The experiences and perceptions of police members regarding the effectiveness of trauma debriefing within the South African Police Service

Certain individuals, such as police officers, are exposed to traumatic events as part of the occupational roles they fulfill. In order to prevent psychological illnesses; namely the Post-Traumatic Stress Disorder (PTSD) that results from work-related traumatic incidents, psychological interventions have been developed such as Critical Incident Stress Debriefing. The aim of the study was to explore the experiences and the perceptions of police members stationed at the South African Police Service (SAPS) Head Office in Pretoria, regarding the effectiveness of Trauma Debriefing within the SAPS environment. The researcher was motivated to choose this subject as a result of the challenges he faced while working as a Psychometrist and a Debriefer within the SAPS. Furthermore, the lack of research and literature studies concerning the effectiveness of trauma debriefing motivated the researcher to conduct the study. The qualitative approach was utilized in this study, and interviews were used to gather data about the experiences and perceptions of police members regarding the effectiveness of trauma debriefing. Utilizing an interview schedule, the researcher interviewed 10 respondents who were functional members of the SAPS. A systematic sampling method was used to select suitable respondents for the study. The type of research used was that of applied research, as the intention was to answer practical questions about the effectiveness of trauma debriefing within the SAPS. The exploratory design was utilized in this study, since there was limited information about the experiences and perceptions of police members in existence. The purpose of using this design was thus to explore the perceptions and experiences of police members regarding the effectiveness of trauma debriefing in order to provide new information about the topic. The researcher believes that this research will provoke some thought about new scientific research into this field of study. A discussion on the theoretical overview on trauma debriefing focused on the goals and theories of debriefing. In addition, a theoretical overview of the debriefing model adopted by the SAPS, the benefits of debriefing, the diagnostic criteria for PTSD and critical perspectives with regard to the effectiveness of trauma debriefing. The research findings indicated that trauma debriefing has been viewed and experienced by most respondents as good. Most police members perceived trauma debriefing as effective. Furthermore, police members perceived trauma debriefing as management=s support. The research findings however also indicated that trauma debriefing should be pro-active rather than reactive. Some respondents felt that debriefing should include an element of monitoring members, in order to check their progress. Evaluation of the differences in perception toward stress and trauma intervention strategies in the South African Police Service

Magister Commercii (Industrial Psychology) - MCom(IPS) / The current crime rate in the Western Cape plays a crucial role in the exposure of police officers to stressful and traumatic events. The intensity and frequency of this exposure, if not treated, could lead to police officers experiencing comorbid disorders such as post-traumatic stress disorder (PTSD). This leads to an increased need for trauma intervention strategies to be offered, to assist police officers who are exposed to trauma in the South African Police Service (SAPS). Although trauma intervention programmes are established within SAPS, a difference in perception about their effectiveness and service offering are presented. The purpose of this study was to investigate the differences in perception toward stress and trauma intervention strategies within the SAPS in the Western Cape. In order to achieve the purpose of the study, the researcher, tapped into the lived experiences of current police officers and Employee Health and Wellness (EHW) staff, employed by SAPS through semi-structured interviews. Through a comparative design, the study will add value to the current body of knowledge, as differences and similarities between two of the primary role players in the trauma debriefing process within the SAPS are explored. The research sample, recruited by means of convenience sampling, consisted of seven EHW staff members who had experience with dealing with stress and trauma-related programmes, and eight visible policing police officers who had experienced some form of trauma-related incident. The researcher made use of an in-depth interview guide as the research instrument for this study, which consisted of audio-recorded semi-structured interviews with the participants. The audio recordings were transcribed, and then analysed by means of thematic analysis. The findings showed that a difference in perception exists between police officers and EHW staff members toward the effectiveness of trauma intervention strategies offered in the SAPS. The findings also suggest that the majority of police officers do not make use of the trauma intervention programmes in the SAPS, in comparison to EHW staff reporting on good attendance by police officers at the service offerings. Similarities in perception between the two groups presented itself in the form of how trauma is defined, the different responses to trauma and coping mechanisms employed by police officers. The implications of this study include a contribution toward policy and structural amendments of the Employee Assistance Programme (EAP) framework within the SAPS, as well as a motivation for implementing a compulsory trauma counselling programme for police officers.

