Effect of organisational policies on school management teams' job performance at Maluti District, Eastern Cape , South Africa

Most school management teams (SMTs) do not do their tasks either due to lack of time or inability to fulfil this obligation. Should this be true for South African schools, it would reflect negatively on the SMT job performance. This led to undertaking research in order to ascertain the fit between organisational policies of induction, mentoring, curriculum assessment training and curriculum supervision and the SMT job performance by way of establishing the effect of organisation policy on SMTs’ job performance. The research adopted a descriptive survey research design of the correlational type. Two sets of questionnaires, one for independent variables and the other for the dependent variable, were used to elicit information from the respondents. Some of the findings show that aspiring SMT members need some training so as to know what will be expected of them to do once they get selected as SMT members. It was further proven that common tests that are normally set at the provincial and district and/or school based levels are invariably not of the standard that the Department of Basic Education (DBE) prescribes nationally. The foregoing led to the conclusion that the SMT job practice is invariably not informed by the relevant organisational policies. Hence a cascade model of SMT training is recommended, as is the notion that training toward organisational policies under review should be done cohesively.

Kapacitetsökning i cementmalning : Klinkerns roll ur ett förbättringsperspektiv / Capacity increase in cement milling : The role of clinker from an improvement perspective

Syftet med detta examensarbete har varit att identifiera potentialen för en ökad kapacitet i en cementmalningsprocess. Särskild uppmärksamhet har tillägnats den ingående klinkerns kvalitet och dess påverkan på cementkvarnarnas kapacitet och det färdiga cementets kvalitetsegenskaper. Studien har genomförts genom en kombination av kvantitativa och kvalitativa metoder för datainsamling och analys. Datamaterialet har tillhandahållits av en referensorganisation och omfattat en stor mängd statistik från de processer som varit relevanta för undersökningen. Offensiv kvalitetsutveckling, processförbättring och cementproduktion är de huvudsakliga teorier som arbetet utgått ifrån. De slutsatser som dras utifrån genomförd studie är att ingen av de studerade processerna uppfyller ställda krav. Cementmalningsprocessen är inte i statistisk jämnvikt och karaktäriseras av stor oönskad variation med målvärden som avviker från medelvärde. Dessa fynd är ännu mer signifikanta då den ingående klinkerns kvalitet studeras. Orsaker till variation i klinkerns kvalitet kan förklaras av råmjölets variation och variation av andelen aska i bränslet. Olika perspektiv på hur kvalitetsbegreppet definieras inom organisationen har också identifierats som en källa till oönskad variation. Förbättringspotentialen i cementmalningsprocessen har uppskattats till 5% vilket motsvaras av en produktionsökning med 5 ton cement i timmen. / The purpose of this thesis has been to identify the potential for increased capacity in a cement milling process. A particular attention has been put towards the quality of the clinker used and its impact on both the milling capacity and the quality of the final product. The study has been conducted through a combination of quantitative and qualitative methods for data collection and analysis. All data has been provided by a reference organization and covers a large amount of statistics. Total Quality Management, process improvements and cement production are the main theories which are covered in the study. The conclusions drawn from the completed study are that none of the studied processes meet their requirements. The milling process is not predictable and is characterized by large undesirable variation and poor location of Key Performance Indicators. These findings are even more significant in terms of the clinker used. Causes of variation in the quality of the clinker can be explained by raw mill variation and by variation of the fuel ash content. Different approaches to defining quality within the organization have also been identified as a source of undesirable variation. The improvement potential in the cement milling process has been estimated at 5%, which is equivalent to a production increase of 5 tons of cement per hour.

The quality management practices of medium-sized enterprises operating in the city of Mbombela, Mpumalanga, SA

