The subjects were the Regional Director, school managers, teachers, parents, community leaders and students of elementary (stages I and II) and high schools, from eight public state schools belonging to the Regional Directory of Education of José Bonifácio. In the first half of 2009, questionnaires with closed questions were administered to the sample subjects. Through a stratified sample, which criterion was the school size (small, medium and large), the general situation of eight public school libraries of the Regional Directory of Education of José Bonifácio was analysed. The data analysis revealed the precariousness of the school libraries of the state public schools of the Regional Directory of Education of José Bonifácio, whether the schools were large, medium or small. This problem was also found both in relation to the lack of adequate physical space, equipment, human resources and bibliographical resources, and by the poor availability of such resources for the school and local community, in addition to the insignificant contribution to its cultural and professional enrichment. Despite this precarious situation, school managers and teachers look for alternatives to develop the school projects, but with unsatisfactory results for both professionals and students. Even in schools where there is a library, not always it is frequented by local and school community. This research intended to help school managers, teachers, students, parents and local community to become aware of the precariousness of school libraries and to recognize the importance of their role in the educational process. / Esta pesquisa objetivou verificar a disponibilidade e a disponibilização de recursos informacionais e virtuais nas bibliotecas de escolas públicas para o aprimoramento do trabalho pedagógico da escola, bem como avaliar sua contribuição para o enriquecimento cultural e profissional da comunidade escolar e local. Foram sujeitos da pesquisa o Dirigente Regional de Ensino, Supervisores de Ensino, Assistentes Técnicos Pedagógicos (ATP), Gestores, Professores, Pais de alunos, Lideranças da Comunidade e Alunos do Ensino Fundamental (Ciclo I e II) e Ensino Médio, de oito Escolas Públicas Estaduais que pertencem à Diretoria Regional de Ensino de José Bonifácio. Aos sujeitos da amostra foram aplicados questionários com perguntas fechadas, no primeiro semestre de 2009. Por meio de amostra estratificada, cujo critério foi o tamanho das escolas (pequena, média e grande) verificou-se a situação geral de oito bibliotecas públicas escolares da Diretoria Regional de Ensino de José Bonifácio. A análise dos dados evidenciou a precariedade das bibliotecas das escolas estaduais da Diretoria regional de Ensino de José Bonifácio, independentemente de as escolas serem grandes, médias ou pequenas. Tal problema foi constatado, tanto com relação à falta de espaço físico adequado, equipamentos, recursos humanos e recursos bibliográficos, como pela deficiente disponibilização de tais recursos para a comunidade escolar e local, além da insignificante contribuição para seu enriquecimento cultural e profissional. Apesar de tal situação, gestores e docentes buscam alternativas para desenvolver os projetos da escola, mas com resultados insatisfatórios tanto para os profissionais como para os alunos. Mesmo nas escolas em que há biblioteca, nem sempre ela é frequentada pela comunidade escolar e local. Esta pesquisa pretendeu contribuir para que gestores, professores, alunos, pais de alunos e comunidade local tomem conhecimento da precariedade das bibliotecas escolares e reconheçam a importância de seu papel no processo educacional.

The role of the school in providing moral education in a multicultural society: the case of Mauritius

The present study aimed at describing and analysing stakeholders' perception of the role of the school in providing moral education in a multicultural society. The relevance of moral education today in the context of the Mauritian society cannot be underscored given the widespread concern about the collapse of family structures and the demise of family role models as agents of moral education. The adoption of a materialistic philosophy of life and the increasingly influential role of the media have contributed to the disintegration of the moral fibre of society. Using a qualitative approach, the understanding of various categories of stakeholders, namely teachers, students, parents and school administrators, regarding the issue of morality, moral education and the role of the school have been investigated through a survey. The sample consisted of 33 teachers, 30 students and 9 school administrators and 10 parents. The data was collected through four focus group discussions with students and teachers respectively and a series of individual in depth interviews with parents and school administrators. The data collection period extended over eight months. The conceptual framework used in the study was based on the social learning model developed by Bandura (1991:91). The notion of modelling or vicarious learning as a form of social learning is particularly relevant in the case of moral learning and moral socialisation in the context of the school. The findings reveal a general consensus among adults of the need for schools to seriously reconsider its function as a moral educator. Their perceptions of the ways in which it ought to take place focus primarily on the use of role modelling and dialogue within the school set up. Adults also seem to believe that some form of direct moral instruction could be considered if the strategy used is more student-centred and based on discussions about case studies. The students, however, perceive indirect moral instruction through the hidden curriculum to be more effective in helping them to understand and internalise moral values. Chief among their concern is the role of the teacher and his or her professionalism as well as communication skills. The purpose of this study has been to examine and analyze school counselors’ experience of collaboration with other professions in the student health team and the preconditions for their work. The study is based on qualitative semi-structured interviews with six elementary-, and two high school student counselors in a medium-sized town in Sweden. The theoretical approach being used is: role theory, theory of professions and theory about collaboration. The study´s result shows that the school counselors’ experience an unclarity in their job assignments and their role is often described as diffuse and vauge. Furthermore, the result also shows that personality, different perspectives, education, lack of time, resources and confidentiality is affecting their possibility to execute an independent professional social work in the student health team. This study also shows that the school counselors valuate collaboration. A opportunity that sometimes is being obstructed through the different perspectives as compared to the other professions in the student health team, and therefore affects their experience of collaboration.

