Pausing as practice in strategy - making and engagement - a case study

The study explores pausing in action is, within the ambit of Strategy-as-practice (s-ap) as an emergent school of thought. Pausing is thus discerned during the implementation phase of the strategy of a credit risk system within a South African bank, as strategy is known to take shape during implementation. Different sites of the bank’s systems – change, strategy practitioners, and their times of pausing, form the unit of analysis. Strategy-making and engagement are explored by understanding the influence of pausing on enabling or disenabling the strategic outcome of the risk system. Pausing is situated in an applied and theoretical gap as an intangible under-theorised strategy practice. Practitioners, as champions or non-champions of strategy, pause in various ways, and attribute meaning to this ‘action’. Their account of pausing is recognised for its value-adding or diminishing dimensions to strategy-making. The study follows a comprehensive literature review which shows limited theoretical positions on embodied, latent practices, such as pausing, as strategic practices. The body of knowledge provides a challenge for scholars to consider perceived ‘silences’ or the ‘receding’ of strategists as un-remarked dimensions of strategy, which could nevertheless be instrumental in the nature of the strategic outcome. A case study exploring how middle managers implement deliberate strategy in a government department

The purpose of this study was to explore how the middle manager implements strategy at a South African government department. This study was conducted in response to the call for more research to be done using the strategy-as-practice perspective to explore the involvement of middle managers in a South African government context with regard to strategy. The current study sought to identify the roles that the middle manager undertakes with regard to strategy implementation, inclusive of the barriers that they face on a daily basis. The study aimed at providing feedback on how the middle managers implement strategy, overcome the barriers they face and some changes that participating middle managers proposed to the current practices in strategy implementation in a government context. A single case study, utilising an exploratory qualitative research design, was undertaken at a government department in South Africa. The data was gathered using semi-structured interviews. The researcher used the interviews to provide rich, detailed descriptions of how strategy is implemented by middle managers. The study portrayed the participating middle managers as playing an integral role as interpreters, communicators and implementers of the strategy within the government context. Findings confirmed that most of the middle managers were not involved in the crafting of the high level strategy of the government department. The participating middle manager fulfilled eight key roles in the implementation of the strategy: leadership role, management role, implementation role, monitoring role, reporting role, supporting role, communication role and information-sharing role. The participating middle managers dealt with many barriers with regard to strategy implementation on a daily basis, such as lack of understanding of government work, monitoring, support, skilled personnel, skill development, funding and information. The participating middle managers were found to be innovative and creative in utilising strategy tools to overcome the barriers they faced. This dissertation explores how middle managers use their micro-strategising practices of agency and sense-making to shape strategic outcomes during and after strategic change implementation within an enabling and/or constraining organisational social structure. The researcher examined this phenomenon through the theoretical lenses of strategy-as-practice perspective and sense-making. The qualitative case-study research design with an interpretivist, social constructionist paradigm captured the lived organisational social reality of the administrative middle managers over time at a for-profit educational brand of a private higher education (PHE) provider. A thematic data analysis approach integrated manual coding with electronic coding to analyse data gathered through an emergent research design of text messages and e-mail journals over a four-month period. Data-driven inductive coding was synthesised with structural deductive coding in response to the research questions. The dissertation concludes that administrative middle managers use micro-level strategising practices of retrospective and prospective cognitive and emotional sense-making and the practical coping of agency, or embodied sense-making, to navigate a complex and contradictory organisational socio-cultural context that is both enabling and constraining. A further contribution of the current study speaks to the embedded practices between the two discrete levels of organisation and individual, which has been interpreted through the contradictions following the equivocal signals that these two main levels demonstrate. The porous inter-dependency between the two levels of organisation and individual creates an inter-woven entity where the strands of individual and organisational action are difficult to pull out and name distinctly, without unravelling the tapestry that is the organisational entity. These contributions affirm the intellectual puzzle which sought to understand and/or restore the balance of the individual within an organisational socio-cultural context to attain organisational security and equilibrium after organisational change. Strategy implementation practices and processes in defence evaluation and research institutes in South Africa

