'What is wrong with men?': Revisiting violence against women in conflict and peacebuilding

yes / Much has been written about the high rates of rape and other forms of violence against ‘enemy’ women in wartime, and sustained violences against women in post-war contexts. Research on violence against women, recognised as a problem for peace and development and even a threat to international security, has begun to identify and explain contrasts between different locations. The explanations focus on men, their behaviour and ‘masculinities’, some of which, and even some military codes, may even proscribe such violence. By contrast, research on the mental health of male former combatants, and possibly other male survivors of war trauma, suggests that there is a strong risk of them perpetrating violence specifically against women, even in cases where the highest standard of veteran care is expected, but without much explanation. This article considers what potential there is in this topic for lessons in peacebuilding policy and identifies areas for future research.

The selection and preparation of white officers for the command of black troops in the American Civil War: A study of the 41st and 100th U.S. Colored Infantry

American Civil War officer preparation activities were rooted in the broader practices of antebellum military education as applied at West Point, other military academies, and the state militia system. The arrival of black troops in the Union Army led to a radical, if temporary, transformation in the Army's process for the selection and preparation of officers—but only for the white officers who served with black regiments. Overtly political or casual processes of the early Civil War were replaced in many cases by formal examinations and the centralized review of results, operating in parallel with more traditional political patronage systems of appointment. This study uses the experiences of officers from several black infantry regiments, and particularly the 41st U.S. Colored Infantry from the East and the 100th U.S.C.I. from the West, to illustrate how leaders for black units were chosen, prepared, examined, commissioned, and continued their military education. It focuses on the experiences of the officers, along with the contextual environments of antebellum education, slavery, racism, tactics, and bureaucracy in which they served. / Ph. D.

'The land of my birth and the home of my heart': Enlistment Motivations for Confederate Soldiers in Montgomery County, Virginia, 1861-1862

There is a gap in existing literature in regards to the role of community in understanding the motivations of Civil War soldiers. Current historiographical studies try to apply the same motivational factors to entire states, armies, or to all Union or Confederate soldiers in general. Some historians even attempt to show that regardless of Union or Confederate, soldiers' motivations were similar due to a shared American identity. This thesis explores a community in the mountain valleys of present-day Southwest Virginia, which stayed loyal to Richmond and the Confederacy. This case study of Montgomery County illustrates that enlistment motivations varied based on a mixture of internal and external factors distinctive to a soldier's community; therefore, there cannot be a representative sample of the Confederate Army that covers all the nuances that makes each community unique. Enlistment was both a personal decision and one influenced by the environment. Montgomery County soldiers were the product of their community that included external factors such as slavery, occupation, and class, and internal ideological themes such as honor, masculinity, and patriotism, that compelled them to enlist in the Confederate Army in the first year of the war, April 1861 through April 1862. These men enlisted to protect their status quo when it was convenient for them to leave their home and occupation, and if they had fewer family obligations. / Master of Arts

The use of child soldiers violates human rights and international norms, yet children continue to be abused as soldiers, human shields, and they are forced to participate in armed conflicts worldwide. This is shown to impact the children in many ways and therefore they need extra help when leaving the armed groups. The reintegration process is often part of countries' Disarmament, Demobilization, and Reintegration (DDR) programs and is crucial for both the children's and the country's future. This study aims to examine the reintegration of former childsoldiers in Sierra Leone and northern Uganda. By comparing and analyzing the processes and outcomes in these two countries using existing materials, this study highlights key aspects of reintegration. By using the social integration theory and focusing on the factors of family, school, and religion, this study compares and analyzes the two cases. The results indicate that while both Sierra Leone and northern Uganda have engaged in the reintegration of childsoldiers, their approaches differ. Sierra Leone has demonstrated a more effective process concerning school and family reintegration, whereas northern Uganda has placed greater emphasis on the role of religion, despite efforts to provide both educational opportunities and familial connections for the children.

