Návrh udržitelné městské struktury 21.století v rámci České republiky / Design of sustainable urban structure of the 21st century in the Czech Republic

The objective of the diploma project was to repurpose the area of military barracks in the residential neighbourhood of Černá Pole in Brno. The thesis sets out to design a new urbanistic concept within the already existing structure, devise a new town square, a park and a town hall for the district of Brno-Sever. In this project, I aimed to fill in the chasm in the current construction and create a new lively neighbourhood. The selected area is to provide its residents with high standard of living and a rich selection of facilities. The essential aspect was to focus on different types of the residential development that surrounds the given perimeter. The eastern and the southern side reveals terraced houses and family houses, while on the west side the conservatory of the Mendel University is laid out and in the north high-rises can be seen. Through this project a new space emerges, activated through various types of residential development while blending with the residual structures. Also, another goal was to design a new town hall for Brno-Sever with a cultural centre, situate a new kindergarten in the area and construct a community centre with sports facilities. Due to the lack of more prominent town square in the city district Černá Pole, the positioning of this feature was highly significant in my project. The designed square should be multifunctional, enabling the residents or wider public a wide range of utilization.

The topic of the thesis is a design of an urban structure fitting into the 21st century amidst former military barracks in Brno Černá Pole. The area is square-shaped and defined by the borders of the streets Provazníkova, Mathonova, Bieblova, and Generála Píky. The area is currently divided among three owners: Ministry of Defence & Armed Forces, Resort of Justice, and National Cyber and Information Security Agency (NÚKIB). The premise of the thesis is to build a new city quarter which would provide Brno's citizens with housing solutions, job opportunities, cultural and leisure centres not only for the new but also for the current inhabitants. The design includes also several blocks which aggregate multiple functions: housing, commercial premises, and administrative buildings. Generous volume of space has been given to public spaces, most prominently a square with a new town hall for Brno-sever, culture centre and a park. The examined area is situated between two busy roads which is why designing a suitable connection of the area and the overall traffic situation within the area was essential. This thesis aims to unify the area, cut short the traffic connections and create a compact city quarter close to the centre of Brno.

The main attributes of the work are mainly work with the terrain, significantly changed by clay mining, the effort to create a viable urban district with sufficient services, space for rest, affordable greenery and especially quality housing. All with an emphasis on the functionality and quality of the proposed buildings and public spaces designed in a human scale.

The topic of this master‘s thesis was to create a settlement structure on the territory of the cadastral territory of the town of Náměšť nad Oslavou. Specifically in the southwestern part of the town, in the places of today's agricultural areas. The main goal of the thesis is to create a quality residential structure for the entire area, which will connect to the surrounding development, to create a center with urban amenities for this newly designed neighborhood. A key aspect of the design is the transport connection to the existing road network of the city and overcoming the barrier formed by the railway line. The proposed development responds to the current and future anticipated needs of the city. Taking into account the size, the proposed area is divided into three parts with regard to the time sequence and the nature of the development. From an urban point of view, the first phase builds on the existing network of streets and creates a transition between the original and the proposed development and proposes transport connections to the area. In the second and third phase, the remaining area of the proposed area is resolved, by a system of regular streets designed in places with a small slope of the terrain, connected by short streets with a higher slope. The master‘s thesis addresses the connection between the city and greenery, increases the attractiveness of the area by designing public facilities and services and works with visual axes from the existing housing and commercial development to the proposed location.

There are more people in rural areas today that will relocate to a bigger city and the urban areas are increasing towards this negative development. Cities will be overcrowded in the future, meanwhile the population in sparsely populated areas decreases. In sparsely populated areas, there are fewer possibilities in work and education, there is also limited access to service and public transportation.  This study focuses on social sustainable physical environment in sparsely populated areas. The purpose of this project is to produce a proposal on a design of a new residential area in urban areas with social sustainability aspects. The study focuses exclusively on the physical environment and how it can further social sustainability for the residents.  Because of the fact that more people relocate to bigger cities, the council of Bengtsfors wants to change this negative process. For the benefit of the citizens, Bengtsfors needs more and better public meeting areas but also more possibilities regarding work and education. By making Bengtsfors a more appealing place, the chance of people staying increases. As part of the study a survey was made, where the citizens of Bengtsfors county got the chance to make their voices heard by answering questions. Interviews with people working for the council and the company Fridh & Hell bygg AB were also made. The result of the survey and the interviews showed that public places and green areas were important, this was then implemented in the final proposal of the design.