The purpose of this study was to explore the practices and processes executed by middle managers as practitioners during the implementation of strategy. In order to do that, this study investigated the problem of strategy implementation, analysed existing literature, identified the gaps, and explored the roles of middle managers in terms of strategy practices and processes, specifically in the South African Defence Evaluation and Research Institutes (DERI) context. Resources, time and effort are applied to formulating strategy but less of these to the execution of the strategy which includes the emotions, motivations and actions that are intangible during the implementation of strategy. The study therefore attempts to answer the following research question: What practices and processes are employed in strategy implementation in DERIs in South Africa? The literature study was undertaken with the objective of mapping the research problem and to highlight, through critical discussion, the latest work done on the subject of this study. The gap in relation to research work was identified and the contribution is clear that not much work has been done in this environment. Research is a systematic process where information on a specific topic is gathered in order to increase understanding of that phenomenon. A qualitative study was performed and data was obtained from several institutes through interviews, documents and questionnaires in order to build a rich database that could be analysed for the required output. Engagement with the first level of management as well as the next level management teams ensured that a representative population group was used during this study. The data was organised, categorised, interpreted, identified, synthesised and generalised. The quotations identified from the text were coded through inductive coding and grouped into categories until a logical theme, category and concept was formed. The objective of this research was to investigate, identify and understand what the strategy practices and processes are that make highly technical and scientific institutes execute strategies successfully. The study provided insight into and clarity on the complexity of the strategy implementation process as executed by middle managers, particularly in the South African context. The link was explored between formulation and implementation as applied by middle managers as practitioners and the practices and processes in use were identified. It was demonstrated that the outcome of this research is applicable to the research problem and also provides an understanding of the phenomenon, namely strategy practices and processes in use at the Defence Evaluation and Research Institutes. Planejamento como caminho para o desempenho superior de um Programa de Pós-graduação Stricto sensu

No Brasil, os Programas de Pós-Graduação stricto sensu são avaliados pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES. Dados dessa instituição mostram que, no Brasil, vários Programas de Pós-Graduação stricto sensu conseguem melhorar o seu desempenho ao longo dos anos, enquanto outros permanecem estagnados ou encerram suas atividades. No intuito de entender essa dinâmica, esta pesquisa descreve e analisa as ações e rotinas administrativas que se consubstanciaram no planejamento e no desempenho do Programa de Pós-graduação em Ecologia e Conservação de Recursos Naturais (ECRN) da Universidade Federal de Uberlândia (UFU), a partir das diretrizes da Capes, partindo desde a avaliação da proposta de implantação, ocorrida em 1999, até o ano de 2016. O Programa foi escolhido por ter melhorado seu desempenho desde sua criação, sendo uma referência para o levantamento das ações e rotinas administrativas adotadas pelo curso que podem ter contribuído para esse fato. Buscou-se aporte teórico nas teorias de planejamento e, principalmente, na teoria da estratégia como prática. A pesquisa caracteriza-se como estudo de caso com pesquisa-ação, por meio da qual foram levantados dados a partir de observação direta do pesquisador, consultas a documentos do Programa da CAPES e da UFU e de entrevistas não-estruturadas. Para a análise, empregaram-se métodos quantitativos e qualitativos com a triangulação dos dados a partir das dimensões de análise que seguiram os parâmetros de avaliação da CAPES: Proposta do Programa; Corpo Docente; Corpo Discente, Teses e Dissertações; Produção Intelectual e Inserção Social. Os resultados apontam que o ECRN iniciou suas atividades no ano de 1999, com o conceito três (3), passando, em 13 anos de atividade (1999 a 2012), por cinco avaliações trienais, tendo obtido, na última avaliação da CAPES, o conceito seis (6). Foi possível visualizar uma efetiva ação dos recursos humanos caracterizada pela adoção de comportamento a ações objetivas em direção a um patamar de excelência e referência na área de Biodiversidade. E, ainda, observou-se a adoção de práticas rotineiras que levaram ao surgimento de estratégias de acompanhamento, adequação, atualização e realização de metas. Esses achados estão alinhados com a teoria da estratégia como prática. A partir do caso estudado, foi possível a criação de um produto tecnológico, bem como a criação de um checklist com as ações e rotinas administrativas, que foram fundamentais para o desempenho do ECRN, de acordo com os parâmetros de avaliação da CAPES. Acredita-se que, a partir desse checklist, os demais programas possam adaptar suas ações e rotinas administrativas para melhorarem paulatinamente seu desempenho. Como limitação, o estudo de caso único não permite a generalização das práticas e rotinas administrativas a outros Programas e instituições. Sugere-se, para trabalhos futuros, que o checklist seja implementado em diferentes programas, de diferentes áreas da CAPES, e que sejam sugeridas