A postcolonial analysis of Cuban foreign policy towards South African liberation movements, 1959-1994

Thesis (MA (Political Science))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: This thesis is a postcolonial analysis of Third World foreign policy, looking at an atypical case of state relations with national liberation movements. It is also an empirical contribution to an area of recent South African history through interrogating Cuba’s foreign policy towards South Africa’s liberation movements from 1959 until 1994. My starting point has been that meagre scholarship exists within the field of International Relations on this important area of South African history and on Cuban foreign policy. Mainstream scholars have largely overlooked relations between the Cuban state and civil society and liberation movements such as the African National Congress, the South African Communist Party, the Congress of South African Trade Unions and Umkhonto we Sizwe. By interrogating an ignored area of Third World foreign policy, this thesis furthermore aims to probe into the field of International Relations and analyses of foreign policy. Applying the methodology of a postcolonial theoretical critique, I highlight the ontological assumptions within the field that make theorising foreign policy from states and societies in the Third World peripheral within IR, as well as render states and civil society in the Third World as objects rather than subjects of the theoretical endeavour. The conceptualisation of the Cold War as a mere Superpower affair, with states in the Third World as mere sites of conflict between the Superpowers and divorced from the causal dynamics of the conflict, exemplifies the ontological assumptions that exist within the field of International Relations theory. I use the case study of Cuba’s foreign policy towards South African liberation movements in carrying out a qualitative analysis of the available literature and well as conducting interviews with senior participants of South Africa’s various liberation movements. A broad reconstruction of relations between 1959 and 1994, as well as post-1994, reveals extensive relations between Cuba and South African liberation movements involving the Cuban state and civil society. The findings of my research include an overview of relations between Cuba and various liberation movements at the political and military level, as well as the role of Cuban civil society in areas such as education and strengthening the role of women in the liberation struggle. Respondents reveal that relations between the two spheres are not uni-directional, but in fact reveal a complex interaction in which the agency of South Africa’s liberation movements in determining the content of relations is central. In conceptualising foreign policy using a postcolonial theoretical framework, I look not only at the Cuban state but also at the role of civil society in Cuba in constructing and carrying out foreign policy towards South African liberation movements. This theoretical framework rejects a strict dichotomy between the foreign and the domestic by looking at social forces within the state as well as the role of ideology in the making foreign policy domestically. Lastly, the extensive relations between Cuba and South African liberation movements that my research reveals points to possibilities for further theoretical investigations within the field of International Relations from a postcolonial theoretical critique. / AFRIKAANSE OPSOMMING: Hierdie tesis is ‘n post-koloniale analise van Derde Wêreld buitelandse beleid, dit kyk na die atipiese geval van staats verhoudinge met nasionale vryheidsbewegings. Dit is ook ‘n empiriese bydrae tot ‘n area in onlangse Suid-Afrikaanse geskiedenis deurdat dit Kuba se buitelandse beleid teenoor Suid- Afrikaanse vryheidsbewegings tussen 1959 tot 1994 ondervra. My beginpunt is dat daar skamele vakkundigheid tans bestaan binne die studieveld Internasionale Betrekkinge met betrekking tot hierdie belangrike area van Suid-Afrikaanse geskiedenis en Kubaanse buitelandse beleid. Hoofstroom deskundiges hanteer tot ‘n groot mate die verhoudinge tussen staat en burgerlike samelewing van Kuba met vryheidsbewegings soos die African National Congress, die Suid-Afrikaanse Kommunistiese Party, die Congress of South African Trade Unions en Umkhonto we Sizwe met min aandag. Deur hierdie geïgnoreerde area binne Derde Wêreld buitelandse beleid te ondervra, is dit ook ‘n verdere oogmerk van hierdie tesis om die vakgebied van Internasionale Betrekkinge en die gepaardgaande analises van buitelandse beleid te ondersoek. Fighting Springboks : C Company, Royal Natal carbineers : from Premier Mine to Po Valley, 1939 - 1945

