Na sociedade contemporânea, viver com a informação é uma questão de sobrevivência. Desde a sua formação, o homem busca desenvolver o conhecimento para criar mecanismos e melhor adaptar-se ao meio. A comunicação e subsequentemente a escrita, com certeza foram o grande passo para alcançar uma sociedade estruturada na informação e no conhecimento. No meio corporativo, informação e conhecimento são as palavras de ordem, são elas que devem estar intrínsecas nos processos de gestão a fim de desenvolver a competência em informação e midiática como diferencial competitivo, ou seja, propiciar o acesso e uso da informação e dos recursos midiáticos de forma inteligente para construir conhecimento e aplicá-lo à realidade. O uso das mídias deve atuar como aliado nesse processo de transformação do conhecimento em competência em informação e midiática. Para tal, pretendeu-se estudar o uso dos jogos digitais corporativos (serious games) – os quais têm como principal característica capacitar colaboradores através de um ambiente virtual que simula a realidade e faz com que os jogadores pratiquem atividades para aprender, sem que sofram danos reais - como instrumentos facilitadores nesse processo, no que atuarão como simuladores nos estágios de tomada de decisão com o objetivo de minimizar falhas, reduzir tempo e custo. A pesquisa envolveu as empresas Oniria LDSoftware Ltda. e I9ação, tendo sido realizada em duas etapas:1- pesquisa/revisão bibliográfica de natureza exploratória que permitiu a construção de referencial teórico de apoio e 2 - estudo de caso descritivo apoiado em pesquisa documental junto a documentos institucionais e sites das empresas, observação in loco e entrevistas com gestores. Os resultados apontaram que os jogos digitais corporativos não só colaboram com o desenvolvimento da competência em informação e midiática, como também de outras 9 competências e habilidades importantes para o processo de gestão. Evidenciou-se, ainda, que os jogos digitais corporativos são ferramentas midiáticas eficazes para capacitar e aperfeiçoar a competência em informação e midiática e todas as demais que se acham envolvidas em ambientes corporativos, trazendo competitividade à ambiência de negócios onde forem utilizados. / Reflections and results of exploratory and theoretical research on current society and the need to structure itself in a technological world of information and communications are presented, since the lack of information imposed by competitiveness is based on the generation of new knowledge and the access to the use of the correct information. Living in modern society is a matter of survival. Since its formation, man seeks to develop knowledge to create mechanisms and better adapt to the environment. Communication, and subsequently writing, were certainly the biggest step towards a society structured in information and knowledge. In the corporate environment, information and knowledge are the slogans, they must be intrinsic in the management processes in order to develop information and media literacy as a competitive differential; that is, to provide access and use of information and resources in an intelligent way to build knowledge and apply it to reality. The use of media must act as an ally in this process of transforming knowledge into information and media literacy. The purpose of this exercise was to study the use of corporate games (serious games); these ones whose main characteristic is to train employees through a virtual environment that simulates reality and causes players to practice activities, without causing damages; as facilitators in this process, in which they will act as simulators in the decision - making stages in order to minimize failures, reduce time and cost. The survey involved the companies Oniria LDSoftware Ltda. and I9ação. It was carried out in two stages: 1 - research / bibliographic review of an exploratory nature that allowed the construction of a theoretical support framework and 2 - a descriptive case study supported by documentary research with institutional documents and company websites, observation in local and interviews with managers. The results showed that corporate digital games not only contribute to the development of information and media literacy, but also to other skills and abilities important to the management process. It has also been shown that corporate digital games are effective media tools to train and improve information and media literacy and all others involved in corporate environments, bringing competitiveness to the business environment where they are used.

O papel das cidades na descentralização de políticas nacionais de ciência, tecnologia e inovação