Alla kommuner och städer i Sverige måste börja arbeta mot en hållbar stadsutveckling för att bland annat lösa problemen med den bostadsbrist som råder men också för att skapa platser för befolkningen att trivas i. Regeringens ambition om den hållbara stadsutvecklingen är att Sveriges kommuner och städer ska bli mer gröna, hälsosamma, inkluderande och klimatsmarta. Kommunerna har planmonopol som styr den fysiska planeringen och därigenom styr även hur bostadsbyggandet ska gå till, till exempel genom kommunala markanvisningar där kommunen ställer krav på hur byggnationen av en markbit får gå till. Kraven omfattar hållbarhetens tre dimensioner där fokus tenderar till att ligga mer på den ekologiska och ekonomiska hållbarheten. Dock börjar allt fler kommuner ställa mer krav på sociala åtagande vid kommunala markanvisningar och vid uppförandet av nyproducerade bostadsområden. Den här studien är i samarbete med Derome och utgår därmed utifrån Derome som exploatör vid kommunala markanvisningar. Studien ska svara mot den problematik som Derome upplever i deras arbete med sociala åtagande vid bland annat kommunala markanvisningar. Studien utgår därmed från markanvisningsprocessen där Derome är exploatör. Studien ska ge en ökad kunskap om vad social hållbarhet är och hur det kopplas samman med byggandet av ett nytt bostadsområde. Målet är att ta reda på hur Derome arbetar med sociala åtagande idag (2020), vad för krav som en kommun ställer på sociala åtagande och hur en arkitekt arbetar med socialt hållbara bostadsområden. Studien tar även upp hur samarbetet mellan de olika aktörerna ser ut vid kommunala markanvisningar. Studien är inspirerat av en intressentdialog enligt GRI som har genomförts med Deromes interna respektive externa intressenter i form av intervjuer. Studien utgår även från hållbarhetsredovisningens sociala åtagande och ett företags samhällsansvar, CSR. Deromes problematik framgår tydligt i studien där Derome har behövt en plan och hjälp med att komma loss i deras arbete med sociala åtagande vid uppförandet av nyproducerade bostadsområden. Resultatet är svaret mot problematiken som tydliggörs i förslaget vilket kommer att kunna fungera som en vägledning i Deromes arbete framöver. Förslaget har bland annat tagit fram hur ett socialt hållbart bostadsområde definieras och det är genom: att möta livets olika faser, skapa en blandning, skapa trygga och säkra boendemiljöer, skapa attraktiva platser där människor möter varandra, skapa en tillgänglig och stark mobilitet, främja fysisk aktivitet, ta tillvara på kulturvärden och vara ett område där alla ha råd att bo i. Det framkommer även tydligt att Derome behöver skapa förutsättningar för social hållbarhet i sina bostadsområden redan tidigt i planeringsprocessen, innan och/ eller under detaljplaneringen. Det är dock viktigt att understryka vikten av att ett bostadsområde aldrigiiblir socialt hållbart om inte den sociala närvaron tas i beaktning i förvaltningen och under dess livslängd. / All municipalities and cities in Sweden must start working towards sustainable urban development in order to, among other things, come to terms with the housing shortage prevailing but also to create places for the population to thrive in. The government's ambition for sustainable urban development is that Sweden's municipalities and cities should become more greener, healthier, inclusive and climate smart. The municipality has a planning monopoly that controls the physical planning and thereby also controls how housing construction should go. Therefore, the municipality makes demands on how the construction of a piece of land may go. The requirements cover the three dimensions of sustainability where the focus tends to be more on ecological and economic sustainability. However, the municipality is beginning to make more and more demands on social commitments in the construction of newly produced residential areas. This study is in collaboration with Derome and is therefore based on Derome as an operator for municipal land directions. The study will answer the problems that Derome experiences in their work with social commitment at municipal land directions. The work is based on the land allocation process where Derome is an operator. The study will provide an increased knowledge of what social sustainability is and how it is linked to the construction of a new residential area. The goal is to find out how Derome works with social commitments today (2020), what requirements a municipality places on social commitments and how an architect works with socially sustainable housing areas. The study also addresses how the cooperation between the various actors looks at municipal land directions. The study is inspired by a GRI stakeholder dialogue conducted with Derome's internal and external stakeholders, respectively. The study also starts from the sustainability report's social commitment and a corporate social responsibility, CSR. Derome's problems are clear in the study where Derome has the need for a plan and help to get rid of their work with social commitment in the construction of newly produced residential areas. The result is the answer to the problem that is clarified in the proposal, which will serve as a guide in Derome's work going forward. The proposal has, among other things, developed how a socially sustainable housing area is defined and it is through: meeting life's different phases, mixing, security, meeting places, mobility, promoting physical activity, cultural values and that everyone should be able to afford to live in the area. It also emerges that Derome needs to create conditions for social sustainability in its residential areas early in the planning process, before and/ or during the detailed planning. However, it is important to emphasize the importance of a residential area never being socially sustainable unless the social presence is taken into account in the administration and during its life.

