Cenários e processos de participação política: um estudo sobre os movimentos sociais do campo em Rondônia

A presente tese projeta seu objetivo na busca pela compreensão do fenômeno das organizações e movimentos sociais do campo, desbordando na relação que estes movimentos criam e sustentam frente ao Estado: órgãos/autarquias e agentes públicos. É possível sistematizar esta pesquisa, na confluência entre três grandes eixos analíticos: a questão agrária e sua centralidade, os movimentos sociais do campo, e o Estado. Assim, apresenta-se como de suma importância, seja para a academia, seja para o debate com a sociedade, a percepção de tal debate, sobretudo diante de várias narrativas que dizem respeito à “vocação desenvolvimentista” do Estado de Rondônia. Por outra via, em sintonia analítica com as abordagens das Teorias sociais da Teoria política, torna-se fundamental a compreensão deste fenômeno, no sentido de identificar ou extrair os elementos essenciais, consensuais ou não, sobre a relação entre Estado e movimentos sociais do campo, em seus amplos e plurais processos de interação e participação. Agregou-se ao projeto, a pesquisa de campo onde buscou confrontar duas perspectivas ou autorepresentações De um lado, a forma como os movimentos sociais compreendem e se compreendem na relação com o Estado. Sob outro ângulo, a perspectiva que o Estado dimensiona, através de seus atores, sobre o papel, função e mediação, dos movimentos sociais do campo, no Estado de Rondônia. Para alicerçar parâmetros de análise, ampliando o espaço hermenêutico sobre a compreensão do fenômeno, buscou-se anteparo tanto da perspectiva teórica de autores como Antonio Gramsci, José Carlos Mariátegui e Raymundo Faoro, quanto em autores pátrios que, deram ao tema, um enfoque analítico considerado relevante e atual para a compreensão da questão, no Brasil e na região amazônica, sobretudo. Tal análise, enfim, vincula-se à perspectiva de conhecer, verificar e compreender a questão dos “processos participativos” ante os paradigmas da Teoria Política da Organização da sociedade, sobretudo sob a perspectiva da Teoria do Processo Político, ou das “oportunidades políticas”. / The present thesis aims at understanding the phenomenon of social organizations and movements in the countryside, overflowing in the relationship that these movements create and sustain vis - à - vis the State: organs / municipalities and public agents. It is possible to systematize this research, in the confluence between three great analytical axes: the agrarian question and its centrality, the social movements of the field, and the State. Thus, the perception of this debate, especially in the face of various narratives that concern the "developmentalist vocation" of the State of Rondônia, is of great importance, both for the academy and for the debate with society. On the other hand, in an analytical line with the approaches of the Social Theories of Political Theory, it becomes fundamental to understand this phenomenon, in the sense of identifying or extracting the essential elements, consensual or otherwise, on the relation between state and social movements of the field , in its wide and plural processes of interaction and participation. He added to the project, the field research where he sought to confront two perspectives or self-representations On the one hand, the way social movements understand and understand each other in relation to the state. From another angle, the perspective that the State, through its actors, assesses the role, function and mediation of the social movements of the countryside in the State of Rondônia. This analysis, finally, is linked to the perspective of knowing, verifying and understanding the question of "participatory processes" before the paradigms of Political Theory of the Organization of society, especially from the perspective of Political Process Theory, or "political opportunities" .

