Third-party intervention in civil wars: motivation, war outcomes, and post-war development

Why do third-party interventions in civil wars sometimes positively contribute to fast conflict resolutions and post-war development and sometimes backfire? To solve this puzzle, I present a conceptual framework that links the motives and methods of intervention to civil war outcomes and post-war development. Two contrasting motives, self-interest and humanitarian concerns, lead to different intervention types. Self-interest prompts states to undertake unilateral and biased intervention. Humanitarian concerns encourage states to engage in multilateral intervention through the UN with a biased position. Interveners are more prudent in the use of force. They resort to violent methods only when critical security interests are at stake or when extreme humanitarian disasters occur. The method of intervention reflects interveners' motives and significantly influences civil war processes and post-war development. The effects of intervention on civil war duration and outcome, however, tend to be inconsistent with interveners' intentions. I find no empirical evidence that external intervention is likely to make civil war shorter. Whether interveners are motivated by humanitarian concerns or self-interest, they tend to fail to achieve their best outcome: a faster victory for their protégé or a faster negotiated settlement. Instead, biased interveners succeed in retarding military victory by their protégé's rival. Neutral interveners play a role in delaying time until government victory, regardless of their intention. The effects of intervention on post-war development are somewhat consistent with interveners' intention. Multilateral intervention motivated by humanitarian concerns tends to promote post-war well-being by increasing resources available for post-war reconstruction. On the other hand, unilateral intervention tends to impede the improvement of post-war quality of life. The use of force also has negative impacts on post-war development. The reason is that those interventions pursing self-interest produce a less-respondent government and reduce available resources. Military victory is more likely to improve post-war quality of life than is a negotiated settlement. However, the positive effects of military victory are realized only when a group wins a victory without biased support from foreign powers. I find that multilateral intervention using nonviolent methods and having an unbiased stance may be the best way for the international community to help post-war development.

The thesis aims to discuss effectiveness of the international conflict resolution in the region of the South Caucasus, analyzing the challenges to international efforts to solve the three conflict cases: the conflict over Nagorno-Karabakh is among the frozen disputes in the region, the others Abkhazia and the South Ossetia are nominally independent states, however de facto occupied by Russia. It is the fact that three regional players Russia, Turkey and Iran and global players Russia, US, EU have different type of impacts to conflict settlements in the region which directly relate to their political and economic interests. Therefore, after two decades of mediation by powerful states provided no final resolution with numerous attempts at mediation, wherein the Organization for Security and Cooperation in Europe (OSCE) has taken the lead. The complicated and interdepended relations of states make this region highly sensitive area for war and peace in the world theatrical chessboard. Author also analyzes the effectiveness of conflict management between the parties by focusing on conflicts in the South Caucasus region mentioning their historical, political, security and ethnic dimensions, where international organizations, namely OSCE, UN, EU involve.

Peace Negotiations of Sri Lankan Conflict in 2000-2006 : The Ceasefire Agreement Facilitated by Norway is at Stake

<p>The objective of the thesis is to study the Sri Lankan negotiation process during 2000-2006 sponsored by the Norwegian facilitation and further to analyse the major constraints hin-dering a final solution.</p><p>The stated purpose is analysed by studying both primary and secondary materials such as official documents, research and newspaper articles. One of the major findings of the thesis is that the Norwegian facilitation has not been very effective mainly due to both domestic and international political developments in recent years. In the case of domestic politics, the Sri Lankan political arena has a tradition of political crisis which is mainly a result of the two major Sinhalese parties fighting for power. These parties have been blocking any sus-tainable solution for Tamil demands while focusing on their political power.</p><p>Furthermore, international attitudes towards the warring parties are found to have had a huge impact on the Sri Lankan peace process during the studied period. Since one of the major constraints in the negotiation process appears to be that the Government of Sri Lanka seems to have adopted the international “realpolitik” on its domestic issue in the name of the war on terror. This political strategy may further inflate the already existing na-tionalism among the Sinhalese majority and the Tamil minority and thus may intensify the conflict.</p>

Södra Thailands gränskonflikt : En fallstudie om den långvariga konflikten i södra Thailand och dess förutsättningar för fred

For years there has been an ongoing conflict, geographically concerning the southern parts of Thailand. The Malay-Muslim inhabitants of the area state that they do not fully belong to Buddhist Thailand and therefore require independence in various forms. Along with the Muslims, the Buddhist inhabitants of the area also suffer from daily violence and killings. The counteractions over the years seems to have resulted in chaotic conditions where civilians die regularly. After many years of violence, this complex situation has not successfully been ended and is still current. This case study will examine the requisites for peace in southern Thailand. The conflict has been studied through a conflict management perspective, thereof the choice of theory; Svante Karlsson’s conflict management theory. The conflict has been described, discussed and applied to the chosen theory. Results presented in this study shows that it is possible to achieve peace in the southern provinces of Thailand, however cooperation between the parts is necessary. A combination of several conflict management methods by Svante Karlsson can possibly result in peace in southern Thailand.

