Participar para crescer: o controle social no saneamento e o processo de aprendizagem social / Participate to grow: social control in sanitation and the process of social learning

A temática medular do presente trabalho versa sobre a aprendizagem social e a participação na gestão do saneamento básico. Mais especificamente, o foco da pesquisa está no âmbito das questões relativas aos métodos utilizados para provocar o engajamento dos atores e os mecanismos de controle social atualmente empregados na gestão do saneamento básico nos municípios de Iperó e Mairinque, no estado de São Paulo. A metodologia de pesquisa aplicada nesta tese é o estudo de caso, devido às vivências no projeto Metodologias para fortalecimento do controle social na gestão em saneamento, desenvolvido com recursos do Programa de Pesquisa em Saúde e Saneamento da Fundação Nacional da Saúde (FUNASA), em convênio com o Instituto de Energia e Ambiente da Universidade de São Paulo (IEE/USP). O objetivo principal é identificar os principais saberes proporcionados pela aplicação dos instrumentos participativos utilizados nos processos de instalação do controle social na discussão da gestão do saneamento básico nesses municípios. Para tanto, busca-se examinar a complexidade das relações entre meio ambiente e sociedade de risco globalizada, o cenário do saneamento no Brasil e na região das bacias hidrográficas dos rios Sorocaba e Médio Tietê, a gestão do saneamento nos municípios de Iperó e Mairinque e os conceitos de aprendizagem social neste âmbito. De acordo com os diálogos entre os atores do poder público e a sociedade civil, fica evidente a importância da participação e do controle social nos processos de gestão do saneamento básico. Em particular, o Município de Mairinque demonstra engajamento para convergir aos dispostos da Lei 11.455/2007 do controle social no saneamento, no sentido da construção e do aperfeiçoamento dos mecanismos que possibilitam o envolvimento da população junto aos processos de gestão do saneamento básico. / The core theme of this paper is the social learning process and participation in basic sanitation management. More specifically, the focus of the research is on the issues related to the methods used to provoke stakeholders engagement and the mechanisms of social control currently employed in the management of basic sanitation in the municipalities of Iperó and Mairinque, in the state of São Paulo. The research methodology applied in this thesis is the case study, due to experiences in the project \"Methodologies for strengthening social control in sanitation management\", developed with resources from the Health and Sanitation Research Program of the National Health Foundation (FUNASA), in partnership with the Institute of Energy and Environment of the University of São Paulo (IEE / USP). The main objective is to identify the major knowledge provided by the application of the participatory instruments used in the processes of installation of social control in the discussion of the management of basic sanitation in these municipalities. In order to do so, we seek to examine the complexity of the relationship between the environment and globalized risk society, the scenario of sanitation in Brazil and the region of the Sorocaba and Meio Tietê river basins, the management of sanitation in the municipalities of Iperó and Mairinque and the concepts of social learning in this field. According to the dialogues between the actors of public power and civil society, the importance of participation and social control in the processes of management of basic sanitation is evident. In particular, the Municipality of Mairinque demonstrates its commitment to converge to those, established by Law 11455/2007 of social control in sanitation, in the sense of building and perfecting the mechanisms that enable the population to be involved in basic sanitation management processes.