A Avaliação Ambiental Estratégica (AAE) pode ser descrita como um instrumento de caráter pró-ativo que objetiva inserir a variável ambiental no processo de tomada de decisão com enfoque estratégico. No Brasil, a implantação da AAE tem acontecido, principalmente, por motivação das agências multilaterais de desenvolvimento e sem a requerimentos legais em âmbito nacional. Por sua vez, o estado de São Paulo experimenta um contexto inédito para a AAE no Brasil, por meio da Política Estadual de Mudanças Climáticas (PEMC) regulamentada pelo Decreto nº 55.947/2010, que oferece a oportunidade do instrumento ser aplicado em consonância com os aspectos considerados relevantes no campo da Avaliação de Impacto. Dentre as suas premissas está a articulação entre as esferas estratégicas de decisão e de projetos, compatibilizando objetivos de finalidade climática através da AAE (artigo 15, Lei nº 13.798/ 2009). Nesse sentido, o conceito de encadeamento (tiering) ampara a presente investigação no contexto do planejamento estabelecido pela PEMC. Portanto, partindo da premissa de aplicação da AAE na PEMC, essa pesquisa tem como objetivo identificar e analisar os pontos fortes e fracos do encadeamento de diretrizes da PEMC e da consideração das mudanças climáticas, através dos instrumentos de planejamento do setor de transportes do estado de São Paulo (planos e programas). Os resultados alcançados permitiram apontar que a consideração das mudanças climáticas na PEMC para o setor de transportes ocorre de modo limitado, carecendo, principalmente, de elementos que promovam a adaptação às mudanças climáticas e a conservação da biodiversidade. Verificou-se ainda uma fraca ocorrência do tiering no sistema de planejamento dos transportes, sugerindo que a AAE pode ser utilizada nesse contexto para potencializar a promoção do encadeamento a fim de suprir algumas das lacunas encontradas, como por exemplo através do fortalecimento de mecanismos para o desenvolvimento do monitoramento dos planos e programas, proporcionando o encadeamento das questões chave e o acompanhamento dos indicadores pré-definidos. O trabalho conclui pela necessidade da utilização da AAE como promotora do tiering de ações estratégicas a partir dos objetivos estabelecidos pelas políticas de mudanças climáticas no Brasil e no estado de São Paulo. / Strategic Environmental Assessment (SEA) can be described as a proactive instrument that aims to insert the environmental variable in the strategic decision-making process. In Brazil, SEA implementation has been driven mainly by motivation of the multilateral development agencies and without legal requirements at national level. The State of São Paulo, for its part, experiences an unprecedented context for SEA in Brazil, through the State Policy on Climate Change (PEMC), regulated by Decree 55.947/ 2010, which offers the opportunity of applying the instrument in line with the aspects considered relevant in Impact Assessment field. In this sense, the concept of tiering, in which strategic actions connect between spheres of planning through a cascade effect, supports the present investigation in the context of the planning established by the PEMC. Among its premises, is the articulation between the strategic decision and project areas, making compatible with climatic objectives through SEA (article 15, Law 13788/2009). Therefore, based on the premise of SEA application in PEMC, this research aims to identify and analyze strengths and weaknesses of tiering on PEMC guidelines and consideration of climate change, through transportation planning instruments of the state of São Paulo (plans and programs). The results showed that consideration of climate change in PEMC for the transport sector occurs in a limited way, lacking, mainly, elements that promote adaptation to climate change and conservation of biodiversity. There was also a weak occurrence of tiering in transport planning system, suggesting that SEA can be used in this context to enhance the promotion of linkage in order to fill some of gaps found, for example by strengthening mechanisms for development plans and programs monitoring, providing key issues linkage and pre-defined indicators monitoring. The paper concludes by the need to use SEA as a promoter of strategic actions tiering based on objectives established by climate change policies in Brazil and in state of São Paulo.

State Adolescent Reproductive Health Policies and their Impact on Teen Pregnancy Outcomes

Using multiple regression analysis, this study analyzes the impact of state-level adolescent reproductive health statutes on rates of teenage pregnancy, birth and abortion rates. This study also analyzes the impact that adolescent reproductive health policy outputs have had on teenage pregnancy outcomes between 1992 and 2008, and the disparate impact of policies on minority teens. While some preventive adolescent reproductive health policies are found to impact teen pregnancy outcomes, most research findings pertain to the impact of abortion policy. Restrictions on minors' access to confidential prenatal care are associated with reduced rates of teen abortion while restricting access to contraceptive services is associated with increases in teen abortion. Surprisingly, states with more family planning program spending are found to have been less effective in reducing rates of teen pregnancy and births between 1992 and 2008. Abortion restrictions are found to decrease rates of teen abortion and increase rates of teen birth. Mandated parental involvement in minors' abortions is found to increase rates of teen birth and contributed to a slower rate of decline in teen abortion between 1992 and 2008. This study indicates disparate impact of both preventive adolescent reproductive health policies and restrictive abortion policies. Restrictive abortion statutes were found to have an exceptionally strong positive effect on rates of Black teen birth, with a moderate impact on Hispanic teen birth and no impact on White teen birth.

