Policing mechanisms to counter terrorist attacks in South Africa

Terrorism remains a cardinal threat to national, regional, and international peace and security. It violates the fundamental principles of law, order, human rights and freedom and remains an affront to the Global Charter of the United Nations (UN) and the values and principles enunciated in Africa's Constitutive Act of the African Union (AU). Moreover, it presents a grave and direct threat to the territorial integrity, security and stability of States. In this regard, effective counter terrorism mechanisms and approaches remain fundamental tools in curbing the threats and devastating effects of terrorism. Since the advent of the 'war on terror', issues regarding terrorism and counter-terrorism have become pronounced norms within the international realm. Yet, while an abundance of literature has been focussed and analyzed on counter terrorism approaches within the United States (US), the United Kingdom (UK), Russia and India; little has been documented on effective counter terrorism approaches in South Africa post-2001. Given emerging trends of terrorist camps within the country and the fact that South Africa will be hosting the international event of the 2010 FIFA Soccer World Cup, it is imperative that South Africa improves the overall direction of its counter terrorism strategy. Essentially, this study offers recommendations for the most effective counterterrorism mechanism, which will aid policing in South Africa. History and current events indicate that South African Police Service (SAPS) has the capacity and capability to successfully deal with threats of terrorism. What is lacking is a concrete proactive counter terrorism approach that makes SAPS stand out as the lead department in countering terrorism. Yet, it should be borne in mind that the most important principle of any counter terrorism operational concept is to co-ordinate an operation with an integrated approach. Bearing this in mind, this study includes an assessment of the counterterrorism methodologies of various agencies responsible for counter terrorism within South Africa, with SAPS being the focal point. To establish the most effective counter terrorism strategy applicable to the South African context, this study considers a comparative analysis of counter terrorism strategies adopted within specified developed (Russia, US and UK) and developing countries (India and Algeria) as well as a conceptual analysis of relevant policing mechanisms that are currently considered as appropriate mechanisms to counter terrorism within specified countries. The synopsis of best-case practices of counter terrorism in developed and developing countries as well as the relevant literature on policing mechanism are then synthesized and interrogated into conceptualising an effective policing mechanism to counter terrorism in South Africa. / Criminology / M. A grounded theory of critical incidents impact management among SAPS officers in the Vhembe District, Limpopo Province

A study was conducted to describe and interpret the personal strategies that South African Police Service officers in the Vhembe District, Limpopo Province, use in their line of work. These are strategies to deal with the impact of the primary victims’ critical incidents of rape, domestic violence, murder and road accidents. The focus was on describing the impact of the critical incidents that the officers are exposed to, which manifest in a form of traumatic stress, namely, vicarious traumatisation, and management of this impact. Twenty participants were selected through purposive and theoretical sampling techniques from the family violence, child protection and sexual offences, domestic violence, field training, detective and social crime prevention units. Unstructured open-ended interviews, diaries and follow-up telephone interviews were used as data collection methods and data were collected in the participants’ home languages, Tshivenda and Xitsonga. Data gathered necessitated looking into both the aspects of the officers’ organisational and operational work. Data were thus analysed through the content thematic and constant comparative data analysis methods. The results first presented a profile of police vicarious traumatisation in the Vhembe District, which include the types of critical incidents exposed to, the organisational and operational stressors that lead to vicarious traumatisation, and the description of vicarious traumatisation symptoms. Second, a theoretical framework of the process of police critical incidents impact management (PCIIM) was developed. The framework shows that the management of the impact of the encountered incidents is inspired by various coping needs and subcultures of the officers, and the management takes place through the use of two styles of trauma management, namely, the linear and multilateral styles, which refer to application of coping strategies successively and the combination of horizontal and vertical application of coping strategies, respectively. The coping strategies used by the officers help them to have an objective understanding of the critical incidents encountered, have less severe symptoms of vicarious traumatisation, some symptoms last for shorter periods than before, and other symptoms are no longer experienced. Resilience to the encountered incidents is shown through the development of coping strategies to handle the incidents, facing them, and showing cognitive hardiness. The officers also manage to reflect on the experiences encountered, engage in narratives about them and mutual help thus still working towards attaining posttraumatic growth. / Psychology / D. The implementation of affirmative action policy within the Pretoria District of the South African Police Service