SMMEs play a crucial role in the economy of South Africa. They create employment, contribute significantly to the GDP and close the income gap. The growth and sustainability of SMMEs is important and government had put in place a number of policies, programs and strategies to address the plight of SMMEs. Institutions exist by public and private mandate to support the development of the SMME sector. However, internal constraints such as weak quality control hinder such growth and generally lead to low levels of entrepreneurial activity and high rates of business discontinuity. Generally, SMMEs are known for losing customers and resultantly discontinuing after establishment. Research needed to be conducted to establish the quality management practices of medium-sized enterprises. Available knowledge lacked practical orientation on quality management practices and rather focused more on development trends, problems and needs of SMMEs. Published research did not provide much knowledge on how medium-sized enterprises respond to the customers’ expectation of quality thereby pointing to a need for this study. The purpose of the study was therefore devised to determine whether medium-sized enterprises in the city of Mbombela are aware of and committed to quality management in order to satisfy their customers and to identify the quality management practices applied by the enterprises. The research was quantitative and was conducted using a non-experimental survey design. Participants were a group of 95 medium-sized enterprise owners or managers of which 47 returned the research instrument allowing the survey to obtain a response rate of 49.5%. The medium-sized enterprises were selected using probability based stratified random sampling. A standardised survey questionnaire was used to collect field data and a MoonStats program was used to perform statistical analysis and interpretation. The findings revealed that medium-sized enterprises in the city of Mbombela have a high level of quality awareness at the level of the owner or manager, are oriented towards customer and apply quality management practices in their operation. However, the level of quality awareness declines at the level of administrative, artisan or trade and general staff and the enterprises do not participate and compete in business excellence models and quality awards to assess their management practices, measure their growth and seek recognition. The study recommends that medium-sized enterprise owners and managers should raise the level of quality awareness amongst their staff and evaluate their management practices on a regular basis. Government, SMME development and support agencies should coherently promote business excellence models and quality award programs to medium-sized enterprises and provide incentive for participation in such programs as this will ensure that due diligence is paid to the development of the enterprises. / Business Management / M. Nesse sentido, o planejamento estratégico de cidades, de corte neoliberal, emerge como o principal instrumento de empreendedorismo urbano. Diversos são os elementos que fazem parte das práticas do empreendedorismo urbano e do planejamento estratégico, entre os quais se destacam as ações com foco na economia política do lugar e no marketing urbano, a partir dos quais o turismo, tanto como uma atividade que lança uma sombra benéfica à cidade quanto como uma atividade que dá visibilidade à cidade, passa a ser uma prática recorrente. From the imperative of capitalist globalization and from the dissolution of spatial barriers, competition between places becomes one of the most striking features of the contemporary spatial dynamics. Under this perspective, a consensus is emerging that will benefit only the cities that have guided its actions through entrepreneurial attitudes to generate positive aspects that give them attributes for insertion into a cities global market. So it also incorporates the city competitive rationality, which shall be conducted as a company and, at the same time, sold as a commodity. In this sense, strategic planning of cities, of neoliberal ideology, emerges as the main instrument of urban entrepreneurialism. There are several elements that are part of the practices of urban enterprising and strategic planning, among which we highlight the stocks with a focus on the local political economy and on urban marketing, from which the tourism, both as an activity that casts a beneficial shadow to the city and as an activity that yields visibility, becomes a recurrent practice. Curitiba is one of the great Brazilian examples where management is, since the 1990s, directed at a strategic and entrepreneurial attitude. Kvalitetsstyrning på äldreboenden : En jämförande studie mellan en privat och en kommunal aktör

Bakgrund: Efter att den svenska välfärdsstaten genomgått förändringar, som grundas i reformerna inom new public management, har kvaliteten i äldreomsorgen varit ett omtalat ämne. I samband med omvandlingen fick kommunerna eget ansvar över äldreomsorgen inom kommunen. Förändringarna har medfört ett större fokus på hur företag inom den svenska äldreomsorgen säkerhetsställer och kontrollerar kvaliteten. Vilket har lett till en ökad efterfrågan på kontrollmekanismer. Syfte: Avsikten med denna studie är att analysera hur man arbetar med kvalitet och kvalitetsledningssystem på äldreboenden. Två aktörer undersöks för att upptäcka möjliga skillnader och likheter. Metoder: En kvalitativ forskningsmetod används i denna studie i form av semistrukturerade intervjuer, totalt sju stycken med nio respondenter, som primära data. Primäruppgifterna jämförs senare med sekundära data, som består av kriterier och kontroller från båda aktörerna samt från enkäten som ligger till grund för Socialstyrelsens nationella brukarundersökning. Resultat: Den empiriska samlingen är indelad i sex variabler; Kvalitetskriterier och kontroller, definitioner av kvalitet, dokumentation, delaktighet, kvalitetsindikatorer och förbättringsmöjligheter. Tillsammans täcker de temat i den teoretiska ramen. Slutsatser: Undersökningens syfte har besvarats med både likheter och skillnader mellan de två aktörerna. Problematiken som uppstått i undersökningen har beaktas och förslag på fortsatta studier presenteras.

A review was conducted on production continuous improvement within different contexts as studied by various authors, including the classics in quality management. Amongst the issues approached to, were presented the aspects of continuous improvement, improvement types, enabling approaches of production continuous improvement, continuous improvement management models, structural aspects of production continuous improvement, skills for continuous improvement and continuous improvement tools. Based on the theoretical research it was possible to develop a reference Model for the Continuous Improvement, as well as establish a systematic for its application. The proposed Model was applied in a medium size manufacturing company, though out Thiollent´s action research twelve phases and according to the systematic steps. At the end of the research the application feasibility of the proposed Model was demonstrated nevertheless, successful results depend entirely on the company administrators´ commitment and eagerness to define the actions plan consistent with the lacoons identified. Lack of leadership to make actions happen was also deemed as a short-coming to overcome. / A proposta desse trabalho foi implementar a Melhoria Contínua em uma empresa manufatureira de médio porte após a concepção de um modelo e sistemática para sua implementação. Foi feito um levantamento bibliográfico sobre a melhoria contínua da produção através de vários contextos, na visão de vários autores, incluindo os clássicos na gestão da qualidade. Entre os assuntos abordados foram apresentados os aspectos gerais da melhoria contínua da produção, tipos de melhoria, abordagens habilitadoras da melhoria contínua da produção, modelos para gestão da melhoria contínua, aspectos estruturais da melhoria contínua da produção, habilidades para a melhoria contínua da produção e ferramentas da melhoria contínua. Com base na pesquisa teórica, foi possível desenvolver um Modelo referencial para a Melhoria Contínua, assim como estabelecer uma sistemática para sua implementação. O Modelo proposto foi aplicado em uma empresa manufatureira de médio porte, conforme as doze fases da pesquisa-ação na visão de Thiollent, seguindo a sistemática estabelecida. Na conclusão do trabalho ficou caracterizado que é possível aplicar o Modelo para a Melhoria Contínua proposto conforme a sistemática estabelecida, porém o sucesso nos resultados depende totalmente do empenho dos administradores da empresa em definir o plano de ações consistentes com as carências apresentadas e na sua liderança para fazê-la acontecer.