Thesis (MMil)-- Stellenbosch University, 2013. / ENGLISH ABSTRACT: Germany’s declaration of war on Poland on 1 September 1939 and the consequent war in Europe not only found the Union of South Africa politically divided but militarily unprepared to fight a modern war let alone make any worthwhile contribution toward its European allies’ war effort. The task of getting South Africa into the fight fell to newly appointed Prime Minister J.C. Smuts who cleverly outmanoeuvred J.B.M. Hertzog as leader of the nation. Not only was the Union Defence Force (UDF) severely ravaged by several budget cuts during and after the depression but it seemed to have no inclination of embracing the kind of mechanisation that was the hallmark of most European armies. Within the space of a year Smuts managed to transform the UDF and on 17 July 1940 the 1st South African Infantry Brigade set sail for East Africa where Mussolini’s Italians reigned supreme after brushing aside a couple of British border guards and laying claim to a few miles of British territory. One of the units dispatched by Smuts was the 1st Royal Natal Carbineers from Pietermaritzburg in Natal. Throughout the campaign the Regiment’s C Company fought with distinction but had the dubious honour of being the South African unit that suffered the most casualties during the whole campaign. Several of C Company’s men then become the vehicles through which the remainder of the war is experienced as the men were moved from one theatre of battle to another. Through their eyes the hunting trips into the East African bush and the death of their Commanding Officer, among other things, are relived. The victorious Springboks are then sent to Egypt where they were needed in an effort to break the deadlock that existed between the British 8th Army and the German Afrika Korps. Amidst the ebb and flow of the battle the men of C Company still found time to experience the sights and sounds of Africa’s most populous cities, Cairo and Alexandria. Here many young soldiers were exposed to pleasures and pastimes not to be had back in the Union. In spite of the eventual defeat of the German forces North Africa C Company witnessed the destruction of the 5th South African Brigade at Sidi Rezegh and suffered the loss of a combined platoon when Tobruk capitulated on 21 June 1942. After a brief period on home leave in 1943 C Company was back in action, this time in Italy as part of the 6th South African Armoured Division. Here they faced mountains, heavy snow and an enemy desperately fighting for every hill, stream and building. In the months which followed C Company were often in the midst of the action and many men lost close friends on the slopes of the Italian mountains. As final victory became apparent during the first months of 1945, C Company’s men began preparing for their post-war lives and when the first planes and ships left for the union at the end of April 1945 the men felt that they have served their country well and did their regiment proud. / AFRIKAANSE OPSOMMING: Ten tyde van Duitsland se oorlogsverklaring Pole op 1 September 1939 wat die weg gebaan het het vir die gevolglike oorlog in Europa was die Unie van Suid-Afrika nie net polities verdeel nie maar ook militêr onvoorbereid op 'n moderne oorlog. Die kans dat Suid Afrika n beduidende bydrae tot sy Europese bondgenote se oorlogspoging sou kon maak was ook skraal. Die taak om Suid-Afrika voor te berei vir die komende stryd het op die skouers van die nuutaangestelde premier J.C. Smuts gerus wat deur middel van politieke manuvrering vir J.B.M. Hertzog uitoorlê het as leier van die volk. Nie net was die Unie Verdedigings Mag (UVM) erg uitgemergel deur verskeie besnoeings in sy begroting tydens en ná die depressie nie, maar daar was klaarblyklik geen begrip vir die proses van meganisasie gehad waarmee die meeste Europese weermagte doenig was nie. Na 'n kort tydperk in Suid Afrika is C Kompanie terug in aksie, hierdie keer in Italië as deel van die 6de Suid-Afrikaanse Pantserdivisie. Hier word hulle gekonfronteer deur berge, swaar sneeu en 'n vyand wat desperaat veg vir elke heuwel, stroom en bouval. Namate dit duidelik begin raak dat die Duitsers die oorlog gaan verloor begin C Kompanie se manne hulself voorberei vir hul na-oorlogse lewens. Met die vertrek van die eerste vliegtuie en skepe na die Unie teen die einde van April 1945 was die manne van Natal oortuig daarvan dat hulle hul land na die beste van hulle vermoë gedien het en dat hulle die goeie naam van hulle regiment gestand gedoen het.

