Participation for Sustainable Urban Freight Transport Systems : A Case Study of Freight Receivers in the City of GothenburgLindkvist, Hannes January 2017 (has links)
This thesis is a case study research that look into the difficulty in engaging freight receivers in initiatives related to urban freight transport. The aim of the paper is to investigate how participatory processes could be formed for more successful outcomes and how the freight receivers could become more engaged in the processes. By conducting a qualitative research where primarily interviews with freight receivers and other concerned stakeholder were made, it was possible to distinguish differences and similarities in views and attitudes toward participation in freight related initiatives. The interviewed freight receivers were located in two different areas in the central business district in the city of Gothenburg, Sweden. In one area, the freight receivers have been included in discussions with the traffic and public transport authority regarding a newly implemented restriction for heavy freight vehicles, and thus have experience with participatory processes. These results show that the freight receivers appreciate the possibility to be a part of the discussion even though they are sceptic towards their possibility to influence on decisions. In the other area, the authority is planning on potentially implement the same restrictions, but as they have not started this process, no stakeholders have yet been included in discussions. Thus, the expectations and attitude towards participation in such a process could be studied among freight receivers in this area. Results in this area show that medium sized business, based on turnover, are more enthusiastic in participating meanwhile smaller business and businesses that are part of a chain store or a franchise are less interested in participating. By comparing the views and opinions between these groups with the interview with the authorities, results show that freight receivers and the traffic and public transport authority in Gothenburg have similar views on the importance of participatory processes, but they differ in their views on what influence the freight receivers have in these processes. By analysing the results with the theoretic concepts of participation, engagement and communication it was possible to identify issues in the case that must be considered in order to establish more rewarding participatory processes. It is concluded that freight receivers must be involved already in the process of defining the problem with urban freight transport to close the gap between how the freight receivers and the authorities experience the participatory process. This would enable finding solutions that considerall interests and thus have higher chance of long-lasting implementation rather that creating conflicts on power relations. Further it is stated that with the help of a combination of a scalon plan, quality circle and representative participation is possible to create an altruistic value in participating which could increase the will to engage in participatory processes and creating more sustainable urban freight transport systems.

Freight Transport in the Car-Free City : Towards a more sustainable urban freight sector / Godstransporter in den bilfria staden : Mot en mer hållbar godssektorMarta, Melisa January 2023 (has links)
Freight transport of goods is an indispensable part of everyday life. Without it there would be no delivery of products such as food, water, construction material, technology, furniture, clothes and society, as we know it today, would collapse. However, there are more and less sustainable ways of transporting goods. Today, the number of freight transport vehicles in cities is increasing steadily which contributes to traffic congestion, unsafety, insecurity, air pollution, noise pollution and climate change. Moreover, as the e-commerce flows are increasing, the importance of sustainable last-mile deliveries increases as well. The research methods used were literature study and interviews. Firstly, the literature study was realized before two pre-knowledge interviews were conducted. Finally, ten semi structured interviews were conducted with experts, strategists, logisticians, project managers and consultants. The data suggests that sustainable urban freight transport can be accomplished with UCCs in combination with cargo bikes to reduce cars in the city. This can be done with the help of four ideas - collaboration, incentives, research and developed bicycle infrastructure. UCCs are not a new concept but there are few centers that endure due to several factors; flawed business models, lack of expertise or research, subvention dependency and stakeholders’ various engagement and involvement levels. Also, a certain percent of freight that is transported by trucks can be substituted by cargo bicycles but in order to enhance the development of utilizing cargo bicycles as a last-mile delivery option, research and knowledge gap need to be addressed. The conclusion indicates that collaboration between stakeholders, specifically between the private and public sector, is integral. The results also highlight that off-peak deliveries and sustainable last-mile deliveries are feasible solutions. There are knowledge gaps in how UCCs and cargo bikes operate which are potential opportunities for areas of improvement and development. Lastly, policies and regulations set by the local authorities play an integral role to guide the freight industry development towards a more sustainable freight transport. / Godstransport av varor är avgörande i