The primary aim of this study was to investigate the implementation of the affirmative action policy within the Pretoria district of the South African Police Service. There is a need to examine and understand how the SAPS remove unfair discrimination in recruitment and selection processes in the implementation of affirmative action measures. Prior to 1994 the South African Police Force was male dominated and racism was fully institutionalised. Black people (Africans, Indians and coloureds), women and disabled people were marginalised and denied appropriate employment and advancement opportunities. The focus of the study was to identify challenges or problems encountered by the SAPS during the implementation of affirmative action policy; propose the strategies through which the SAPS can address discrimination in personnel staffing processes; and to assess and describe the criteria utilised by the SAPS in identifying the beneficiaries of affirmative action. The study includes the survey of international and national literature on the implementation of affirmative action. The study was conducted at 35 police stations within the district of Pretoria. The survey questionnaires were distributed to the respondents whereby three hundred and seventy (370) returned completed questionnaires, meeting the required sample figures. The respondents were selected by using a quota sampling. Qualitative research methodology was utilised in the interpretation and analysis of data. In addition, data was also collected through the documentary study. The major findings of this study illustrated that job requirements and responsibilities are seldom adjusted to accommodate disabled people. The communication of affirmative action policy is seen by respondents as being problematic. Respondents believe that affirmative action discriminates against certain groups within the disadvantaged groups. The research has divulged that the usage of interviews and involvement of supervisors in interview panels would minimise unfair discrimination in the allocation of promotional positions. Diversity management is not fully implemented to support affirmative action. People of all races are not employed to positions on the basis of their qualifications, experience and competencies as they deserve. Homicide-suicide: common factors in South African Police Service members who kill their spouse or consort and themselves

Homicide-Suicide (H-S) is a rare but violent event in which an individual commits homicide and thereafter commits suicide. The H-S phenomenon appears to be increasing among members of the South African Police Service (SAPS). Although research on H-S is sparse, several SA studies have implicated the SAPS as a high risk occupational group for such killings. However, no systematic research that focuses on police H-S has ever been conducted within the RSA. The aim of this thesis is to determine the underlying causes of police H-S killings. The current national study included thirty-eight (38) police H-S cases over a two-year period (2012-2013). The macro, meso, and micro levels of analysis were utilised to study this phenomenon and to test both the socio-cultural and intrapsychic explanations of H-S. A mixed method approach was utilised, which involved both qualitative and quantitative methodologies. Information on H-S was collected via document analysis and interviews with survivors of an H-S attack. The data obtained from the documents were coded on the SAPS “Homicide-Suicide Incidence Coding Form” and the results of this analysis were presented graphically in both tables and charts. Three interviews were conducted with the survivors of these attacks and were qualitatively analysed. The SAPS displayed an H-S incidence rate of 24.27 per 100 000 police officers. A typical police H-S perpetrator is likely to be a black African male who is 35 years old with a Grade 12 education. He would hold the rank of a constable and would have a history of domestic abuse. His victim would usually be an intimate partner of the same race who would be younger than him. She would be employed as an administrative clerk and would be shotand killed multiple times by her amorous jealous boyfriend due to a heated argument or quarrel. The service pistol would be used to commit both H-S killings. Four main themes emerged from the transcripts, namely: Patriarchal dynamics in H-S relationships, Financial issues and the patriarchal order, The death wish (“Thanatos”) of the perpetrator and the H-S survivors as double victims. On the macro level, partial support was found for social integration theory, while the meso and micro levels of analysis supported the psychodynamic perspective. / Psychology / D. Litt. et Phil. An evaluation of the South African Police Service’s moral right to hold power in the Mankweng area

