Therefore, we chose to analyze issuances of Receivable Funds (FIDC). The analysis of 101 of issuances between 2004 and 2011 revealed that the remuneration of these funds is determined by rating and market conditions. Characteristics of service providers of the fund were also relevant. The characteristics of the loan originator were also analysed, but the results were not conclusive for these variables. This study also investigated the factors which determine the issuances’ rating. It was observed that the level of subordination, the concentration of originators and the fact of being-performing loans are important variables to define the grade given by the rating agencies. The negative relationship between the rating and the percentage of subordinated class indicates that issuers define the subordination level to get good ratings. / O objetivo deste trabalho é avaliar os fatores que afetam a determinação de spread de ativos securitizados no Brasil. Para tanto, optou-se pela análise de emissões de Fundos de Investimento em Direitos Creditórios (FIDC). Através da análise de 101 emissões realizadas entre 2004 e 2011, verificou-se que a remuneração desses fundos é determinada pelo rating e por condições de mercado; características dos prestadores de serviço do fundo também se mostraram relevantes. Procurou-se avaliar, também, se características do cedente são relevantes para definição dos spreads, mas não se obteve resultados conclusivos para essas variáveis. Abordaram-se, ainda, os fatores determinantes do rating dessas emissões. Observou-se que o nível de subordinação, a concentração de cedentes e o fato dos créditos serem performados são variáveis importantes para definição da nota atribuída pelas agências de risco. A relação negativa entre o rating e o percentual de cotas subordinadas indica que os emissores definem a subordinação para obter boas avaliações.

Quand le Bleu passe au vert : la sécurisation de l’environnement à l’ONU / Greening the Blue : securitization of the environment within the United Nations

Depuis plusieurs décennies, l’Organisation des Nations Unies (ONU) – ses Etats membres, ses programmes officiels et ses fonctionnaires – s’intéresse aux connexions entre environnement et sécurité. Pourtant, l’inscription des problématiques environnementales dans l’agenda sécuritaire onusien n’a pas fait l’objet d’une étude détaillée. De même, la littérature sur la construction sociale des enjeux de sécurité ne propose pas un éclairage exhaustif sur les fonctions des organisations internationales dans le processus de sécurisation. La présente thèse vise à combler ces vides. S’appuyant sur des enquêtes d’inspiration ethnographique – observations participantes, entretiens semi-directifs –, elle examine, de l’intérieur, l’intégration de l’environnement dans la définition et la gestion de la sécurité à l’ONU. La recherche a ainsi montré que, ancrés dans des intentionnalités multiples – stratégies gouvernementales, organisationnelles et individuelles –, les efforts de sécurisation de l’environnement à l’ONU s’articulent autour de quatre modalités principales : sécurisation par le langage, sécurisation par l’intégration institutionnelle, sécurisation par la technique, sécurisation inversée. Les manœuvres de sécurisation sont confrontées à des obstacles relevant tant de contraintes imposées par les Etats membres que de rivalités internes. Toutefois, même si peu d’effets ont été observés sur le système de gouvernance globale de l’environnement, les manœuvres de sécurisation ne sont pas sans conséquence : elles favorisent le changement institutionnel pour les acteurs sécurisants et participent à la construction d’un « ordre symbolique » constitué d’obligations et d’interdépendances. / For decades, the United Nations (UN) – its member states, its programs and its personnel – have been concerned with how the environment and security are linked. However, academic research does not offer an extensive analysis of the ways environmental issues have been promoted within the UN security agenda. Likewise, the literature on the construction of security issues does not provide comprehensive insight on the role of international organizations in the securitization process. This dissertation aims to fill these gaps. Based on a grounded theory approach and ethnographic methods – participant observations, semi-structured interviews – it investigates the integration of the environment into the definition and management of security within the UN, from the inside. First, research has revealed governments, organizations and individuals have multiple and sometimes competing motives. Second, at the UN, environmental securitization occurs through four main modalities: discursive securitization, institutional securitization, technical securitization, reverse securitization. Efforts to promote securitization may be opposed by the member states or competing UN agencies if such moves are counter to their interests. However, although few effects were observed on the global environmental governance system, securitizing moves are not inconsequential: they promote institutional change for securitizing actors and participate in building a "symbolic order" consisting of obligations and interdependence.