vardagen. Utan fungerande godstransporter skulle det inte finnas leveranser av produkter såsom mat, vatten, byggmaterial, teknik, möbler och kläder, och samhället, som vi är vana vid idag, skulle kollapsa. Det finns emellertid mer och mindre hållbara sätt att transportera varor på. Idag ökar antalet godstransportfordon i stadskärnor stadigt vilket bidrar till trafikträngsel, osäkerhet, otrygghet, luftföroreningar, buller och klimatförändringar. Dessutom ökar e-handelns flöde i rask fart vilket leder till att betydelsen av hållbara last-mile leveranser ökar likaså. Forskningsmetoderna som användes var en litteraturstudie och intervjuer. Först genomfördes litteraturstudien, följt av två intervjuer för att få en förståelse och en gedigen bakgrund i ämnet. Slutligen genomfördes tio semistrukturerade intervjuer med experter, strateger, logistiker, projektledare och konsulter för att få en fördjupad kunskap om bl.a. problem och utvecklingsmöjligheter inom ämnesområdet. Resultaten antyder att godstransporter kan utföras med hjälp av samlastningscentraler (UCC) i kombination med lastcyklar för att minska antalet bilar i staden. Effektiva samlastningscentraler ställer krav på väl utvecklat samarbete, incitament, forskning och cykelinfrastruktur. UCC är inget nytt koncept, men det finns få center som överlever på grund av flera faktorer: bristfälliga affärsmodeller, brist på expertis eller forskning, subventionsberoende samt olika nivåer av engagemang och deltagande från intressenter. En viss andel av godstransporterna som utförs med lastbilar kan ersättas av lastcyklar. För att främja utvecklingen av användningen av lastcyklar som last-mile lösning krävs dock forskning och ökad kunskap. Slutsatsen pekar på att samarbete mellan intressenter, särskilt mellan privata och offentliga sektorer, är avgörande. Resultaten belyser också att off-peak leveranser lågtrafikperioder och hållbara last-mile lösningar är genomförbara alternativ. Det finns kunskapsluckor när det gäller drift av UCC och lastcyklar, vilket kan ses som en möjlighet till förbättring och utveckling. Slutligen spelar lokala myndigheters policys och regler en viktig roll för att styra godstransportindustrins utveckling mot en mer hållbar transport av gods.

Cargo Cycles in Urban Freight Transport : Obstacles and facilitating factors for utilising cargo cycles in urban freight transport in Stockholm, SwedenLasovský, Jan January 2019 (has links)
Cargo cycles can play a considerable role in mitigating the negative impacts of urban freight transport while still ensure that the material needs of the city are fulfilled. Their small size, lower operating costs, smaller carbon footprint, lack of tailpipe emissions, and manoeuvrability in congested areas are considerable advantages over traditional urban freight vehicles. However, the advantages of cargo cycles are not inherent in every urban environment and under all conditions. This problematics is in general insufficiently researched and more context specific knowledge is needed. Thus, this study investigates the obstacles and facilitating factors for utilising cargo cycles in urban freight transport in Stockholm, Sweden. To investigate these context specifications, case study approach was employed and consisted of qualitative content analysis, semi-structured interviews, and observations. This study argues that in Stockholm, contradictory forces affect the utilisation of cargo cycles in urban freight transport. On one hand, the facilitating factors are mostly associated with measures of sustainable urban freight transport and sustainable development in general: reaction to traffic situation; strategic orientation of the city; public-private partnership; and bicycle infrastructure. On the other hand, path dependence of the city connected to traditional urban freight vehicles (vans) symbolises obstacles: the absence of direct planning for cargo cycles; lack of recognition; and inconsistency of bicycle infrastructure.

There is a need to reduce global carbon emissions in order to limit climate change, especially from the transport sector, as it contributes to a large share of these emissions. This thesis explores carbon emissions from urban freight transport in Oslo, Norway, and Stockholm, Sweden, and the measures and strategies that have been implemented in accordance with the municipalities’ targets. In addition, the involvement of relevant freight transport companies in these issues has been investigated, as well as the challenges and possibilities related to reducing carbon emissions from urban freight transport. Both municipalities have expressed ambitions to adhere to the European Union’s goals of emission reduction. However, based on the observations of this thesis, it is evident that the municipalities have yet to adequately implement impactful measures for urban freight transport, in order to reduce carbon emissions from this sector if they are to achieve their goals. The results show that that Oslo municipality has access to a substantial amount of data and statistics regarding urban freight transport, but is lacking a comprehensive freight plan. Stockholm municipality, on the other hand, has an urban freight transport plan, but is lacking comprehensive data and statistics about urban freight transport. The focus on - and inclusion of - urban freight transport in comprehensive urban planning could be argued to be increasing, but we contend that there is still a need to increase knowledge and understanding regarding emission reduction for urban freight transport across departments and cities, in order to reach a more sustainable future for urban freight transport.