Electronic records management for effective administration of justice in Limpopo Province police stations

Thesis (M.A. Information Studies (Electronic Records Management)) -- University of Limpopo, 2021 / There is a strong argument for a direct link between records management and delivery of justice to citizens in that to an extent that a country is ready to embrace information and communication technology (ICT), the lower the level of corruption in that country. This study investigated the role of electronic records management for effective delivery of justice in Limpopo Province police stations (LPPS) with the adoption of the exploratory survey research design based on quantitative and qualitative research approaches. The study adopted a pragmatic worldview to sample 100 police detective officers and 6 records managers with a 65% response rate in Lebowakgomo and Mankweng clusters of Limpopo province with the use of questionnaire and interview as data collection instruments. The study analysed quantitative data through SPSS for Windows while adopting Thematic Analysis for qualitative data. This study found that the LPPS had inadequate human resource and ICT infrastructure capacity for effective electronic records management and delivery of justice to citizens; that e-docket system had a positive impact in enhancing electronic records management, specifically with 24hour access and timely sharing of records; that poor internet connection emerged as the most prominent challenge faced when managing records; and that monitoring of the e-docket system and increased human resource and ICT infrastructure capacity could improve electronic records management. The study made the following recommendations in order to enable effective delivery of justice to citizens through electronic records management in LPPS: that there be minimum training requirements for those working with records in order to cultivate a culture of appreciating proper records management; that police stations be provided with enough computers with adequate network capacity; that a qualified records manager be appointed to administrate the management of records; and that offsite backup be implemented to ensure system recovery in case of disaster. / National Research Foundation (NRF)

The research entailed an exploration of the design of job descriptions (JDs) in the South African Police Service (SAPS). A JD represents an official document that defines general duties, tasks, and related job responsibilities. It details the job features and the essential abilities required to perform the job. JDs are fundamental and vital to outline the job duties harmonised with the relevant organisation’s policy, ethos, goals, mission, and vision. Participants in this study were purposefully chosen to conduct semi-structured interviews and focus groups with information-rich SAPS Human Resource (HR) practitioners from both the support and operational career streams, to gain their insights into and viewpoints on the JD processes in the SAPS. The National Head Office: Divisions: Human Resource Utilisation (HRU) and Operational Response Service (ORS) and the information-rich provincial HR practitioners who support and monitor the implementation of JDs in the SAPS were included in this study. The participants were asked to answer open-ended questions that aimed to explore the design of JDs in the SAPS. The interviews were recorded with the participants’ permission. The recorded information was translated verbatim and analysed. The six fundamental themes that emerged are: value and benefits of JDs; processes to coordinate and monitor JDs to ensure effective management; the potential of JDs to enhance police performance; knowledge and skills for designing JDs; attitudes, experiences, and challenges of JDs; and recommendations of electronic JD systems. The topics were delineated using direct quotations from the participants as gained during the interviews. Opinions, experiences, administrative aspects, and criticism of the various features of JDs in the SAPS was explored. In summary, the research recommendations and conclusion were given. Affirmative action within the South African Police Service with specific reference to the SAPS in Soweto

The aim of this study was to established whether police officials in Area Soweto understand the affirmative action that is taking place within the SAPS. A literature study on affirmative action was done and a questionnare generated. An imperical study was done by questionnaire on the trans formation that has taken place within the SAPS from 1994 to 2000. The sample of 300 members was taken out of the eight identified police stations in Soweto. It was established that police officials in soweto do no understand affirmative action and its implementation within the SAPS in Soweto. Most of them were uncertain in ther reponse to the questions asked. Recommendations are made for the SAPS to teach members about affirmative action and its consequences within this organisation for affirmative action to succeed. / Penology / M.A. (Police Science)

Teachers' perceptions of spreadsheet algebra programs as curriculum materials for high school mathematics in Namibia