Políticas públicas sobre as mais diversas dimensões socioeconômicas têm sua avaliação tipicamente estruturada acerca de seus retornos efetivos, observáveis após sua instaura ção, e sua implementação conduzida leviana ou ao menos ingenuamente no que diz respeito ao seu potencial de sucesso e aos recursos empreendidos. Um aspecto alternativo de avaliação, por outro lado, consiste na contemplação de políticas quanto ao seu impacto potencial previamente à sua implementação, questionando-se os interesses dos envolvidos em sua aplicação. Ou seja, temos no estudo de trade-off\'s de economia política permeando a sua prática um componente fundamental. Por meio da análise de uma particular reforma de descentralização, procuramos investigar de que modo se configuram as preferências governamentais sobre plataformas políticas e, com isso, o potencial apresentado por mecanismos de escolha pública em promover os resultados pretendidos para os programas. Levando em consideração a associação de cenários de descentralização das responsabilidades políticas a esforços de aprendizado { possivelmente social { por parte dos governos locais, direcionamos tal foco à investigação de quais informações sobre os distintos efeitos da provisão recém-assumida têm sua captação mais valorizada por tais governantes. Resumidamente, apresentamos evidências de que o processo de decisão político é basicamente motivado por questões eleitorais - sobrepondo-se a interesses genuínos e diretos quanto ao bem-estar social - e de que o alinhamento partidário entre governantes pode representar um fator essencial ao pleno exercício de políticas públicas. / Public policies over several economic dimensions are usually subject to an evaluation built on its observable impacts, following their implementation, and are thus associated with a naive conduction with respect to the employed resources. An alternative aspect of evaluation comprehends, on the other hand, the analysis of potential effects of such policies and the interests of the agents responsible for their coordination. In other words, we believe that the study of political economy trade-offs is an essential component for understanding and improving political practice. By analyzing a specific decentralization reform we proceed to the determination of how officials\' preferences over policies are configured and question the potential of public choice mechanisms in promoting the originally intended results. While acknowledging that decentralization programs are typically characterized by the lack of experience of local governments in conducting the decentralized policies and thus by a (possibly social) learning effort with respect to several of the policies\' details, we investigate what kind of information about policy outcomes are mostly valued by the officials involved. In short, we present evidence that the politicians\' decision making proc- ess is fundamentally based on electoral and opportunistic considerations - above ideology issues - and that party cohesion among officials may constitute an essential factor to the appropriate exercise of public policies.

Aprendizagem social e resolução de conflitos em ambientes democráticos e autocráticos: um estudo com pré-escolares / Social learning and conflict resolution in democratic and authoritarian preschools

A presente pesquisa dedicou-se ao tema da aprendizagem social por meio de uma abordagem psicológica cultural deste fenômeno, agregando ainda contribuições ao tema advindas da Psicologia Moral. Buscou-se identificar diferenças nas representações de crianças pré-escolares quanto às estratégias que utilizam para resolver conflitos interpessoais, em função das diferentes relações por elas vivenciadas em um ambiente mais democrático e cooperativo e em outro com maior orientação autocrática e coercitiva. Assim, foram entrevistadas 27 crianças, com 4 a 5 anos de idade, provenientes de duas creches públicas que apresentavam as características citadas. As professoras responsáveis pelos grupos de crianças pesquisados também participaram respondendo a um questionário acerca de seus valores, representações e atitudes relacionados a sua mediação em situações de conflitos interpessoais vivenciados por seus alunos. O conjunto de relatos foi analisado de forma fundamentalmente qualitativa, tendo por base a técnica de análise de conteúdo e, no caso das crianças, como categorias, a agressão, a submissão e a assertividade, além de outras categorias ambivalentes. Os resultados obtidos indicaram relação entre o ambiente democrático e habilidades mais sofisticadas e apropriadas socialmente de resolução de conflitos reportadas pelas crianças e, inversamente, uma relação entre o ambiente autocrático e habilidades menos desenvolvidas de resolução de conflitos indicadas pelas crianças / The present work was dedicated to the investigation of the theme social learning by means of a cultural psychological approach of the phenomenon, allied to contributions from Moral Psychology. We attempted to identify differences in preschool children\'s representations with respect to the strategies that they utilize to resolve interpersonal conflicts, as a function of the different relations they experience in a more democratic and cooperative environment compared to a more authoritarian and coercive ambient. To attend this purpose, 27 children aged between 4 and 5 years and attending two public day care centers with the abovementioned characteristics were interviewed. The teachers that were in charge of the investigated groups also participated in the study by answering a questionnaire about their values, representations, and attitudes regarding their mediation of the events of interpersonal conflicts experienced by their pupils. The collected data was basically analyzed from a qualitative approach, on the basis of content analysis and, in the case of the children, on the basis of categories such as aggression, submission, and assertiveness, besides other ambivalent categories. The obtained results indicated that there is a relationship between a more democratic environment and more sophisticated and adequate social skills for the resolution of conflicts, as reported by the children. Conversely, an authoritarian ambient resulted in less developed social skills in terms of conflict resolution, as indicated by children\'s reports