At the end of the 20th century, production in Bucovice was terminated and the abandoned site became the largest brownfield area in the city. In early 2018, the city bought the land and began demolition of the existing production facilities and buildings. The new city district will be created after demolition. The new area will offer significant urban development potential of the city of Bucovice.

Cette recherche est destinée à analyser principalement les KDTM* qui représentent actuellement les nouvelles zones résidentielles de Hanoi et sont aussi un des éléments contemporains très importants de la fabrication du logement planifié en particulier et de la (re)structuration spatiale de Hanoi en général sous les impacts de la tendance de globalisation, de métropolisation et l’ « explosion » urbaine dans le monde. 4 phases (féodale - coloniale - indépendante - ouverte) de l’évolution spatiale de Hanoi sont résumées pour retirer les images caractéristiques de chaque phase de l’urbanisation qui réfléchissent les métamorphoses internes d’une ville orientale millénaire sous les mouvements historiques et les impacts externes : le conflit pour le développement. Les changements stratégiques de planification spatiale dans le schéma directeur actuel (de 2011) par rapport aux schémas directeurs précédents (de 1961, 1976, 1981, 1992 et 1998) concernent le contexte spécifique (géo-historique - géo-politique - géo-social - géo-économique) de Hanoi en transition lorsque les modes de (re)faire la ville en projet deviennent de plus en plus répandus. En répondant à la question de la réalité du logement (planifié), Hanoi montre ses objectifs attachés à la fabrication des typologies différentes de logement sous les impacts socio-économiques et les (nouvelles) idées de planification spatiale. Le mécanisme, le processus de l’apparition et de la création de la modalité de KDTM sont faits référence à ceux de l’autre modalité d’habitat planifié (KTT**) pour trouver les différences réglementaires et pratiques entre ces 2 modalités. Cette recherche choisit et présente la situation de 4 cas d’études en établissant les systèmes des critères de la classification et en montrant la diversité des choix des KDTM typiques à faire un panorama des KDTM à Hanoi. A travers ces 4 KDTM typiques choisies, les rôles, les dynamiques, les modes d’exploitation et les buts d’argent et de profit des acteurs dans la fabrication d’un projet de KDTM sont abordés sur la base des analyses des affaires et des activités financières et économiques. Puis, le fondement et la nature des projets de KDTM sont retrouvés pour (re)confirmer leurs rôles, leurs démarches et pour chercher les outils efficaces, les dimensions attachées et le renouvellement de conception basés sur les modes actuels à organiser et gérer les projets de logement planifié dans la ville. En outre, les KDTM sont également approchées sous l’angle des relations sociales entre les sections spatiales d’une KDTM, entre les KDTM les unes et les autres, et entre les KDTM et les quartiers voisins existants en fonction du fonctionnement gestionnaire et la démarche d’après-projet des KDTM devenues les vrais quartiers de la ville. Enfin, l’imagination pour le futur des villes nouvelles et des espaces urbanisés de Hanoi est inclue dans cette recherche. * KDTM - « Khu Đô Thị Mới » en vietnamien : ce sont les « nouvelles zones résiden-tielles » qui étaient fabriquées sous forme de projet dans les villes vietnamiennes de-puis des années 90 du XXe siècle sur les principes de l’économie de marché. ** KTT - « Khu Tập Thể » en vietnamien : ce sont les « ensembles d’habitation collec-tive » qui ont été fabriqués dans les villes vietnamiennes (du Nord) des années 60 aux années 80 du XXe siècle sur les principes de l’économie de subvention budgétaire. / This research is aimed to analyze KDTM* which is considered as the typical repre-sentative of new residential areas in Hanoi and also a very important contemporary factor of the implementation of centrally planned housing projects in particular and the (re)structure of Hanoi’s space in general under the effects of globalization, metropolization and the « explosion » of urban areas on the world. Four phases (feu-dal - colonial - independent - open) of the