Manufacturing cultural capital : arts journalism at Die Burger (1990-1999)

Thesis (PhD)--Stellenbosch University, 2011. / ENGLISH ABSTRACT: This study examines the discursive role and positioning of arts journalism at Die Burger during a period of radical transformation in South African society. The study is conducted within a critical-cultural paradigm. Arts journalists are considered to be manufacturers of cultural capital, a term devised by Pierre Bourdieu as part of his comprehensive field theory framework. While Bourdieu uses cultural capital in the main to describe the role of education and culture in the maintenance of elite power hierarchies, this study investigates how the nature of cultural capital at Die Burger was affected by power shifts when competing elites jostled for dominance in a post-apartheid dispensation. By drawing on Michel Foucault’s theory of discourse, the focus of research further incorporates the discursive positioning of arts journalists in their coverage of arts and cultural events in the 1990s in relation to shifting configurations of power. The argument is that arts journalism at Die Burger can be situated within networks of power and thus contributed to the structuring of post-apartheid society. In the words of Antonio Gramsci, arts journalists became involved in hegemonic and counter-hegemonic struggles. Flowing from these theoretical departure points, the study identifies critical discourse analysis (CDA) as an appropriate research method for textual analysis and adapts a five-phase model suggested by Teun van Dijk as part of his contextual CDA approach. The analysis thus focuses in turn on the context of discourse, discursive struggles between arts journalists and political journalists, strategies of classification used by arts journalists, emerging themes of discourse in arts journalism, and how the selection and presentation of arts journalism on news and arts pages were influenced by various factors, including the personal background and experiences of arts journalists (The concept of Bourdieu’s “habitus”). To affect triangulation and enhance the textual analysis, the study also employs semi-structured indepth interviews with arts journalists who were prominent at Die Burger in the 1990s. The study found that arts journalists were at the intersection of different and often diverging and contradictory power-points in post-apartheid discourses at the newspaper. On the one hand, some arts journalists embraced a legacy of editorial independence at the arts desk and sometimes created oppositional discourses to the official political view of the newspaper: for instance on the issue of alleged “collective guilt” for Afrikaners and whether Naspers should appear before the Truth and Reconciliation Commission (TRC) to explain its role in supporting the National Party (NP) during apartheid. On the other hand, many arts journalists shared the editor’s apparent aversion to the international cultural boycott supported by the ANC and harboured some of the same skepticism about the so-called Africanisation of society and resultant attacks on Eurocentrism in the arts. This study -- the first on this level to focus on Afrikaans arts journalism since 1994 -- represents a significant contribution to knowledge in the under-researched field of arts journalism in South Africa. Its purpose and process has furthermore developed theoretical and methodological innovations which can enrich the field of journalism studies. / AFRIKAANSE OPSOMMING: Die studie -- vanuit 'n kritiese kulturele paradigma -- ondersoek die diskursiewe posisionering en rol van kunsjoernalistiek by Die Burger gedurende 'n periode van radikale transformasie in die Suid-Afrikaanse samelewing. The Hammer and the Anvil : the convergence of United States and South African foreign policies during the Reagan and Botha Administrations

Thesis (PhD)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: This study is an historical analysis of the American policy of Constructive Engagement and serves as a comprehensive review of that policy, its ideological foundation, formulation, aims, and strategies. This study also serves as a detailed assessment of the policy’s ties to the South African Total National Strategy. Constructive Engagement, according to the Reagan Administration, was designed to lend American support to a controlled process of change within the Republic of South Africa. This change would be accomplished by encouraging a “process of reform” that would be accompanied by American “confidence building” with the apartheid regime. Before this process could begin, however, the region had to be stabilized, and the conflicts within southern Africa resolved. With the assistance of American diplomacy, peace could be brought to the region, and South Africa could proceed to political reform within the Republic. In reality, the most