A dimensão educativa no trabalho do assistente social na proteção social básica do SUAS na perspectiva da cidadania /

Orientador: Andréia Aparecida Reis de Carvalho Liporoni / Resumo: O presente estudo busca analisar a dimensão educativa no trabalho do assistente social na proteção social básica na perspectiva da cidadania, tendo como lócus de investigação o município de Cerqueira Cesar, cidade do interior do Estado de São Paulo com 18.716 habitantes. O estudo ocorreu por meio de pesquisa bibliográfica, documental e pesquisa de campo, com uma base teórica pautada no materialismo histórico dialético. A abordagem utilizada é a qualitativa, utilizando-se também a técnica do grupo focal, seguindo um roteiro de entrevistas com a participação de 8 (oito) profissionais do Serviço Social, trabalhadores da Política de Assistência Social no município, o que permitiu aos participantes utilizar linguagem própria e emitir opiniões. O trabalho contempla algumas reflexões sobre o trabalho do assistente social e a dimensão educativa da profissão, a Política de Assistência Social, seu contexto histórico, a organização do SUAS e a proteção social básica. Traz a análise dos dados a partir das categorias de análise: a) a Política Municipal de Assistência Social no Município de Cerqueira Cesar; b) a dimensão educativa na ótica dos assistentes sociais; c) a dimensão educativa realizada pelo Serviço Social nos Centros de Referência de Assistência Social – CRAS e d) a materialização da dimensão educativa na perspectiva da emancipação. The study took place through bibliographic, documentary and field research, with a theoretical base based on dialectical historical materialism. The approach used is qualitative, also using the focus group technique, following a script of interviews with the participation of 8 (eight) Social Work professionals, workers of the Social Assistance Policy in the municipality, which allowed participants to use own language and express opinions. The work contemplates some reflections on the work of the social worker and the educational dimension of the profession, the Social Assistance Policy, its historical context, the organization of SUAS and the basic social protection. [pt] A discussão acerca da violência é assunto recorrente nos dias atuais. O objetivo deste trabalho é observar como se dá a intervenção do profissional que atua diretamente com o fenômeno da violência física contra crianças e adolescentes. O profissional em questão é o Assistente Social do Poder Judiciário. O estudo debate o fenômeno partindo do pressuposto de que suas múltiplas manifestações fazem parte da sociedade brasileira desde o período colonial e que o recurso à violência é resultado de uma construção histórica que justifica a utilização do disciplinamento físico quando o objetivo é garantir comportamentos e corpos dóceis adequados às normas sociais. Sendo o sujeito produto de sua história, a idéia de que é necessário fazer uso de práticas violentas no sentido de fabricar a obediência e a subordinação, acabou perpassando não só as instituições responsáveis pela manutenção da ordem, mas também os detentores de micropoderes, como a família. Numa discussão que intenta perceber as formas de atuação do serviço social em relação à violência contra crianças e adolescentes, são levantadas hipóteses muito mais que encontradas respostas acerca desse fenômeno que sempre esteve presente em nosso cotidiano, porém, só recentemente, entrou na agenda de preocupações e interesse de diversos atores. Nesse sentido, a presente pesquisa, através da análise de relatórios sociais constantes nas ações processuais referentes à violência contra crianças e adolescentes do Serviço Social de uma Vara de Família, Infância e Juventude do estado do Rio de Janeiro, bem como de entrevista com Assistentes Sociais e Psicólogos da referida Vara, busca caracterizar a atuação do profissional de Serviço Social frente a questão da violência familiar contra a infância e a adolescência. Numa tentativa de reconstruir a trajetória da violência no Brasil, bem como traçar um paralelo entre violência do mundo da rua e violência do mundo da casa, procura também, localizar os espaços ocupados pela infância ao longo do tempo, assim como discutir sobre as providências tomadas pelos poderes constituídos para sua proteção ao longo da história. Busca ainda, apresentar as transformações ocorridas na família brasileira como também suas percepções acerca do fenômeno em tela. The objective of this work is to observe how is the intervention of the professional who directly acts with the phenomenon of the physical violence against children and adolescents. This professional is the Social Worker of Justice. The study debate the phenomenon presupposing that its multiple manifestations composes Brazilian society since its colonial period and that the recourse to the violence is effect of a historical construction that justifies the use of the physical discipline when the objective is to guarantee both