<p>Detta examensarbete är utfört på uppdrag av Säffles Centrumförening, där ett nytt centrum skall projekteras. Projekteringen har koncentrerats till kvarteren Hyttan och Kvarnen vilka är belägna kring torget i Säffle. Problemen som ligger till grund för arbetet är att området kring torget upplevs som tomt och livlöst med lite folk i rörelse och slitna fasader. Huvudsyftet har således varit att få ett mera attraktivt centrum, med flertalet alternativa förändringar inom nämnda kvarter. Tanken bakom förändringarna är att få ett större intresse för stadskärnan, inte bara för de boende i Säffle utan även för besökare och turister.</p><p>Arbetet har utförts med hjälp av CAD-programmet Archicad vers.10, där gruppen har sammanställt berörda parters tankar med gruppens, till ett virtuellt förslag. Resultatet redovisas i form av en film i 3D-miljö, där man kan få en känsla av hur det är att vistas i det nyplanerade området. The main goal is to make a more attractive city center, with many alternatives of changes within the named blocks. Denna studie handlar om Säffle kanals ekonomi. I studien går jag igenom ekonomin från attbygget på kanalen startade år 1835 - 1845. Syftet är att undersöka kanalens ekonomi, hur detkommer sig att folk färdades igenom kanalen och att sedan jämföra Säffle kanal med andrakanaler i Värmland ur ett kvantitativt vis.

Gemenskap kan förstås delvis som ett enhetligt plats-baserat väsen man kan kalla lokalsamhället, vars beståndsdelar förgrenar sig till fler mindre gemenskaper. Tillsammans samverkar gemenskaperna mot olika mål som för samhället åt olika håll. Denna studie har riktat sig på att undersöka ett lokalsamhälle, under en period av svår lågkonjunktur till följd av den ekonomiska krisen som rådde under 70-talet, för att se hur dessa jobbar enskilt och tillsammans. Två nedläggningar av lokala industriföretag från Säffle studerades genom undersökningar hur kommun, fackförbund och lokaltidning arbetade genom deras krisår mot nedläggning.

Min hemstad Säffle har varit medialt exponerad i dokusåpor sedan början av 2000-talet. På webbplatsen YouTube läggs privata klipp upp om staden och människorna som lever där. Vad får exponeringen för konsekvenser? Undersökningens syfte vill synliggöra på vilka sätt en mindre stad presenteras och konstrueras i rörliga bildmedier. Hur ser några av Säffles ungdomar på hur deras hemstad framställs och de dokusåpadeltagare som representerar staden? Jag reste till Säffle för att intervjua fyra elevinformanter som går i årskurs nio på en grundskola om hur de ser på mediernas framställning av staden. De analyserade också YouTube-klipp om staden Säffle i ett filmsamtal. Informanterna introducerades efter intervjun till att själva skapa en reflekterande dokumentation med filmkamera om sin hemstad. Deras filmmaterial presenteras i undersökningens gestaltningsdel. Diskursanalys har använts som verktyg för att synliggöra vad som gör att mediebilden av Säffle presenteras inom konventionella och stereotypa ramar. Undersökningen visar att språket och dialekten är en viktig ingrediens för vem som äger rätt att vara den trovärdiga säfflebon, snarare än visuella attribut. Framför allt TV-medierna verkar vilja få oss att med exotisk blick betrakta landsortens lustiga karaktärer, som tycks skapa bättre TV med utpräglad dialekt. Medierna förstärker dokusåpornas deltagare med hjälp av musik, redigering och utsätter dem för planerade ”lekar” i programmen. På så sätt skapar mediernas berättelser hyperreella karaktärer där gränsen mellan det verkliga och fiktiva upplöses, på samma sätt som en lögnaktig men underhållande skröna. Undersökningen visar att Säffle framställs i medierna som en stad där invånarna gör bort sig och är pinsamma, trots programmens lättsamt humoristiska underhållningsanspråk. Många av de YouTube-klipp som används i undersökningens filmsamtal stämmer väl överens med hur Säffle är, enligt informanterna. Kanske är det så att gränsen mellan ”såpans” konstruktion och dokumentärens ”verklighet” är så hårfin att den knappt är märkbar, även för kritiska säfflebor. Två filmer (Informantfilm och Säffle på YouTube) finns tillgängliga som hör till examensarbetet.