Thesis (MEd)--Stellenbosch University, 2012 / Includes bibliography / ENGLISH ABSTRACT: The use of information and communications technologies (ICTs) in the form of spreadsheet algebra programmes (SAPs) is important in the professional development of high school mathematics teachers. This is in line with The Namibian government‟s Vision 2030 in which ICT skills and competencies are regarded as core elements of living and participating in the 21st century. ICTs are also considered to be fundamental to the development of a dynamic knowledge-based economy (KBE) through the Education and Training Sector Improvement Program (ETSIP). ETSIP‟s aim is to embed ICT at all levels of the education system. It also aims to integrate the use of ICTs as tools in the delivery of curriculum and learning and in so doing, lead to a marked improvement in the quality of the learning and teaching process across all levels. Education has a key role in achieving Vision 2030. The aim of this research was to investigate mathematics teachers‟ perceptions of SAPs as curriculum materials in selected Namibian secondary (high) schools. This research adopted a qualitative methodology, which in this instance was a case study. The sample population consisted of five teachers from Okamu (pseudonym) secondary school in the Ohangwena Region of Namibia. Four of them had been teaching mathematics at different levels in the mentioned school for a period of four years, and one of them was teaching physical science. Three methods of data collection were used. The first two were semi-structured interviews and focus group interviews based on teachers‟ experiences using SAPs. The third method was an audio taped observation of a lesson taught by one of the teachers,. This research provides evidence about teachers‟ perceptions regarding time concerns and constraints with regards to the SAPs and the use of the SAPs. The teachers showed willingness and enthusiasm to use SAPs on linear and quadratic functions in their teaching. Some of the teachers became more aware of the epistemic dimensions associated with mathematical and algebraic symbols. Interview data reveal that the teachers had not considered these dimensions when teaching with the usual paper-and-pen format. The research also provides evidence of a teacher‟s early vision about the use of spreadsheets as an instrument to teach linear functions. This teacher did not consider any epistemic value for the instrumented spreadsheets techniques, or that they might contribute to a deeper understanding of the linear functions. His concern was focused more on getting the learners to acquire computer skills, such as learning how to use spreadsheets. It is recommended that in-service professional development about ICT integration into mathematics teaching be offered. This might help teachers to learn how their knowledge and skills could be used in the classroom more effectively in order to save time. It is also suggested that professional development programmes be designed to stimulate and promote teachers‟ willingness to develop an understanding of the characteristics of ICTs such as SAPs and their uses. Lastly, it is recommended that new SAPs be designed in order to deepen the understanding of algebra at the secondary level. / AFRIKAANSE OPSOMMING: Die gebruik van inligting- en kommunikasietegnologieë (IKT's) in die vorm van sigblad-algebra-programme (SAP's) is belangrik vir die professionele ontwikkeling van hoërskoolwiskunde-onderwysers. Dit is in pas met die Namibiese regering se visie vir 2030, Vision 2030, waarin IKT-vaardighede en -bevoegdhede beskou word as kernelemente van die lewe in en deelname aan die 21ste eeu. IKT's word ook beskou as grondliggend aan die ontwikkeling van ‟n dinamiese kennisekonomie (KE) deur middel van die Verbeteringsprogram vir die Onderwys- en Opleidingsektore (ETSIP). ETSIP het as oogmerk om IKT op alle vlakke van die onderwysstelsel vas te lê. Dit het ook ten doel om die gebruik van IKT's as hulpmiddele te integreer in die lewering van kurrikulum en leer en sodoende ‟n duidelike verbetering in die gehalte van die onderrig-en-leerproses oor alle vlakke heen tot gevolg te hê. Onderwys het ‟n sleutelrol te speel by die bereiking van Vision 2030. Die doel van hierdie navorsing was om wiskundeonderwysers se persepsies van SAP's as kurrikulummateriaal in geselekteerde Namibiese sekondêre (hoër-) skole te ondersoek. Hierdie navorsing het ‟n kwalitatiewe metode gevolg, in hierdie geval ‟n gevallestudie. Die proefgroep het bestaan uit vyf onderwysers van die sekondêre skool Okamu (skuilnaam) in die Ohangwena-streek van Namibië. Vier van hulle het reeds vier jaar lank wiskunde op verskillende vlakke in die betrokke skool gegee en een van hulle het fisiese wetenskap gegee. Drie metodes is ingespan om data in te samel. Die eerste twee was semigestruktureerde onderhoude en fokusgroeponderhoude gebaseer op onderwysers se ervaringe ten opsigte van die gebruik van SAP's. Die derde metode was ‟n klankopname van ‟n waarnemingsessie van ‟n les wat deur een van die onderwysers gegee is. Hierdie navorsing getuig van onderwysers se persepsies ten opsigte van tydskwessies en -beperkinge met betrekking tot die SAP's en die gebruik van die SAP's. Die onderwysers het ‟n gewilligheid en geesdrif geopenbaar om by lineêre en kwadratiese funksies SAP's in hul onderrig te gebruik. Party onderwysers het meer bewus geraak van die epistemiese dimensies in verband met wiskundige en algebraïese simbole. Onderhouddata onthul dat die onderwysers nie hierdie dimensies in ag geneem het toe hulle met die gewone papier-en-pen-formaat klasgegee het nie. Die navorsing bevestig ook ‟n onderwyser se aanvanklike insig oor die gebruik van sigblaaie as 'n instrument om lineêre funksies te onderrig. Hierdie onderwyser het nie die epistemiese waarde vir die geïnstrumenteerde sigbladtegnieke in ag geneem nie, of dat hulle sou kon bydra tot ‟n grondiger begrip van die lineêre funksies nie. Sy belangstelling was eerder daarop gefokus om die leerders sover te kry om rekenaarvaardighede, soos om sigblaaie te kan gebruik, te verwerf. Daar word aanbeveel dat indiens- professionele ontwikkeling oor IKT-integrasie in wiskundeonderrig aangebied word. Dit sal onderwysers moontlik help om te leer hoe hulle kennis en vaardighede meer doeltreffend in die klaskamer gebruik kan word om tyd te bespaar. Daar word ook voorgestel dat professionele ontwikkelingsprogramme ontwerp word, ter stimulering en bevordering van onderwysers se bereidwilligheid om ‟n begrip te ontwikkel van die kenmerke en gebruike van IKT's soos SAP's. Laastens word daar aanbeveel dat nuwe SAP's ontwerp word om die verstaan van algebra op sekondêre vlak te verdiep.