adaptações e melhorias a essa ferramenta. / In Brazil, the Graduate Programs stricto sensu are evaluated by the Coordination of Improvement of Higher Level Personnel - CAPES. Data from this institution show that in Brazil several stricto sensu Postgraduate Programs can improve their performance over the years, while others remain stagnant or close their activities. In order to understand this dynamic, this research describes and analyzes the actions and administrative routines that were consolidated in the planning and performance of the Postgraduate Program in Ecology and Conservation of Natural Resources (ECRN) of Federal University of Uberlândia (UFU), from the CAPES guidelines, starting from the evaluation proposal of implantation, occurred in 1999 until the year 2016. The Program was chosen for having improved its performance since its inception, being a reference for the survey of actions and administrative routines adopted by the course that may have contributed to this fact. Were sought theoretical input in planning theories and mainly in strategy theory as practice. The research is characterized as a case study with action research, in which data were collected from the direct observation of the researcher, documents of the Program, CAPES and UFU and unstructured interviews. For the analysis, quantitative and qualitative methods were used with the triangulation of the data, based on the analysis dimensions that followed the CAPES evaluation parameters: Program Proposal; Professors Group; Students Groups, Theses and Dissertations; Intellectual Production and Social Insertion. The results indicate that the ECRN started its activities in 1999 with the concept three (3) and, in 13 years of activity (1999 to 2012), by five triennial evaluations it obtained the concept six (6) in the last CAPES evaluation. It was possible to visualize an effective action of the human resources characterized by the adoption of behavior to objective actions towards a level of excellence and reference in the area of Biodiversity. In addition, it was observed the adoption of routine practices that led to the emergence of strategies for follow-up, adaptation, updating and achievement of goals. These findings are in line with strategy theory as practice. From the case studied, it was possible to create a technological product that was the creation of a checklist with the actions and administrative routines that were fundamental for the performance of the ECRN, according to the parameters of evaluation of CAPES. It is believed that from this checklist too many programs can adapt their actions and administrative routines to gradually improve their performance. As a limitation, the single case study does not allow the generalization of practices and administrative routines to other Programs and institutions. It is suggested for future work that the checklist be implemented in different programs of different areas of CAPES and that adaptations and improvements be suggested to this tool. / Dissertação (Mestrado)

Strategizing är vad människor i en organisation gör när de planerar och medverkar i aktiviteter som ska bidra till företagets riktning. Forskning inom strategizing har tidigare fokuserat på organisationens ledning, men även medarbetarperspektivet kan bidra till en bredare uppfattning, då medarbetarna ofta uppfattar strategisk kommunikation på ett annat sätt. Mellancheferna är väsentliga medlare i genomförandet av strategiska förändringar och deras roll är att förmedla samt anpassa strategisk information till sina medarbetare. Syftet med studien är att vidga förståelsen kring strategizing genom att undersöka hur företagens strategiska information kommuniceras genom mellancheferna på operativ nivå inom dagligvaruhandeln. Den empiriska datan är baserad på två företag inom dagligvaruhandeln, Willys och City Gross. Datan har samlats in genom kvalitativ metod med hjälp av en kombination av intervjuer, observationer och dokumentanalys, bestående av externa och interna dokument. Studiens resultat lyfter teamets arbete och menar att trivsel skapar effektivitet och måluppfyllnad. En varierad arbetssituation lägger grunden för förändringar i personalbehovet. Mellancheferna bör fortsätta använda sig av dialoger för att säkerställa anpassningen och översättningen av informationen. De behöver bli bättre på att använda mötesstrukturen och tekniska hjälpmedel. / Strategizing is what people within the organization do when they plan and take part in activities that should contribute to the direction of the company. Research in strategizing has previously focused on top management but the perspective of the employees can contribute to a wider perception as well, because of the employees’ conception of strategic communication. The middle managers are crucial intermediators in the implementation of strategic development and their position is to communicate and adjust the strategic information to their employees. The purpose of this study is to expand the understanding about strategizing by investegate how the companies’ strategic information communicates through the middle managers on the operational level within the retail sector.  The empirical data is based on two companies within the retail sector, Willys and City Gross. The data has been gathered through a qualitative method using a combination of interviews, observations and content analysis, containing external and internal documents. The result of the study highlights teamwork and that well-being creates efficiency and goal fulfillment. A work situation with variation establishes a foundation for changes in staff requirements. The middle managers should keep using dialogues to ensure the adjustment and translation of the information. They need to improve their use of meeting structure and technical tools.