behaviors and docile bodies adjusted to the social rules. Human being is product of its history, the idea of being necessary using violent practices to make obedience and subordination, ended up influencing not only the institutions responsible for the maintenance of the order, but also the holder of micro powers, as the family. In a quarrel that tries to perceive the ways social worker acts in relation to the violence against children and adolescents, hypotheses are raised much more that found answers about of this phenomenon that always was present in our daily life. However, only recently, it entered in the agenda of concerns and interest of many actors. In this direction, the present research, through the analysis of social reports constant in procedural actions referring to the violence against children and adolescents of the Social Service of a Pole of Family, Infancy and Youth of the state of Rio de Janeiro, as well as of interview with Social Workers and Psychologists of the referred Pole, it search characterize the performance of the professional of Social Service in what concerns to the familiar violence against infancy and the adolescence. In an attempt to reconstruct the trajectory of the violence in Brazil, as well as tracing a parallel between violence of the world of the street and violence of the world of the house, it also look for to locate the spaces occupied for infancy for the long of time, as well as arguing on the steps taken for the constituted powers for its protection for the long of history. It still search to present the transformations occurred in the Brazilian family as also its perceptions concerning the phenomenon in question. [pt] A crescente expansão das atividades sociais efetivadas pelas Organizações Não-Governamentais (ONGs) têm sido constante nas sociedades contemporâneas. Este modelo de intervenção social traz como pano de fundo a redefinição do papel do Estado, aliado ao predomínio da lógica mercadológica e suas conseqüências sociais. No Brasil, o cenário não é diferente, na medida em que o Estado legitima a ação dessas ONGs por meio do estabelecimento de parcerias que possibilitam que suas responsabilidades sejam desenvolvidas através da efetivação de ações sociais coordenadas pelas ONGs. Nesta dissertação buscou-se traçar o perfil das Organizações-Não-Governamentais localizadas na cidade de Manaus/AM, assim como dos profissionais de Serviço Social que atuam nessas organizações, com o objetivo de coletar dados que possibilitassem conhecer os desafios e possíveis limites impostos a esses profissionais. Neste sentido, foi feita uma pesquisa com as assistentes sociais que desenvolvem seu trabalho junto a ONGs que mantêm convênio com a Secretaria de Estado de Assistência Social do Amazonas. Para dar suporte teórico às propostas neste trabalho, foi realizado um levantamento bibliográfico e documental acerca do tema. Os resultados encontrados levam a concluir, ainda que preliminarmente, que o Serviço Social não ficou imune às mudanças societárias em curso, desde a década de 1990. Antes, sofre diretamente, seja nas requisições que lhes são direcionadas pelas mudanças na fatia do mercado de trabalho que lhe cabe, pelos impactos gerados pelas relações que se estabelecem entre Estado, mercado e sociedade, que vai se (re) construindo na atualidade. / [en] The increasing expansion of the social activities accomplished by the Not-Governmental Organizations has been a constant in the societies contemporaries, this model of social intervention brings as deep cloth of the redefinition of the paper of the State, social ally to the predominance of the marketing logic and its consequences. In Brazil the scene is not different, in the measure where the State legitimizes the action of these ONGs by means of the establishment of partnerships that they make possible that its responsibilities are repassed and thus developed through to take the effect of social actions co-ordinate by the ONGs. In this thesis the objective is to trace the profile of Organization-Not-Governmental of Manaus AM, as well as of the professionals of Social Service who act in these ONGs, in order analyzing the limits and the challenges taxes to these professionals. For in such a way, a research with the Social Assistants will be made who develop its work next to ONGs that they keep accord with the State secretary of Social Assistance of Amazon (Brazil). To give theoretical support to the constant reflections in this work, a bibliographical and documentary survey concerning the subject was carried through, object of this study. Thus, one concludes briefly that the Social Service was not immune to the society changes, but that it suffers directly, either in the solicitations that are directed to them, either for the changes in the slice of the work market that fits to it, the impacts generated for the relations that if establish between State, market and society, that goes if (reverse speed) constructing in the present time.

