The Equity Affection, an option for the incorporatior, had the aim of giving more security to purchasers and to under construction real state providers, demanding more transperency regarding some provided information. The incorporators should maintain the complete accounting of posted ventures under such a system. Concerning RET, it can be stated that it was a way of making incorporation adhere to equity, with an only taxation of 7% under the billing, enclosing the Income Tax, the Social Contribution on Net Income, the Employers?? Profit Participation Program and the Social Contribution on Billing. Therefore, the aims of this work are to verify if there is an advantage for incorporations when using the RET, as a means of making them decide on the Equity Affection and analyze the market??s point of view about such a matter. In order to accomplish this, there had been carried out two pieces of research, one of which was made with 30 incorporations trial balances, located in S??o Paulo City, contributed by the Taxable Income, and a second one, through a quaetionnaire, as a way of verifying the knowledge of enterprises about such a matter. The results of the first research demostrated that there would be an avantage if the RET were used by the majority of the sample enterprises. However, it would not be an advantage in all moments of the research. Such an advantage can be obtained when there is a simulation of the same calculations, but this time with a reduction of 0,5% in the determined Income Tax by the legislation. The comparison between the RET and the anticipated profit demonstrated that for enterprises which have the possibility of anticipating profit, if it is not worthy the use of RET. This is due to their already contributing by an Income Tax lower than the redefined 7% in the new legislation. At least, it would be necessary a reduction of 1% in the Income Tax for attracting such enterprises. Concerning the second piece of research ( about the knowledge and utility of the Equity Affection and the RET by the incorations), such a research had showed that the present subject should be studied deeply. Few enterprises had already used such a system in the ventures, and most of them had not studied the subject yet as a means of predicting its future use. / A aprova????o da Lei n?? 10.931/04 criou o Patrim??nio de Afeta????o e o Regime Especial de Tributa????o - RET, para a atividade imobili??ria. A afeta????o patrimonial, na forma de op????o do incorporador, visou dar maior seguran??a aos compradores e financiadores de im??veis em constru????o, exigindo maior transpar??ncia nas informa????es prestadas. Os incorporadores dever??o manter contabilidade completa dos empreendimentos lan??ados sob esta sistem??tica. J?? o RET foi uma forma de incentivar as incorporadoras a aderirem ?? afeta????o, com al??quota ??nica de 7% sobre o faturamento, abrangendo o Imposto de Renda, Contribui????o Social Sobre o Lucro L??quido, PIS e COFINS. Os objetivos deste estudo s??o verificar se o RET ?? vantajoso para as incorporadoras a ponto de lev??-las a optar pelo mecanismo de afeta????o e analisar a vis??o do mercado sobre o tema. Para tanto, duas pesquisas emp??ricas foram realizadas, uma com 30 balan??os de incorporadoras sediadas na Grande S??o Paulo, tributadas pelo Lucro Real, e outra, com aplica????o de question??rio, para verificar o grau de conhecimento das empresas sobre o tema. Os resultados da primeira pesquisa indicam que seria vantajosa a utiliza????o do RET para a maioria das empresas da amostra, sem, contudo, ser vantagem em todos os per??odos da pesquisa, vantagem esta que se obt??m quando se simula os mesmos c??lculos com uma redu????o de 0,5% na al??quota determinada pela legisla????o. A compara????o entre o RET e o Lucro Presumido mostrou que ??s empresas com possibilidade de presun????o do lucro n??o ?? vantagem a utiliza????o do RET, pois j?? s??o tributadas por al??quota menor do que os 7% determinados na nova legisla????o, seria necess??ria uma redu????o de, pelo menos, um ponto percentual na al??quota para que sua utiliza????o fosse atrativa a estas empresas. Quanto ?? segunda pesquisa, sobre o conhecimento e utiliza????o do Patrim??nio de Afeta????o e do RET pelas incorporadoras, mostrou que o tema precisa ser mais estudado e discutido. Poucas empresas j?? utilizam esta sistem??tica em seus empreendimentos e a maioria ainda n??o fez estudos sobre o tema, visando futura utiliza????o.