development of Hanoi’s space are summa-rized to show the typical image of each phase of urbanization, reflecting the internal movement of the 1000-year-old city of the Orient with the change of the history and external affects: conflict for development. The strategic changes in urban planning in the current master plan (in 2011) compared to the previous ones (in 1961, 1976, 1981, 1992, and 1998) are related to the specific background (geo-history - geo-politics - geo-society - geo-economy) of Hanoi in transition when modes of (re)making city by projects are becoming more common. By settling many (planned) housing is-sues, Hanoi shows its intentions are integrated into producing different types of housing under the influence of socio-economic factors and (new) space planning ideas. The differences in the regulation theory and reality between KDTM entity and another collective housing entity (KTT**) are identified by comparing their appearing mechanism and process as well as production. The research also focuses on studying and choosing the circumstances of 4 sample cases, setting the classification criteria and showing the diversity in sample selection to capture a panorama of KDTM in Ha-noi. By the 4 selected samples, the function, activeness, exploring methods, economic aims and the profits of all factors related to the manufacture of a KDTM project are also mentioned in the study based on the analyzation of businesses, financial and economic activities. Additionally, the study also refers to the foundation and nature of KDTM projects in order to (re)confirm their roles and movements to seek for effective tools, suitable elements and new designing conception based on the organization and management of current planned housing projects of the city. Moreover, the KDTM are also analyzed in the social connection between internal space elements of a KDTM project, between KDTM, and between KDTM and intangible residential areas moving in accordance with changes and management operation in KDTM post-project stages to become proper new urban residential areas. Finally, the imagination of the future of new urban areas and urbanized spaces of Hanoi are also mentioned in this research. * KDTM - « Khu Đô Thị Mới » in vietnamese, is the acronym of « new urban areas » which are new residential areas formed under the implementation of many plans in some cities of Vietnam since the 90s of the 20th century according to the principles of the market economy. ** KTT - « Khu Tập Thể » in vietnamese, is the acronym of « collective housing estates » which are apartment blocks constructed in many (Northern) cities of Vietnam since the 60s to the 80s of the 20th century according to the principles of the centrally planned economy. / Nghiên cứu này chủ yếu nhằm mục đích phân tích các KDTM* được xem là đại diện cho các khu dân cư mới của Hà Nội và là một trong những yếu tố đương đại rất quan trọng của quá trình sản xuất nhà ở kế hoạch hoá nói riêng và (tái) cấu trúc không gian Hà Nội nói chung dưới ảnh hưởng của xu hướng toàn cầu hoá, siêu đô thị hoá và sự « bùng nổ » đô thị trên thế giới. 4 giai đoạn (phong kiến - thuộc địa - độc lập - mở cửa) của sự tiến triển không gian Hà Nội được tóm tắt lại nhằm rút ra hình ảnh đặc trưng của mỗi giai đoạn đô thị hoá phản ánh các biến đổi nội tại của một đô thị phương Đông nghìn năm tuổi dưới những vận động lịch sử và những tác động ngoại lai : mâu thuẫn để phát triển. The dissertation focuses on rehabilitaion of urban space close to historic center of Brno city. One third of the area is taken by brownfields. These final goals were set: finding a new function for unused places, making a use of potential of Svitava canal and spaces in front of old buldings and creation of new urban spaces . Intervention includes creation of riverside designed for pedestrians, bike path construction, connecting area to city’s transportation system, bulding a new railway station and housing blocks with active street level and ability to walk througH area with as little obstacles as possible. Extra emphasis was placed on compactness of development, polyfunctionality and hierarchy of transpotration that respects man, his everyday life and needs. Concept reflects urban designing trends in 21st century.
