Esta pesquisa investiga a evolução do setor de política da assistência social no município de São Paulo a partir da Constituição Federal de 1988 (CF), isto é, observa a relação entre a dinâmica política do setor e a produção de suas políticas públicas a fim de identificar explicações possíveis para as mudanças de direcionamento e conteúdo dessas políticas nos últimos vinte e cinco anos. No Brasil, foi a partir da conjuntura crítica representada pela CF que a assistência social ganhou status de política pública. Desde então, foram seis os governos que passaram pelo Executivo da capital paulista, quais sejam, os de Luiza Erundina (1989-1992), Paulo Maluf (1993-1996), Celso Pitta (1997-2000), Marta Suplicy (2001-2004), José Serra/Gilberto Kassab (2005-2008) e Gilberto Kassab (2009-2012). São identificados, portanto, os principais cenários, atores e conflitos que caracterizaram esse percurso, tomando por base as ferramentas conceituais oferecidas pelas literaturas pluralista e neoinstitucionalista histórica e pela análise setorial. Se, por um lado, a trajetória mais recente da política de assistência social do município de São Paulo foi marcada por significativos atrasos e retrocessos em relação ao desenvolvimento nacional da área, por outro, curiosamente, há ações vanguardistas no setor que serviram até mesmo de modelo para o país. A análise empreendida permitiu levantar hipóteses a respeito de alguns dos fatores condicionantes do desenvolvimento local desse setor de política, quais sejam, o próprio legado setorial, a organização federativa, o referencial da política e o papel de mediação de certos atores. / This research investigates the evolution of the sector of social assistance policy in São Paulo from 1988 Federal Constitution (CF), that is, it observes the relationship between the political dynamics of the policy sector and the production of public policies in order to identify possible explanations for the changes of direction and content of these policies in the past twenty-five years. In Brazil, it was from the critical juncture represented by the CF that social assistance gained the status of public policy. Since then, six governments have passed through the municipal administration, namely, those of Luiza Erundina (1989-1992), Paulo Maluf (1993-1996), Celso Pitta (1997-2000), Marta Suplicy (2001-2004), José Serra/Gilberto Kassab (2005-2008) and Gilberto Kassab (2009-2012). Therefore, the main scenarios, actors and conflicts that characterized this route are identified, having as a basis the conceptual tools offered by pluralist and neohistorical institutionalist literatures and by sectoral analysis. If, on the one hand, the trajectory of the latest social assistance policy in São Paulo was marked by significant delays and setbacks in relation to national development in the area, on the other, interestingly, there are innovative actions that became even a model for the country. The analysis has allowed the manifestation of hypotheses about some of the responsible factors for the development of this local policy sector, namely the sectoral own legacy, the federalist organization, the policy reference and the mediating role of certain actors.

O objetivo desta pesquisa de mestrado foi apresentar uma análise que possa suscitar debates, tendo em vista a narrativa que conta e analisa a própria trejetória neste campo de ação pública. Trabalhamos com a perspectiva de que a compreensão apresentada em relação ao tema da proteção social e o caso da Assistência Social como política de Estado nos permita tecer diálogos que nos levem a caminhos mais próximos do cotidiano das(os) trabalhadoras(es) inseridas(os) neste contexto de garantia de direitos sociais. We work with the perspective that the understanding presented in relation to the theme of social protection and the case of Social Assistance as a State policy, allow us to weave dialogues that take us closer to the daily lives of the inserted workers in this context of guaranteeing social rights. Nessa perspectiva, o presente estudo propõe-se a discutir a comunicação entre o Controle Social e a população, utilizando a análise das Tecnologias de Informação e Comunicação (TICs). Essas tecnologias, em especial a internet, possibilitam um grande alcance da informação e uma ampla divulgação do conhecimento, pois estão cada vez mais presentes no cotidiano dos brasileiros. Immigrants Participation in the Social Assistance in Finland : Is there a difference between immigrant and native participants and does the time spent in the new country affect their probability of using social assistance?Shakeeb, Maiwand, Said, Murtaza January 2021 (has links)
This paper analyzes the immigrant´s probability to participate in social assistance programs compared to natives in Finland and if there are any cohort and assimilation effects. For estimation, we used the linear probability model to find out the result. The results show that in general there is no assimilation effect on immigrants but there is a sign of assimilation when variables such as regions, education level and refugee are added to the model. The result shows that immigrants have a higher possibility of the participation rate in social assistance compared to natives and the probability differs between refugees and non-refugees and country of origin. The result shows a higher probability for immigrants from the Middle east. In this paper language skill (Finnish variable) is included and it shows that the possibility reduces if the immigrants have a higher capacity of Finnish language.