Medidas adotadas com o objetivo de resolver problemas e desafios relacionados ao transporte urbano de carga, podem não ter o efeito esperado, uma vez que não levam em conta toda a complexidade envolvida nos espaços urbanos. O processo de urbanização, em especial os aspectos diversos que advém da diferença entre os tamanhos das cidades, afetam significativamente o Transporte Urbano de Carga (TUC). Nesse sentido se faz necessária a abordagem do transporte de mercadorias nas cidades à luz do contexto urbano no qual o mesmo está inserido. Este trabalho tem por objetivo analisar o transporte urbano de carga em cidades médias brasileiras com base na revisão da literatura e em survey aplicada a transportadores e varejistas da área central do município de Juiz de Fora. Aqui são identificados os atributos que caracterizam e diferenciam as Cidades Médias (CM), bem como os fatores que influenciam o TUC. Também são apresentados os resultados de pesquisa de opinião entre especialistas e agentes públicos de cidades de porte médio acerca do nível de interação entre atributos que caracterizam as CM e os fatores de influência do TUC. O trabalho traz uma proposta estrutura para análise do TUC em CM, além apresentar a estatística descritiva dos dados da survey aplicada na cidade de Juiz de Fora e análise fatorial exploratória para verificação da proximidade das variáveis atribuídas aos projetos e medidas adotadas pelas autoridades locais. Como principal conclusão o trabalho identifica os Projetos e Medidas adotados pelas autoridades locais como o fator de maior influência no TUC em CM, bem como corrobora a necessidade de se levar em conta os atributos de diferenciação das CM brasileiras no estudo do TUC. / Measures adopted to solve problems and challenges related to urban freight transport may not have the expected effect, since they do not take into account all the complexity involved in urban spaces. The urbanization process, especially the diverse aspects that come from the difference between sizes of cities, significantly affect the Urban Freight Transport (UFT). In this sense, it is necessary to approach freight transport in cities in the light of urban context in which it is inserted. This article brings an analysis of UFT in Brazilian medium-sized cities based on literature review and survey applied to carriers and retailers in the central area of the Juiz de Fora city. Here we will identify the attributes that characterize and differentiate the Medium-sized Cities (MC), as well as the influence factors in UFT. We also present the results of opinion research among specialists and public agents of medium-sized cities about the interaction level between attributes it characterize the MC and the influence factors in UFT. This article brings a UFT framework it describes the urban freight in Brazilian medium-sized cities; besides presenting a descriptive statistical analysis of survey applied to Juiz de Fora city and an exploratory factor analysis to verify the proximity of variables related to Projects and Measures Adopted by Local Authorities. As a main conclusion this paper identifies the Projects and Measures adopted by local authorities as the most influence factor in UFT, as well as corroborates the need to take into account the attributes related to Brazilian MC in UFT studies.

