It is questioned also whether it should be performed differently accordingly to each organization that execute these activities. Should it be a different ATER carried out by agricultural cooperatives? This question oriented this research that aims to describe the ATER executed by an agricultural cooperative questioning how it contributes to the complexity that means responding to the associative and business requirements of cooperatives‟ management. Being organizations that should adequate themselves to market demands, while enhancing and promoting members‟ participation and development, agricultural cooperatives would require a technical staff that could articulate the dual focus of its management and would be responsible for implementing actions of socioeconomic promotion. The research was a case study, with exploratory-descriptive characteristics, held at the Agricultural Cooperative of Patrocínio, in the Alto Paranaíba region of Minas Gerais. Interviews were held with directors, ATER agents, members and their representatives in Education Committee and Board of Directors. It was observed that agents ATER participate in technical advice on production improvement, at the same time contributing to the communication and representative processes established between the cooperative and their members. They also participate in cooperative education activities seeking to promote the loyalty of members, and through the enhancing of their economic development and quality of life. It can be conclude that there is a specific Cooperative‟s ATER that integrates activities of providing advice to members in the improvement of the results of their work and living conditions in rural areas, complementing also with activities of cooperative education promoting active and consciously economic and social participation of members, contributing for a more efficient economic and social articulation between the cooperative and their members. / Em constante processo de mudança, o conceito de assistência técnica e extensão rural (ATER) passa por várias transformações ao longo do tempo. Questiona-se se também se deveria configurar-se de maneiras diferentes a partir de cada organização que a executa. Deveria ser diferente a ATER realizada pelas cooperativas agropecuárias? Essa questão orientou o trabalho que buscou descrever a ATER executada por uma cooperativa agropecuária questionando-se como ela contribui com a complexidade que significa responder às exigências dos aspectos associativos e empresariais na gestão cooperativa. Por serem organizações que precisam se adequar às exigências do mercado da mesma forma em que valorizam e promovem a participação e o desenvolvimento de seus cooperados, as cooperativas agropecuárias necessitariam de um corpo técnico que articulasse o duplo foco de sua gestão e se encarregasse de executar ações de promoção socioeconômica. A pesquisa foi um estudo de caso, de características exploratório-descritivas, realizada na Cooperativa Agropecuária de Patrocínio, na região do Alto Paranaíba de Minas Gerais. Realizaram-se entrevistas com diretores, agentes de ATER, cooperados e representantes dos cooperados no Comitê Educativo e no Conselho de Administração. Evidenciou-se que os agentes de ATER se inserem no contexto de melhorias técnicas e produtivas, ao mesmo tempo em que contribuem com o processo comunicacional e representativo estabelecido entre organização cooperativa e produtores rurais cooperados. Também eles participam da execução de ações de educação cooperativista buscando a fidelização dos cooperados, promovendo seu desenvolvimento econômico e qualidade de vida. Conclui-se que se pode definir uma ATER Cooperativa que integra atividades voltadas para oferecer orientações aos cooperados no que diz respeito à melhoria no resultado de seu trabalho e condições de vida no meio rural, complementando-se também com ações de educação cooperativista que promovam a participação social e econômica dos cooperados de maneira consciente e ativa, contribuindo para uma mais eficiente articulação econômica e social entre cooperados e sua cooperativa.

Caracteriza??o dos sistemas de produ??o de leite bovino na microrregi?o Serid? do estado do Rio Grande do Norte