important aims of Constructive Engagement were to minimize Soviet influence within the Frontline States of southern Africa and remove the Cuban combat forces from Angola. These goals would be largely achieved by supporting and encouraging the South African policy of destabilizing its neighbours, called the Total National Strategy. This alignment inexorably led to a situation in which global policy issues eclipsed regional concerns, thereby making the United States a collaborator with the apartheid regime. Consequently, South Africa was allowed to continue its program of apartheid while enjoying American encouragement of its policy of regional destabilization, particularly its cross-border attacks into Angola and Mozambique. The U.S. support for the apartheid government offered through Constructive Engagement made the policy vulnerable to criticism that the apartheid regime’s “experiment with reform” was not a move toward liberalizing the Republic’s political system but that it was tailored to deny citizenship through the establishment of Bantustans, a point that provided ammunition to domestic opponents of Constructive Engagement. For a time, U.S.-South African cooperation was effective; the Frontline States were grudgingly forced to accept Pretoria’s regional hegemony. However, dominance of the Frontline States did not improve the security of the South African state. The African National Congress had not been defeated and was determined to make the Republic ungovernable. Furthermore, by the late-1980s, Pretoria could not dominate southern Africa and Angola, Mozambique, and Zimbabwe, which, although crippled from years of war, appeared poised to reassert themselves in the region. For South Africa, the Total National Strategy had failed, and coexistence with its neighbours would be a necessity. Without a powerful apartheid regime with which to reduce communist influence in southern Africa, the Reagan Administration abandoned Constructive Engagement. / AFRIKAANSE OPSOMMING: Hierdie studie is ’n historiese analise van die Amerikaanse beleid van Konstruktiewe Betrokkenheid en dien as ’n omvattende oorsig van dié beleid, sy ideologiese grondslag, formulering, oogmerke en strategieë. Thesis (MA)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: The Southern Cross Fund was established under the leadership of Elizabeth Albrecht in 1968. The organisation was created by white members of the civil society to provide support to the South African armed forces. In cooperation with the South African Defence Force, the Southern Cross Fund served the basic needs of the soldiers. Through its support of the troops the organisation also strived to serve as morale builder. This dissertation discusses the formation of the Southern Cross Fund in relation to South Africa’s political and military position during the Cold War with specific reference to the so-called Border War (1966-1989). The relationship between the Southern Cross Fund and the South African Defence Force as well as the orientation of the organisation as a civiland women’s organisation is analysed. The services endered by the organisation are discussed as well as an analysis of the significance of the Southern Cross Fund in both the military and civil spheres. The organisation is evaluated within the theoretical framework of the mobilisation of civil society in times of war within the timeframe of the existence of the Southern Cross Fund. / AFRIKAANSE OPSOMMING: In 1968 het die Suiderkruisfonds, onder leiding van Elizabeth Albrecht, tot stand gekom. Hierdie organisasie is deur lede van die blanke burgerlike samelewing gestig en het voorsorg vir die welsyn van die Suid-Afrikaanse gewapende magte getref. In samewerking met die Suid-Afrikaanse Weermag het die Suiderkruisfonds aan die basiese behoeftes van die soldate voorsien en, deur middel van sy ondersteuning aan die troepe, gepoog om as moraalbouer te dien. Hierdie tesis bespreek die stigting van die Suiderkruisfonds teen die agtergrond van Suid-Afrika se politieke en militêre posisie tydens die Koue Oorlog met spesifieke verwysing na die sogenaamde Grensoorlog (1966-1989). Die Suiderkruisfonds se verhouding met die Suid-Afrikaanse Weermag, asook sy oriëntasie as beide burgerlike- en vroue-organisasie word ondersoek. Perceptions and constructions of cholera in the Eastern Province Herald and Daily Dispatch, 1980-2003