The main objects of this diploma thesis are basic trends in the mortgage market in the United States and their role in the current mortgage crisis. As a theoretical background in the first part of this work are mentioned asymetric information with the optimal consumer choice regarding mortgage product and the general theory of the securitization. Practical part continues from the description of the main characteristics of the mortgage to the whole mortgage market and the role of government agencies. Following analysis is concerning the significant tendencies in the past years, which dominates in the mortgage market in the USA. The focus is mainly aimed at the growth of alternative mortgage products in connection with strong home price apreciation. Then the position of mortgage brokers and their role in the subprime sector are discusssed. Subprime sector is analysed as well and then the securitization of mortgages as the main trend in the past years is investigated. The development of the current crisis is the object of the last chapter.

The thesis describes the development of the credit card debt and identifies reasons and consequences of the expansion. The role of the state as setting conditions of the market and solving possible market failure is also mentioned.

Securitization of Japan under Shinzo Abe, December 2012 - July 2016

Japan is facing a reality in which the peaceful safeguards of Article 9 of the constitution has become an obstacle for the Government of Japan to ensure the safety and security of its people. Under Prime Minister Shinzo Abe, major security policies have been implemented that have come to redefine the role of Japan within the international community. The aim of this thesis is to outline what policies were implemented by the Government of Japan, how these differed from the previous policies, and how they were received by the Japanese voters, to create an understanding of how Japan came closer to constitutional amendment through the two national elections in 2014 and 2016. The thesis presents the developments leading up to the two elections, as well as security and economic measures taken by the Japanese government. This is then followed with the use of the Copenhagen School´s Securitization theory, to analyze the events, measures taken, and the response from the Japanese voters. The Analysis concludes that the Japanese public have remained divided on the topic of constitutional amendment, but been in favor of the continuation of the Abenomics, the economic policies pursued by the Government of Japan, which has also been a major topic in the two elections.

The aim of this thesis is securitization in European union and its perspectives. Initially it presents basic aspects of securitization, historical course and present condition. Analysis of present condition pays attention to regulations of financial market, whose part are rules, which relates to securitization and its transparency. Following econometric model reject the zero hypothesis and confirmed positive direct proportion influence of securitization on credit and thus on gross domestic product of EU in period 2000-2007. Eventually was performed synthesis of present condition of european economy, regulation of securitization and consequences of the econometric model. In spite of positive influnce of securitization to GDP through credit, the perspectives are not too favourable. The main reasons are low attractiveness of asset backed securities and low numbers of private investors.

Speaking and Perceiving Security: A Case Study of the Trump Administration’s Securitization of Illegal Immigration Fueling Populism in the US

During his presidential campaign and throughout his presidency Donald Trump’s dealings with illegal immigration have sparked global controversy. The election of Donald Trump has thus insinuated a debate within the academic field of International Relations and a reoccurring concept within said debate is populism. This thesis includes itself into said debate through considering the empirical case study of the Trump administration’s securitization of illegal immigration. More specifically, it investigates how Trump’s securitizing speech acts fuel populism in the US which challenges discourses of open borders and subsequently affects US-Mexico relations. The thesis analyzes polls to captivate the US’ general population as an audience and applies discourse analysis on speeches held by Donald Trump to grasp how the Trump administration’s securitization of illegal immigration fueled populism in the US. It studies the negative effects of the securitization on US-Mexico relations by examining the reactions of Mexican presidents, members of the Mexican Foreign Relations Department and members of the Mexican senate. It is found that Trump’s rhetoric employed throughout the securitization of illegal immigration fueled authoritarian populism and xenophobic populism in the US which captivates the negative sentiments of the predominantly conservative Republican voters towards illegal immigration. The employed rhetoric subsequently challenged discourses of open borders. The effects of said challenges had negative implications on US-Mexico relations as the investigations of the reactions of the Mexican presidents, the members of the Mexican Foreign Relations Department and the members of the Mexican senate have shown.