[pt] Esta dissertação é fruto de estudo junto aos Serviços Residenciais Terapêuticos (SRTs) do Instituto de Psiquiatria da Universidade Federal do Rio de Janeiro (IPUB/UFRJ) e a presença do Serviço Social nos mesmos, com ênfase nos aspectos do funcionamento daqueles dispositivos e a atuação profissional na perspectiva da contribuição para com os objetivos da Reforma Psiquiátrica Brasileira. A pesquisa tem foco na busca pela desinstitucionalização e sua articulação com a autonomia dos usuários dos SRTs, além de questionar a necessidade e a viabilidade da ampliação do número destes Serviços. A inserção do Serviço Social é problematizada em relação as discussões correntes na profissão sobre a atuação na área da Saúde Mental e aos princípios do Código de Ética Profissional (1993) e da Lei de Regulamentação da Profissão (1993), assim como em relação aos pressupostos da Reforma Psiquiátrica Brasileira. A pesquisa qualitativa foi desenvolvida através de observação de campo, leitura de documentos e efetivação de entrevista semi-estruturada com os diversos atores institucionais: usuários e profissionais. Os achados permitem observar avanços importantes no histórico dos SRTs e sua importância enquanto dispositivos da Rede de Atenção Psicossocial, tanto do ponto de vista dos usuários quanto dos profissionais envolvidos. As dificuldades básicas a serem enfrentadas, seja em relação à autonomia dos usuários, seja quanto à ampliação do número destes dispositivos, foram relativizadas ao processo de desinstitucionalização. No que diz respeito ao Serviço Social nos SRTs do IPUB, evidenciou-se sua inserção desde a implantação dos referidos dispositivos, assim como na sua atual coordenação e assistência direta aos usuários. As atividades desenvolvidas estão afins com o compromisso ético-político contemporâneo à categoria profissional e a legislação vigente, além de ter o reconhecimento de sua importância profissional por parte dos atores envolvidos. / [en] This dissertation is the result of the study together with Therapeutic Residential Services (SRTs) of the Institute of Psychiatry of Federal University of Rio de Janeiro (IPUB/UFRJ) and the presence of Social Work in the same, with emphasis on aspects of the operation of those devices and professional performance in terms of contribution to the objectives of the Brazilian Psychiatric Reform. The research has focused on the search for deinstitutionalization and its articulation with the autonomy of users of Therapeutic Residential Services, in addition to questioning the necessity and the feasibility of increasing the number of these Services. The insertion of the Social Work is studying problems in relation to the current discussions in the profession about acting in the area of Mental Health and the principles of the Code of Professional Ethics (1993) and the Law of Regulation of the Profession (1993), as well as in relation to the assumptions of the Brazilian Psychiatric Reform. The qualitative research was developed through field observation, reading documents and execution of semistructured interviews with the various institutional actors: users and professionals. The findings make it possible to detect major advances in the history of Therapeutic Residential Services and its importance as a Psychosocial Attention Network devices, both from the point of view of users and professionals involved. The basic difficulties to be faced, whether in relation to the autonomy of users, as the extension of the number of these devices have been relativized to deinstitutionalisation process. As regards the Social Work of the Therapeutic Residential Services of the Federal University of Rio de Janeiro insertion since the deployment of such devices, as well as in its current coordination and direct assistance to users. The activities are related with the ethical-political commitment to contemporary professional category and the legislation in force, in addition to the recognition of the importance of professional activity on the part of actors involved.