Computational, experimental, and statistical analyses of social learning in humans and animals

Social learning is ubiquitous among animals and humans and is thought to be critical to the widespread success of humans and to the development and evolution of human culture. Evolutionary theory, however, suggests that social learning alone may not be adaptive but that individuals may need to be selective in who and how they copy others. One of the key findings of these evolutionary models (reviewed in Chapter 1) is that social information may be widely adaptive if individuals are able to combine social and asocial sources of information together strategically. However, up until this point the focus of theoretic models has been on the population level consequences of different social learning strategies, and not on how individuals combine social and asocial information on specific tasks. In Chapter 2 I carry out an analysis of how animal learners might incorporate social information into a reinforcement learning framework and find that even limited, low-fidelity copying of actions in an action sequence may combine with asocial learning to result in high fidelity transmission of entire action sequences. In Chapter 3 I describe a series of experiments that find that human learners flexibly use a conformity biased learning strategy to learn from multiple demonstrators depending on demonstrator accuracy, either indicated by environmental cues or past experience with these demonstrators. The chapter reveals close quantitative and qualitative matches between participant's performance and a Bayesian model of social learning. In both Chapters 2 and 3 I find, consistent with previous evolutionary findings, that by combining social and asocial sources of information together individuals are able to learn about the world effectively. Exploring how animals use social learning experimentally can be a substantially more difficult task than exploring human social learning. In Chapter 4, I develop and present a refined version of Network Based Diffusion analysis to provide a statistical framework for inferring social learning mechanisms from animal diffusion experiments. In Chapter 5 I move from examining the effects of social learning at an individual level to examining their population level outcomes and provide an analysis of how fine-grained population structure may alter the spread of novel behaviours through a population. I find that although a learner's social learning strategy and the learnability of a novel behaviour strongly impact how likely the behaviour is to spread through the population, fine grained population structure plays a much smaller role. In Chapter 6 I summarize the results of this thesis, and provide suggestions for future work to understand how individuals, humans and other animals alike, use social information.

Subjektiv risk i trafiken - skillnad mellan kvinnor och män

Vi gör dagligen bedömningar av risker i situationer av alla de slag. Trafiken är en av de situationer där riskbedömningar är särskilt viktiga och hur korrekt bedömningen blir beror på hur vi upplever riskerna, vilket i hög grad varierar från person till person. Hypotesen i detta examensarbete är: Kvinnliga bilister upplever större subjektiv risk i trafiken än manliga bilister. Undersökningen av hypotesens giltighet utfördes med hjälp av intervjuer av 20 män och kvinnor. Frågorna syftade till att ta reda på deltagarnas subjektiva upplevelser av trafikrisker. Resultaten pekade på att det finns en tendens till skillnad i hur de båda könen upplever risker i trafiken. Kunskap om hur kvinnor och män upplever risker i trafiken är användbara för att göra olika trafiksituationer säkrare och därmed minska antalet olyckor. Ännu ett steg i denna strävan är att undersöka hur stressfaktorer påverkar riskuppfattningen i en trafiksituation.

The effect of childhood trauma in the development of alcohol abuse and alcohol dependence in individuals with social anxiety disorder