The study area was chosen due to its urban and industrial intense growth started back in the 70s, which potentiated the evolution of some centers, such as Campinas, based on their infrastructure, where Anhanguera Highway played a fundamental role in the socioeconomic growth across all the CMR, for representing, along with Bandeirantes Highway and Washington Lu?s Highway, the largest Brazilian's financial corridor, linking the Metropolitan Region of S?o Paulo to Campinas and Santos. With the economic empowerment of the municipalities of the CMR through the creation of new industries and expansion of technological centers, new centers of attraction were created triggering a process of intra-metropolitan urbanization, creating areas of peripheral urbanization with large morphological gaps, expressed through the legislation of soil usage, zoning and access to facilities and public open spaces. The combination of urban sprawl and the suburbs growth have generated several conurbation areas within the CMR, with similar characteristics in terms of occupancy and currently representing a new morphology. A particular subject of the analysis is to understand the characteristics of this metropolitan expansion vector on the banks of the Anhanguera Highway system considering its potential in attracting industries and the location of new residential subdivisions of high and average standards. / Este trabalho aborda a forma??o e expans?o do tecido urbano no Eixo Noroeste da Regi?o Metropolitana de Campinas (RMC), que corresponde ? Rodovia Anhanguera no trecho entre Campinas e Americana, por interm?dio da an?lise de sua morfologia, suas caracter?sticas de dispers?o e espraiamento urbano. A ?rea de estudo foi escolhida por seu intenso crescimento urbano e industrial iniciado nos anos de 1970, que potencializou a evolu??o de alguns centros como Campinas, em fun??o da sua infraestrutura, sendo a rodovia Anhanguera fundamental no crescimento socioecon?mico em toda a RMC, por representar em conjunto com a Rodovia Bandeirantes e a Rodovia Washington Lu?s o maior corredor financeiro do pa?s interligando a Regi?o Metropolitana de S?o Paulo a Campinas e a Baixada Santista. We discuss the entrepreneurial practices of the cities that compose the "Western Border Metrpolitan" (Itagua?, Japeri, Paracambi, Queimados, and Serop?dica). These municipalities had their potential for increased industrial and logistical attractiveness due to the inauguration of the Metropolitan Arch and fiscal incentives policies. In this way, municipal governments have used strategic geographical position, empty land and other facilities, to attract new investors to this region. The results show recent transformations and constant efforts to ensure a promising "investment image" of the region. We observe that cities are committed to adopting the model of Urban Entrepreneurship, in the effort to become a commodity to be consumed, adopting strong rhetorical discourse of how indispensable it is for its growth and development. / Este trabalho teve como objetivo analisar o empreendedorismo urbano em cidades perif?ricas. Discutimos as pr?ticas empreendedoras das cidades que comp?em a ?Borda Oeste Metropolitana? (Itagua?, Japeri, Paracambi, Queimados, e Serop?dica). Esses munic?pios tiveram seu potencial de atratividade industrial e log?stico aumentado devido ? inaugura??o do Arco Metropolitano e pol?ticas de incentivos fiscais. Dessa forma, as prefeituras municipais t?m se utilizado da posi??o geogr?fica estrat?gica, terrenos vazios e outras facilidades, para atrair novos investidores para essa regi?o. Os resultados mostram transforma??es recentes e esfor?os constantes para garantir uma ?imagem? de regi?o promissora a investimentos. Esta crise tem como principal caracter?stica sua multidimensionalidade, passa por quest?es econ?micas, culturais, ?ticas, ambientais e, sobretudo, pol?tica. No intuito de estudar em profundidade esta crise que se manifesta pelo processo de urbaniza??o e tem nas metr?poles sua exacerba??o, foi realizado estudo te?rico conceitual acerca do sentido de desenvolvimento sustent?vel aplicado ? realidade das cidades, extraindo desse debate os conceitos: desenvolvimento territorial sustent?vel, sustentabilidade administrativa e sustentabilidade pol?tica. A fim de testar a aplicabilidade pr?tica destes conceitos te?ricos, estudou-se em profundidade a realidade da gest?o dos res?duos s?lidos urbanos na metr?pole de Natal. De acordo com o recente debate te?rico, os res?duos compreendem um setor da crise ambiental urbana que melhor representa a rela??o entre homem e meio ambiente. Garantindo a multidimensionalidade das quest?es ambientais por meio do Saber Ambiental, foi feito um estudo qualitativo em profundidade, correlacionando os conceitos de desenvolvimento territorial sustent?vel, governan?a metropolitana e Saber Ambiental aplicado aos res?duos s?lidos. Os resultados apontam para os reais desafios das administra??es p?blicas municipais em compreender, agir e mudar a in?rcia na qual v?m operando nas ?ltimas d?cadas. Os resultados tamb?m demonstraram a import?ncia de transformar as quest?es ambientais, em desafios pol?ticos, ou seja, embate por ideias, refer?ncias ideol?gicas e ?ticas. / Nowadays the rapid growth of urban centers, the accumulation of social and environmental demands, the relationship between public policy and increasingly complex problems accentuates the feeling that cities undergo an urban crisis. This crisis is especially characterized by its multidimensionality, which goes