As a result of the restructuring of the South African Police Service (SAPS) in 1996 and various other factors, Police Social Work Services decided to broaden the scope of its services by developing and introducing proactive personnel capacity-building programmes. By 1999, 15 such programmes had been developed. The need subsequently arose for a comprehensive impact assessment and cost-benefit analysis of these programmes and the Evaluation of Personnel Capacity-Building Programmes (EPCaP) study was launched in 2001. The evaluation of the Anger Management, Assertiveness and Conflict Management Programmes, as well as a cost-benefit analysis of the Life Skills programmes as a whole, formed part of this research. Objectives: This study had two primary aims. The first was to determine the effect of the Assertiveness, Conflict Management and Anger Management programmes on the knowledge, attitude and behaviour of SAPS personnel. The second was to carry out a cost-benefit analysis of the Life Skills programmes as a whole. Method: In the case of the effect measurement, a comparison group pre-test and post-test design and triangulation were used. Eighteen measurement scales and a presenter's evaluation questionnaire were developed and completed by 627 experimental group respondents, 150 comparison group members and 32 presenters. In the cost-benefit analysis, a comprehensive, computerised ROI analysis programme that was developed by Meyer et al. (2003) was primarily used. It measured the interventions' return on investment (ROI), net present value (NPV), payback period, internal rate of return (IRR) and learning cost per attendee. Results: By means of the triangulation of measurements it was ascertained that the three personnel capacity-building programmes had a practical significant effect on the respondents' knowledge, attitude and behaviour. They could, therefore, be considered as effective tools in the hands of Police Social Work Services which not only empowered SAPS personnel to lead more productive professional lives, but also enhanced their personal well-being. The cost-benefit analysis indicated that the Life Skills Programmes represented a worthwhile investment of the organisation's time, money and effort. Fifteen PCB programmes had been developed by 1999, which gave rise to the need for a comprehensive impact assessment of these programmes. Method: The comparison group pre-test and post-test design and triangulation were used during this research. Six measuring scales and a presenter's evaluation questionnaire were developed and completed by 196 (HLS) and 184 (CWC) experimental group respondents, 38 (HLS) and 41 (CWC) comparison group members and 10 (HLS) and 7 (CWC) presenters. Results: With the help of various measuring instruments and the triangulation of measurements, it was determined that the Healthy Lifestyle and Coping with Change programmes had a practical significant effect on the knowledge, attitude and behaviour of the respondents. Effectiveness, productivity and motivation of police members are important factors that contribute to a country's stability, economic growth and development. As such, understanding experiences that police members might have with regard to the relationship between their work and personal life is the main focus area in this study. The objectives of this study were to determine how Afrikaans speaking police members experience work-personal life interaction, and secondly, to determine the main dimensions in the lives of Afrikaans speaking police members that is in interaction with each other, and thirdly, to determine the major antecedents and consequences of work-personal life for Afrikaans speaking police members, and fourthly, to determine which strategies Afrikaans speaking police members use to deal with work-personal life issues. Unstructured interviews were conducted with ten males and females in the police stations based in the Potchefstroom and Klerksdorp areas. Qualitative interviews based on the phenomenological paradigm, were used to determine police officers perception regarding work and personal life interaction. A Content analysis was used to analyse, quantify and interpret the research data. Police members reported experiencing their work as stressful, in that it interfered negatively with their lives and also had certain health implications. They further experienced some aspects in their personal lives (e.g., household duties, family responsibilities) interfering with their work. Furthermore, they reported using certain strategies (e.g., communication, support from a spouse) as a way of bettering the interaction between their work and personal lives. HIV and AIDS is the most prevalent and destructive pandemic to occur in South Africa's recorded history. Due to the increase of infection and deaths rates within the South African Police Services, the Peer Education programme was developed as a prevention strategy to deal with the scourge of HIV and AIDS. The programme came into being as a result of the strategic alliance between the South African Police Services and the South African Civil Military Alliance on HIV and AIDS, which led to the South African Defence Force HIV and AIDS programme being aligned to meet SAPS challenges. An external consultant was appointed to oversee the alignment which resulted in the Peer Education programme being identified as a strategy to fight the scourge of HIV and AIDS in the South African Police Services. This programme is an integral part of the Police Social Work Services personnel capacity building programmes. A comprehensive study into the programme's effect and return on investment (ROI) was undertaken in 2001. This thesis will report on the effect of the HIV and AIDS Peer education programme as well as its return on investment coefficient. Objectives The primary aim of the study was to determine the effect of the HIV and AIDS Peer Education programme on the knowledge, attitude and behaviour of SAPS employees, as well as the programme's return on investment coefficient. Method The study used an experimental research design and triangulation. It involved an average of 294 SAPS employees (228 for the experimental groups and 66 for the comparison groups) with 32 social workers presenting the programme. The programme was also subjected to a structured and comprehensive return on investment analysis. Results Through the triangulation of measurements it was ascertained that the HIV and AIDS Peer education programme had a practical significant effect on the employees' knowledge, attitude and behaviour and improved their personal and professional well-being. Cause of relapse post treatment for substance dependency within the South African Police Services

The aim of this research was to explore the causes of relapse post treatment for substance dependency within the South African Police Services (SAPS). “Alcoholism is a chronic relapsing brain disease, so individuals with substance abuse disorders face the possibility of relapse once they stop using alcohol even if they have had a successful treatment” (Perkinson, 2004:180). According to Connors, Maisto and Donovan (1996:5) research revealed that relapse rates among persons treated for alcoholism were approximately 35% and 58% at two weeks and three months after treatment, respectively. A relapse or uncontrolled return to alcohol or other drug use following competent treatment, is one of the greatest problems substance abusers and their counselors face (Lewis, Dana&Blevins, 2002:105; Johnson, 2003:271). The objective of the study was to explore the challenges that members in the South African Police Services (SAPS) experience or are exposed to causing them to relapse post treatment for substance dependency. The findings are intended to provide recommendations to the management of SAPS to develop a relapse prevention programme in the workplace to prevent relapse post treatment. The researcher utilized a quantitative research approach to identify the causes of relapse among SAPS members post rehabilitation for substance dependency. The type of research is applied research as the focus of the study is on identifying the causes for members within the SAPS to relapse post treatment for substance dependency and to address a specific practical issue in the workplace. The literature review focused on understanding the relapse process. The cognitive-behavioural Model of relapse was discussed at length including the prevalence of substance abuse among police members and concluded with information on the relapse prevention programme. A self-administered questionnaire was used as a research tool to collect data from the respondents (See annexure C). The population of this study was the members of the SAPS who had undergone treatment for substance dependency from January 2008 to April 2009. The researcher concentrated on those members in the KZN Province. Consultation with the social workers revealed a population size of 50 members. Due to the small size of the population, no sampling procedure was necessary as the whole population was selected as the sample. The findings of the study were based on 44 questionnaires that were returned by the respondents. The findings were analyzed and presented using tables and graphs which were then interpreted in words. The study revealed that the majority of the respondents attributed their main cause for relapse due to Intrapersonal determinants - they experienced a negative emotional state (for example, feelings of anger, frustration and anxiety) that initially triggered their need to taking that first drink. Secondly respondents identified exposure to peer pressure and boredom as also being a cause for their relapse. They disclosed that at times their peers would pressurize them to consume alcohol. The temptation, urges and cravings and being in the presence of other people consuming alcohol proved too difficult to resist. Alcohol being the recreational drug of choice proved to be tempting to members especially when socialising with colleagues. Based on the findings of the study conclusions and recommendations were made to the development of the relapse prevention programme to assist members post treatment to maintain their sobriety.