O estudo trata da descentralização de políticas públicas de Ciência, Tecnologia e Inovação (CT&I) do governo federal para os municípios. As políticas públicas de CT&I são, cada vez mais, essenciais para o desenvolvimento economicamente viável e sustentável de uma nação. Assim, governos ao redor do mundo investem em empresas e sistemas de inovação como forma de manter a competitividade em uma economia cada vez mais global. Paradoxalmente, apesar da crescente relevância política, social e econômica das cidades no mundo, seu papel tem sido subestimado nas políticas nacionais de CT&I no Brasil. No plano teórico, o presente estudo apoia-se em duas vertentes temáticas: o desenvolvimento regional na economia do conhecimento e a descentralização federativa. Nesse contexto, o estudo interroga sobre como inserir o município nas políticas nacionais de CT&I. O estudo busca evidências empíricas nas relações intergovernamentais da descentralização e em dois estudos de caso, nas cidades brasileiras de Porto Alegre e São Leopoldo, ambas do Estado do Rio Grande do Sul, escolhidas pelos bons resultados na promoção de sistemas empresariais de inovação. A pesquisa chegou a alguns resultados como: (a) a mobilização dos governos em torno de políticas públicas em CT&I continua sendo crucial para o desenvolvimento de empresas e sistemas empresariais de base tecnológica; (b) os municípios mostram capacidade de criar políticas públicas de CT&I, como marcos regulatórios, estruturas organizacionais, mecanismos de incentivo e sistemas de governança; (c) a descentralização via municípios pode melhorar a capilaridade e a eficácia de programas nacionais, fortalecendo sistemas regionais de inovação e complementando políticas federais de CT&I; (d) os municípios são entes federados plenos que têm poder político e econômico para influir e promover ajustes nas políticas públicas federais de CT&I. / This thesis discusses decentralization of national public policies on Science, Technology and Innovation (ST&I) from the federal to the city government. Governments around the world have been supporting companies and innovation systems because of their relevance to economic viability and national sustainable development. However, despite the increasing political, social and economic relevance of cities worldwide, their role has been underestimated in national ST&I policies. In this context, this study considers how municipal decentralization of national ST&I policies enhances capillarity, efficiency and the strengthening of regional systems of innovation. The study offers empirical evidence of intergovernmental relationships of decentralization through the case studies of two Brazilian cities: Porto Alegre and São Leopoldo, which were selected because of their comparatively good results in promoting companies and systems of innovation in comparison to other Brazilian cities. The main conclusions of the study are: (a) federal government public policy promotion in ST&I remains crucial to the development of entrepreneurial technologically-based systems; (b) municipalities are capable of mobilizing resources, structuring incentive mechanisms, articulating actors, and organizing governance systems; (c) decentralization via municipalities can improve capillarity and effectiveness, strengthening regional innovation systems and consequently complementing national ST&I policies; (d) increased political and economic power of city governments can promote improvements in federal policies of ST&I.

A hipótese inicial de pesquisa é que a interação entre os diferentes atores locais e os benefícios dela decorrentes são ampliados por meio da oferta de ambientes propícios à geração de conhecimento, tecnologia e inovação. A base teórica do estudo é alicerçada na escola neo-schumpeteriana e nos estudos dos sistemas nacionais e locais de inovação, recebendo uma importante contribuição de trabalhos desenvolvidos por renomados pesquisadores para analisar o tema Sistema de Inovação no Brasil. Simultaneamente é desenvolvido um profundo estudo das condições locais de Sorocaba, agregando pesquisa na literatura e pesquisa in loco, o que leva à caracterização da condição do sistema local de inovação em Sorocaba. Na perspectiva da pesquisa de campo opta-se, utilizando como critério a relevância da experiência, pelo desenvolvimento de um estudo de caso com foco nos Pólos Franceses de Competitividade. Em paralelo, com o objetivo de estabelecer uma referência local, são estudadas experiências nacionais em ambientes de inovação. A análise desses elementos permite definir dois conjuntos de informações: as demandas relacionadas às condições do Município de Sorocaba e os fatores prioritários em relação às experiências analisadas no Brasil e na França. Esta tese realiza uma pesquisa exploratória no âmbito do PJe, Processo Judicial Eletrônico, de modo a prover uma abordagem metodológica para orientar o processo de construção de um modelo de governança do ecossistema, que suporte o processo de implementação, sustentação e evolução do PJe e de seu ambiente e permita sua adoção de forma mais ágil, eficiente e eficaz. A pesquisa empírica contempla o estudo desse modelo de caráter normativo do ecossistema e da gestão do projeto PJe dentro desse contexto. O presente trabalho realiza uma revisão da bibliografia existente sobre o tema e das questões a ele associadas. A partir dessa revisão, foi possível desenvolver o modelo de pesquisa. As metodologias de pesquisa utilizadas foram o estudo de caso e a pesquisa-ação, o que permitiu ao pesquisador o aprofundamento em alguns aspectos da governança do processo de implementação do PJe. A pesquisa foi realizada com base em conversações, observações e proposições feitas durante a participação do pesquisador em reuniões do Comitê Gestor do PJe, do CNJ, Conselho Nacional de Justiça. Essas conversações, observações e proposições foram feitas com base no modelo de pesquisa. / This paper makes an exploratory research concerning the PJe - Electronic Legal Proceeding - in order to provide a methodological approach to guide the process of building an ecosystem governance template that supports the process of implementing, sustaining, and evolving the PJe and its environment, and that allows for it to be adopted in a quicker and more effective way. The empirical research provides for the study of this regulatory template of the ecosystem and the management of the PJe project in that context. This paper reviews the existing literature on the subject and the issues related to it. From that review, it was possible to develop the research model. The research methodologies used were the case study and the action research, which allowed the researcher to go deep into some aspects of the governance of the PJe implementation process. The research was conducted based on discussions, notes, and propositions made during the researcher\'s participation in meetings with the PJe Management Committee of the CNJ - National Justice Board. These discussions, notes, and propositions were made based on the research model.

