Notions of skill

The starting point in the field of research in this essay, is skill in contemporary craft. The term is loaded with values and preconceptions. The essay pays attention to how the topic is discussed currently in the craft field. Society is changing and naturally the variety and amount in skills is changing accordingly. The role of education, teaching and learning in the acquisition of skills is discussed. Skill in craft is viewed in two of its extreme ends, sloppy craft and “hypermaking”. Sloppy craft is a trend where the craftsmanship is not demonstrated by a consious choice. “Hypermaking” refers to artists whose technical skills are tremendous. .   The main part of the investigation of skill is made through artistic research in the field of contemporary jewellery. The maker’s practice is dominated by one material, stone. Throughout the investigation, a diary has been kept in order to record the thinking and making in the working process. This has revealed notions of different aspects of skill: silent knowledge in manual skill, how the skill can trick the maker, and how skill grows by time. Artistic research has also clarified the maker’s relationship to stone.  The essay focuses on how the traditional stoneworking skill is challenged by the maker by using readymade instead of a raw stone material. O que se percebeu é que o currículo das Licenciaturas ainda não reúne condições para formar tal professor, porque o que predomina é o ensino de pesquisa e não o ensino pela pesquisa. The estimation and management of cost over the life cycle of metallurgical research projects

The purpose of this study is to determine whether all costs over the life cycle of metallurgical research projects are included in the initial cost estimate, whether these costs are estimated accurately and whether they are managed throughout the project’s life cycle. The impetus for this study came from the observation that costs in metallurgical research projects are often not accurately estimated and are not managed over the entire life cycle of these projects. Cost estimation and cost management over the life cycle of a project were an integral part of the project and crucial to its success. The initial cost estimate can seal a project’s financial fate. Projects often overrun estimated costs because the costs are not estimated accurately enough and not well managed. The project leaders of metallurgical research projects are engineers and not always trained to estimate and manage costs effectively. Project management textbooks are of little assistance in this regard because they tend to focus on timeous delivery, and fail to include enough information on cost estimation and cost management. To facilitate an effective and objective analysis of the survey, an extensive literature review was conducted. Life cycle costing, methods of cost estimation and cost management techniques were examined in detail. An empirical study was conducted to determine whether these methods of cost estimation and cost management are being used over the entire life cycle of metallurgical research projects, and whether all costs are being included in the initial estimates of costs. It was deemed that results of the empirical study would provide useful information on the factors contributing to the success, failure or early termination of these projects. This study is a descriptive research study. The research methods used in the research design were structured and quantitative. A survey was used to gather information by way of face-to-face and telephonic interviews as well as an e-mail questionnaire. The population was small and consisted of the entities involved in metallurgical research projects in South Africa. There were only 12 entities in the population. The 10 largest entities in terms of project size were selected. A nonprobability sampling approach was used. The e-mail questionnaires were analysed manually by means of spread sheets to obtain graphical information. The processed data were used to draw conclusions. The answers to the questions were linked to the theoretical framework by means of interpretation. It was concluded that all costs over the life cycle of metallurgical research projects are not taken into account in the initial cost estimate of a project, and the cost estimates may therefore not be accurate. The final costs, including discontinuation costs, are often not included in the cost estimates. The costs are mainly managed during the growth phase of a project and not during the introduction phase when 80% of the costs are normally committed. This study emphasises the importance of including all costs during a project’s life cycle, and introduces engineers to modern cost management techniques. Diploma thesis describes the slection of supplier of testing services for Everest project at Raiffeisenbank a. s. with aid of methods of multi-criteria decision and operation research. Thesis compares achieved results with the decision made in real tender realised in year 2010. Solution deals with two approaches via operation research. For the first round of tender were used three methods of multi-criteria evaluation of alternatives, WSA, TOPSIS and ELECTRE III. According to the results of each method were chosen suppliers who advanced to the next round. Second round operates with prices of particular phases of project and discounts offered by suppliers. Solution uses modified model of Reverse Auction. Calculations were supported by program packages SANNA and LINGO. Diploma thesis proved usability of mathematical modelling of multi-criteria decision task as support for management decision in real life business.

