The role of leadership in creating excellence in a diagnostic radiography programme through curriculum restururing

Democratic principles and values in South Africa and technological innovations influence the design of educational programmes provided by higher education institutions. The diagnostic radiography programme at the Medunsa Campus of the University of Limpopo has to align itself with policy requirements and the requirements of the world of work. Against this background this study aims at answering these questions: How has Radiography changed as a science and what demands are placed on practitioners to meet competence requirements in a changing working environment? What impact does the changing role of the radiographer have on the academic department in terms of curriculum development and curriculum management? What strategies should curriculum leadership use to improve the quality of the programme offered in terms of expectations essential to a competitive and changing working and teaching environment? A qualitative study was used where structured personal interviews were conducted with academe and clinical personnel to answer these questions. The responses were coded to facilitate the process of data analysis. The findings of this investigation indicate that changes in the Department of Education and the Department of Health transformation have an impact on the curriculum. The investigation has also revealed that there is lack of collaboration between the academic and the clinical personnel. It also indicates that professional development should be made more relevant in terms of focusing on areas that affect radiographers, for instance clinical personnel need to be aware of principles of primary health care and lifelong learning. Bien penser la structuration de données est primordial pour obtenir de hautes performances, alors que les processeurs actuels perdent un temps considérable à attendre la complétion de transactions mémoires. En particulier les localités spatiales et temporelles de données doivent être optimisées.Cependant, les transformations de structures de données ne sont pas proprement explorées par les compilateurs, en raison de la difficulté que pose l'évaluation de performance des transformations potentielles. De plus,l'optimisation des structures de données est chronophage, sujette à erreur etles transformations à considérer sont trop nombreuses pour être implémentées à la main dans l'optique de trouver une version de code efficace.On propose de guider les programmeurs à travers le processus de restructuration de données grace à un retour utilisateur approfondi, tout d'abord en donnant une description multidimensionnelle de la structure de donnée initiale, faite par une analyse de traces mémoire issues du binaire de l'application de l'utilisateur, dans le but de localiser des problèmes de stride au niveau instruction, indépendemment du langage d'entrée. On choisit de focaliser notre étude sur les transformations de structure de données, traduisibles dans un formalisme proche du C pour favoriser la compréhension de l'utilisateur, que l'on applique et évalue sur deux cas d'étude qui sont des applications réelles,à savoir une simulation d'ondes cardiaques et une simulation de chromodynamique quantique sur réseau, avec différents jeux d'entrées. La prédiction de performance de différentes transformations est conforme à 5% près aux versions réécrites à la main. / Careful data layout design is crucial for achieving high performance, as nowadays processors waste a considerable amount of time being stalled by memory transactions, and in particular spacial and temporal locality have to be optimized. However, data layout transformations is an area left largely unexplored by state-of-the-art compilers, due to the difficulty to evaluate the possible performance gains of transformations. Moreover, optimizing data layout is time-consuming, error-prone, and layout transformations are too numerous tobe experimented by hand in hope to discover a high performance version. We propose to guide application programmers through data layout restructuring with an extensive feedback, firstly by providing a comprehensive multidimensional description of the initial layout, built via analysis of memory traces collected from the application binary textit {in fine} aiming at pinpointing problematic strides at the instruction level, independently of theinput language. We choose to focus on layout transformations,translatable to C-formalism to aid user understanding, that we apply and assesson case study composed of two representative multithreaded real-lifeapplications, a cardiac wave simulation and lattice QCD simulation, with different inputs and parameters. The performance prediction of different transformations matches (within 5%) with hand-optimized layout code.