A critical analysis of the investigative capacity of general detectives in handling fraud cases

This study investigates the question of investigative capacity of South African Police Service general detectives at the local station level with regard to fraud investigation. The research presented in this thesis is based on a qualitative thematic analysis of the systemic investigative capacity of the detectives handling fraud and related offences. Fraud related crimes are consistently dismissed and perceived as less serious than violent crime, yet the impact of fraud affects individuals, organisations, and society. This study includes interviews with n = 15 (83%) participants out of 18 (100%) using a semi-structured interview schedule for data collection. The available literature indicates the increasing incidents of general fraud being inadequately investigated at the local police stations because of investigative incapacity. The complexities of any criminal investigation require sufficient resources to achieve the highest level of investigative performance. In this regard, criminals are gradually outwitting the conventional methods of fraud investigation, especially in terms of technological advancements. The study’s findings reveal how general detectives are systematically tested to their capacity in relation to fraud investigation – inter alia, participants identified the following challenges to meeting investigative objectives: ambiguous general fraud investigation directives, poor training, limited resources, abuse of available resources, unreasonably high workloads, and human resource shortages. These institutional factors need consideration to allow progress in criminal investigation procedures. This study creates the context for the recommendation that a series of systemic reforms be introduced, based on a professional model, pertaining specifically to fraud investigation at the local police station level. This means some of the distinct investigative practices that are effective be inverted and strengthened in recognition of the scope and complexity of general fraud, and the influence this complexity has on investigative methodology. For example, setting up proper and recognised station-level fraud units to handle incoming “general fraud” cases, staffed with trained detectives, who have access to adequate resources. This would create an opportunity to address institutional issues around training to rectify general detectives’ core skill deficiencies prior to them being assigned to criminal cases. Training should include case management, investigative procedures, and the use of technology (to effectively combat digital fraud). Moreover, it is vital to maintain an oversight over the fraud mandates which differentiate the scope of practice between vii specialist and general detectives, with a thorough understanding of what constitutes general fraud and complex, organised fraud. The middle management learning programme of the South African Police Service: a critical evaluation / L.S. Masilela

The aim of this study was to assess the effective functioning of the Middle Management Learning Programme (MMLP) within the South African Police Service (SAPS), as well as evaluate the performance and effectiveness of employees who were sent for training to enhance their skills and develop their capacity in order to improve service delivery within the broader South African society. The research focused specifically on middle managers who had completed the MMLP. The MMLP was presented at the SAPS Academy in Thabong from 2007 to 2011. According to Meyer et al. (2004:225), a learning programme is a coordinated combination of learning activities, methodologies, processes and other elements of learning, crafted to assist learners to acquire the required knowledge, skills and attitudes. The primary objective of this study was, therefore, to evaluate the effective functioning of the MMLP within the SAPS and to provide sound recommendations based on the empirical findings. Semi-structured interviews and questionnaires were used to determine the effectiveness of the MMLP and obtain information from the respondents who completed the programme during the 2007/8 and 2009/10 financial years. The literature review, interviews and completion of the questionnaires by respondents confirmed the objectives of this study. The overall results indicated that the MMLP had a positive impact on middle managers in the SAPS. The middle managers appear to be driven by a need for recognition, and authorities could exploit this to its advantage by providing a reward system for good performance. The study concludes by, inter alia, recommending that the SAPS review its military culture or style, because the managers who attended the MMLP are unable to advise their seniors, respondents feel overwhelmed, powerless, and helpless and this leads to ineffectiveness in their performance. The requirements to attend the MMLP should be placed on record and should not be compromised to suit particular individuals. Affirmative action within the South African Police Service with specific reference to the SAPS in Soweto

The aim of this study was to established whether police officials in Area Soweto understand the affirmative action that is taking place within the SAPS. A literature study on affirmative action was done and a questionnare generated. An imperical study was done by questionnaire on the trans formation that has taken place within the SAPS from 1994 to 2000. The sample of 300 members was taken out of the eight identified police stations in Soweto. It was established that police officials in soweto do no understand affirmative action and its implementation within the SAPS in Soweto. Most of them were uncertain in ther reponse to the questions asked. Recommendations are made for the SAPS to teach members about affirmative action and its consequences within this organisation for affirmative action to succeed. / Penology / M.A. (Police Science)