We randomly selected 28 agricultural establishments that performed the activity of dairy bovine culture with subsequent applicat ion of a structured questionnaire during September and October 2011. Data were analyzed with application of measures of descriptive analysis and determination of the index rural development (IRD). The results showed that 53.57% of the interviewees were owners of the land, the median area of the properties amounted to 135 hectares, the median number of animals in the herd was 51 head, with minimum 11 and maximum of 350 heads establishments in the sample, 85.72% of establishments had maximum 23 cows in lactation, 100% performed manual milking with suckling calves, average productivity of 3.91 liters / cow / day, 92.86% of the interviewees did not produce silage and / or hay, 64.29% had no access to technical assistance, the average age of interviewees was 51 ? 10.85 years, 78.57% had only elementary education. The average of the IRD computed in the test sample amounted to 0.43 ? 0.11 on a scale 0-1. The sites were grouped into 04 classes, based on your IRD. The average IRD in each dimension was 0.43, 0.55 and 0.34, respectively for economic / husbandry, social and environmental. The determination of the rate of rural development - IDR found for the sample could add establishments hierarchically. Foram selecionados, aleatoriamente, 28 estabelecimentos agropecu?rios que desempenhavam a atividade da bovinocultura leiteira com posterior aplica??o de question?rio estruturado nos meses de setembro e outubro de 2011. Os dados foram analisados com aplica??o de medidas de an?lise descritiva e determina??o do ?ndice de desenvolvimento rural (IDR). Fondée essentiellement sur l’exploitation des archives de l’Organisation internationale du travail (OIT), cette thèse analyse l’émergence de discours et de pratiques du développement au niveau international entre 1919 et 1949. Elle questionne plusieurs points importants de l’historiographie sur le développement, notamment son cadre chronologique et ses origines idéologiques. Elle se focalise sur les formes concrètes que prend cette coopération technique internationale naissante. Elle étudie en particulier les missions d’assistance technique organisées par le Bureau international du travail jusqu’à la mise en place du Programme élargi d’assistance technique de l’ONU en 1949, qui constitue le premier programme multilatéral de développement de l’après-Seconde Guerre mondiale. Cette thèse accorde donc une attention particulière aux situations d’expertise, aux experts et fonctionnaires internationaux impliqués dans la diffusion de savoirs techniques. Elle invite à renouveler la problématique du développement international dans une perspective sociale. / Based mainly on the exploitation of the ILO archives, this thesis analyzes the emergence of development discourses and practices at the international level between 1919 and 1949. This offers the opportunity to challenge several important presumptions of development historians with regard to the chronology of development and its ideological origins. This thesis focuses on the practical aspects of this emerging international technical cooperation. It analyzes in particular the technical assistance missions organized by the International Labour Office until the implementation of the United Nations’ Expanded Programme of Technical Assistance created in 1949, which was the first multilateral program of international development after World War II. This thesis pays special attention to the situations where ILO expertise played a role and to the international experts and ILO officials involved in the dissemination of technical knowledge. This thesis opens some new perspectives on the problem of international development from a social point of view.