Ensamkommande barn - En egen grupp : En kvalitativ intervjustudie om socialarbetares upplevelser av arbetet med ensamkommande barn

The main purpose of this study was to investigate the experiences of social workers working with unaccompanied children within municipal social service in Sweden. In particular, this study seeked better understanding of the possibilities and challenges social workers experience in their work and also highlight the differences and similarities in the work with unaccompanied children and children who are not unaccompanied. An abductive approach was used, moving between empirics and theories. The empirical data was collected through qualitative interviews with ten social workers with experience of working with both unaccompanied and children who are not accompanied. The results showed that the social workers working with the target group unaccompanied children felt that the work was more rewarding, in comparison to those who didnt work with the target group. Further, the social workers experienced that the unaccompanied children were not as prioritised as other children and that the language within the social services categorized the unaccompanied children as an own group. Accordingly the social workers felt there were more challenges in working with unaccompanied children. The hope is that this study will be an eye opener for the social work, and stop the separation of unaccompanied children into its own group.

Para isso, objetiva-se conhecer a dimensão ética do processo de trabalho do assistente social, tendo como cenário de pesquisa a cidade de Uberaba (MG). No entanto, torna-se necessário explorar os conhecimentos que perpassam a dimensão do cotidiano profissional; assim, procura-se apreender a concepção sobre ética e ética profissional dos assistentes sociais de Uberaba; identificar o debate sobre a ética no processo de trabalho do assistente social; desvelar os desafios postos no cotidiano profissional do assistente social para o agir ético; e identificar a materialização do Código de Ética de 1993 a partir do processo de trabalho dos assistentes sociais. Tendo os objetivos elencados, traça-se o percurso metodológico para desenvolver a pesquisa. Adotando o materialismo histórico e dialético como perspectiva teórica, foram escolhidas as técnicas para a realização da pesquisa, como a revisão literária, a pesquisa documental e de campo. Para melhor compreensão da realidade a ser desvelada, buscou-se na entrevista a forma de instrumento de pesquisa que mais aproximaria o sujeito pesquisador do sujeito pesquisado. Considerando o objeto a ser desvelado, a pesquisa foi de tipo exploratória e com abordagem qualitativa, o que permitiu avançar para além da aparência do objeto pesquisado. O resultado desta pesquisa está apresentado em três capítulos que sintetizam o conhecimento apreendido. For this purpose, it was aimed to meet the ethical dimension of the work process of the social worker in Uberaba (MG). However, it is necessary to exploit the knowledge that permeate the professional everyday dimension, to grasp the concept of ethics and professional ethics of Uberaba's social workers; to identify the debate on ethics in the social worker work process; to reveal the challenges faced for ethical action in social worker professional everyday work; and to identify the materialization of the 1993's Code of Ethics from the process of social work. Having listed those goals. we draw the research methodological route. Adopting historical materialism as a theoretical perspective, the research techniques chosen were literature review, documentation and field research. For a better understanding of the reality to be unveiled, the interview was chosen as a research instrument for closely approaching the researcher and the subject. Considering the object to be unveiled, the study was exploratory with a qualitative approach, which allowed to move beyond the appearance of the object searched. The result of this research is presented in three chapters that summarize the knowledge acquired. This construction of knowledge aims to list the dimensions of ethics, including human values that underlie the whole discussion, as freedom, autonomy and otherness. Making meaning of volunteering in the child abuse services sector in South Africa.

Child abuse in South Africa is considered one of the foremost challenges the country is currently facing, and is believed to hold long-term consequences for adults if not adequately addressed in the childhood years. In order to meet the needs of abused children in the country, various Non-Governmental Organisations (NGOs) have targeted abused children as the primary beneficiaries for services, and these NGOs rely a great deal on the contributions from formal volunteers. While there is an expansive body of literature on formal volunteering in general, limited research explores target-specific volunteering, especially among children or abused children in particular. Furthermore, the literature on volunteering has not extensively examined the meaning-making process volunteers engage in when seeking an organisation or cause for their target-specific volunteering. The process of making meaning of volunteering is additionally influenced by a complex set of negotiations between individual and broader socio-political factors. In order to expand the current literature on volunteering, this research aimed to explore the meanings volunteers make of their target-specific volunteering in the child abuse services sector in Johannesburg, and to explore how those meanings could potentially be influenced by the dynamics of socio-political realms. This research was located within the interpretive paradigm, and data collection comprised of qualitative semi-structured interviews conducted with six volunteers from the Teddy Bear Clinic for Abused Children. The interview transcripts were analysed using Thematic Analysis (TA), where four primary themes emerged. The four primary themes, namely transformation, prioritisation of children, prioritisation of sexual abuse and vocation, were examined for their resonance with critical theories of governing ‘healthy’ populations. The limitations of this research related primarily to issues of scope and sample, both of which guided the recommendations for future research in this area.