A organização do mercado de trabalho experimentou alterações significativas nas últimas décadas. Tais mudanças aumentaram significativamente as relações de trabalho não sujeitas à subordinação direta inerente à relação de emprego, porém também não consistentes com a autonomia existente nos contratos de prestação de serviço regulados pelo Direito Privado. Esse cenário promove novo estado de crise no Direito do Trabalho, pois seus instrumentos não correspondem com os anseios sociais referentes a tais formas de contratação. Nesse cenário, a sucessão de empregadores é analisada, a fim de identificar seus elementos e verificar sua aplicabilidade às empresas em crise. Esta análise torna-se necessária em virtude das modificações no Direito Concursal brasileiro promovidas pela Lei n. 11.101/2005. A referida lei implantou reformas significativas, alterando o objetivo nuclear e oferecendo novos instrumentos para assistir empresas em crise. Dentre tais instrumentos, novo procedimento de falência e a recuperação judicial afetam diretamente os direitos e prioridades dos credores trabalhistas. Considerando tais alterações, a aplicabilidade da legislação trabalhista relacionada à sucessão de empregadores na venda de unidades produtivas do devedor no contexto da recuperação judicial e da falência, conforme artigos 60 e 141, da Lei n. 11.101/2005, é o objeto central do presente estudo. A referida análise parte do conceito de sucessão de empregadores e seus elementos essenciais no Direito do Trabalho especialmente a despersonalização do empregador como instrumento de promoção da continuidade dos contratos de trabalho e das garantias dos empregados. Adicionalmente, buscou-se amparo nos antecedentes históricos do Direito Concursal e a sua atual regulamentação no âmbito da Organização Internacional do Trabalho, União Européia, Estados Unidos, França, Espanha, Portugal, Bélgica e Argentina, bem como relevantes decisões da Corte Européia e das cortes norte-americanas. Com base nesses elementos, os antecedentes históricos e a legislação concursal brasileira atual são interpretados, considerando a opção legislativa de abandonar a dicotomia entre a moratória e a liquidação de ativos, a fim de oferecer uma gama de instrumentos ao devedor com o objetivo de preservar negócios economicamente viáveis. Considerando tal substrato, os artigos 60 e 141, da Lei n. 11.101/2005, são interpretados conjuntamente com os artigos 10 e 448, da Consolidação das Leis do Trabalho, e com os princípios constitucionais relacionados. / The organization of the labor market underwent substantial changes in the last decades. These changes dramatically increased work relationships not subjected to direct subordination inherent to the employment contract, but also not consistent with the autonomy existing in the service rendering agreements which are regulated by the Civil Law. This scenario prompts a state of crisis in the Labor Law, since its instruments do not correspond to the societys expectations related to these forms of relations. In this scenario, the succession of employers is analyzed, in order to identify its elements and to verify its applicability to enterprises in economical distress. Such analysis is necessary due to the modifications of the Brazilian Bankruptcy Law instituted by the Law no. 11.101/2005. This law implemented significant reforms, changing the Brazilian Bankruptcy legislation core objective and providing new instruments to assist enterprises in economical distress. Among such instruments, the judicial recovery and the new bankruptcy proceedings directly affected the labor creditors rights and priorities. Considering such changes, the applicability of the Brazilian Labor Law regarding the succession of employers in the sale of business units of debtor in the context of the judicial restructuring and bankruptcy, under Articles 60 and 141 of Law no. 11.101/2005, is the central objective of this study. This analysis considers the concept of succession of employers and its essential elements in the Labor Law, especially the depersonalization of the employer as an instrument to promote observance of the employment contract and the employees guaranties. Additionally, the historical background of Bankruptcy Law and its current regulations under the International Labor Organization, European Union, United States, France, Spain, Portugal, Belgium and Argentina, as well as the relevant case law of the European Court and U.S. Courts are considered. Based upon these elements, the Brazilian historical and current Bankruptcy legislation are interpreted, considering the legislative option to abandon the dichotomy between the moratorium and liquidation of assets, in order to provide the debtor with a significant range of instruments to preserve economically viable enterprises. Considering such substrate, Articles 60 and 141 of Law no. 11.101/2005 are interpreted together with Articles 10 and 448 of the Consolidation of Labor Laws and the related constitutional standards.

This thesis deals with a financial restructuring of the construction company. On the concrete company it is shown how the financial restructuring can help to improve the financial health of this company and so its competitiveness, which is, considering the current situation on the construction market, absolutely crucial. Using the methods of financial analysis the current state of financial health and financial management is evaluated. Based on these results some corrective actions within the financial restructuring are proposed. The efficiency of these actions is in the end verified again using the financial analysis.

Productivity in the South African Public Section: Analysis of current issues and future prospects