A study on rebel group dynamics and third party intervention

This study analyzes the relationship between inter rebel group dynamics and rebel biased third party interventions. Concerning the considerable amount of multiparty civil conflicts and internationalized civil conflicts, prior studies largely overlook the cause and effect of inter rebel dynamics in terms of third party interventions. I delve into two related research questions; How do inter rebel dynamics influence a third party’s decision to intervene in a multiparty civil conflict? What kinds of rebel group interactions are facilitated by such third party interventions? Existing rebel group interaction patterns play a key role in determining conflict process and, influence third party’s decision to intervene. I predict that a cooperative interaction pattern between rebel groups generates an intervention enriched environment for the rebel groups, due to the increased likelihood of successful intervention and the decreased cost of war. The third party’s involvement in ongoing multiple party civil conflict generates a change in bargaining structure between rebels in terms of number of bargainers and distribution of capabilities. I predict a conditional effect of rebel biased interventions on inter rebel dynamics; while forceful intervention boosts cooperation between rebels, weak intervention fuels competition between them. To test my theoretical conjectures, the interlocking relationship between rebels’ interactions and rebel biased interventions has been empirically estimated on a large-N framework. The estimated results strongly confirm my theoretical predictions that rebel cooperation encourages rebel biased interventions and, that increased cooperation and competition is dependent upon third party’s commitment. Overall, my findings highlight a distinctive process of multiparty civil conflicts in terms of third party interventions and rebel group dynamics. My first findings regarding rebel biased interventions, expand the existing intervention literature by focusing on rebel group dynamics in multiparty civil conflicts. The empirical evidence showing boosted competition and cooperation caused by intervention, can be linked to studies that discuss the correlation between interventions and conflict terminations. For the policy community, this project suggests that the success of intervention lies in the third party’s measure of intervention.

This dissertation examines the effectiveness and political support surrounding third-party interventions in civil wars, which have increased in frequency, type, and number of actors since the collapse of Cold War bipolarity. The existing literature has mainly examined the individual effects of third-party strategies, though the growing presence of concurrently occurring types of third-party interventions necessitates exploration of their interactive effects. Thus, this thesis seeks to understand different actions from multiple actors dependently rather than independently. Understanding the effectiveness of these strategies is only one step towards realizing whether third-party interventions are desirable. The motivation and the will of the actors responsible for the policy execution are crucial in realizing the full picture. The ubiquitous problem arising from the third-party interventions requires a multipronged methodological approach. This thesis, therefore, combines both observational and experimental data to explore this issue. While the primary results show that peacekeeping and mediation are the most effective and supported strategies of engagement, both effectiveness and support appear to be highly context-dependent. Further, this thesis surveys American public and political elites to delve into the determinants of support for third-party interventions. It nds that both the public and the political elite are sensitive to civilian casualties, yet in the face of a political rivalry these humanitarian concerns dissipate. Additionally, political elites are interested in ending hostilities only as long as their national security interests are at stake. By filling a gap in the literature, generating original data, and utilizing novel methodological approach, these results have underlined the need for improvement of policy decisions in the area of international confict management and, at the same time, build upon the new direction of research in the eld of confict dynamics.

Ela distingue os planos substantivo (contratual) e processual (jurisdicional) da arbitragem e, portanto, o status de parte e terceiro com relação, respectivamente, à convenção de arbitragem e ao processo arbitral. Depois de desenvolver as premissas teóricas na Parte 1, a Parte 2 expõe as teorias contratuais e societárias por meio das quais um não-signatário pode ficar vinculado à convenção de arbitragem, com destaque para a extensão a todos os acionistas da companhia da cláusula compromissória estatutária, bem como para a aplicação do princípio da boa-fé objetiva (teoria dos atos próprios, estoppel) para impedir com que determinados signatários burlem a convenção de arbitragem ao incluir terceiros no polo passivo da demanda ou, ainda, para impor a arbitragem a não-signatários que derivaram um benefício do contrato inter alios. Na Parte III, a atenção volta-se para o processo e a sentença arbitral. In the Consumer Defense Code, the only way of admiting intervention is the calling to process in the cases of civil responsibility security, since the aim of this work is to check if the Consumer Defense Code forbids all and any interventive modality and if they really come to its damage. The method we used to prepare this work, was the research on the consuming processual legislation of several countries in the world. After a detailed survey of the interventive modalities, we got to the final conclusion that in some hypothesis the adoption of the interventionist modalities doesn t damage the consumer as to his wide access to justice, but it only benefits and brings up to him its effective jurisdictional tutelage just like what is said in the Brazilian Consumer Defense Code / O objetivo do presente trabalho é efetuar um estudo comparativo entre as modalidades de intervenção de terceiros no Código de Processo Civil, ou seja, a assistência; o chamamento ao processo, a denunciação da lide, a oposição e a nomeação à autoria. No Código de Defesa do Consumidor, a única forma de intervenção admitida é o chamamento ao processo nos casos de seguro de responsabilidade civil, sendo que a finalidade do presente trabalho é aferirmos se o Código de Defesa do Consumidor proíbe toda e qualquer modalidade interventiva e se estas realmente vêm em seu prejuízo. O método para elaboração do trabalho foi o de pesquisa na legislação processual e consumerista em vários países do mundo. Após minuncioso exame das modalidades interventivas, chegamos a conclusão de que, em algumas hipóteses a adoção das modalidades intervencionistas não prejudicam o consumidor no seu amplo acesso à justiça, mas sim beneficiá-lo e propicia sua efetiva tutela jurisdicional nos moldes do que preconiza o Código de Defesa do Consumidor Brasileiro.