Slavery, war, and Britain's Atlantic empire : black soldiers, sailors, and rebels in the Seven Years' War

This work is a social and cultural history of the participation of enslaved and free Blacks in the Seven Years’ War in British America. It is, as well, an intellectual history of the impact of Blacks’ wartime actions upon conceptions of race, slavery, and imperial identity in the British Atlantic world. In addition to offering a fresh analysis of the significance of Britain’s arming of Blacks in the eighteenth century, it represents the first sustained inquiry into Blacks’ experience of this global conflict. It contends that, though their rhetoric might indicate otherwise, neither race nor enslaved status in practice prevented Britons from arming Blacks. In fact, Blacks played the most essential role in martial endeavors precisely where slavery was most fundamental to society. The exigencies of worldwide war transformed a local reliance upon black soldiers for the defense of particular colonies into an imperial dependence upon them for the security of Britain’s Atlantic empire. The events of the Seven Years’ War convinced many Britons that black soldiers were effective and even indispensable in the empire’s tropical colonies, but they also confirmed that not all Blacks could be trusted with arms. This work examines “Tacky’s revolt,” during which more than a thousand slaves exploited the wartime diffusion of Jamaica’s defensive forces to rebel, as a battle of the Seven Years’ War. The experience of insecurity and insurrection during the conflict caused some Britons to question the imperial value of the institution of slavery and to propose that Blacks be transformed from a source of vulnerability as slaves to the key to the empire’s strength in the southern Atlantic as free subjects. While martial service offered some Blacks a means to gain income, skills, a sense of satisfaction, autonomy, community, and even (though rarely) freedom, the majority of Blacks did not personally benefit from their contributions to the British war effort. Despite the pragmatic martial antislavery rhetoric that flourished postwar, in the end the British armed Blacks to perpetuate slavery, not to eradicate it, and an ever more regimented reliance upon black soldiers became a lasting legacy of the Seven Years’ War. / text

The Fractured Imaginary: Popular Thinking on Citizen Soldiers and Warfare in Fifth Century Athens

This dissertation establishes how different citizen soldiers were employed and evaluated in the imaginary of fifth century Athens and gives explanations why popular thinking on military personnel was organised in this way. In so doing it emerges that a particular citizen soldier figured in Athenian conceptions about many aspects of martial activity. Also, it has proven necessary to analyse several other conceptions concerning the waging of war in which military personnel strictly play no part because of their indirect but important influence on how this or that class of Athenian fighters was judged. As a result this study ends up throwing light on the ways in which fifth century Athenians conceived not only of citizen combatants but also of warfare in general. The dissertation begins by outlining the primary sources for the Athenian imaginary and its major characteristics. The numerous tragedies and comedies surviving from the fifth century are shown to be sure evidence for the imaginary and the funeral oration of the period to have had a vital role in the transmission of key elements of Athenian self-identity and their understanding of warfare. Although playwrights and public speakers were invariably members of the Athenian elite, the particular contexts in which they performed compelled them to take up and articulate the values and conceptions of their overwhelmingly non-elite audiences. The imaginary then had a decidedly popular character. It was also a sprawling cultural melange within which incongruous and even patently contradictory ideas could subsist side by side. The second part of this dissertation exposes that the citizen hoplite enjoyed a central and paradigmatic role in the popular thinking of fifth century Athens. It was only ever to the heavily armed soldier that poets and orators turned when they wanted to consider general aspects of warfare, the military obligations of citizenship, and gallant and fainthearted behaviour on the battlefield. The Athenian hoplite also served as the pivotal reference point for the marking out of age and gender distinctions within the city and of the differences in military morality between Greeks and barbarians. Critically, as the prevailing definitions of bravery and cowardice were modelled exclusively on the phalanx warfare of the hoplites, Athenian lightly armed troops, cavalrymen and perhaps even sailors with their very different modes of combat were judged one way or another to be cowardly. Yet the final part of this dissertation demonstrates that this normative status of the heavy infantryman in no way prevented citizen sailors from gaining recognition and positive evaluation of their metier and themselves in the Athenian imaginary of the fifth century. The citizen masses of this period saw their city as the major seapower in the Mediterranean and well understood that its formidable might and security rested on its navy. Fifth century Athenians also had a high regard of seamanship in general and great pride in the naval dominance of their city in particular. Indeed, superlative nautical skills were thought to be 'national' traits of the citizens of imperial Athens which they had enjoyed even in the esteemed age of the heroes. Contemporary citizen sailors themselves were also held to be the saviours of the city and were accorded extraordinary esteem and an exalted status if they perished at sea fighting for Athens. Finally, despite the fact that it directly contradicted their hoplite centred conception of bravery, fifth century Athenians firmly believed that fellow citizens serving as sailors could display gallantry in battle.

