailed micro data we evaluate the German Hartz reforms that aimed at reducing unemployment. The timing of the reforms affects the model parameters, which are estimated using matched data on 430,000 workers in 340,000 firms. Contrary to previous findings, our analysis shows that the reforms marginally reduced unemployment at the cost of a pronounced decline in wages. Low-skilled workers suffered the largest wage losses. Furthermore, we decompose the contribution of each reform wave on employment and wages, and document a structural shift in the factors that govern overall wage dispersion.

Sabe-se que embora a saúde seja direito fundamental social no Brasil, desde a Constituição Federal de 1988, a sua efetivação no plano dos fatos ainda está longe de ser a ideal. A inércia do Poder Público, bem como as burocracias estatais, aliado às expectativas da população tem feito com que o Poder Judiciário, por meio das demandas que batem à sua porta, seja chamado a efetivar esse direito constitucionalmente assegurado. A par disso, especificamente, objetiva-se estudar a viabilidade de associações civis ajuizarem ação civil pública para exigir dos entes estatais a implantação de um posto de saúde ou uma unidade de pronto atendimento na sua comunidade, por exemplo, quando é público e notório que o Estado mantém-se inerte à solicitação e à dita necessidade há muito tempo. Em conclusão ao presente estudo, entende-se que a Ação Civil Pública juntamente com as tutelas de fazer, não fazer e entregar coisa previstas no atual Código de Processo Civil e mantidas na nova legislação processual civil, que entrará em vigor no próximo ano, possibilitam o ingresso do modelo de decisão judicial estadunidense iniciado na década de 50 do século passado na Corte de Warren e da doutrina de Owen Fiss para o direito brasileiro, sendo que o art. 139 do Novo Código de Processo Civil amplia ainda mais esta possibilidade. A proposta, ao final apresentada, é no sentido de que as medidas estruturantes podem ser implementadas em sede de Ação Civil Pública, quando, por exemplo, cidadãos que vivem nas comunidades mais carentes e são vítimas da omissão reiterada do Poder Público em efetivar o direito à saúde, poderiam constituir uma associação com os fins exigidos pela Lei e a partir disso, utilizar-se do legítimo e democrático instrumento que é a ACP para, pleitear em juízo, a defesa dos interesses coletivos de seu grupo, exigindo a implantação de uma unidade de saúde na sua comunidade, por exemplo. No que concerne à metodologia, a pesquisa se valeu do método de abordagem hermenêutico-filosófico para reconstruir o objeto, repensando-o a partir dos objetivos propostos. / By combining the study of the right to health with the structural reforms, this study aims to find out if there is a possibility to the Brazilian judiciary determine structural reforms in the health field through Public Civil Action. It is known that although health is a social fundamental right in Brazil since the 1988 Federal Constitution, its effectiveness in terms of the facts is far from ideal. The inertia of the government and the state bureaucracies, coupled with expectations of the population have made the judiciary, by the demand knocking on their door, be called to consummate this right constitutionally guaranteed. Aware of this, specifically, the objective is to study the feasibility of civil associations prosecute Public Civil Action to require for state entities the implementation of a health center or a unit of emergency care in your community, for example, when it is common knowledge that the state is inert to the request and the need for a long time. In conclusion to this study, it is understood that the Public Civil Action with the tutelage of to do, not do and deliver provided things in the current Civil Code and maintained in the new civil procedure law, which will come into force next year, enable the entry of US judicial decision model started in the 50s of the last century at the Warren Court and Owen Fiss doctrine to Brazilian law, and the article 139 of the New Civil Procedure Code further extends this possibility. The proposal, presented at the end, is in the sense that the structural reforms can be implemented by Public Civil Action, when, for example, people living in the poorest communities and are victims of repeated omission of the Government to effect the right to health, could constitute an association with the purposes required by the Law and so, using the legitimate and democratic instrument that is the PCA to, plead in court, the defense of the collective interests of their group, requiring the implementation of a health center in their community, for example. Regarding to the methodology, the research used the hermeneutical-philosophical method approach to reconstruct the object, rethinking it from the proposed objectives.