through economic, cultural, ethical, environmental and, above all, political issues. In order to study the core of this crisis that is manifested by the urbanization process and has in its exacerbation on the metropolitan areas was conducted conceptual and theoretical study of the meaning of sustainable development applied to the everyday reality of cities, extracting from this debate concepts, such as: sustainable territorial development, administrative sustainability and political sustainability. Looking forward to test this the practical applicability of these theoretical concepts studied, an empirical study was done on the reality of metropolitan solid waste in Natal, Rio Grande do Norte, Brasil. According to the recent theoretical debate, the waste comprises a sector of the urban environmental crisis that best represents the relationship between man and environment. Ensuring the multidimensionality of environmental issues through the ?Saber Ambietal? (LEFF, 2005), was made a extensive qualitative study correlating the concepts of sustainable territorial development, metropolitan governance and ?Saber Ambiental? applied on solid waste. The results point to the real challenges of municipal government in understanding the real situation, take action and change the inertia in which have operated in recent decades. The results also showed the importance of transforming environmental issues in political, in other words, struggle for ideas, ideological and ethical references.

A partir dessa conjuntura, a presente disserta??o buscou mostrar se os principais projetos estruturantes de expans?o urbana e vi?ria implantados na Regi?o Metropolitana de Natal (RMN), cujas transforma??es f?sico-territoriais se intensificaram nas ?ltimas d?cadas, foram planejados em conson?ncia com a gest?o da mobilidade. Primeiramente foram listados os projetos mais importantes da metr?pole funcional, composta pelos munic?pios da RMN que apresentam forte integra??o. Em seguida, foi estabelecido um crit?rio denominado ?Potencial de Coes?o Metropolitana? para definir quais projetos apresentavam maior relev?ncia sobre o territ?rio da RMN, visto que limita??es desta pesquisa n?o permitiam a an?lise de todos os empreendimentos. Os projetos do Aeroporto Internacional Alu?zio Alves, do Ve?culo Leve Sobre Trilhos e da Via Metropolitana apresentaram os maiores potenciais de coes?o metropolitana, sendo analisados quanto a sua rela??o com a gest?o da mobilidade, objetivo primordial da pesquisa. A partir dessa an?lise, ? poss?vel constatar se a RMN enseja a consolida??o de um ambiente urbano com uma mobilidade eficiente, contribuindo para promover o desenvolvimento sustent?vel no seu territ?rio, ou se, de forma contr?ria, fomenta um crescimento desordenado ao permitir que projetos estruturantes sejam implantados de maneira descolada ? gest?o da mobilidade. / The fast growth of cities causes the meeting of urban areas and the increase of political, economic and social influence between nearby cities, resulting in a process known as metropolization, which, in turn, causes direct impact on the way people and goods move through the cities - that is, on urban mobility. Especially in developing countries like Brazil, where the metropolitan areas (RM) lack of political interest and planning structures to ensure the governance of these areas, the effects of metropolization can cause irreversible negative impacts on mobility. As results of the claims of the Urban Reform, instruments such as the Statute of the City, the National Policy of Urban Mobility and the newly created Statute of Metropolis emerge as support to Brazilian RMs in achieving efficient mobility. According to these instruments, the various urban actions must be planned together to achieve more organized, socially fair and environmentally viable cities. From this situation, this study sought to show if the major infrastructure projects of urban and road expansion deployed in the Metropolitan Region of Natal (RMN), which physical and territorial transformations were intensified in recent decades, have been planned in accordance with mobility management. Firstly, the most important projects of the functional metropolis ? formed by the municipalities of RMN that have strong integration ? were listed. Then, a criterion called "Metropolitan Cohesion Potential" was established to define which projects were more relevant on the RMN?s territory as limitations of this study did not allow analysis of all projects. The International Airport Alu?zio Alves, the Light Rail and Metropolitan Road presented the highest potential of metropolitan cohesion, so they were analyzed considering their relationship with mobility management, primary objective of the research. It was investigated if the structuring project meets the steps of the new type of desirable urban mobility: promotes investments in the poorest areas of infrastructure; causes population density and induces mixed land uses; contributes to the compactness; encourages democratic access of the population to goods and services; has a structure that indulges the transport of non-motorized means and collective motor; enables integration of modal; and seeks to cause less environmental damage. From this analysis, it can be seen that the RMN entails the consolidation of an urban environment with efficient mobility, to promote sustainable development in its territory, or in a contrary manner, fosters a disorderly growth by allowing structuring projects to be deployed separated from the mobility management.