Investigating social service assistance provision to adult victims of human trafficking: perspectives of social workers in Gauteng and Western Cape provinces

Thesis (M.A. (Social Development))--University of the Witwatersrand, Faculty of Humanities, School of Human and Community Development, 2017. / Human trafficking has been called modern day slavery, and is affecting numerous countries worldwide. According to the International Labour Organization (ILO) (2012), there are approximately more than 20 million people classified as victims of human trafficking. Thus, it is evident to see that this is a global social problem that needs a collective inter-sectoral response involving social workers as well. This research aimed to investigate social service provision to adult victims of human trafficking. The research approach of the study was qualitative. The research design applied was a case study. Non probability purposive sampling was used to select eight participants for the study. Data was collected using one-on-one in depth interviews. All interviews were transcribed verbatim, and analysed using thematic analysis. The study found that social workers, employed at shelters that provide services to adult human trafficking victims, have a good understanding of what human trafficking entails. The services at the shelter addresses basic needs like safe accommodation, food and clothing, and also access to health services. Court support to the victims of human trafficking, and skills development to empower victims with a skill to facilitate economic empowerment, are also provided. The social worker further provides therapeutic support to victims, as well as facilitates reintegration back into society. The research identified the following challenges: security concerns for the victim as well as the shelter, complicated trauma symptoms presented by the rescued human trafficking victim and lastly the lengthy court case subsequently impacting on service delivery. Social development at its core refers to the well-being of the most vulnerable in our communities, by addressing both social and economic development (Midgley, 1995). The research study attempted to understand how social workers, as part of the social service professions, assist vulnerable adult victims of trafficking in their journey to restoration and healing. / XL2018

Hoje, todas as críticas e propostas educacionais são facilmente assimiladas e não produzem efeitos (valores) e as mudanças mais significativas neste cenário educacional não têm sido gestadas nas universidades ou gabinetes, mas sim, nas práticas cotidianas. Acredito, que a ciência hoje, tenha o papel de estabelecer rotas e não prescrições, portanto cabe ao pesquisador: mapear as linhas possíveis para a construção do inédito e não estabelecendo vias únicas e chegadas pré-determinadas, a intenção do trabalho foi estabelecer rotas e possibilidades de compreensão do real, para isso a opção foi compor uma escrita de maneira indisciplinada. É tentador buscar respostas e prescrições, principalmente num texto científico, mas a análise aqui estruturada nos mostra que há uma falência das metanarrativas e das prescrições e que no limiar do século XXI precisamos de um olhar atento e de práticas comprometidas com as transformações sociais. Esse trabalho é uma descrição de um percurso, ou seja, mapa cartográfico que possibilita inúmeras possibilidades. A cada unidade dá ao leitor a autoria para ir além, ao final, nos anexos, a demonstração de um cotidiano que teima em ser estático, por isso ao pesquisador compete a coragem da dinâmica. / Abstract: The present thesis sought to write about education at the threshold of the 21st century is a difficult challenge from the disciplinary point of view and doubly useful from the point of view of practical application. Today, all criticisms and educational proposals are easily assimilated and do not produce effects (values) and the most significant changes in this educational scenario have not been developed in universities or offices, but in everyday practices. I believe that, beyond or short of disciplined knowledge and disciplined methods of useful recommendations or safe answers, other than appropriate and appropriate ideas, it may be time to try to work in the pedagogical field as a mapmaker of our time: mapping the lines possible for the construction of the unpublished and not establishing single routes and predetermined arrivals, perhaps it is time to try to work in the pedagogical field thinking and writing in an undisciplined way. Hoy, todas las críticas y propuestas educativas son fácilmente asimiladas y no producen efectos (valores) y los cambios más significativos en este escenario educativo no han sido gestadas en las universidades o gabinetes, sino en las prácticas cotidianas.