Strategy practices and praxis: a case of selected South African Business School alumni

Abstracts in English, Afrikaans and Zulu / This integrated study examined the nexus between the theory and the practice of strategy. Given the nature of modern-day public and private business enterprises in South Africa and the rest of the world, management education should equip practitioners with knowledge and skills suitable for complex, dynamic, eclectic, and uncertain practice contexts. That is, management education should be playing a critical role in shaping and guiding the business community in the ‘management’ and ‘administration’ of business in the country. However, criticisms in management literature suggest that management education is not relevant to practice. Despite such criticisms, there is relatively little empirical evidence in the country on practitioners’ experiences with the relevance to practice of their management education in general and strategy education in particular. To this end, this study set out to develop a better understanding of the dynamic and nuanced interplay between strategy theory and strategy practice through a survey and interviews with selected business school alumni in professional practice. Statistical analyses were performed on quantitative data, while thematic analysis was performed on qualitative data. The survey findings of the study reveal a positive and significant relationship between academic rigour and practical relevance of strategy theory, while phenomenological findings reveal that practical relevance of strategy theory is largely constructed by practitioners according to their contextual demands. Strategic management appears to rest on the dynamic interplay between strategy theory and strategy practice within a complex and eclectic management environment. / In hierdie geïntegreerde studie is die verband tussen strategieteorie en -praktyk ondersoek. Bestuursopleiding moet praktisyns toerus met die kennis en vaardighede wat die komplekse, dinamiese, eklektiese en wisselvallige omgewing in openbare en private maatskappye in Suid-Afrika en elders in die wêreld vereis. Met ander woorde, bestuursopleiding moet leiding gee in die bestuur en administrasie van maatskappye in die land. In die literatuur word aangevoer dat bestuursopleiding irrelevant is. Daar is egter min empiriese bewys dat bestuursopleiding, en strategieopleiding in die besonder, ontoepaslik is. Om hierdie rede is ‘n studie van die dinamiese en genuanseerde wisselwerking tussen strategieteorie en -praktyk onderneem. The strategising of middle managers through sensemaking and sensegiving: a case study of a financial services provider in South Africa

Abstracts in English, Zulu and Southern Sotho / Middle managers are tasked with supporting new initiatives and change, while at the same time experiencing challenges in making sense of the strategic initiative and giving sense to other members of the organisation. This dissonance experienced by middle managers tasked with change informed the topic of the research. The current study explores the strategising of middle managers through sensemaking and sensegiving during a strategic initiative in a single case study within a financial services provider in South Africa. The study seeks to examine the phenomenon through the theoretical lenses of the strategy-as-practice perspective, middle manager perspective and the theory of sensemaking and sensegiving. The study adopted a qualitative-exploratory design which involved collecting data through semi-structured in-depth individual faceto-face interviews. Data was analysed through coding, using thematic analysis and the categorisation and interpretation of common themes. Three main themes emerged from the study which were categorised as middle manager dissonance, middle manager sensemaking and sensegiving actions and middle manager practices in sensemaking and sensegiving. These themes offer insight into middle manager strategising, sensemaking and sensegiving during a new strategic initiative. The study concludes that when the organisation introduced a new strategic initiative middle managers’ knowledge was disturbed. These middle managers experienced various emotions as they were trying to make sense of the changes while giving sense to other members of the organisation. Findings confirmed delays in implementation due to lack of understanding of the change by middle managers. The study also concludes that although middle managers experienced challenges initially, they moved into a task of “selling” the new initiative through sensemaking and sensegiving. Middle managers got involved in various practices such as team discussions and information sharing sessions as they make sense and give sense to other team members. Through this interaction, middle managers aligned others and created common understanding while they influence them through sensegiving. Findings of the current study