Contemporary policing in South Africa is similarly beset by some glaring fault lines that are branded by high levels of criminality, power abuses and misconduct within the police ranks. Though it is difficult to quantify how the related issues are perceived by the majority of South Africans, this widespread challenge effectively diminishes the police’s moral right to hold power within communities. Furthermore, the Constitution of the Republic of South African Act (No. 108 of 1996) places the South African Police Service (SAPS) in the frontline against crime and obliges it to protect and secure the inhabitant of the republic and their property, this reads in accordance with Section 205(3) of this Act. However, this will be effective only if the SAPS management consists of employees who are trained professionals with appropriate proficiency and whose integrity is beyond approach. In the light of growing concern about ethics and morality in South Africa, this study present that it is important to gain a better understanding of the natural progression of moral reasoning that comes with maturity. This can be accomplished by evaluating the South African Police Service’s moral right to hold power in the Mankweng area as this study attempt. This qualitative study adopted phenomenography research design to purposively explore perceptions of 20 community members and 5 SAPS management in the Mankweng area. Data was collected using the face-to-face semi-structured phenomenological interview and the data was analysed and interpreted, with the adoption of Textual Analysis (TA). This study establishes that there is no moral alertness of using outreach, educational skills and awareness campaigns by the local SAPS in collaborations with community members and there is a decrease in the resilience of criminal victimisation within the community; coupled with lack of strength regarding the relationship amongst safety and security stakeholders and lack of information sharing about crime fighting initiatives within the community and the police. For the conclusion and recommendations: police actions and an increase of unappealing practices has raised a number of safety concerns among South African citizens, neighbouring countries and perhaps international community observers as well and it is recommended that collaboratively working on these findings can enhance policing in the communal level. / Criminology and Security Science / M.A. (Police Science)

Knowledge of and exposure to the HIV/AIDS workplace programme and stigma and discrimination amongst employees of the South African Police Service (SAPS) : a study at the Pretoria Head office

This study investigated the exposure of employees in the South African Police Service (SAPS) to the HIV/AIDS workplace programme, levels of knowledge of HIV/AIDS, perceptions of stigma and discrimination and of participation by stakeholders in programme implementation. The researcher subscribes to the view that stigma and discrimination are major obstacles to the successful implementation of the HIV/AIDS workplace programme as this notion has been substantiated by numerous studies. Self-administered questionnaire was used as means of data collection. Findings suggest that the employees of SAPS based at the National Head Office have high levels of knowledge on HIV/AIDS. Evaluating the multiple stressor intervention of the South-African Police Service as a trauma management tool

This study examined the validity of the South African Police Service (SAPS) multiple stressor intervention. The multiple stressor was developed for members of their specialised units to address Post Traumatic Stress Disorder (PTSD). Unfortunately, the SAPS multiple stressor intervention lacks scientific evidence to support its possible effectiveness in addressing PTSD. In the current study a deployment and intervention group was compared which employed a pre- test post-test design. The Davidson Trauma Scale and the Revised Impact of Event Scale measured PTSD globally, but also the PTSD dimensions of Intrusion, Avoidance/Numbing, and Hyperarousal. The Wilcoxon signed rank test results indicated that the intervention and deployment was both effective in addressing PTSD although the intervention group revealed the greatest improvement in their overall PTSD scores. The intervention group made significant progress in dealing with all three PTSD symptoms while the deployment group made less progress with their Intrusion and Avoidance/Numbing symptoms, but made significant progress with their Hyperarousal symptoms. The Mann-Whitney u test revealed no significant differences between the post intervention test scores of the two groups, either globally or on the three PTSD dimensions. It appears that deployment was just as effective as the multiple stressor intervention in addressing PTSD. / Psychology / M.A. (Psychology)
