As the cost of higher education continues to grow at astounding rates, research shows that, in most cases, students and their families face some level of debt to pay for their undergraduate degrees (Layman, 2011). This research study will use an engaged scholarship approach to address the reason some students repay their educational debt and some students’ intent to repay their debt is quite different from the desired behavior. Additionally, we review the factors that affect students from underprivileged socioeconomic backgrounds that are, unfortunately, the largest contributor of delinquent student loan debt. Specifically, this study will identify elements using qualitative measures that influence the student’s intent and behavior to act that will assist universities in policy development to change the perceived value and the academic sustainability of the student while understanding the student’s behavior related to socioeconomic barriers and self-sacrificing influences. Additionally, two theories are used as lenses to ground this study. The theory of reasoned action (Fishbein & Ajzen, 2010) is used as the focal theory, and place attachment theory (Scannell & Gifford, 2010) is used as an instrumental theory. The empirical results of this study offer factors that influence educational debt repayment and policy design.

This paper focuses on undergraduate studies and attempts to evaluate these programs in terms of their efficiency and effectiveness as they have facilitated access for millions of Brazilians with repercussions pertaining to students´ income and availability of financial resources. This assessment is unprecedented and aims at producing data for these programs. Findings can be used by decision makers, both to draw up and implement policies, as well as by the program beneficiaries. This study raises the hypothesis that these programs have been both effective and efficient in democratizing students´ access to higher education by considering them as citizens or consumers, a situation that was made possible with the democratization of educational services to higher education institutions. These ideas were confirmed by this research through analysis of the documentation of the education institutes participating in the study, information posted on their official websites, and applied questionnaires. Therefore, this study is exploratory in nature and incorporates information collected through literature as well as documentation from which both quantitative and qualitative data were produced. Debates around this issue rise from the analysis of the relationship between public and private spaces and also involve issues related to social justice, democratization of opportunities, citizenship, and gratuity on the one hand and consumption and payment on the other hand, all related to higher education / Esta dissertação tem como objeto de estudo as políticas públicas em educação superior, beneficiários, objetivos e resultados, em Vitória da Conquista, Bahia, em 2008: FIES e PROUNI, priorizando o ensino de graduação presencial, buscando avaliar tais programas, sob o aspecto da eficácia e efetividade. När propositionen för ett reformerat studiestödssystem lades 1999 poängterades det att studiestödssystemet skulle bära sina egna kostnader. Trots det skrivs stora belopp av. Både Riksrevisionen och Riksgälden har visat att CSN inte använder vedertagna metoder vid beräkningen av det som förväntas gå förlorat på grund av misskötta betalningar. Uppsatsens syfte har varit att skatta vad misskötta betalningar väntas kosta staten i form av framtida avskrivningar samt beräkna vad det skulle innebära för individen att istället bära kostnaden. Som en del i det arbetet har även faktorer som påverkar sannolikheten för misskötta betalningar av studielån identifierats. Resultaten av denna uppsats har bland annat visat att sannolikheten för misskötta betalningar är lägre för individer med eftergymnasial utbildning, hög skuld och låg ålder. Statens kreditförluster på studielån för till exempel individer som blev återbetalningsskyldiga under 2012 förväntas bli mellan 100 och 338 miljoner kronor. Om denna kostnad istället skulle bäras av årskullen innebär det en kostnadsökning på 2,2-7,8 procent för en individ med genomsnittlig skuld.

This thesis deals with the situation in financing of tertiary education from both governmental and student perspective. Its objective is to find an efficient system of student support with focus on student loans that would be applicable in the Czech Republic, would promote an equal access to higher education also to students from lower socio-economic classes and at the same time would enable to increase cost-sharing in Czech tertiary education. The designed concept of student loans is based on best practices from selected European countries (Netherlands, United Kingdom and Hungary) in the background of proposed reform of Czech tertiary education. Finally, the concept is validated in a case study dealing with financing of the International Management master's programme at the University of Economics, Prague.

Effective management of student affairs in higher education : a study of financial aid

Tertiary education campuses are no more the heart of peacefulness and scholastic study. They are turned into battlefields, administration and lecture hall buildings become the objects of siege, invasion and occupation. This is caused by the demands by students for adequate financial aid, the declining financial resources from government and the government's call for more access to tertiary education especially for the historically disadvantaged students. The problems in tertiary education pertain not only to financial problems, they also include cultural diversity, social and political issues. The financial aid to tertiary institutions is the main theme in this research. The research is based on a study of international and South African tertiary education systems in order to find ways to manage student affairs in tertiary education effectively and efficiently and to establish management strategies that will be acceptable to students, management, parents, all stakeholders and interest groups. In the end the management in tertiary education institutions should be able to effect the transformation based on the profound deficiencies of the present system which inhibit Higher Education's ability to meet the moral, social and economic demands of the new South Africa in the context of national and global opportunities and challenges. / Educational Leadership and Management / M.Ed.