Observa-se que a produ??o habitacional de interesse social tem sido orientada principalmente pelos agentes imobili?rios, sob uma l?gica eminentemente capitalista, fortemente suportada pelo Estado, com ?nfase na escala metropolitana, onde tamb?m ocorre a reprodu??o socioespacial das fam?lias em face do processo de metropoliza??o. Na pr?tica, essa reprodu??o acontece com base em um modelo de organiza??o socioespacial do territ?rio marcado por uma expressiva desigualdade social relacionada ao processo de mercantiliza??o da terra e da moradia. Nesse contexto, emerge um impasse entre a escala do fen?meno - problem?tica habitacional em termos de d?ficit quantitativo e qualitativo ? e a escala de atua??o dos munic?pios, a quem cabe implementar o PMCMV. Considerando essa problem?tica, questiona-se como o Programa Minha Casa, Minha Vida estrutura a produ??o habitacional de interesse social na Regi?o Metropolitana de Natal? Admite-se como pressuposto que o Programa Minha Casa, Minha Vida estrutura a produ??o habitacional de interesse social na Regi?o Metropolitana de Natal a partir do estabelecimento de condi??es para o desenvolvimento de novas pr?ticas por parte de agentes imobili?rios, mediadas pelo Estado, relacionadas ?s escalas de opera??o imobili?ria e seus produtos, e de atua??o espacial dos mesmos. Nesse sentido, o objetivo ? investigar o Programa Minha Casa, Minha Vida (PMCMV), visando identificar a estrutura existente da produ??o de interesse social na Regi?o Metropolitana de Natal, suas caracter?sticas e principais resultantes. Aborda-se, portanto, o PMCMV relacionado ? produ??o habitacional de interesse social e aos agentes estatais e imobili?rios que participam do seu processo de implementa??o no per?odo de 2009 a 2014. Delimitou-se como universo de estudo a Metr?pole Funcional da Regi?o Metropolitana de Natal (RMNatal) formada pelos munic?pios de Natal, Parnamirim, S?o Gon?alo do Amarante, Maca?ba e Extremoz. Dentre os procedimentos metodol?gicos destacam-se a realiza??o de pesquisa qualitativa junto aos agentes, por meio da realiza??o de entrevistas semiestruturadas com gestores municipais e representantes da Caixa Econ?mica Federal e de empresas do setor da constru??o civil, e an?lise documental de legisla??es que incidem sobre o programa. Fez-se uso, tamb?m, de dados secund?rios sobre produ??o habitacional. Identificou-se o movimento de interioriza??o perif?rica da produ??o habitacional de interesse social protagonizado pelos agentes imobili?rios, os quais t?m atuado tendo como refer?ncia o espa?o metropolitano, enquanto que a pol?tica p?blica de habita??o se organiza em torno de a??es locais. Os resultados da investiga??o apontam para a ocorr?ncia de um processo de estrutura??o do imobili?rio na Metr?pole Funcional direcionado para as fam?lias de interesse social, engendrado pelo Programa Minha Casa, Minha Vida. / This thesis deals with current issues related to contemporary Brazilian housing policies focusing the housing Program called Minha Casa, Minha Vida. It was seen that social housing production has been guided by real estate agents and set on a capitalist logic that is throughly supported by the State. These views are enphasized in a metropolitan scale which enables socio-spatial reproduction of families in the metropolization process. In practical terms, this reproduction occurs based on a socio-spatial organization model of the territory that in turn, is set on expressive social inquality related to the the commodification of land and housing. Thus, a standoff emerges between the scale of the phenomenon ? - problematic Housing in terms of qualitative and quantitative d?ficit in the scale of operations of these municipalities; which are responsible for implementing housing programs. Thus, considering these issues, this work aims to enquire: How does the Minha Casa, Minha Vida program structure social interest housing production in the Metropolitan Region of Natal in Rio Grande do Norte in Brazil?. It is admited that this program is established and set on certain development condtions that foment new housing practises on behalf of real estate agents. These practises are mediated by the state and relate to real estate products and operation scales; considering their spatial performance Thus, the research investigates the Minha Casa, Minha Vida Program aiming to identify its current structure regarding social interest production, its mains characteristics in the Metropolitan Region of Natal. The work also deals with State and real estate agents; participants in the program?s implementation process. This is done considering the time period of 2009 to 2014. The study universe is delimited by the functional metropolis of Natal; formed by the cities of Natal, Parnamirim, S?o Gon?alo do Amarante, Maca?ba and Extremoz. As for methodological procedures, a qualitative research with semi-structured interview was realized with municipal managers, representatives of the Caixa Econ?mica Federal Bank as well as civil construction companies. There was also a documental analysis that considered the program?s legislation and secondary data on housing production. The research identified a movement towards peripheral internalization of social housing production on behalf of real estate agents that have considered this metropolitan space as a reference. On the other hand, it was possible to perceive that housing public policies are organized based on local actions. The research results point to the occurrence of a real estate structuring process in the Functional Metropolis of Natal that in turn, are directed to the families of social interest by the Minha Casa, Minha Vida Program.