O sistema de ensino superior, ciência e tecnologia em Moçambique: o estado atual e os desafios futuros / The higher education, science and technology system in Mozambique: the current situation and the future challenges

O Capital Humano é a fonte inspiradora e produtora do progresso científico e tecnológico e do desenvolvimento socioeconômico de uma sociedade. Tal desenvolvimento deve ser orientado por políticas e estratégias concebidas pelo Estado. Desenhar uma Política de Desenvolvimento Nacional, voltada para as necessidades específicas e prioridades do País, só é possível com o domínio efetivo do conhecimento científico e tecnológico, pelos cidadãos nacionais. Nessa perspectiva, o Ministério da Ciência e Tecnologia de Moçambique concebeu o Plano Estratégico de Formação e Desenvolvimento de Recursos Humanos para a Área de Ciência e Tecnologia (PDRHCT), aprovado em Março de 2006, pelo Conselho de Ministros. Esta pesquisa teve como objetivo analisar criticamente o PDRHCT, desde a sua concepção, até à sua implementação. Sua relevância está na contribuição que o estudo faz para a melhoria do processo de formação do capital humano que resulte no desenvolvimento socioeconômico e cultural do País. A pesquisa caracteriza-se como qualitativa, exploratória e descritiva, baseada em um estudo de caso, que teve como unidade de análise, o Sistema de Ensino Superior, Ciência e Tecnologia de Moçambique (SESCT). A coleta de dados primários foi feita com base em entrevistas semi-estruturadas e em profundidade, e os dados secundários, por meio de pesquisa documental. A análise dos resultados baseou-se nas técnicas de Análise de Conteúdo, Estatística Descritiva e Análise Documental. Constatou-se a existência de diferentes fatores que dificultam o alcance dos objetivos do Plano, dentre os quais se destacam quatro problemas principais: (1) uma concepção do PDRHCT inadequada, sem o envolvimento do Ministério da Educação, nem das Instituições de Ensino Superior; (2) deficiências na comunicação e coordenação entre as instituições do SESCT; (3) um Modelo Institucional de suporte ao Sistema, com uma estrutura funcional que dificulta a interpretação clara das linhas de comando e subordinação entre as instituições, e mesmo entre seus dirigentes; e (4) a falta de maturidade das instituições, assim como do próprio Sistema, motivada pela instabilidade que tem caracterizado os Governos de Moçambique, causando mudanças constantes na estrutura e nos objetivos estratégicos das instituições do Estado, aliada a uma cultura de gestão centrada nas pessoas e não nas instituições. Com a pesquisa, pretendeu-se contribuir para melhorar o processo de planejamento da formação e desenvolvimento de recursos humanos, em Moçambique, com base em um modelo de gestão integrado e eficaz, que assegure o retorno esperado do investimento público, na educação superior. O contributo da pesquisa para a academia consiste em criar estímulos para novos estudos, sobre Moçambique, nas áreas de Gestão de Pessoas e de Planejamento Estratégico de Recursos Humanos, ainda carentes de estudos científicos, naquele contexto. Ao procurar melhorar o processo de formação do capital humano, ela contribui para o bem-estar dos cidadãos, assim como da sociedade moçambicana. / Human Capital is the inspiring source and the producer of the scientific and technological progress and socio-economic development of a society. Such development should be guided by policies and strategies conceived by the State. Designing a National Development geared towards a country\'s specific needs and priorities is only possible when its citizens have mastery over scientific and technical knowledge. It was within this perspective that Mozambique\'s Ministry of Science and Technology designed the Strategic Plan for Human Resources Training and Development for the Science and Technology Area (PDRHCT), approved in March 2006 by the Council of Ministers. This research aimed to make a critical analysis of the PDRHCT from its design phase through to its implementation, and its relevance lies in its contribution to improving the training of human capital so that it will produce results in terms of national socio-economic and cultural development. The research is characterized as qualitative, exploratory and descriptive. It was based on a case study, which had the Higher Education, Science and Technology System of Mozambique (SESCT) as the analysis unit. Primary data was collected based on semi-structured, in-depth interviews, and secondary data, through documental research. The results\' analysis was based on the techniques of content analysis, descriptive statistics and documental analysis. The findings noted a number of factors that hampered achievement of the Plan\'s objectives, and highlighted four main problems: (1) an inadequate design of the PDRHCT, with no involvement of the Ministry of Education nor Higher Education Institutions, (2) failings in communication and coordination among SESCT institutions, (3) an Institutional Model for supporting the System, with a functional structure that impedes the clear interpretation of the lines of command and subordination among institutions, and even among their leaders, and (4) the lack of maturity of the institutions, and of the System itself, driven by the instability that has been a feature of Mozambique\'s governments, namely constant changes in the structure and strategic objectives of State institutions combined with a management culture centred on people rather than on institutions. The research aimed to contribute to improving the planning process for human resource training and development in Mozambique, through using an integrated and effective management model that would guarantee the expected return on public investments in higher education. The contribution of this research to the academy lies in the stimulus it provides for new studies in the fields of people management and strategic human resource planning in Mozambique, which are still scarcely studied. In seeking to improve the process of human capital development, it contributes to the well-being of both citizens and Mozambican society as a whole.