Ineffective processes have the potential to jeopardize the chances of providing consistently, products that meet customer and applicable regulatory requirements. By implication, this senario also calls for organizational transformation. SA Five Engineering (Pty) Ltd (SAF), which will serve as the target organization for this research study has in the past year suffered numerous complaints of poor products as a result of ineffective processes, impacting on production quality. Both 150 9000 and the concept of Total Quality Management have the potential to mitigate ineffective processes within SAF. The key research objective with this research study, is to recommend how to improve ineffective processes and the competitive advantage of SAF through improved products. Furthermore, to analyze the business organization in order to determine the extent to which Total Quality Management principles are deployed with the aim of developing a model, which will serve as a benchmark for sustained improvement. The research problem deals with ineffective processes within SAF which impacts adversely on delivery of quality products and services. The research design and methodology to be conducted within the ambit of this research study is applied research, as applied research is designed to apply its findings to solve a specific existing problem. The research will furthermore fall in the social world as the research relates to a structured business research study pertaining to how things are, and why. The research will be conducted from both an empirical and theoretical research paradigm, using a survey for the purpose of data collection. The research method that will be applied within the context of this research study will be a case study research.

The application of total quality management within small and medium enterprises

Thesis (MTech (Quality)) -- Cape Peninsula University of Technology, 2010 / Since 1996, the South African clothing and textile industries have been under tremendous pressure to improve the competitiveness of the industry. Various attempts to save the industry have been considered by both industry and Government. The attempts included the introduction of quotas with the aim to limit imports, the formulation of clusters, and improving the value chain between the clothing manufacture textile companies and the clothing retail companies. More specific, focus was leveled at the improvement of the industry’s productivity and quality management systems. In spite of these efforts, sectors of the South African clothing and textile industries are closing down. Although the clothing and textile industries are experiencing a decline in large companies, there has been a steady increase in the number of emerging Small Medium Enterprises (SME’s) commonly referred to as CMT’s (Cut Make and Trims) within the context of the clothing industry. The research question which was researched within the ambit of this dissertation read as follows: What actions are required for Total Quality Management (TQM) to be successful implemented within South African clothing manufacturing SME’s?” The objective of this research was to determine what challenges are facing South African clothing manufacturing SME’s, and the reasons for the lack of successful implementation of TQM systems within the South African clothing manufacturing SME’s. Furthermore, to determine if there is a relationship between the planning behavior of SME’s and lack of TQM implementation and to what extent the accreditation process impact upon TQM implementations within SME’s. The survey conducted within SME’s provided positive feedback with respect to quality processes being followed. In spite of this the following challenges were identified: The lack of employee involvement in decision-making, miscommunication between management and employees, and the dissatisfaction of employees.

Thesis(Mtech (Industrial Engineering)--Cape Peninsula University of Technology, 2010 / In the nuclear industry, Quality Management Systems are extremely important, especially if one wishes to improve public acceptance of radioactive solutions. There is normally minimum communication between the public and scientists, especially in nuclear science. People are not comfortable with nuclear technology, based on the past history of the Chernobyl catastrophe. Consequently, it is difficult to discuss important and sensitive issues like disposing of nuclear waste. Quality Management Systems can improve public confidence and communication. Integrated Management Systems in the project planning stage of the project can be a proactive step towards preventing unnecessary delays and costs. There is a perception that quality is implemented or executed at the implementation stage of the Project Life cycle. Most people believe that a Quality Management System is quality control only and forget the aspect of Quality assurance. The project managers are more concerned with finishing the project and saving costs. Quality holds together the three pillars of project management, which are schedule, costs and scope. There are a plethora of things that can go wrong if the Quality Management System is not implemented on time, like scope changes that are not captured, monitored and controlled. This can lead to scope creep, unnecessary costs and schedule overruns. If there is no cost control, the project can also overrun its budget and consequently be stopped. PBMR is the only company that is active in new nuclear projects in South Africa, except Koeberg, which was commissioned about thirty years ago.
