This study aims to examine the foreign policy orientation of the Republican People&rsquo / s Party (CHP) during 2003 and 2005. Thus, four major foreign policy issues during this period will be scrutinized. These issues are namely, Turkey&rsquo / s EU membership process, the Cyprus problem, the US-Turkey relations and the Armenian question. Taking into consideration the current development concerning these issues, this study will focus on the views and reactions of the CHP. In this respect, the main determinant factors behind the foreign policy stance of the party will be discussed. Finally, comparing the foreign policy understanding of the CHP in the past, the study will focus on the question whether the CHP of today constitutes continuation or a shift from the past CHP administrations. At the end of the study, the results of a research issued at the current CHP deputies so as to evaluate their foreign policy orientations will be revealed.

Por outro, o novo governo iniciou uma reaproximação com o Oriente Médio através da doutrina de “Zero Problemas com Vizinhos” – região essa que há anos era pouco explorada pelas elites turcas tradicionais. Entretanto, com o início das revoltas árabes e a eclosão do conflito na Síria a partir de 2011, a Turquia novamente passou por uma inflexão em sua política externa. O governo turco passou a adotar uma postura assertiva, assumindo uma posição de grande influência tanto no conflito sírio quanto junto aos novos movimentos políticos islâmicos na região. Diante desse contexto, essa dissertação tem como pergunta de investigação por que a Turquia alterou sua política externa a partir de 2011, como foi orientada desde então e que fins buscou. Procuraremos argumentar que essa inflexão em 2011 ocorreu devido a dois choques externos: as revoltas árabes e uma nova postura dos EUA para o Oriente Médio, mas que a nova postura só foi possível devido às reformas domésticas realizadas pelo AKP. Além disso, apontaremos que, em 2011, o governo turco passou a ter uma política externa mais assertiva, objetivando colocar o país como uma espécie de liderança regional usando-se de seu modelo político. Por fim, demonstraremos que, com o passar do tempo e a radicalização da guerra na Síria, em 2015 novamente a Turquia modificou sua política externa, também devido a novos choques externos, quais sejam a autonomia curda na Síria e o surgimento do Estado Islâmico. Desde então, em um cenário de maior constrangimento e limitações externas, o governo turco passaria a enfatizar questões securitárias, priorizando problemas advindos da Síria, sobretudo aqueles ligados à questão curda. / Turkey, located at a strategic point between Europe and the Middle East, has historically been a relevant actor on the international scene. Since 2003, with the AKP (Justice and Development Party) coming to power, the country has stood out even more. On the one hand, its political model gained prominence due to the fact that an Islamic-rooted party began to cohabit secular bureaucratic institutions, accepting democratic rules and achieving high rates of economic growth. On the other hand, the new government began a rapprochement with the Middle East through the doctrine of "Zero Problems with Neighbors" - a region that for years was little explored by the traditional Turkish elites. However, with the start of the Arab uprisings and the outbreak of the conflict in Syria in 2011, Turkey again underwent an inflection in its foreign policy. The Turkish government adopted an assertive stance, assuming a position of great influence among both the Syrian conflict and the new Islamic political movements in the region. Given this context, this dissertation has as its research question the following: why Turkey changed its foreign policy in 2011, how has it been oriented since then and what aims has it sought. We will try to argue that this inflection in 2011 occurred due to two external shocks: the Arab revolts and a new US stance towards the Middle East; nonetheless, such new stance was only possible due to AKP’s domestic reforms. In addition, we will point out that in 2011 the Turkish government adopted a more assertive foreign policy, which aimed to place the country as a new regional leader through an emphasis on its political model. Finally, we will demonstrate that, over time, due to the radicalization of the Syrian war, Turkey again changed its foreign policy in 2015, also due to new external shocks, namely the achievement of Kurdish autonomy in Syria and the rise of the Islamic State. Since then, in a scenario of greater external constraints, the Turkish government would start to pay more attention to security issues, prioritizing problems arising from Syria, especially those related to the Kurdish issue.