Effective management of an information technology professional's career

The human resource is constantly cited as an organisation's greatest asset. In a rapidly changing technological environment this is most applicable to the Information Technology (IT) function. Organisations are experiencing IT human resource problems such as low satisfaction, early plateauing, high turnover, burnout, limited advancement potential, nominal corporate commitment, supervisory aversion, poor organisational culture, and exceptional compensation. These problems are directly related to the IT professional's career. There is a lack of information and awareness surrounding IT careers to deal effectively with these problems. The research aims to create increased awareness of IT careers and the inherent problems through the development of a career management model. The research aims to identify the factors that influence IT careers, provide career management with a means to measure compatibility of the factors, and suggest solutions to incompatibility. The solving of this problem will be of mutual benefit to both organisations and individuals as they seek to better manage IT careers. After reviewing research literature relating to career anchors, IT job types, IT skills portfolios, and career dynamics a model for Effective IT Career Management (EITCM) has been constructed. The model represents the dynamic interactions between individual, organisational, and dependent factors. The model examines the compatibility of these interacting factors by measuring the levels of relevant career variables. The model suggests appropriate career management techniques to increase the compatibility of the interacting factors. An empirical study was designed and launched online to provide data that would confirm the seven Critical Success Factors (CSF) relating to the proposed model. The responses from the members of the Computer Society of South Africa (CSSA) allowed the seven hypotheses derived from the CSFs to be tested. The results of the empirical study were positive but required modification to five of the CSFs before they could be confirmed. The EITCM model was modified to reflect the improved CSFs. An awareness of career influencing factors combined with active career management is advantageous to both IT professionals and their organisations.

Conceptualising the effectiveness of the black economic empowerment scorecard as a tool for addressing information technology governance challenges