Magister Psychologiae - MPsych / Increased rates of alcohol abuse and childhood trauma have been reported in previous studies of anxiety disorders, and social anxiety disorder (SAD) in particular. Yet the exact nature of this relationship remains unclear. This study aimed to assess whether SAD is a risk factor for later development of alcohol use disorders (AUD) and to investigate the association of childhood trauma with the prospective SAD-AUD comorbidity in adults with SAD. Data from fifty seven adult participants (N=57) with a primary diagnosis of SAD (mean age 36.7; 60% male) completed the self-rated Childhood Trauma Questionnaire (CTQ) as well as the Liebowitz Social Anxiety Scale (LSAS), a measure of SAD symptom severity. Alcohol abuse and dependence information were assessed with the Structured Clinical Interview for Axis I Disorders-Patient Version (SCID-I/P). Data from sixty two adult age and gender match controls were used as a comparison group. A Cognitive Behavioural Model and the Social Learning Model are the theoretical frameworks utilised in the conceptualisation of this research. The data is quantitative in nature and will be statistically analysed using descriptive statistics, logistic regression and ANOVA using the Statistical Package for the Social Sciences (SPSS) version 17.0. Informed consent was obtained in writing from all participants. The findings of the study were that 73.7% of the SAD sample met severity criteria for at least one type of childhood abuse or neglect as measured by the CTQ subscales using previously established thresholds. Physical neglect was found to be significantly associated with increased SAD symptom severity.17.5% of the SAD sample had a comorbid lifetime alcohol use disorder (AUD) and of those 80% reported experiencing childhood trauma. In conclusion there was a high rate of childhood trauma in individuals with SAD and there is a strong association between childhood trauma and comorbid AUDs in those with SAD.Thus screening for childhood trauma in SAD individuals is clinically prudent.

Gaming och stereotyper : En korrelationsstudie om gameridentifikation och upplevelsen av könsstereotyper i videospel / Gaming and stereotypes : A study of correlations between gamer identification and the experience of gender stereotyping in video games

Gamingindustrien är idag en verksamhet som årligen omsätter flera miljarder kronor. Forskning har indikerat att dess utövare, så kallade gamers, betraktar karaktärerna i spelen som mindre könsstereotypa än de som inte spelar (Gillentine 2007). Syftet med studien var därför att undersöka huruvida gamers faktiskt skattade könsstereotypa karaktärer som mindre stereotypa än icke-gamers. En förstudie gjordes utifrån vars resultat fem karaktärer valdes ut som exempel på könsstereotypa karaktärer. I en enkät skattade sedan 134 deltagare graden av könsstereotypi för dessa samt ett antal icke-stereotypa karaktärer. Vidare fick respondenterna, utöver att svara på frågor hämtade från Videogame Experience Survey (Terlecki & Newcombe, 2005), även skatta sin inställning till negativ forskning om gamers. Resultatet visade på en signifikant korrelation mellan en identifikation som gamer och att dessa gav en lägre skattning av könsstereotypi hos stereotypa karaktärer. Dock visade sig kön vara en lika stor prediktor då kvinnor i högre grad än män skattade karaktärerna som mer stereotyp. Utifrån Social Identity Theory och Banduras Social Learning Theory diskuterade studien möjligheten att skillnaderna mellan gamers och de som inte identifierar sig som gamers beror på kombinerade effekter av gamers identitetsbildning och vilja att försvara denna, samt subkulturens och spelens normalisering av könsstereotypier. Mot bakgrund av denna studie skulle det i framtiden vara av intresse att studera effekten gaming har på kvinnliga gamers och om de faktiskt blir mer accepterande gentemot könsstereotyper i videospel. / Today, gaming is an industry which has a turnover of several billion SEK. Research has shown that people who play videogames, so called gamers, see the characters as being less stereotypical than people who do not game (Gillentine 2007). The aim of the paper was therefore to see whether gamers truly did consider stereotypical characters as less stereotypical than non-gamers did. Five gender stereotypical characters were chosen as examples by conducting a pilot study. Using a survey, 134 participants graded the characters as more or less stereotypical. Besides answering the questions taken from Videogame Experience Survey (Terlecki & Newcombe, 2005), the participants were further asked to grade their own attitudes towards negative research done on gaming. The results showed that there was a significant correlation between identifying oneself as a gamer and a lower grading of gender stereotypicality of the stereotypical characters. However, gender turned out to be an equal indicator, as women in a larger extent than men graded the characters as more stereotypical. From the point of view of Social Identity Theory and Banduras Social Learning Theory it is possible to view the difference between gamers and non-gamers is based on a combination of two things; the gamers identity formation and the need to defend it, and the games normalisation of gender stereotypes. In light of this study, it would be interesting to further look at the effects gaming has on female gamers and whether they truly do become more accepting towards gender stereotypes in video games.