This work maps the supply of social assistance to prostitutes in Dubí. Its aim is to determine which organizations are active in this direction and what is their job. For this detection was used a method called "snowball", followed by an analysis of written documents of these organizations and data collection through interviews with their staff. It was found that five oraganizations were here. Of these are currently only three aktive: Rozkoš bez rizika, Diecézní charita i Litoměřice and WHITE LIGHT I. I managed to create an overview of the activities of all the identified entities. Some information about conditions that they have in Dubí were found at the same time. The results of my work can be used by organisations themself for their better work coordination, as well as for city hall, which could be able to gain a better view of services, which have been afforded in its scope.

"Hej, nu är jag här och tigger igen" : En kvalitativ studie om skam och ekonomiskt bistånd. / "Hi, now I'm here begging again" : A qualitative study about shame and social assistance.Catibusic, Emilia, Sheybani, Ukabed January 2023 (has links)
Syftet med denna studie var att undersöka socialsekreterares föreställningar om skamkänslor hos kunder på ekonomiskt bistånd. För att uppnå studiens syfte valdes en kvalitativ metod i form av intervjuer med fem socialsekreterare. Intervjuerna analyserades med hjälp av teorier om stigma och skam, stämplingsteori samt intersektionalitet- och genusteori. Resultatet visade att skamkänslor upplevdes ta sig uttryck genom alltifrån kroppsspråk, muntligt yttrande till att kunden uteblir från möten. När det kom till hur skamkänslor påverkade samarbetet mellan socialsekreterare och kund, upplevde informanterna att det fanns flera faktorer som kunde påverka det, både i samband med och utöver skamkänslor, exempelvis individuella förutsättningar. Huruvida kundens kategoritillhörigheter upplevdes vara relaterade till skamkänslorna, varierade mellan informanterna. Avslutningsvis diskuterade informanterna hur kundens skamkänslor kunde minska på individ-, grupp- och samhällsnivå. Till exempel att kunden fick möjligheten att använda sig av e-ansökningar. Socialsekreterarnas roll blev också viktig gällande att informera om hur arbetet gick till både med kunden och ute i samhället. Olika stödinsatser nära kopplade till ekonomiskt bistånd upplevdes också vara i ett behov av att rustas upp för att förbereda individerna för arbetsmarknaden, exempelvis svenska för invandrare (SFI). Samhället upplevdes också behöva bli bättre på att släppa in stigmatiserade individer med psykisk ohälsa, missbruk och språksvårigheter på arbetsmarknaden. Vår slutsats utifrån intervjuerna var att skamkänslor upplevdes finnas hos en majoritet av kunderna. Det kunde uttryckas både fysiskt och muntligt i kundmöten och ha en positiv påverkan på hur fort kunden tog sig från ekonomiskt bistånd samt att kategoritillhörigheter inte var avgörande för individens skamkänslor, enligt informanterna. / The purpose of this study was to examine feelings of shame linked to social assistance based on the perceptions of social workers. To examine said purpose, a qualitative method was chosen by interviewing five social workers. The interviews were analyzed using theories about stigma and shame, labeling theory, intersectionality- and gender theory. The result showed that feelings of shame could be expressed through body language, verbal expressions and the customer not coming. There were several factors that could affect the cooperation between the social worker, with and excluding feelings of shame, for example individual circumstances. How the customers' characteristics were connected to feelings of shame, varied between the informants. Lastly, the informants discussed how customers' feelings of shame could lessen on an individual-, group and societal level, for example that the customer had the option to electronically apply for financial aid. The social worker’s role was important when informing how they work with the customer and out in the public. Different support instances connected to social assistance were perceived to be in need of rehabilitation to prepare the individuals for the labor market, for example through Swedish for immigrants. Society needed to improve on letting in stigmatized individuals with mental illnesses, addiction and language difficulties on the labor market. In conclusion: feelings of shame were perceived to exist in most customers, both physically, verbally and could positively affect how quickly they left social assistance. The customers' characteristics were not definitive for the individual’s feelings of shame, according to the informants.

In this study, I examine the employment effects on average earnings and duration to work during a 45 month period, after receiving social assistance (SA) in October 2019, compared to receiving unemployment insurance (UI) the same month. A distinction is made between two treatment groups; receiving SA in addition to UI (treatment I) and receiving SA (treatment II). Using propensity score matching (PSM), I estimate the average treatment effects on the treated on earnings, as well as duration to work by using the Kaplan-Meier survival estimator with the matched observations. I use newly released Swedish administrative micro level data of individuals’ monthly labour market status (BAS) between 2020-2023, from Statistics Sweden. During this thesis process, where Statistics Sweden allowed me data access, I was allowed an additional year of data, for 2019. Results showed that the inflow of SA recipients in October 2019, on average had 25.5 percent lower earnings between November 2019-July 2023, compared to the inflow of UI recipients the same month. In addition, the inflow of SA recipients in October 2019, on average spent 4 months longer in unemployment, compared to those receiving UI the same month. However, results were insignificant when comparing effects between the inflow of those receiving SA in addition to UI in October 2019 with the inflow of UI recipients the same month. Results for this group were insignificant for both employment outcomes; average earnings and duration to work.