While the growing literature on South Africa’s healthcare and epidemics has often mentioned cholera in passing, there is as yet little academic work dedicated to it. This thesis addresses that deficit by examining the causes, spread and extent of cholera in South Africa between 1980 and 2003. Furthermore, it examines cholerarelated coverage in two newspapers, the Daily Dispatch and the Eastern Province Herald to determine how cholera and people with cholera were represented, and show how changes in the coverage of two major epidemics between 1980 and 2003 exemplify the political transition in South Africa, reflect changing political ideologies and reveal the shifting role of media within this period. The thesis argues three main points. Firstly, that representations of cholera and those who were sick with cholera were based on long-standing tropes connecting disease, class and ‘race’. Secondly, that policy-making based on these tropes influenced the unfair distribution and quality of health resources along racial lines, resulting in cholera outbreaks during the apartheid era. Failure to address these inequities post-apartheid, and the replacement of racial bias with discrimination on the grounds of socioeconomic development, resulted in further cholera outbreaks. Thirdly, using Alan Bell’s newspaper-discourse analysis framework to examine cholera-related articles the thesis compares and contrasts apartheid and postapartheid coverage in the two newspapers. This analysis reveals that during the 1980s the coverage was uncritical of the government’s handling of the epidemic or of its racially-discriminatory healthcare system. The newspapers uncritically accepted government-employed medical professionals as the final authorities on the epidemic, excluding alternative viewpoints. The coverage also “blamed the victim”, constructing affected “black” groups as potential threats to healthy “white” communities. Conversely, post–1994 coverage was criticised the government’s handling of the epidemic and the state of the public healthcare system. Government-employed medical professionals or spokespeople were not accepted as incontestable authorities and a range of sources were included. The coverage also shifted blame for the outbreaks to the government and its failure to address public health service delivery and rural development problems. The thesis shows the historical threat to the health of communities posed by uncaring governments.

Transgressive Christian iconography in post-apartheid South African art

In this study I propose that transgressive interpretations of Christian iconography provide a valuable strategy for contemporary artists to engage with perceived social inequalities in postapartheid South Africa. Working in light of Michel Foucault’s idea of an “ontology of the present”, I investigate the ways in which religious iconography has been implicated in the regulation of society. Parodic reworking of Christian imagery in the selected examples is investigated as a strategy to expose these controls and offer a critique of mechanisms which produce normative ‘truths’. I also consider how such imagery has been received and the factors accounting for that reception. The study is contextualized by a brief, literary based, historical overview of Christian religious imagery to explain the strength of feeling evinced by religious images. This includes a review of the conflation of religion and state control of the masses, an analysis of the sovereign controls and disciplinary powers that they wield, and an explication of their illustration in religious iconography. I also identify reasons why such imagery may have seemed compelling to artists working in a post-apartheid context. By locating recent works in terms of those made elsewhere or South African examples prior to the period that is my focus, the works discussed are explored in terms of broader orientations in post-apartheid South African art. Artworks that respond to specific Christian iconography are discussed, including Adam and Eve, The Virgin Mary, Christ, and various saints and sinners. The selected artists whose works form the focus of this study are Diane Victor, Christine Dixie, Majak Bredell, Tracey Rose, Wim Botha, Conrad Botes, Johannes Phokela and Lawrence Lemaoana. Through transgressive depictions of Christian icons these artists address current inequalities in society. The content of their works analysed here includes (among others): the construction of both female and male identities; sexual roles, social roles, and racial identity; the social expectations of contemporary motherhood; repressive role models; Afrikaner heritage; political and social change and its effects; colonial power; sacrifice; murder, rape, and violence in South Africa; abuses of power by role models and politicians; rugby; heroism; and patricide. Christian iconography is a useful communicative tool because it has permeated many cultures over centuries, and the meanings it carries are thus accessible to large numbers of people. Religious imagery is often held sacred or is regarded with a degree of reverence, thus ensuring an emotive response when iconoclasm or transgression of any sort is identified. This study argues that by parodying sacred imagery these artists are able to disturb complacent viewing and encourage viewers to engage critically with some of its underlying implications.