Masters in Public Administration - MPA / This study examined the issues and concerns for improving productivity in the public sector in South Africa, aligned in particular with the processes of its fundamental transformation, and the aims and objectives of the Reconstruction and Development Programme (RDP). More than that, it provided the view, the approach, the strategies and techniques to bring about productivity improvement. Productivity is not presented as a panacea to solve all problems. It is presented mainly as an attitude about the importance of productivity that must be acquired followed by suggestions for how to bring about its development. To provide both a comprehensive and at the same time a focused approach to improving productivity in the public sector. A second objective was to describe new skills and proven strategies that could be used for productivity improvement. The study discusses various approaches to improving productivity in the public sector that can be implemented in a number of practical ways. A third and primary objective was to recommend a model that would effectively improve productivity in the public sector. This model deals with the quantification of productivity gains through the restructuring of budgets and thereby achieving significant savings that could be transferred to priority RDP programmes. This study used both qualitative and quantitative methods. The study reviewed both domestic and international published work and current research within universities, policy bodies, government departments and elsewhere, including a reconsideration of previous work. The following conclusions were reached and recommendations made: Substantial efficiency and productivity gains are envisaged through the introduction of various models for improving productivity which include a structured productivity improvement programme, the use of performance enhancing methods, performance measurements and performance related pay. Furthermore, savings, resources and capacity can be released by the RDP programmes through: Restructuring and reprioritizing the budget programmes by making small cuts in what were apartheid-serving programmes and reallocating the human, material and financial resources thus released for high priority RDP programmes/projects. International experiences show that a direct link between falls in public investment, physical infrastructure and decline in productivity exists. The effectiveness of the public sector to a large extent conditions economic development. The move towards a leaner and more cost effective public service in South Africa should be based, not on privatisation, but on the creation of effective partnerships between government, labour, business and civil society, and the building of high levels of community involvement in the local delivery of services.

The setting of the research project is a southern Africa case study of the marine industry in South Africa. The study develops a conceptual framework of how the contemporary discourse of sustainable development, namely, Public-Private Partnerships, could be applied in creating an environment for human security by restructuring its marine resource institutional economics towards community development enterprises. The objective of the study is to develop a conceptual sustainable resource management model that proposes new institutional arrangements between social, economic, environmental and political actors and stakeholders in the marine industry through Public-Private Partnerships. The thesis concludes to demonstrate how this resource management model result in equitable outcomes within the new institutional arrangements between the different actors and stakeholder in a Public-Private co-management system. It hereby applies the development discourse of Public-Private Partnerships in restructuring South African marine resource management towards sustainable development.

Die Dissertationsschrift beschäftigt sich mit den steuerlichen Gestaltungsmöglichkeiten, die sich ergeben, wenn ein junges Technologieunternehmen saniert werden muss. Im Zentrum stehen dabei die Besteuerung von Sanierungsgewinnen sowie ertragsteuerliche Auswirkungen von finanzwirtschaftlichen und gesellschaftsrechtlichen Sanierungsmaßnahmen. Die Sanierungsmaßnahmen werden dahingehend differenziert, ob die Rechtsform des Unternehmens beibehalten wird oder durch die Sanierungsmaßnahme eine Änderung der Rechtsform erfolgt. Im Anschluss an die Darstellung der ertragsteuerlichen Auswirkungen wird untersucht, inwieweit sich die entsprechenden Sanierungsmaßnahmen für eine erfolgreiche Sanierung eignen. Dabei werden sowohl Handlungsempfehlungen für die betroffenen Unternehmen als auch für den Gesetzgeber aufgezeigt.

Organization management challenges of national heritage institutions in South Africa: a case study of the Robben Island museum (RIM)

Masters in Public Administration - MPA / In January 1997, Robben Island Museum (RIM) opened its doors to the public as a tourist destination. This was done without any formal management structure or strategic planning, to cope not only with its mandate as the first National Museum of the new democratic South Africa, but also to meet the demand of the great interest of visitors to see this prison where the icon of the liberation struggle, Nelson Mandela was incarcerated for 27 years. This operational take-off without formal administrative management structure and strategic planning was understandable given the social and political transitional climate in the country. The effect thereof as the old adage states ‘failure to plan is planning for failure’ seems to hold true for RIM who is struggling to become a well-managed national heritage site. RIM over the years have been beset with governance and management challenges and enjoyed continual bad publicity. The study’s aim was to bring an understanding of what the major governance and managerial challenges were and to make recommendations to address those. The study was guided by a central research question namely What were the administrative and management challenges of RIM and in what ways did it impact on the operational effectiveness of RIM as a national museum and World heritage site. A number of findings emanated from the study. A key one was that clarity of roles and responsibilities of the council and the management is required. Furthermore, the vision and mission of RIM must inform the formulation of strategies to give effect thereto. This in turn must be the base for the development of an appropriate organisational structure to implement the strategies. A number of recommendation stems from the research. An important one was that appointment must be on the basis of ‘fit for purpose’. This means that staff with the right skills and capacity should be appointed as a matter of priority. In conclusion, the findings of the study could be used by other heritage organisations faced with similar organisational challenges.