Securitization and the Power of Language - A Discourse Analysis of the Legitimatization of the Assassination of Major General Soleimani

Language and discourse can create a space where political decision-making and action is accepted despite its untypical nature. The goal of the study is to un-derstand how political discourse is constructed with the aim of legitimizing ex-traordinary action in relation to the framework of securitization. The study revolves around how and why President Trump discursively attempts to legitimize his order that led to the assassination of Iranian Major General Soleimani, on the 2nd of Jan-uary 2020, by conducting a discourse analysis of two speeches delivered within the first week following the event. The study contributes with insight on the particular case, and shows how Maj. Gen. Soleimani is represented as an irrational terrorist, who posed imminent danger to the American people. The act attempted legitimized is presented as done in the name of ‘security’ which seeks to justify the notion of President Trump ‘breaking free’ of usual procedures. The main conclusions of the study are the presented legitimatization strategies, including the linguistic constella-tion of an existential threat, the allusion of a hypothetical future and the exploitation of emotional trauma. Moreover, the findings uncover that a securitization move has taken place within the analyzed speeches.

L’évolution manifeste du traitement politique du phénomène migratoire laisse apparaître qu’immigration et intégration seront des enjeux majeurs dans la future politique mondiale. En effet, l’immigration contemporaine diffère par bien des aspects de celles constatées lors des siècles antérieurs, du fait qu’elle soit de plus en plus visible, "dramatique" et "dysfonctionnelle". Le caractère imprévisible et incontrôlable du phénomène bouleverse aujourd’hui les schèmes traditionnels de l’état westphalien, et nourrit des peurs au sein des sociétés occidentales pouvant être ainsi source de déstabilisation. On assiste alors à un basculement du traitement politique de l’enjeu migratoire dans le champ sécuritaire. Ole Wæver nous aide à comprendre ce processus à travers son concept de « sécuritisation », grâce auquel il explique l’existence actuelle d’un processus discursif conduisant un fait social, comme l’immigration, à devenir un enjeu de « sécurité sociétale ». Cependant, cette vision, trop linguistique, nous apparaît insuffisante pour comprendre la mise en pratique d’une telle construction. Ainsi, les outils sociologiques proposés par Pierre Bourdieu, et notamment ses travaux effectués sur le langage et le pouvoir symbolique, nous aident à ne plus considérer la sécuritisation comme un processus purement discursif, mais potentiellement législatif.Une étude à la fois comparative et qualitative des législations sur la naturalisation en Allemagne, aux États-Unis et en France, permet alors d’ouvrir la discussion sur le rôle des lois de naturalisation comme pratique sécuritaire dans le processus de sécuritisation de l’immigration. / The evident evolution of political treatment of migration reveals that immigration and integration are becoming major issues in the future world politics. Indeed, contemporary immigration differs in many aspects from those witnessed during previous centuries, because it became more visible, "dramatic" and "dysfunctional". Today, the unpredictable and uncontrollable characteristic of this phenomenon deeply affect the traditional patterns of the Westphalian state and feeds fears in Western societies that can act as destabilization sources. We are then witnessing a shift in the political treatment of the migratory issue within the field of security. Ole Wæver helps us to understand this process through his concept of "securitization", by which he explains the current existence of a discursive process leading to a social fact, such as immigration, to become an issue of "societal security". However, his vision seems too narrow to be a relevant analytical tool in its own right. Thus, the contribution of some sociological tools provided by Bourdieu helps us in considering the "securitization" as a process not anymore being only discursive, but also potentially legislative. The use of a study both comparative and qualitative of naturalization’s legislations in France, the United States and Germany, allows thus to open a discussion on the role of naturalization as a security practice in the "securitization" of immigration.

The death of George Floyd was momentous in refocusing light on the issue of police brutality and seemingly, institutionalized racism in America. That one post showing how Floyd was killed by Police, showed just how much Black America was treated in contrast to the stipulated rights for all persons noted in America's legal apparatus. There began for international security a marked turning point in the pivot with the human being- as opposed to the state- becoming the core object for security and protection. This new turn is pointed to the 1990s in the aftermath of the Cold war. Human-centric occupations in security connote that threats to international security begin with the individual and so the individual must first be prioritized when assessing threats to security in the state and the international system.