M.Tech. / There is currently a lot of research work being done to gain insight into the value proposition for IT governance frameworks and different other variables that have significant bearing on successful implementation of IT governance in South African organizations. There has however been no adequate research conducted on how Black Economic Empowerment (BEE) policy and more specifically the four significant elements of the BEE scorecard (ownership, preferential procurement, skills development and management and control) affect IT governance within South African Enterprises. The study explores BEE policy as a means of redressing past inequalities and then presents BEE challenges that influence IT governance implementation. A broad outline of the research and a conceptual framework that will assist in monitoring the effectiveness of these four elements of the BEE scorecard towards IT governance implementation are presented. The study aims at giving an improved understanding and insights about the strength of the relationship between these two variables (BEE scorecard and IT governance), both of which have a bearing on the success of businesses operating in South Africa as a third variable. Kaplan and Norton„s balanced scorecard is used to measure business success (organization performance). The adopted method of data gathering was quantitative research with extensive use of questionnaires that targeted IT professionals and practitioners closely affiliated with BEE initiatives. The findings show a weak association between BEE and successful IT governance implementation. The results also reveal IT governance maturity has advanced to well-managed level 4.The human capital and diversity in the IT workforce lag behind in progress as a result of inadequate adherence to BEE metrics. There was a strong relationship between organization performance and BEE metrics, and a very weak link between IT governance and organization performance. It is envisaged that the resulting framework arising out of this work will form a foundation for other scholars and practitioners in the IT governance field to expand on gained knowledge, espousing the creation of a compressive IT framework that does not only focus on management tools and frameworks for IT governance efficiency but embraces the social dimensions of IT governance that may inhibit or enable IT governance effectiveness.

As digital transformation and Industry 4.0 have become a path for organizations to strengthen their performance, create value and acquire competitive advantages in different industries and regions, its appeal has increased among companies from diverse sectors and government institutions in the Colombian economy, but limited generalizability and replicability has been found in current models, which pose difficulties for their translation into the Colombian shipyard industry. Thus, this research study assessed the pertinence of utilizing digital transformation and industry 4.0 technologies as an enabler for the achievement of organizational goals, while focusing on the Colombian shipyard industry. To do so, a case study with mixed methods approach was utilized to collect data from interviews and surveys with the members of a Colombian Shipyard; which after applying analytical procedures and techniques, yielded the existence of an alignment between the Industry 4.0 and the achievement of their operational goals, as well as the identification of the strengths, challenges and implications of deploying digital technologies and a digital transformation strategy for a Colombian shipyard. Moreover, this study contributed to the understanding of digital transformation processes in relation to the specific characteristic, metrics, and factors of the Colombian shipyard industry, and it is a step forward into the further development of applications within different Colombian sectors by academics and practitioners in the field.

Successful Strategies for Retaining Profitability in an Education-Sector IT Project

Many information technology (IT) project managers (PMs) and other business leaders lack effective strategies for enhancing communication among their project team members, thereby reducing profitability and organizational cohesion. The purpose of this multiple case study was to explore communication strategies that IT PMs used to successfully complete IT mobile device projects. The conceptual framework for this study was McQuail's mass communication, Craig's communication, and Deming's profound knowledge theory. Purposive sampling method was used to identify 6 successful IT PMs and leaders who worked at 2 leading educations settings located in southeastern South Carolina. Data gathered from the semistructured interviews and collected from publicly available documents were analyzed using coding techniques, constant comparison, and keyword phrases. After methodological triangulation of the data sources collected and completion of Yin's 5-step process of data analysis, 3 key themes emerged from data analysis: standardized project communication, project team building, and positive customer focus. Findings from this study may contribute to positive social change by providing IT PMs with evidence to support efficient communication strategies in the education sector to increase organizational performance and profitability, which may positively contribute to improving quality of life for employees, driving economic development, and improving community relations.

Exploring Capability Maturity Models and Relevant Practices as Solutions Addressing IT Service Offshoring Project Issues

Western countries' information technology and software intensive firms are increasingly producing software and IT services in developing countries. With this swift advancement in offshoring, there are many issues that can be investigated which will enable companies to maximize their benefits from offshoring. However, significant challenges can occur throughout the lifecycle of offshoring IT service projects that turn the potential benefits into losses. This research investigated CMM/CMMI best practices and their effects on managing and mitigating critical issues associated with offshore development. Using a web based survey, data was collected from 451 Information Technology and software development firms in the US. The survey instrument was validated by an expert panel which included practitioners and researchers. The survey population consisted of Information Technology and software engineering managers who work on offshore IT and software development projects. Statistical methods including Chi Square and Cramer's V were used to test the research hypotheses. The results of the analysis show that IT companies applying CMM/CMMI models have fewer issues associated with IT offshoring. When US IT companies utilize and incorporate different practices from TSP and People CMM into CMMI for DEV/SVC and CMMI for ACQ, they have fewer offshoring issues related to language barriers and cultural differences. The results of this research contribute to the existing body of knowledge on the offshoring of IT services from the client management perspective and provide practitioners with increased knowledge regarding IT offshoring decisions.