Foram definidos tr?s empreendimentos para a realiza??o desta investiga??o: o Residencial Vivendas do Planalto I, II, III, IV, na cidade de Natal (Capital); o Residencial Ilhas do Atl?ntico, em Parnamirim; e o Residencial Ruy Pereira, no Munic?pio de S?o Gon?alo do Amarante. A pesquisa apontou para a pouca efetividade da implementa??o do trabalho social pr?/p?s-ocupacional e da gest?o condominial nos empreendimentos do PMCMV na RMN. Ademais, as Secretarias de Habita??o dos munic?pios estudados possuem baixa capacidade t?cnica na elabora??o dos Projetos de Trabalho Social (PTS), escassez de quadro de t?cnicos qualificados em projetos de habita??o de interesse social, alta rotatividade de profissionais e fragilidades quanto ? forma de contrata??o das Equipes T?cnicas Sociais (ETS). Por fim, a pesquisa constatou que o trabalho social ? permeado por interesses econ?micos e pol?ticos em todas as fases de execu??o, por diversos atores sociais e pol?ticos. / This work aims to analyze the social work of the Programa Minha Casa Minha Vida (PMCMV), track 1, in the Metropolitan Region of Natal (RMN), in the cities of Natal, Parnamirim and S?o Gon?alo do Amarante. Methodologically, the study is a qualitative research, based on the dialectical-critical method, which evidences the perceptions of the main social actors that are directly related to the social work in PMCMV ventures. In this way, the following methodological procedures were used: bibliographic review, documentary analysis, analysis of secondary and primary data, semi-structured interviews, field diary and focus groups. Three projects were set up to carry out this research: the Residencial Villas do Planalto I, II, III, IV, in the city of Natal (Capital); The Residencial Ilhas do Atl?ntico, in Parnamirim; And the Residencial Ruy Pereira, in the Municipality of S?o Gon?alo do Amarante. In addition to the scarcity of studies in the area, the research pointed to little effectiveness of the implementation of pre/post-occupational social work and condominial management in PMCMV ventures in NMR. In addition, the housing departments of the municipalities studied have a low technical capacity in the elaboration of social work projects and a shortage of skilled technicians in projects of social interest housing, high turnover of professionals and weaknesses as to their way of hiring the Technical Teams (ETS). Finally, the research found that social work is permeated by economic and political interests in all stages of implementation, by various social and political actors.