For this, we resorted to the literature review of studies of peasant family farming in the northeast, gender studies, agroecological extension and analysis of secondary data, such as documents systematized by joints and NGOs Participatory observation in four units family production, the use of participatory methodologies, narrative interviews with farmers, participation in meetings and events organized by the Casa da Mulher do Nordeste were to analyze the applicants experienced by these women and gender relations reality that pervades their life histories. To understand the limitations and advances the advice of the Casa da Mulher do Nordeste in the backwoods of Pajeú, we use the interviews and monitoring the activities of techniques, such as the perception of the service received by farmers. Despite immense hardships such as drought in the last three years, are women farmers, people with knowledge and knowledge, which resist and fight daily for alternatives that promote the survival of their families in semiarid. The accumulation of the practices of these women and the consolidated agro-ecological transition and self-organization in autonomous rural women's movements experiences, social technologies such as with the P1MC project were fundamental to improving the lives of families and particular women, mainly responsible for water management in the property. The policy of technical assistance and rural extension, of economic and financial integration, are still an obstacle to the inclusion of women in management, decision and participation projects and public policies in the semiarid process. Few advances are outstanding under the reorganization of domestic tasks, resulting in heavy workload of women. Knowledge management and marketing processes were identified as insufficient by farmers and a gap for the technical assistance of Casa da Mulher do Nordest. The challenges are numerous and different orders. However, rural women reaffirm the importance of autonomy, food security, a service that recognizes their work in diverse agroecological production, social technologies, and above all, appreciation of its social and political role for the survival of families in field and semiarid. / O presente estudo tem como objetivo analisar de que forma a assessoria da Casa da Mulher do Nordeste tem favorecido a alteração e/ou mudanças nos processos e estruturas das relações desiguais de gênero na agricultura familiar do sertão do Pajeú. Para isso, recorreu-se à revisão bibliográfica dos estudos da agricultura familiar camponesa na região nordeste, dos estudos de gênero, extensão rural agroecológica e à análise dos dados secundários, tais como: documentos sistematizados por articulações e ONGs. A observação participativa em quatro unidades produtivas familiares, a utilização de metodologias participativas, de entrevistas narrativas com as agricultoras, a participação nos encontros e eventos organizados pela Casa da Mulher do Nordeste foram recorrentes para analisar a realidade vivenciada por essas mulheres e as relações de gênero que perpassam suas trajetórias de vida. Para compreensão dos limites e avanços da assessoria da Casa da Mulher do Nordeste no sertão do Pajeú, recorremos às entrevistas e ao acompanhamento das atividades das técnicas, tal como a percepção do serviço recebido pelas agricultoras. Apesar das imensas adversidades, como a estiagem dos últimos três anos, são as mulheres agricultoras, portadoras de conhecimento e saberes, que resistem e lutam cotidianamente por alternativas que favoreçam a sobrevivência da sua família no Semiárido. O acúmulo das práticas dessas mulheres e as experiências consolidadas de transição agroecológica e de auto-organização nos movimentos autônomos de mulheres rurais, as tecnologias sociais, a exemplo das cisternas com o projeto P1MC, foram fundamentais para a melhora na vida das famílias e, em especial, das mulheres, principais responsáveis pela gestão da água na propriedade. As políticas de assistência técnica e extensão rural, de inserção econômica e financeira, ainda são um entrave para a inclusão das mulheres no processo de gestão, decisão e participação dos projetos e das políticas públicas no semiárido. Poucos avanços são notáveis no âmbito da reorganização das tarefas domésticas, acarretando na sobrecarga de trabalho das mulheres. O conhecimento de gestão e dos processos de comercialização foram apontados como insuficientes pelas agricultoras e uma lacuna pela assessoria técnica da Casa da Mulher do Nordeste. Os desafios são inúmeros e de diferentes ordens. The National Policy for Rural Technical Assistance was privileged as a reference - PNATER. The research was conducted under qualitative basis and developed from a characterization of relationships and practices involving professionals in the extension. To collect data it was used semi-structured questionnaires made with rural extensionionists of technical assistance from the State of Tocantins, particularly professionals related to the Rural Development Institute of the State - Ruraltins; also resorted to desk research and informal interviews. The results of this research revealed difficulties in the construction of the services provided by the Institute as it reflected in the design and implementation of local development as well as the design around traditional peoples and the service they provided. This study recommended the development of further studies, with more emphasizing over the situations in which they present the reality of extension activities once this service is seen as an effective and necessary tool when it comes to monitoring, dialog and understanding of the actors who make up much of family farming and specifically traditional peoples. / O estudo pretendeu analisar as práticas extensionistas dos servidores do Estado do Tocantins vinculados ao Instituto de Desenvolvimento Rural do Estado do Tocantins – TO, especificamente no que concerne à concepção do Desenvolvimento Local e à compreensão em torno dos Povos Tradicionais da região. Privilegiou-se como referência a Política Nacional de Assistência Técnica Rural – PNATER. A pesquisa foi de base qualitativa, desenvolvida a partir de uma caracterização das relações e práticas que envolveram os profissionais da extensão rural. Para a coleta de dados, foram usados questionários semiestruturados com extensionistas rurais da assistência técnica do Estado do Tocantins, especificamente profissionais vinculados ao Instituto de Desenvolvimento Rural do Estado – Ruraltins; também se recorreu a pesquisa documental e entrevistas informais. Os resultados da presente pesquisa revelaram dificuldades na construção dos serviços prestados pelo Instituto, com reflexos na concepção e na concretização de desenvolvimento local, assim como na concepção em torno de povos tradicionais e no serviço a eles prestado. Recomenda-se o desenvolvimento de mais estudos, enfatizando mais as conjunturas nas quais se apresentam a realidade das atividades extensionistas, visto ser esse serviço uma ferramenta eficaz e necessária quando se trata do acompanhamento, dialogicidade e compreensão dos atores que compõem o cenário da agricultura familiar e especificamente os povos tradicionais.

AnÃlise dos custos transacionais no mercado de cafà orgÃnico no Estado do Cearà / Analysis of the costs you do business in the market of organic coffee in the State of the CearÃ