O artigo em questão trata da evolução das relações civis-militares na Turquia e de sua estreita vinculação com a política externa do país. A partir de uma análise sobre o desenvolvimento do kemalismo na Turquia, demonstramos como as Forças Armadas conseguiram institucionalizar suas prerrogativas, de forma a ter grande relevância para a formulação da política externa turca. Ao longo da Guerra Fria, então, o papel jogado pelos militares fez com que Ancara se mantivesse alinhado ao Ocidente, com receio da ascensão de movimentos contrários, como o marxismo, o islamismo e o curdismo. No entanto, a partir de 1999, observamos o processo contrário, com o afastamento das Forças Armadas dos centros de decisão da política turca. Esse fenômeno foi acentuado a partir de 2002, com a emergência do AKP, que levou os setores religiosos ao governo e intensificou o declínio dos militares enquanto agentes políticos. With that spirit, we analyzed the development of Kemalism in Turkey and we showed how the Turkish Armed Forces managed to institutionalize their prerogatives, so they could play a paramount role to the formulation of Turkish foreign policy. During the Cold War, therefore, it meant the Ankara has always been a close ally to the West, especially because Army feared the rise of antagonist political movements such as Marxism, Islamism and Kurdism. However, from 1999, we can observe the exact opposite phenomenon, because the Turkish Armed Forces have been ostracized when it comes to the Turkish political process. This fact was deeply intensified since 2002, when the AKP won the general elections. The AKP victory brought some religious segments to the core of the government and that deepen the military decline as political actors. Diplomatically, we remarked a significant shift in Turkish foreign policy, once Turkey abandoned its unquestionable alliance with the West in favor of a more assertive and regionalist strategy.

1 Abstract The aim of this thesis is to analyze the contemporary Turkish foreign policy and to determine whether it is becoming increasingly distant from the West. To answer this question, the thesis maps and analyzes the Turkish international relations with the three main geopolitical regions of the Turkish foreign policy direction: the European Union, central Asia and the Muslim world, especially the Middle East. The direction of the Turkish foreign policy is also illustrated by the empiric part of the thesis - a quantitative event data analysis of the second half of 2012. The analysis leads to the conclusions that negotiations for accession to the European Union gives the impression that Turkey is not being invited. In central Asia Turkey promotes itself in the economic and culture areas only. The contemporary Turkish foreign policy, when Turkey increasingly identifies itself with an Islamic identity, is becoming more independent and its main focus is on the Middle East region. Turkey's ambition is to represent the whole Muslim world. Despite this fact, it cannot be said that Turkey is completely breaking away from the West. On the contrary, Turkey is now closer to the West, facing the increasing influence of Iran.

This master thesis deals with past mediation attempts of Turkey to solve the Israeli- Palestinian conflict and with the potential of future Turkish mediation in the Israeli-Palestinian conflict. The Israeli-Palestinian conflict have been for several decades one of the biggest problems for the international security, therefore, analysing possible solutions is very important. Turkey is an actor with a special position, because it is a regional power with ties both to Islamic culture and to the West. That is why it has in theory a potential to play successful mediation role in this conflict. In this thesis, we will evaluate Turkey's existing role and after that, we will analyse the future potential with the help of the mediation conceptual framework that is described in the scholarly literature on conflict resolution and conflict management. Our research questions are: Can Turkey play a successful mediator role in the future? If yes, what conditions have to take place? Turkey tries to play a role in this conflict since the early 1990s and despite the fact that there has been a disruption of the diplomatic relations between Israel and Turkey, it is very likely that in the future a normalization will occur. If that happes, can Turkey broker peace?

The dissertation is about the impact of the European Union (EU) on the foreign policy of a candidate in the pre-accession period. More specifically, the research analyses the factors and processes that intervene between the EU power to generate change in Turkish foreign policy and Turkish national compliance with the EU conditions between 1997 and 2005 by way of analysing three cases: Turkish foreign policy towards Cyprus issue, Greek-Turkish bilateral problems in the Aegean Sea; and Turkey’s stance vis-à-vis the launch of the ESDP. Main question the research addresses is “why does a candidate choose to comply (or fail to comply) with the EU conditions in foreign policy?” In other words: “How (through what mechanisms) does the EU generate compliance with the EU conditions in foreign policy?” The dissertation approaches these questions through the perspective of the Europeanization literature and its conditionality school drawing on the Rational Choice Institutionalism. In accordance with this rationalist account, main argument the doctoral research intends to prove is that “the EU’s adaptational pressure on Turkey (operationalized as a function of clear/attainable membership perspective and credible conditionality policy) is a necessary yet not a sufficient condition for domestic compliance in foreign policy if the cost of compliance is high for the target government. In this respect, domestic actors’ strategic calculation is the ultimate determinant of the compliance degrees at the domestic level. In order to prove this core hypothesis, the research used theory testing process-tracing, longitudinal comparison of cases, counter-factual reasoning and the use of a control case. The evidence for testing the argument comes from the measurement of conditionality (measured as the linkage between a given foreign policy condition and membership-related reward) and domestic compliance (measured as foreign policy output ranging from rhetorical to behavioural change) through the content analysis of primary documents. This analysis is complemented with 33 semi-structured elite interviews. The dissertation by proving that the EU’s transformative power in foreign policy works through the cost and benefit calculation of the ruling party and by elaborating on the conditions under which the EU can interfere with this rational calculus (hence modify the opportunity structure for the target government), advances our understanding of the EU’s transformative power and contributes to the Accession Europeanization literature in general.