Pesquisa do Estado da Bahia - FAPEB / Introduction: Drug trafficking can be considered as one of the factors for the increase in homicides in large cities and metropolitan areas. The high frequency of crimes contributed to the population to make anonymous complaints about criminal acts through the Hotline program implemented in Bahia since 2005. Objectives: Analyze the Disk Denounce as a source of information for crime analysis in the Metropolitan Region of Salvador (MRS) from 2006 to 2011 and to assess the association between murder, drug trafficking and social indicators in Salvador in 2010. Methods: This was an ecological and descriptive study of multiple groups of explanatory type, taking the unit of analysis from the municipales of the MRS. It was used records of criminal complaints Disk Denounce, murders, people involved in drug trafficking registered by the Civil Police of Bahia and social indicators of the Brazilian Institute of Geography and Statistics (BIGS). Data were analyzed by calculating the absolute and relative frequency for complaints by class and type of subject. The Poisson regression model was used to investigate the association between the rate of murders (dependent variable), number of people involved in drug trafficking, the proportion of residents race / black (main independent variable) and social indicators (co variables). In the analysis we used the R statistical package software in the public domain. Results: Were registered in the period from 2006 to 2011, 65,575 complaints in RMS, distributed by the 13 municipalities of the RMS, drug trafficking was the most reported, representing a majority of all complaints in the class of narcotics complaints. In Salvador was registered 1,494 homicides in 2010, the murder rate of 70.4 per 100 thousand inhabitants. The multivariate analysis showed that there is a 10% increase in the proportion of people of race / black color in a neighborhood the average rate of murder increased 32.4%. This is an average increase of 17.4%, in neighborhoods that differ in 10 people involved in drug trafficking, both results showed a positive association with statistical significance. Final Considerations: The popular participation in reporting crimes and other offenses constitutes of an important aspect because primarily directs the actions of the police and cooperates with the State in fighting violence and secondly prevents the trivialization of violence. / Introdu??o: O tr?fico de drogas pode ser considerado como um dos fatores determinantes para o aumento de homic?dios nas metr?poles e nas regi?es metropolitanas. O modelo de regress?o de Poisson foi utilizado para verifica??o da associa??o entre a taxa de homic?dio doloso (vari?vel dependente), n?mero de pessoas envolvidas com o tr?fico de drogas, propor??o de residentes da ra?a/cor negra (vari?veis independentes principais) e indicadores sociais (covari?veis). Na an?lise foi utilizado o software R pacote estat?stco de dom?nio p?blico. Resultados: Foram registradas, no per?odo de 2006 a 2011, 65.575 den?ncias na RMS, distribu?das pelos 13 munic?pios da RMS, o tipo de assunto tr?fico de drogas foi o mais denunciado, representando a maioria de todos os assuntos denunciados na classe de den?ncias subst?ncias entorpecentes. Em Salvador foi registrado 1.494 homic?dios dolosos em 2010, tendo taxa de 70,4 homic?dio doloso por 100mil habitantes. A an?lise multivariada mostrou que a medida que h? aumento de 10% na propor??o de habitantes da ra?a/cor negra em um bairro a taxa m?dia de homic?dio doloso aumenta 32,4%. Esse aumento m?dio ? de 17,4%, nos bairros que diferem em 10 pessoas envolvidas com o tr?fico de drogas, ambos os resultados apresentaram associa??o positiva com signific?ncia estat?stica. Considera??es finais: A participa??o popular na den?ncia de crimes e outros delitos se constitui em aspecto importante porque de um lado direciona as a??es das autoridades policiais e colabora com o Estado no enfrentamento da viol?ncia e por outro lado evita a banaliza??o de atos violentos.

Therefore, this study aims to analyze the main perception of occupants of positions in the administrative area of the executive powers (Prefectures) of the metropolitan region of Campinas (CMR) ??? about the cost management for the quality and efficiency of public spending. The methodology qualifies as quantitative, descriptive and case study, once it results from applying a questionnaire and, because it has as main basis the variable description and analysis of the relationship between them. The data-gathering instrument used was a questionnaire of 20 probes using Likert scale for answers the five dimensions for a better analysis. The research area was 102 public office managers from 20 municipalities belonging to CMR, being: 20 Mayors, 62 Head of Departments and 20 Accounting Managers. The data was tabulated and for analysis of the differences of averages among groups of managers respondents, was conducted the nonparametric test U Mann-Whitney Test. As a result it was revealed that despite the need for better training managers realize the importance and the necessity of cost management for the quality and efficiency of public spending, the positions go with the conceptual basis prepared in literature and legislation. Respondents mostly are convinced that transparency and cost information are essential for good management. / A gest??o de custos na administra????o p??blica ?? fundamental para que os gestores possam tomar decis??es eficientes, eficazes e econ??micas na condu????o dos recursos p??blicos, fornecendo a sociedade servi??os de qualidade, garantindo a equidade no atendimento das necessidades da popula????o. Logo, este estudo tem por objetivo principal analisar a percep????o dos gestores ocupantes de cargos de dire????o da ??rea administrativa dos Poderes Executivos (Prefeituras) da Regi??o Metropolitana de Campinas (RMC) ??? a respeito da gest??o de custos para a qualidade e efici??ncia do gasto p??blico. A metodologia qualifica-se como, descritiva, uma vez que resulta da aplica????o de um question??rio e, porque tem como fundamento principal a descri????o de vari??veis e an??lise das rela????es existentes entre elas. O instrumento de coleta de dados utilizado foi um question??rio de 20 assertivas, utilizando a escala Likert para respostas as cinco dimens??es visando uma melhor an??lise.