The aim of the thesis is to study municipal planning for wind power in two Swedish municipalities, Karlstad and Säffle. The planning process is divided into three phases which are examined. The thesis discusses aspects of power and democracy of the cases as well as citizen participation and local issues concerning wind power at Lake Vänern. These are the research questions: - How is the wind power policy framed in the three phases of the planning process? - Which are the influence factors of the wind power policy in the three phases and what degree of influence have each of the influence factors? - Which values are most influential in the planning process and which groups of actors express them              - in the beginning of the planning process?              - in the termination of the planning process? - How is the democratic legitimacy of the planning process, in terms of the models ´liberal democracy´ and ´participatory democracy´? - What are the conditions of planning for wind power at Lake Vänern              - by the coast?              - in the open water area? Influential factors of the first phase of the process are the national wind survey, applications from wind power enterprises as well as a political will and consensus. In the second and third phases factors within the local administration management as well as the regional administrative board and a neighbouring municipality, are of importance in the municipality of Karlstad. In the municipality of Säffle citizen participation from a local opinion is of importance. The thesis discusses also the influence of the national energy authority, which has defined some areas as ´national interests of wind power’. These areas may be influential when supporting the municipal wind power policy. But in the termination of the planning process both municipalities make decisions which are not in favour of wind power in these areas. The planning process is democratic legitimate from a view of the model ´liberal democracy´ in the municipality of Karlstad and the model ´participatory democracy´ in the municipality of Säffle. In the municipality of Säffle values of preserving nature by the coasts are influential in the beginning of the process as well as a political will to promote wind power. The municipality is initially part of the same value group as the regional administrative board. In the termination of the process the municipality and a local opinion group express the same values in favour of social support among citizens and a lesser amount of new wind power areas. In the municipality of Karlstad values in favour of the wind power industry dominate in the beginning of the process. Later values of preserving an area of Lake Vänern from exploitation dominate. Initially the municipality is in the same value group as the wind power enterprises; in the later parts of the process the municipality is in the same value group as a neighbouring municipality with other opinions on wind power as well as the regional administrative board. In the termination of the process a new group of actors appears in Karlstad municipality. This group of actors wants to preserve a national heritage from nearby exploitation but is not successful. Local issues concerning wind power by Lake Vänern are finally also discussed. The coastal area has a strong protection for wind power; a protection that is weaker in the open water area. Remaining issues are about the interaction within the groups of actors.

Denna uppsats undersöker hur framtida etableringar av SMR, små modulära kärnkraftsreaktorer, påverkas av attityder och åsikter och hur detta hanteras av kommunala politiker. Detta är undersökt med fokus på kommunerna Karlskoga och Säffle, både belägna i Värmland. Undersökningen genomfördes genom en kvalitativ intervjustudie där fem identifierade nyckelpersoner intervjuades. Studiens empiri är grundad på information och kunskap från intervjuerna. Empirin diskuteras genom ett teoretiskt ramverk som består av sociotekniskt system, planerings- och etableringsprocess och energisäkerhet. Resultatet indikerar att etablering av SMR bör ses som ett sociotekniskt system. Det innebär att tekniken inte kan stå för sig själv, utan måste ses i en social kontext där faktorerna attityder och åsikterär extra viktiga. Dessa faktorer påverkas i sin tur av deltagande, lyhördhet, information och acceptans. Detta är fyra förhållningssätt som kommunala politiker måste förhålla sig till vid planerings- och etableringsprocesser. Slutligen konstateras att etableringprocesser av SMR i Sverige är lång och tidskrävande. De tekniska osäkerheterna måste lösas, de ekonomiska villkoren måste finnas, det organisatoriska måste få en form och de rättsliga förutsättningarna måste klubbas igenom. Viktigast är dock ett kontinuerligt arbete med attityder och åsikter.