The questions we proposed to analyze in this research were formulated as follows: what were the strategies used by Catholic Church to include the subject Religious Studies by a decree in 1931 and turn it part of the Constitution of 1934? From that period on, which were the practices of the Church to institute, maintain and supervise the Religious Studies subject in primary public schools in the state of São Paulo? Who were the teachers that were in charge of Religious Studies in primary public schools in São Paulo and which contents and teaching methodology were applied for that specific subject? Starting from the hypothesis that Roman Apostolic Catholic Church used of its powerful influence with the dominant classes and troublesome political moment that surrounded the achievement of President Getúlio Vargas to the federal power to set itself as an institution that would provide moral background to inhabitants, providing the new social order. Getúlio Vargas, aiming the Church support, in creating the Ministry of Education and Health, inviting Francisco Campos, from the State of Minas Gerais, anti-liberal and catholic, a person who strongly defended religious studies in public schools, to be the first minister of education in Brazil. The interest from Catholic Church in including religious studies in public primary schools was due to such study modality has passed to the condition of being obliged to the inhabitants and school being an important space to improve the number of Christians and keep its hegemony in Brazil. In order the Cúria Metropolitana of São Paulo made the Religious Studies effective in public schools, it applied its accumulated experiences in popular schools, once it had no practice in education of poor people, historically has often dealt with elite education, especially in secondary school. To accomplish the realization of this research work, documents from Cúria Metropolitana were consulted as sources, as well as publishings of newspapers, magazines and teaching manuals. The reading and interpretation of such documents were reinforced by authors like: Goodson (2001), Chervel (1990) and Bittencourt (2003) and others / Esta pesquisa tem por objetivo compreender e analisar como a Igreja Católica se articulou no Estado de São Paulo para a implementação do ensino religioso nos currículos das escolas públicas primárias no período de 1931 a 1961. Quem eram os professores que ministravam o ensino religioso dentro das escolas públicas primárias em São Paulo e quais conteúdos e métodos de ensino foram aplicados no ensino desta disciplina escolar? Partimos da hipótese de que a Igreja Católica Apostólica Romana utilizou de sua forte influência política junto às classes dominantes e do conturbado momento político que representou a chegada de Getúlio Vargas ao poder, para se colocar como a instituição que iria realizar a formação moral da população, propiciando uma nova ordem social. Getúlio Vargas, objetivando o apoio da Igreja, ao criar o ministério da educação e saúde, convidou Francisco Campos, um mineiro, antiliberal e católico, árduo defensor do ensino religioso dentro das escolas públicas, para ser o primeiro ministro da educação no Brasil. O interesse da Igreja Católica em inserir o ensino religioso nas escolas públicas primárias era devido a esta modalidade de ensino ter passado a ser obrigatória para a população e a escola ser este um espaço importante para poder ampliar seu número de fiéis e manter a sua hegemonia no Brasil. A fim de que a Cúria Metropolitana de São Paulo efetivasse o Ensino Religioso dentro das escolas públicas, ela utilizou de suas experiências acumuladas nas escolas populares, pois não tinha prática na educação da população pobre, historicamente sempre cuidou da educação da elite, sobretudo no ensino secundário. Para a realização da pesquisa foram utilizadas fontes documentais produzidas pela Cúria Metropolitana, reportagens de jornais revistas e manuais de ensino. Reformas do ensino superior brasileiro e seu impacto nas demandas do Cone Sul: a questão do reconhecimento de diplomas de pós-graduação obtidos na região / Reforms in high education and its impact on the Southern Cone demands: the question of recognition of postgraduate diplomas obtained in the region.

O objetivo desta pesquisa é estudar os impactos causados no ambiente da integração regional, com a opção feita pelo governo brasileiro de promover reformas na educação superior a partir de 1995. Em vista disso, analisa-se o dilema criado pela dificuldade de qualificar de imediato no Brasil quase 40 mil docentes com a titulação de mestres e doutores, e as repercussões advindas de um modelo de pós-graduação criado em instituições de ensino superior da Argentina e do Paraguai não equiparado ao modelo brasileiro. Como consequência, observam-se os entraves que impedem o reconhecimento pelo Brasil dos diplomas lá obtidos por docentes em busca obrigatória de qualificação. Busca-se, também demonstrar que essas reformas contribuíram para melhorar os níveis de ensino e a qualidade dos docentes na pós-graduação; que há diálogo entre os sistemas de pós-graduação do Brasil, Argentina e Paraguai; que as exigências da CAPES são, em boa parte, equiparadas com as exigências ou critérios utilizados pela CONEAU e ANEAES; e que a questão do reconhecimento de diplomas obtidos em países do cone sul tem gerado discussão em todo o país. A metodologia utilizada assenta-se nas estratégias de investigação: análise bibliográfica e documental e pesquisa de campo. Esta tese classifica-se como pesquisa qualitativa e quantitativa, centrada na análise das respostas às entrevistas e questionários aplicados com estudantes, professores e autoridades públicas em universidades. As respostas obtidas revelam questões regionais, administrativas, jurídicas e políticas vinculadas ao problema do reconhecimento dos diplomas de pós-graduação em análise. / The aim of this research is to study the impacts on regional integration environment, from the choice made by the Brazilian government to promote reforms in higher education since 1995. From there, the dilemma created by the difficulty to qualify immediately in Brazil almost 40,000 teachers with the titration of masters and doctors, and events resulting from a graduate model created in higher education institutions in Argentina and is analyzed Paraguay, not equivalent to the Brazilian model. As a result, it is observed the barriers to the recognition by Brazil of diplomas Obtained there by teachers in compulsory search for qualification. Specifically, we seek to demonstrate that these reforms helped to improve levels of education and the quality of teachers in graduate school; there is dialogue between graduate systems in Brazil, Argentina and Paraguay; that the requirements of CAPES are largely comparable with those requirements or criteria used by CONEAU and ANEAES; and that the question of recognition of diplomas obtained in the Southern Cone countries has generated discussion across the country. The methodology is based on the forms of bibliographic research, documentary and field research. The interviews and questionnaires reveal regional, administrative, legal and political issues linked to the problem of recognition of postgraduate diplomas. This thesis is classified qualitative research, whose analyzes are more dissertational, although not exempt from the explanation of the phenomena and quantitative results, as well as the help of primary sources for its enrichment.