Professional Development of Physiotherapists Working in Long-term Care

The purpose of this study is to learn about the professional development practices of physiotherapists working in long-term care homes in Ontario. A survey was created based on relevant literature and piloted for this study. The survey included both quantitative and open-ended questions. 44 Physiotherapist responded, which represents approximately 10% of physiotherapists working in long-term care in Ontario. The results indicate that physiotherapists are isolated from their physiotherapist peers and lack access to communities of practice, professional socialisation, professional culture and social regulation. Although physiotherapists’ interactions with interprofessional teams added breadth to their knowledge, these interactions did not enhance their profession-specific skills. Many physiotherapists are seeking professional community and social supports in healthcare settings outside of the long-term care context. The implications of this study are that physiotherapists, their professional associations, and their college must understand the importance of professional socialization in learning, and ensure that physiotherapists working in long-term care have access to and seek such social support. Physiotherapy service providers in long-term care should provide mentoring, support and opportunities for social learning for their clinicians. Finally, long-term care homes and the Ministry of Health and Long-term care need to ensure that policies provide a better definition of the role of physiotherapists in long-term care.

Connecting people and place : sense of place and local action

The relevance of places to people has been questioned in recent times, as the world has become increasingly globalised and people more mobile. The aim of this research was to explore the relationship between sense of place and people’s behaviour in ‘ordinary’, everyday places. This contrasts with much prior research, which has focused on ‘special’ places, such as national parks and impressive landscapes in order to investigate the components of sense of place. Most people do not live in such places, but inhabit ordinary places in (sub) urban contexts. The research questions were: How does sense of place manifest in an ordinary, everyday landscape? In what ways can social learning impact upon the dynamics of sense of place? Can a more salient sense of place affect people’s attitudes towards and behaviour within their local area? Using an action research approach, pre- and post-interviews and three workshops to create a sustainable future vision at a neighbourhood level of scale, and the town as a whole, were held with fourteen residents of East Bolton, in the North West of England. The activities were designed to facilitate interaction between the participants, so that meanings attributed to places could be shared and discussed. This approach allowed participants to see familiar places in new ways and to share perspectives. The key themes that emerged from this research were: the importance of childhood places; the impact of mobility – both physical and social mobility; the interdependence of places at various scales; and also self-efficacy and people’s ability to influence their surroundings. A key finding was that sense of place can be made more salient for people in ‘ordinary’ landscapes, particularly if people are given direct experience of their places and opportunities to share and reflect on their perceptions relating to place. Social learning, however, takes time and requires resources to create opportunities to influence the salience of sense of place. The findings point to the value of promoting social learning through engagement activities. Planners, regeneration project officers and citizen groups could utilise sense of place as an organising principle to explore place meanings and as a catalyst for stimulating local action. Participants found it more difficult to discuss sense of place at the neighbourhood level of scale than the town level of scale, partly owing to their differing conception of boundaries and lack of awareness of the neighbourhood beyond the home. This has implications for implementing the localism agenda, suggesting that local action and visioning needs to be situated within activities nested at a range of scales in order to be most effective. The drive towards localism may lead to more self-organising and activism emerging from outside of the formal planning system and becoming a force for collective place shaping. Thus, the benefits of developing a more salient sense of place may also have impacts in less formal ways, such as greater interest and involvement in neighbourhood affairs and increased capacity-building, from which community action could potentially emerge.

Este actual panorama, nos permite mostrar nuevas perspectivas en el ámbito educativo, y del mismo modo reflexionar sobre dónde y cómo se está generando el aprendizaje social. Bajo este contexto centramos nuestro análisis en el aprendizaje en red y ubicuo como un escenario que se manifiesta de manera abierta en la actualidad, y porque es quizá el escenario de actuación docente más viable.