Para tanto buscou reconstruir a função do diretor de escola a partir da produção bibliográfica editada pelos órgãos oficiais do Estado de São Paulo e do Governo Federal, bem como analisar a legislação cujo conteúdo aborda os mecanismos de regulação da gestão e da organização escolar. Os documentos selecionados foram fundamentais nessa pesquisa para análise das reformas e dos elementos nela contidos que incidiram diretamente na gestão da educação e da escola. Os objetivos estabelecidos apontaram para uma opção teóricometodológica fundamentada na análise de conteúdo, tendo como referência os estudos de Bardin (2007), e na análise crítica do discurso, fundamentada Faircloug (2001) e Resende e Ramalho (2006). (1990-2009). Therefore it aimed to reconstruct the role of the school headmaster based on the bibliography published by official bodies of the State of Sao Paulo and the Federal Government, as well as to analyze the legislation which contents broaches the regulation mechanisms of educational management and organization. The selected documents were essential in this research for the analysis of the reforms and the components contained in them that fall directly upon the education and the school managements. The goals established for this study led to a theoretical-methodological option based upon the content analysis, having as references the studies of Bardin (2007), and upon the critical discourse analysis of Faircloug (2001), Magalhaes (2001) and Resende & Ramalho (2006). During the progress of this research, a series of inquiries came out, which can be summarized as follows: What is the influence of the social and politic contexts on the definition of the public policies on Education? Which paradigms are the official documents ruled by? What is the conception of school headmaster and school management that these documents introduce? What is the profile of the headmasters that have been designed in this decade from the continuing formation programs? It became clear that the school management and the continuing formation of school headmasters are prominently placed in the actual public policies and are present on several propositions as central components towards the accomplishment of the educational reform. The school counselor is the person who works with social work in the school. A school counselor's assignment is multifaceted, with duties playing a central role in health promotion and prevention work against for example mental illness, bullying and abusive treatment. The aim of this study has been to increase understanding of how school counselors and principals perceive the school counselor's assignment and the limitations that affect it. Our study emanates from eight semistructured qualitative interviews with school counselors and principals which were analyzed using sentence concentration. The results show that the assignment is perceived as vague where job descriptions are unclear. This in turn affects the school counselors' discretion. School counselors feel that their role is "fuzzy" and that there are unreasonable expectations from other professions. Furthermore, the results show that the main factors that control and limit the assignment are laws, regulations, guidelines, lack of resources such as time and finances, and the expectations of the principal and other professionals. Our conclusion is that school counselors need a clearer job description in order to clarify their assignment and their role at school. The school counselors described a desire to be able to devote more time to preventive work in order to be able to work more proactively than reactively.

The development and implementation of an effective mentoring programme to improve job satisfaction among beginner teachers at primary schools in the Mpumalanga Province of South Africa

Teachers leaving the profession is an ongoing problem; fewer teachers enter the profession each year and the number of teachers leaving the profession has increased. Many teachers listed job satisfaction as a reason for leaving the education profession, whilst citing the lack of mentoring as a cause of job dissatisfaction. Mentoring is known as the planned paring of a more experienced person with a lesser individual to help with the professional development of that individual and reduce teacher turnover. The aim of the study is to explore the impact of an effective mentoring programme at primary schools by developing and implementing such a mentoring programme to support and improve job satisfaction among beginner teachers in the province of Mpumalanga entering the profession for the first time. The following quantitative techniques were used during this study: document analysis and Likert-scale questionnaires, completed by 1 000 male and female teachers (principals, deputy principals, heads of departments, teachers and student teachers) from different races and cultures (20 teachers per school) from 50 randomly selected rural primary schools, private primary schools and Quintile 4 and 5 primary schools in the province of Mpumalanga. The analysis of data enabled me to identify a series of factors that were utilised to develop a mentoring programme that school management can implement in their schools to help beginner teachers to cope in their new work environment in order to improve job satisfaction and improve teacher retention. The factors identified include: aspects of job satisfaction that support leaners in achieving their goals; aspects of school management; the contribution of mentoring programme on the job satisfaction of beginner teachers; the responsibility of a mentor in developing a mentoring programme; the responsibility of a mentee in developing a mentoring programme; the responsibility of schools in developing a mentoring programme and characteristics that should be demonstrated by a mentor. From the data gathered, a mentoring programme was developed, namely the Hugo mentoring model. This model outlined the roles and responsibilities of mentors, mentees and school management throughout the mentoring process. The role that the school governing bodies (SGBs) play in the implementation of language policy in Brits District

The study was conducted in the Brits District. Six schools were chosen of which 3 belonged to the former model C schools where the language of teaching and learning is Afrikaans, and the other 3 schools were previously disadvantaged/rural schools. A qualitative study was used to garner information in the form of interviews, document analysis and observation. The study attempt to find out the exact role that the School governing body (SGBs) play in the implementation of language policy as stipulated in the Constitution. It was revealed that of the 2 types of schools the school governing body (SGBs) for former model C schools are aware of the role they have to play in the implementation of the language policy whereas the school governing body (SGBs) for the rural schools are still grappling with their role as custodian of language policy implementation. A number of concepts emerged from the study where it became apparent that rural schools and former model C school’s play field were not equally levelled from the onset. Former model C school governing body (SGBs) seem to be aware of their role in the implementation of language policy, whereas the rural school, school governing body (SGBs) are aware of their other roles e.g. school maintenance, school fund and hiring of educators. On the other hand they are of the opinion that language policies is for the principal and the school management team. In addition it was observed that the school governing body (SGBs) for rural schools has low morale, do not have the language policy document and generally lack interest in the services they are supposed to provide critical theory underpins this study. / Educational Leadership and Management / M.