workers in the CASs of the municipal districts of Full Administration of SUAS of Rio Grande do Sul`s
state, as well as the adjustments and his current possibilities for the effective of the social control.
From this problem, the study took place on the themes: work process in Marx; work process of Social
Assistant, political of social assistance, boards of social assistance and social control, which guided
the development of research, which included the use of questionnaires to twenty two CASs, which
have Assistants Social advisers. The analysis of data on the forty-three questionnaires returned
showed, as products of the process of work of Social Assistants in CASs, its contribution to: the
exercise of social control through publicity of PAS and the form of access to its services; the
supervision of social services for assistance and evaluation of programmes and social projects; the
socialization of political participation with the base represented and / or users of the PAS, with others
advisers and other areas of social control. The most commonly used methods of work are: the
meetings and / or surveys, conducted before the plenary of the CAS, seeking to organize the
proposals of represented; the guidings of the proposals of their represented and the devolution of the
discussions and deliberations of the CASs to represented and, in addition, the physical structure of
the Councils (financial and material resources that this space remains), and the referencials
methodological-theoretical, technical-operative and ethical-political learned in the process of
professional formation. The principles of the Code of Professional Ethics were perceived as advocates
for the defence of democracy and social rights of users. Even contributing to the effectiveness of the
exercise of social control, the Social Assistants suffer, too, inherent adjustments of his condition of
employee that, many times, imposes to representation corporatist interests, that stand out by the
privatization of social services in PAS. The conflict of interest which crosses the process of work of the
Social Assistants in CASs, deflagrates the need to aggregate efforts of the class and of the various
organizations, for creating strategies capable of contributing to the agglutination of common interests
of the subaltern classes. This will help to guide the exercise of social control, through critical and free
participation, guaranteeing, extending and qualifying the social services, as well as the
democratization of Social Assistance Policy (PAS) / A pesquisa objetivou conhecer quais são os meios e os produtos do processo de trabalho dos(as)
Assistentes Sociais nos CASs dos municípios de Gestão Plena do SUAS, no Estado do Rio Grande
do Sul, bem como os ajustamentos e as possibilidades dele decorrentes para a efetivação do controle
social. A partir desse problema, realizou-se o estudo sobre os temas: processo de trabalho em Marx;
processo de trabalho do(a) Assistente Social; política de assistência social; conselhos de assistência
social e controle social, que nortearam o desenvolvimento da pesquisa, a qual contemplou a
aplicação de questionários a vinte e dois CASs, que possuem Assistentes Sociais conselheiros(as). A
análise dos dados sobre os quarenta e três questionários devolvidos revelou, como produtos do
processo de trabalho dos(as) Assistentes Sociais nos CASs, a sua contribuição para: o exercício do
controle social, através da publicização da PAS e da forma de acesso aos seus serviços; a
fiscalização dos serviços de assistência social e a avaliação de programas e projetos sociais; a
socialização da participação política com a base representada e/ou usuários(as) da PAS, com os(as)
outros(as) conselheiros(as) e com outros espaços de controle social. Os meios de trabalho mais
usados são: as reuniões e/ou sondagens, realizadas antes das plenárias do CAS, que visam a
organizar propostas dos(as) representados(as); os encaminhamentos das propostas dos(as)
seus(suas) representados(as) e a devolução das discussões e deliberações do CASs aos(às)
representados(as) e, além disso, a estrutura física dos Conselhos (recursos materiais e financeiros
que esse espaço mantém), e os referenciais teórico-metodológicos, técnico-operativos e éticopolíticos
aprendidos no processo de formação profissional. Os princípios do Código de Ética
Profissional foram percebidos como impulsionadores para a defesa da democracia e dos direitos
sociais dos(as) usuários(as). Mesmo contribuindo para a efetivação do exercício do controle social,
os(as) Assistentes Sociais sofrem, também, ajustamentos inerentes à sua condição de
empregado(as) que, muitas vezes, impõe à representação interesses corporativistas, que primam
pela privatização dos serviços sociais na PAS. O conflito de interesses, que atravessa o processo de
trabalho dos(as) Assistentes Sociais nos CASs, deflagra a necessidade de agregar esforços da
categoria e das diversas organizações, para a criação de estratégias capazes de contribuir com a
aglutinação de interesses comuns das classes subalternas. Isso contribuirá para guiar o exercício do
controle social, por meio da participação crítica e livre, garantindo, ampliando e qualificando os
serviços sociais, bem como a democratização da Política de Assistência Social (PAS)