It also aims to present through researches the perspective of the schools especially the perspective of the teachers about the organization of this kind of teaching. This work attempts to display some of the silenced voices of teachers who have been working in full-time schools, their view and their role in the consolidation of the full-time school policy in the state of Goiás. / Nesta pesquisa procuramos evidenciar e analisar como está sendo realizada a implantação da escola de tempo integral no estado de Goiás enquanto politica de Estado. Desenvolvemos conceituações sobre a educação integral a partir de pesquisadores que produziram textos dentro desse tema, e ampliamos nosso olhar e escrita utilizando autores que falam da composição da individualiade frente a coletividade, a importancia da emancipação e ainda da enquanto forma de expressão do exercicio da cidadania a partir de projeto de educação em-si e para-si. Relembramos um pouco da experiencia de Anísio Teixeira em nossos primeiros contatos de leituras sobre educação integral, por meio das Escolas Parque na Bahia. Assentaremos a realidade de algumas escolas visitadas frente ao projeto implantado e as condições que ele foi implantado. Evidenciamos por meio da pesquisa a perspectiva das escolas, especialmente dos professores suas expectativas quanto a esse tipo de organização do ensino. Esse trabalho tenta apresentar um pouco sobre como os professores, que atuam nas escolas de tempo integral, da rede estadual de ensino, vêem a implantação do projeto e como pensam que devem ser os caminhos para consolidar a politica desse tipo de escola no Estado de Goias.

Environmental management reform through the Watershed Approach: A multi-case study of state agency implementation

In the past two decades, there has been a growing consensus regarding the inadequacies of the existing environmental policy regime and the need for reform to address complex, cross-jurisdictional sustainability challenges, such as nonpoint source pollution. Reform theory has focused on the need for more integrated, collaborative, adaptive, and results-oriented environmental management, while empirical studies have highlighted the wide implementation gap due to an array of institutional obstacles. Key principles and challenges of these four reform dimensions were synthesized in this study and used to assess implementation of the watershed approach by the U.S. Environmental Protection Agency and states since the early 1990s. This dissertation used a qualitative multiple case study design to examine the evolving watershed reform strategies of North Carolina, Georgia, and Kentucky, drawing on extensive document review and interviews with over 50 agency managers. Using an environmental federalism framework adapted from Scheberle (2004), the study explored the role of the national and regional EPA policy context, as well as state-level factors, in helping to shape the watershed approach strategies in the state cases. The research revealed that while EPA provided important initial support of state watershed management, its fragmented, output-driven program management continues to be a barrier to reform. EPA Region 4’s recent reform efforts demonstrate that regional offices can take critical steps to incorporate the watershed approach into internal agency management processes and external relations with states and stakeholders, but these changes often go against the grain of agency culture and norms. State agencies have made progress but face similar reform challenges, and their strategies are further shaped by important policy drivers, constraints, and resource limitations at the state level. More substantial investment is needed by EPA and states to: strengthen internal and external watershed coordination roles and forums; support collaborative stakeholder initiatives more fully where needed; and manage adaptively and accountably towards collectively defined watershed outcome targets.

