В диссертации были исследованы вероятные риски и новые возможности цифрового государственного управления. Изучены сущность, типы и особенности цифровых платформ. Исследованы современные тенденции цифровой трансформации государственного управления. Осуществлена оценка процессов в области информатизации органов государственного управления ДНР. Разработана полная модель архитектуры Единого портала государственных услуг. Разработан проект внедрения Единого портала государственных услуг. Разработана и реализована системно-динамическая модель оценки уровня информатизации органов государственного управления. Осуществлена оценка эффективности внедрения Единого портала государственных услуг. / The dissertation explored the likely risks and new opportunities for digital government. The essence, types and features of digital platforms are studied. The current trends in the digital transformation of public administration have been studied. An assessment of the processes in the field of informatization of the state administration bodies of the DPR was carried out. A complete model of the architecture of the Unified Portal of Public Services has been developed. A project for the implementation of the Unified Portal of Public Services has been developed. A system-dynamic model for assessing the level of informatization of government bodies has been developed and implemented. An assessment was made of the effectiveness of the implementation of the Unified Portal of Public Services.

В магистерской диссертации рассмотрены проблемы развития системы управления персоналом на современном этапе, проанализированы современные информационные системы управления персоналом. Изучена деятельность Государственного бюджетного учреждения «Научно-технический центр инноваций и технологий», в процессе анализ действующей системы управления персоналом, выявлена необходимость в реализации автоматизированной системы для процесса подбора персонала. Представлен проект реализации автоматизированной системы подбора персонала, с применением системно-динамического подхода для определения трудозатрат на его разработку и дана оценка экономического эффекта от внедрения автоматизированной системы в учреждении. / In the master's thesis, the problems of the development of the personnel management system at the present stage are considered, modern information systems of personnel management are analyzed. The activity of the State Budgetary Institution "Scientific and Technical Center of Innovations and Technologies" has been studied, in the process of analyzing the current personnel management system, the need for the implementation of an automated system for the recruitment process has been identified. A project for the implementation of an automated recruitment system is presented, using a system-dynamic approach to determine the labor costs for its development and an assessment of the economic effect of the introduction of an automated system in an institution is given.

Изучена деятельность торгового предприятия ООО «Мастер-Торг», проведено моделирование основных бизнес-процессов, разработана системы информационной поддержки в организации онлайн-продаж, а также применен системно-динамический подход для оценки внедрения вэб-ресурса. / In the master's thesis, modern problems of data management using information applications are considered.