may offer valuable knowledge to organisations in the financial sector and practitioners tasked with v new strategic initiatives. Abstract in English, Afrikaans and Tswana / The study responds to calls for research within wider contexts. In particular, it is positioned within the South African non-profitable sector – non-profitable organisations (NPO) – in social care. The non-profitable sector is also called the Third Sector, and this research adopted the strategy-as-practice perspective to explore the strategy in this sector. The study investigates how managers and leaders of these NPOs strategise to sustain their organisations and services in a changing and demanding environment. The survival of NPOs is affected by a range of constraints linked to personnel, finances, resources, volunteering, and continuous increase in demand for social care. These constraints require managers and leaders of non-profitable organisations to devise strategies and practices to ensure success and sustainability. The findings of this study confirm the need for resilience to survive over the long term. The findings indicate that NPOs need to adapt to the external and internal environments constantly. Leadership drives resilience through governance and maintains services that are fit-for-purpose for the ever-changing needs of the society they serve. Adapting practices should react to changes through training and retraining, meticulous reporting to partners and other financiers, and complying with their governing entities by applicable legal statures and strict financial control. Adapting is amongst the most important practices identified through this study. A leadership style that enables sustainability was specifically highlighted. Through semi-structured interviews, the researcher uncovered strategic practices of longstanding NPOs to identify the strategies that contribute to long-term survival. Leaders in different management positions shared detailed descriptions of their practices, which served as the data for this research. The data provided the opportunity to research the strategy from a practical perspective, and were confirmed by secondary documents. Using the strategy as practice paradigm, the researcher identified strategic practices within drivers of value and found them to be contributing toward sustainability. The strategic practices were then organised in themes and assertions toward the theory of sustainability regarding these service organisations. The practices influence the stages of the organisational life cycle in a collective system of practices, leading to identifying a phase within the life cycle that contributes to resilience and renewal to aid survival and sustainability. Implementation strategies in the organisations provide good governance inclusive of reporting adequately. They also provide good leadership to ensure stable personnel committed to working together as a team and establish a culture of fit-for-purpose in service delivery. Most important is adapting towards resilience in the short term and developing resources to provide financial stability. / Hierdie studie is in reaksie op die oproep om navorsing in breë kontekste onderneem. Dit is in die Suid-Afrikaanse sektor sonder winsoogmerk – organisasies sonder winsoogmerk (OSW’s) – in maatskaplike sorg onderneem. Die sektor sonder winsoogmerk word ook die Derde Sektor genoem. In hierdie navorsing word die strategie-as-praktykperspektief gevolg om strategieë in die sektor te verken. Die strategieë wat bestuurders en leiers van OSW’s formuleer om in ʼn veranderende en veeleisende omgewing hulle organisasies volhoubaar te bedryf en dienste te lewer, word ondersoek. OSW’s het met allerlei beperkings te kampe waaronder ʼn gebrek aan personeel, finansies, hulpbronne en vrywilligers benewens die immergroeiende vraag na maatskaplike sorg. Weens hierdie beperkings moet bestuurders van organisasies sonder winsoogmerk strategieë bedink en bepaalde praktyke toepas sodat hulle organisasies suksesvol en volhoubaar bedryf word. Die bevindings van hierdie studie bevestig die noodsaak van veerkrag om op die duur te oorlewe. Die bevindings laat blyk dat OSW’s hulle voortdurend by die eksterne en interne omgewing moet aanpas. Bestuurders openbaar veerkrag in die wyse waarop hulle hul organisasies bestuur en doelgemaakte dienste volgens die immerveranderende behoeftes van die samelewing lewer. Praktyke moet deur opleiding en heropleiding volgens veranderings aangepas word. Voorts moet noukeurig verslag gedoen word aan vennote en finansiers, en bestuurders moet aan die wet voldoen en streng finansiële bestuur toepas. Aanpasbaarheid is een van die belangrikste praktyke wat in hierdie studie aangetoon word, en nadruk word gelê op ʼn leierskapstyl wat volhoubaarheid vooropstel. Die navorser het halfgestruktureerde onderhoude oor die strategiese praktyke waaraan organisasies hul oorlewing te danke het, met gevestigde OSW’s gevoer.