É uma pesquisa de investigação que tem como objetivo principal identificar e comparar as abordagens conceituais, de economia criativa, expressas nos documentos oficiais e na literatura, com vistas a propor, a partir do estudo de caso, um conceito que contemple as características brasileiras, correlacionando com as tensões existentes entre o material empírico, dos órgãos de fomento, e os Planos Brasil Criativo e Bahia Criativa. É uma tese desenvolvida com sustentação teórico-metodológica na abordagem qualitativa, tendo como dispositivo de coleta de dados, o levantamento bibliográfico e a pesquisa documental nas instituições de fomento para a economia criativa do estado da Bahia. Dessa forma, surge a questão da pesquisa: Como a economia criativa vem sendo tratada enquanto política pública do Brasil e da Bahia a partir das abordagens conceituais expressas nos documentos oficiais do Governo? No percurso da resposta a essa questão, chegamos as seguintes conclusões: i) a necessidade de aumentar a eficiência dos recursos públicos aplicados no desenvolvimento da Economia Criativa requer a adoção de definições mais claras; ii) essa clareza permitirá ampliar o escopo das políticas, de modo a alcançar atividades que vão para além da cultura; iii) a banalização do termo ‗criativo‘, torna o objeto da Economia Criativa difuso; iv) o setor carece de decisão política que tornem mais claro os limites entre a Economia Criativa e a Economia Cultural e; v) a urgência de uma estrutura política formal para articular as ações governamentais para o setor. / ABSTRACT The discussions and analyzes presented in this thesis bring to the fore questions related to the definition of creative economy in the edicts of the fomentation agencies of Bahia, in the management of the Workers Party - PT, a theme that has gained visibility in the spaces of educational discussion and provoking reflections on the Conceptual approaches, promotion and management of the creative economies in the Jacques Wagner government and its implications. It is a research research whose main objective is to identify and compare the conceptual approaches of creative economy, expressed in the official documents and literature, with a view to proposing, from the case study, a concept that contemplates the Brazilian characteristics, correlating With the tensions existing between the empirical material, the organs of development, and the Plans Brasil Criativo and Bahia Criativa. It is a thesis developed with theoretical and methodological support in the qualitative approach, having as data collection device, the bibliographic survey and the documentary research in the institutions of development for the creative economy of the state of Bahia. Thus, the research question arises: How is the creative economy treated as public policy in Brazil and Bahia based on the conceptual approaches expressed in official government documents? In the course of the answer to this question, we reached the following conclusions: i) the need to increase the efficiency of public resources applied in the development of the Creative Economy requires the adoption of clearer definitions; ii) this clarity will widen the scope of policies so as to achieve activities that go beyond culture; iii) the banalization of the term 'creative', makes the object of the Creative Economy diffuse; iv) the sector lacks a political decision to clarify the boundaries between the Creative Economy and the Cultural Economy; v) the urgency of a formal political structure to articulate governmental actions for the sector.

An analysis of local district capacity in the implementation of Oregon's extended application collection of evidence graduation requirement

Search the library catalog for the location and call number. / Oregon's extended application requirement, adopted by the State Board of Education as a graduation requirement in 2002 coupled with more rigorous state graduation requirements adopted in 2008, have significant capacity implications for local school districts. The purpose of this study was to examine how local school districts in Oregon have implemented the extended application requirement through their existing capacity. District capacity was examined through a survey that asked about four capacity domains: human capacity, organizational capacity, structural capacity, and material capacity. In addition, the survey addressed barriers to implementation as well as capacity needs to support implementation of extended application and new state graduation requirements. A self-administered web-based survey was developed to collect data. The survey was administered to curriculum administrators in all K-12 public school districts ( N =175) in Oregon. The response rate was 50% with representation from districts ranging in size from small to large and from all regions of the state, including rural, suburban, and urban settings. The survey used a five-point scale to determine the extent of extended application implementation, district capacity, and implementation barriers. Two open-ended questions asked participants to comment on their capacity needs. Study results showed that extended application implementation progress ranged from very little progress to great progress in districts across the state. The new graduation requirements were identified as a barrier to extended application and will likely impede implementation progress further. Additionally, in multiple regression analysis, district capacity was a predictor of extended application implementation and reflected that districts lacked the capacity to support implementation. Interrelationships were found between the four district capacity domains and implementation which suggest that capacity should be viewed holistically and comprehensively. Furthermore, district capacity analysis should be more intentional in the policy process in order to inform state policy decisions. Capacity-building needs were identified including: increased state-level guidance, time for teachers and administrators to collaborate, and a need for additional professional development, financial resources, and staffing. The Inclusion of Training on Family Engagement in State-Level ECE Workforce Policy

The early childhood education (ECE) workforce provides care and education to young children, birth to age five. Little research examines how teachers are trained to interact with and support families. Policy is identified as a way to increase qualification attainment, however, how policy may best support qualification attainment is widely unstudied. The current study seeks to fill this gap to understand how states differ in order to best support policy advancement. This involves a qualitative policy analysis using emergent techniques for all 50 states. Policies regulating ECE teacher qualification attainment, specifically mentioning family engagement are examined. Results demonstrate that policies regulating family engagement in qualification attainment for the ECE are overall, minimal. Only 30 states include mention of family engagement in policy.