services provided and the and the possibilities and limits found in twin cities in the
gaúcha border for the access to Social-assistance Rights from SUAS, by
families/individuals in a situation of vulnerability and social risk, considering the
demands for the access to some benefits and services, which conflict with the
absence of documents of people who remain in a foreign situation. In order to do so,
this dissertation presented the results through a qualitative approach, oriented by the
dialectical-critical method. It started with data collecting through a documental study
in printed sources and online for the characterization of the twin city researched and
the existing social-assistance network. The town of Barra do Quaraí/RS was selected
for the application of the research, located on the gaúcha border, where a systematic
observation, documental research and interviews were carried out with the municipal
manager, a representative of the technical team which, in the field research period,
responded for the Basic Social Protection Services (PSB) and Special Social
Protection (PSE) and a representative of the Social Assistance Municipal Council
(CMAS), in order to obtain the opinion of different actors from the Social Assistance
Policy (PAS) concerning the demands received and services provided to crossborder
citizens, the barriers found for the guarantee of social protection for these
people and find alternatives used to implement the service. The research application
showed some situation of informal service to cross-border citizens before limits
imposed by the citizenship issue coupled with the nationality and, therefore, deriving
from compliances of the Social Assistance Policy (PAS) for the access to programs
and services, which hinder the implementation of social protection of those citizens.
Thus, despite the advances, there are still difficulties for the elaboration and
implementation of public policies not only nationwide but also in MERCOSUR
member countries to favor the social development, reduce historical socioeconomic
inequalities and assure to cross-border and non-documented citizens from the
neighboring country the protection to fundamental social rights, including the access
to basic and special, when needed. It is expected that this dissertation may reinforce
the importance of continuing the studies and researches concerning this Idea of
rights to citizenship and process of intervention in the field of Social Assistance
Policy on the border, which may formally and empirically identify what the limits are
for the extension of social protection to non documented citizens and, on the other
hand, the possibilities for such implementation, considering the territory characterized
as a twin city, and the existence of the program SOCIAL AND PARTICIPATIVE
MERCOSUR / O presente trabalho versa na investigação sobre as demandas recebidas, os
serviços prestados e as possibilidades e limites encontrados nas cidades gêmeas da
fronteira gaúcha para o acesso dos Direitos Socioassistenciais do SUAS, por
famílias/ indivíduos em situação de vulnerabilidade e de risco social, considerando
as exigências para o acesso a alguns benefícios e serviços, os quais conflituam com
a ausência de documentação de pessoas que permanecem em situação de
estrangeiro. Para isto, esta dissertação apresentou os resultados por meio de uma
abordagem qualitativa, orientada pelo método dialético-crítico. Iniciou com o
levantamento de dados através de estudo documental em fontes impressas e online
para a caracterização da cidade gêmea pesquisada e da rede socioassistencial
existente. Para a aplicação da pesquisa foi selecionada a cidade de Barra do
Quaraí/RS, localizada na fronteira gaúcha, onde foi realizada observação
sistemática, pesquisa documental e entrevistas com o gestor municipal, um
representante da equipe técnica que no período da pesquisa de campo, respondeu
pelo Serviços de Proteção Social Básica (PSB) e Proteção Social Especial (PSE) e
um representante do Conselho Municipal de Assistência Social (CMAS),a fim de

demandas recebidas e serviços prestados a cidadãos transfronteiriços, os entraves
encontrados para a garantia da proteção social a estas pessoas e descobrir
alternativas usadas para efetivar o atendimento.A aplicação da pesquisa mostrou
algumas situações de atendimento informal a cidadãos transfronteiriços frente a
limites impostos pela questão da cidadania atrelada à nacionalidade e,
consequentemente, decorrentes das condicionalidades da Política de Assistência
Social (PAS) para o acesso a programas e serviços, as quais impedem a efetivação
da proteção social aqueles cidadãos. Portanto, apesar de avanços, ainda há
dificuldades para elaboração e efetivação de políticas públicas não apenas em
âmbito nacional, mas também entre os países membros do MERCOSUL para
favorecer o desenvolvimento social, reduzir históricas desigualdades
socioeconômicas e assegurar aos cidadãos transfronteiriços e indocumentados do
país vizinho a proteção aos direitos humanos fundamentais, incluindo o acesso a
proteção social básica e especial, quando necessário. Espera-se que esta
dissertação possa reforçar a importância da continuidade de estudos e pesquisas
em torno da ideia de direitos de cidadania e processos de intervenção no campo da
Política de Assistência Social na fronteira, que possam identificar formal e
empiricamente quais são os limites para a extensão da proteção social a cidadãos
indocumentados e, por outro lado, as possibilidades para esta efetivação, tendo em
vista o território caracterizado como cidade gêmea, e a existência do Programa
MERCOSUL SOCIAL E PARTICIPATIVO