The prevalence of malaria in Mefloquine hydrochloride - mefliam ® users during the deployment of military forces in Burundi, East Africa

Thesis (M. Tech.) - Central University of Technology, Free State, 2007 / Malaria and the mosquito that induces the disease in humans have hounded the military for decades. Malaria represents one of the most important infectious disease threats to deployed military forces. Malaria in soldiers has a serious economic impact, both in terms of lost productivity and treatment cost for the state. A contingent of South African National Defence Force members has been deployed in Burundi since November 2001, as part of a peacekeeping mission. At the time of the study no information was available regarding the prevalence of malaria among military personnel during deployments in Burundi and East Africa. In Africa, the saying is that malaria is the disease of poverty and a cause of poverty. To combat malaria, it is of vital importance that the recommended medication be taken exactly as prescribed and that the course is completed. However, one of the greatest challenges facing the African continent in the present fight against malaria is drug resistance. The discovery of Mefloquine and the subsequent development of suitable drugs, have been intimately associated with military imperatives, contingencies and requirements. Since World War II, the development of Chloroquine-resistant falciparum malaria has driven the search for new drugs. Mefloquine, developed by the Walter Reed Army Institute of Research in the United States, was first shown effective as a prophylaxis and treatment of resistant falciparum malaria in the 1970’s. To obtain data, questionnaires were administered to SANDF soldiers deployed in Burundi, East Africa. The total size of the population under investigation was 336 with a final sample size of 111 respondents. The sample was selected by using simple random sampling. The questionnaire aimed to determine the perception of respondents regarding the malaria threat, their compliance with taking the medication, and their experiencing of possible side-effects which might occur due to the chemoprophylaxis and the prophylactic efficacy of Mefliam®. The fact that, of the 111 people who used Mefliam®, only four presented with any malaria symptoms, is an indicator that Mefliam® is an effective option as an antimalarial drug to be used in East Africa and Burundi. The results of this study will be used by the personnel of the South African National Defence Force (SANDF) and other military forces deployed in East Africa. It is envisaged that the results will be used by military policy- and decision-makers as a control programme and by others involved in the control of malaria. The findings and recommendations should also be of interest to anyone visiting the area.

Child soldiers in northern Uganda : an analysis of the challenges and opportunities for reintegration and rehabilitation

The level of brutality and violence against children abducted and forcefully conscripted by the Lord's Resistance Army (LRA) in northern Uganda pricked the conscience of humanity. The suffering of the people in northern Uganda was described by Jan Egeland, the former United Nations Under-Secretary for Humanitarian Affairs, as 'the biggest forgotten humanitarian crisis in the world'. This study is primarily concerned with the plight of child soldiers in northern Uganda and how their effective reintegration and rehabilitation (RR) could lead to successful peacebuilding. The study is premised on the hypothesis that 'the promotion of the RR of former child soldiers by providing psychosocial support based on traditional and indigenous resources may contribute to conditions of peace and stability in northern Uganda'. The main contribution of this research is that it explores the relevance of psychosocial support based on the traditional and indigenous resources to the RR of child soldiers and peacebuilding of war-torn societies. Psychosocial support based on traditional and indigenous resources as an element of peacebuilding has been the neglected element of peacebuilding by the liberal peacebuilding interventions in most war-torn societies. For example, while traditional and indigenous resources in northern Uganda have been instrumental in the RR of former child soldiers, most scholars and policy makers have largely paid attention to the usual official government and United Nations structured top-down interventions that emphasize Western approaches of peacebuilding. More so, the official approaches have tended to marginalize the plight of former child soldiers in the reconstruction and peacebuilding of northern Uganda. Yet, failing to pay sufficient attention to effective RR of child soldiers could undermine the peace dividends already achieved in northern Uganda. The study also analyses the limitations of psychosocial support based on traditional and indigenous resources in the RR of former child soldiers. It further examines why Western approaches of psychosocial support in the RR of child soldiers have remained in use in spite of the criticisms levelled against them. The study examines other peacebuilding interventions, both official and unofficial, that have been implemented in northern Uganda. In terms of key findings, the study establishes that traditional and indigenous resources are still popular and have been widely used in northern Uganda in the RR of child soldiers. Majority of former child soldiers who were interviewed observed that they found traditional and indigenous resources more helpful than the Western models of psychosocial support. However, it was also established that there is a significant section of former child soldiers who found Western models more relevant in their RR processes. Based on these findings, the study recommends an integrative and holistic model of psychosocial support that blends good elements from both traditional and indigenous resources and Western approaches with greater emphasis on the former.