Es'kia Mphahlele's concept of African humanism was a seminal influence on Black Consciouness thought and provided the philosophical basis for a landmark body of South African criticism and aesthetics wilh roots in Africa. African humanism as a black ethos, combined with rich metaphoric speech, symbols, values and myths resurrected from the deep African past, afforded the author a powerful cultural weapon with which to criticize centuries of colonialism, racism, and state apartheid, related western industrial forces of economic exploitation and alienation. Moreover, the counterweights of African humanism and alienation in the dialogue of two selves -- one that is Western-educated and colonized and the other African -- contribute key elements of realism, vitality, humour, insight, cultural identity, and characterization to Mphahlele's most effective protest writing which, in turn, has helped to shape a black nationalist vision which has surprising relevance to South Africa in the 1990s. / English Studies / M.A. (English)

Il s’agit de dégager des perspectives nouvelles sur l’art, la carrière et l’importance historique d’une personnalité qui est d’ordinaire acclamée pour sa contribution à l’essor de la peinture sud-africaine moderne. Notre visée est double. Nous proposons d’abord le premier catalogue exhaustif des sculptures d’Irma Stern : sont présentées environ trente à cinquante œuvres qui furent réalisées entre 1922 et 1955 dans divers média et dont le trait commun est de représenter des femmes africaines. Nous proposons en second lieu une analyse interprétative du corpus, dans son intégralité. Il s’agit de corréler l’œuvre sculptural d’Irma Stern aux méandres de sa vie et de son travail de peintre déterminée à représenter des sujets africains. Notre but est de parvenir à une compréhension fine des désirs, des préoccupations et des angoisses qui animèrent l’artiste dans sa confrontation, longue de trente années, avec des thèmes africains ainsi que des dynamiques de pouvoir qui se dégagent de son œuvre. En portant tour à tour notre attention aux sculptures en argile (1922), en ciment (1936-45) et enfin, en pierre à savon et en verdite (1936-45), et en empruntant aux cadres conceptuels fournis par les théories postcoloniale, phénoménologique et sculpturale, nous mettons en évidence les évolutions qu’a connues le rapport de l’artiste à son sujet et ce qu’elles nous disent sur la relation, mouvante, qu’elle entretenait avec ses modèles. Les analyses que nous proposons sont susceptibles d’ouvrir de nouvelles pistes et de modifier le regard porté à Irma Stern et à sa place dans l’histoire de l’art sud-africain. / This thesis proposes an unprecedented critical study of the sculptural production of the South African-born, German-Jewish artist Irma Stern (1894-1966). It seeks to open new perspectives on the art, the career, and the historical significance of a figure who is commonly celebrated for her pioneering contribution to the development of modern South African painting. This thesis’ contribution is twofold. Firstly, it offers the first comprehensive catalogue of Stern’s sculptural œuvre, bringing into focus a corpus of roughly thirty to fifty works, produced between the years 1922 and 1955 in a variety of different media, which display a consistent focus on the African female subject. Secondly, it analyzes and interprets Stern’s complete sculptural oeuvre. Mapping the narrative of Stern’s sculptural production onto the plot of her life and work as a painter of African subjects, it seeks to offer a richer understanding of the desires, anxieties, and concerns that underpinned Stern’s thirty-year-long engagement with African subject matter as well as an account of the racial power dynamics that are at play in her oeuvre. Through dedicated studies of Stern’s production in clay (1922), cement (1936-1945), and wonderstone and verdite (1936-1945), guided by concepts drawn from postcolonial, phenomenological, and sculptural theory, it tracks the changes in Stern’s sculptural approach to her subject matter and analyzes them in terms of Stern’s changing relationship with her African models. These analyses ultimately offer new directions for approaching Stern and framing her position in the history of South African art.