Žemaitijos kolegija - tai moderni, pripažinta visuomenėje aukštoji mokykla, rengianti darbo rinkoje paklausą turinčius specialistus, besiorientuojanti į Žemaitijos regiono poreikius, įsiliejusi į Europos aukštojo mokslo sistemą, nuolat besimokanti ir besiremianti demokratinėmis tradicijomis, mokymo procese taikanti naujausias technologijas, plėtojanti mokslo taikomuosius tyrimus ir taikomąją mokslinę veiklą. Pagrindinė šio darbo problema: trūksta empirinių tyrimų, kurie atspindėtų būsimųjų pedagogų mokymosi motyvaciją skatinančius ir slopinančius veiksnius, pedagogines galimybes įtakoti studentų motyvaciją, atskleisti svarbius šių ryšių aspektus: lyčių skirtumus bei ryšį su mokymosi pažangumu. From all the movement in life, especially that of the eyes, there comes the need to express feelings and represent internal matters through the simplicity and spontaneity of the drawing. I seek to reveal my visual thoughts in the analysis of images created mainly in sketchbooks and artist's books. I analyze the process of building a visual language through a few basic elements - line, surface, light and color - which are structured in contrasting actions, in a circular rhythm. The ambiguous structure of the spiral organizes the reflection on the research process, allowing the interweaving of the issues in expansive and introspective movements. Apesar de não ter a intenção de esgotar o entendimento sobre este ator, lança luz na forma como ele se organiza e como responde às dificuldades encontradas para garantir sua existência. Este é um ator relativamente novo, pelo menos neste setor, surgindo efetivamente a partir da década de 90, inserido num ambiente de reestruturação do papel do Estado e de globalização dos mercados. Para entendê-lo é necessário compreender a motivação de sua existência, como está organizado e que tipo de bem produz. Para tanto, um estudo de casos, compreendendo cinco instituições representativas, foi empreendido, com objetivo de buscar elementos que fundamentasse o entendimento do setor. São elas: C.E.S.A.R - Centro de Estudos e Sistemas Avançados do Recife, CITS - Centro Internacional de Tecnologia de Software, Instituto de Pesquisas Eldorado, FITec - Fundação para Inovações Tecnológicas e o Genius Instituto de Tecnologia. A tese está organizada em cinco capítulos, sendo que o primeiro discute a questão da organização da P&D no segmento privado sem fins lucrativos à luz das seguintes vertentes: das externalidades produzidas pelo financiamento público da P&D sob o finaciamento privado e também nas implicações resultantes dos modelos abertos e menos hierarquizados que estas organizações estão adotando. No segundo capítulo faz-se um resgate da discussão do sistema nacional de inovação brasileiro considerando o aparato político, legal e jurídico que dá respaldo às demandas do segmemto. No terceiro, apresentam-se algumas experiências de instituições nacionais e internacionais tendo em vista os processos de reorganização pelo qual passaram e no quarto apresentam-se as instituições participantes da pesquisa, qualificando suas trajetórias do ponto de vista organizacional, tais como, origem e administração de seus recursos (humanos e financeiros), rede de relacionamentos estabelecida com os diferentes atores do sistema, competências agregadas e externalidades produzidas pelo segmento. Por fim, no quinto e último procede-se às conclusões, no qual ressalta-se a importância deste ator para o sistema nacional de inovação no que tange à sua abrangência e importância e também apresentam-se algumas considerações que julga-se tenham alcance nacional, tendo em vista que as dificuldades e avanços das instituições são muito semelhantes. / Abstract: The thesis analyses the private non-profit Institutes of R&D in Brazil in the ICT sector from the perspective of their importance in innovation national system. Despite not having the intention of depleting the understanding on this player, emphasizes how its organized and how it faces the difficulties in order to ensure its existence. This is a relatively new player, effectively emerging from 90's, occurring in state's role restructuring environment and markets globalization. In order to understand this context it's necessary to comprehend its existence motivation, how it's organized and what kind of goods it originates. Therefore, a case, including five representative institutions, was undertaken aiming this sector understanding. These are: CESAR - Center for Advanced Studies and Systems of Recife, CITS - International Centre for Software Technology, Institute of Research Eldorado, FITec - Foundation for Innovation and Technology Genius Institute of Technology. The work is organized in five chapters, on which the first discusses the question of R&D organization in the private non-profit segment considering the following components: externalities produced by public funding for R&D through private funding and also impacts from open models and less hierarchical structure adopted by these organizations. The second chapter relates to the discussion of Brazilian national innovation system considering its political apparatus and legal, which supports this sector demands. In the third, its presented some national and international institutions experience regarding the processes reorganization by which it has been through and the fourth the participating institutions of this thesis are presented, describing their trajectories within an organizational perspective, such as origin and its resources administration (human and financial), relationship networks established among system's different players, competencies and externalities produced by the sector. Inovační politika USA a její dopad na vývoj obchodní bilance / Innovation Policy of USA and its Impact on Balance of Trade

The diploma thesis describes innovation environment of United States of America and the influence of US innovation policy on its foreign trade. The analysis and comparison of qualitative and quantitative data were mainly used from secondary sources of American Census Bureau and innovation programs of individual Departments and federal agencies for purposes of this diploma thesis. United States of America is still seen as one of the most competitive and powerful world nations. Long term negative balance of trade in goods and increasing import of technology products in the first place are weakening the USA position as world innovation leader. Research and development activities are becoming more globalised in the last decade and USA have to deal with strong influence from emerging economies, mainly from Asian region. Current innovation policy agenda attempts to support broad development of innovation and technology, not only particular fields of interest. Obama's administration intensively focuses on key areas for maintaining the country's competitiveness considering current financial crisis and increasing role of other world economies. These key areas are however not in line with commodities, which mainly represents negative figures of country's balance of trade. In this respect, the innovation policy of United States rather falls behind.
