Darbe taip pat pateikiama rekomendacijų ir konkrečių priemonių, kurių įgyvendinimas potencialiai prisidėtų prie šalies užsienio politikos strateginio planavimo ir valdymo sistemos plėtros. / In the context of more complicated process of Lithuanian international environment it is getting more difficult to draw a line between foreign and home policy. On the traditional foreign policy agenda new items are to be seen (e.g. terrorism, international migration, etc.) obviously, new activity models are required to deal with these problems successfully. The sector of foreign policy becomes a linking chain that makes it possible to combine inner and outer environmental dynamic processes as well as to more effectively implement national interests. That is why it is extremely important to ensure the efficiency of mechanisms for forming and implementing foreign policy. The work is based on a presumption that the effective planning and management are to be indispensable condition for successful foreign policy. The aim of the work is to estimate the situation in strategic planning and management of foreign Lithuanian policy and to find out if there is any evidence of the development in this particular area. Water protection and quality management in the European Union and Lithuania Summary Key words: water protection, strategic planning, integrated protection, sustainable development, financial instruments, water directives, transference of legislation, legislation on water protection. The major objective of this master thesis is to examine how water protection policy is implemented in the EU and Lithuania, to analyze possibilities of water policy financing, and to discuss the process of harmonizing EU’s and Lithuania’s legislation on water protection issues. The hypothesis raised in this thesis states that successful implementation of water policy is being highly influenced by the integrated water management, which covers policy agenda setting, legislation scope, institutional capabilities and financing efficiency. The thesis consists of six parts. In the first part of this thesis author examines three different stages of water policy implementation in the EU in a chronological order. The development of policy formation is discussed and features of every stage are defined.