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / A presente pesquisa tem como objetivo principal analisar os custos de transaÃÃo na produÃÃo de cafà orgÃnico produzido na regiÃo da Serra de BauritÃ, Meruoca e Ibiapaba no Estado do CearÃ, incluindo os municÃpios de Ibiapina, Guaraciaba do Norte, SÃo Benedito, Meruoca, Aratuba, BaturitÃ, Guaramiranga, Mulungu, Pacoti e ViÃosa do CearÃ. O trabalho tem como hipÃtese: o contrato de compra e venda da produÃÃo de cafà orgÃnico estabelecido entre os pequenos produtores no estado do Cearà e possÃveis importadores implica elevados custos de transaÃÃo em virtude da intrÃnseca instabilidade no ambiente institucional para a efetivaÃÃo de contratos comerciais. Para a efetiva anÃlise, a conjuntura produtiva de cafà orgÃnico no Estado do Cearà e a margem de ganho de receita com a exportaÃÃo do cafà orgÃnico dos pequenos produtores em cenÃrios diversos de exportaÃÃo para o cenÃrio internacional. Os resultados demonstram que os principais problemas enfrentados pelos pequenos produtores de cafà orgÃnico do estado do Cearà sÃo: ausÃncia de assistÃncia tÃcnica; falta de coordenaÃÃo da cadeia produtiva do produto capaz de fornecer uma certificaÃÃo do produto, crÃdito e mÃo de obra à atividade. A intervenÃÃo do Estado, nas dÃcadas passadas, desarticulou o sistema produtivo e a nÃo atualizaÃÃo do processo de certificaÃÃo e controle de qualidade do produto aumentou consideravelmente o custo de transaÃÃo dessa atividade, assim como tambÃm o custo de produÃÃo, prejudicando a comercializaÃÃo do produto em nÃveis nacional e internacional. Os produtores nÃo tÃm acesso à infraestrutura e ao suporte tÃcnico adequados para a produÃÃo do produto com a qualidade exigida pelos padrÃes nacionais para competir em nÃvel nacional e, consequentemente, em nÃvel internacional. The work has like hypothesis: the contract of purchase and sale of the production of organic coffee established between the small producers in the State of the CearÃ, and possible importers it implicates elevated costs of transaction owing to the intrinsic instability in the institutional environment for efetivation of commercial contracts. For effective analysis the productive state of affairs of organic coffee in the State of the Cearà and the edge of profit of income with the export of the organic coffee of the small producers in different sceneries of export to the international scenery. The results demonstrate that the principal problems faced by the small producers of organic coffee of the State of the healthy CearÃ: the absence of technical back-up; and lack of co-ordination of the productive chain of the product able to supply a certification of the product, credit and labour to activity. The intervention of the State, in last decades, dislocated the productive system and not updating of the process of certification and quality control of the product increased considerably the cost of transaction of this activity, as well as also the cost of production damaging to marketing of the product in national and international level. The producers have no access to the infrastructure and to the technical support adapted for the production of the product with the quality demanded by the national standards to compete in national level and, consequently, in international level. Besides, they lack for a technical and legal advisory body to the production and to the commercial activities, which allow the insertion of this market that has high power of generation of job and income

The Efficacy of Habitat Conservation Assistance Programs for Family Forest Owners in Vermont

The future of Vermont’s 1.8 million hectares (4.5 million acres) of forest habitat will be largely determined by the decisions of family forest owners, who collectively own 60% of the state’s forested land. To promote management for wildlife habitat, government agencies and non-governmental partnerships provide technical and financial support to family forest owners in the form of conservation assistance programs. In Chapter 1, I qualitatively compared the efficacy of two types of conservation assistance programs available in Vermont: traditional programs offered through the Natural Resources Conservation Service, and a simplified, accelerated program offered through a non-governmental partnership called Woods, Wildlife, and Warblers. By conducting interviews with 20 Vermont family forest owners, I identified common motivation and barrier themes and compared these themes across programs using the Transtheoretical Model’s Stages of Change. Most motivations and barriers were described by landowners across all Stages of Change, but two motivations (professional recommendations and straightforward applications) and one barrier (independent forest management values) varied by either Stage of Change, program type, or both. I used the findings from the interviews to develop a mail survey, which was used to quantify patterns regarding motivations and barriers towards three habitat conservation actions: 1) arranging for a forestry professional to walk the land, 2) applying for cost-share funds, and 3) making a patch cut. The results from this survey, which was sent to 2,122 randomly selected Vermont family forest owners and had a cooperation rate of 38%, are presented in Chapter 2. Using logistic regression models, I identified multiple significant motivations or barriers for each of the three actions. Additionally, I used contingency tables to compare respondents’ levels of agreement for these motivations and barriers – as well as their level of trust for various information sources – with their Stage of Change. Overall, levels of agreement varied significantly across one or more Stages of Change for all motivations and barriers, and trustworthiness varied for 13 out of 14 information sources. Across both chapters, I provide recommendations to increase program efficacy with an emphasis on program attributes and tailored messaging.