För att skapa levande stadskärnor där människor trivs och vill vistas, behöver godstransporter förse stadskärnornas verksamheter med varor. Dessa urbana godstransporter leder dock till ett flertal negativa effekter för både lönsamheten, människan och planeten. Syftet med denna fallstudie är följaktligen att bidra till skapandet av en mer hållbar citylogistik, där flödet av godstransporter in till, inom samt ut ur Skövdes stadskärna förbättras utifrån både ett intressent- och hållbarhetsperspektiv. Studien undersöker dessutom vilka problem och utmaningar som finns, samt vilka intressekonflikter som kan uppstå vid skapandet av en hållbar citylogistik. I den teoretiska referensramen presenteras innebörden av en hållbar citylogistik samt vilka intressenter och aktörer som är involverade i skapandet av en hållbar citylogistik. De urbana godstransporternas negativa effekter på stadsmiljön redovisas sedan ur ett socialt, ekonomiskt och miljömässigt perspektiv, vilket ligger till grund för de teoretiska förbättringsförslagen. Förbättringsförslagen utgår från att de bör gynna så många intressenter som möjligt för att ses som trovärdiga, samt leda till ett förbättrat flöde av godstransporter in till, inom samt ut ur Skövdes stadskärna. För att studera problematiken i Skövdes stadskärna utifrån olika intressenters perspektiv består den empiriska datainsamlingen av en kombinerad metodansats. Denna datainsamling innehåller således en direkt observation och insamling av kvantitativa data över hur godstransporter rör sig i Skövdes stadskärna, ett flertal intervjuer med både distributörer och godsmottagare, samt en genomförd enkätstudie riktad mot centrumbesökare i Skövdes stadskärna. Varje intressentgrupp har även fått möjligheten att rangordna de urbana godstransporternas negativa effekter utifrån vad de ansåg var mer respektive mindre viktigt vid skapandet av en hållbar citylogistik i Skövde för att bidra till en hållbar stadskärna. Rapportens analys baseras på framtagna förbättringsförslag samt intressentgruppernas syn på en hållbar citylogistik. Detta för att komma fram till hur flödet av godstransporter i Skövdes stadskärna kan förbättras ur ett hållbarhetsperspektiv för att gynna flera olika intressenter. Resultatet innehåller således fyra rekommenderade förbättringsförslag som anses vara rimliga att implementera i Skövdes stadskärna inom en uppskattad tidshorisont. / In order to create an attractive urban centre where people thrive, freight transport needs to provide the urban centre businesses with deliveries. However, these urban freight transports have several negative effects on profitability, people and the planet. The aim of this case study is therefore to create a more sustainable city logistics, where the flow of freight transports into, within and out of Skövde's urban centre will be improved from both a stakeholder and sustainability perspective. The study also considers the existing problems and challenges, and what conflicts of interest can arise, in the creation of a sustainable city logistics. The theoretical framework presents the content of a sustainable city logistics and which stakeholders and actors are involved in the creation of a sustainable city logistics. Later the negative impacts of urban freight transport are described from a social, economic and environmental perspective, which forms the basis for the theoretical improvement proposals. The proposals for improvement should benefit as many stakeholders as possible in order to be credible, and improve the flow of freight transport into, within and out of Skövde's urban centre. In order to study the problems in Skövde's urban centre from the perspective of different stakeholders, the empirical data collection consists of a combined research methodology. The data collection contains a direct observation and quantitative data considering the movement of freight transport in Skövde's urban centre. Furthermore, the study contains surveys and interviews with distributors and receivers in Skövde's urban centre. Each stakeholder has also been given the opportunity to rank which negative impacts of urban freight transport they considered to be more or less important in the creation of a sustainable city logistics in Skövde. The analysis is based on both proposals for improvement and the stakeholders' perspective on sustainable city logistics to find out how the flow of freight transport in Skövde's urban centre can be improved from a sustainability perspective in order to benefit several stakeholders. The result contains four recommended improvement proposals that are considered reasonable to implement in Skövde's urban centre within an estimated time horizon.

O trabalho apresenta o desenvolvimento e a aplicação de um modelo de localização de centros intermediários de consolidação e redistribuição de cargas em um ambiente urbano brasileiro. O método integra o TransCAD e o OpenSolver e é aplicado à cidade de Curitiba, uma das dez mais populosas do Brasil. O método proposto é caracterizado como um modelo de localização-roteirização baseado em agrupamento e subsequente roteirização, identificado na literatura por cluster-first routesecond; a adoção deste ordenamento permite tratar o problema para o atendimento de muitos estabelecimentos, como os até 65 mil em alguns dos cenários no estudo de caso de Curitiba. Cada agrupamento representa os pontos a serem visitados em uma única viagem e o processo inicial tenta minimizar as distâncias entre os estabelecimentos de cada grupo; na fase seguinte o melhor roteiro é computado para cada grupo; a terceira etapa consiste em calcular, para cada grupo e candidato, a distância total percorrida na viagem; por fim, a implantação ou não dos candidatos a centros de distribuição é obtida com a minimização em um modelo de programação linear inteira dos custos de aquisição e de operação dos centros de distribuição e dos custos de transportes. A dissertação também aborda a crescente percepção da importância da logística urbana à qualidade de vida nas cidades onde o adensamento populacional acirra a disputa pelo espaço viário e o conceito de City Logistics, que delineia entre outras medidas o ambiente cooperativo no qual implantação de centros de distribuição urbanos deve ocorrer. / This work presents the development and application of a model for the location of intermediary consolidation and redistribution freight centers in Brazilian cities. The method integrates TransCad and OpenSolver, and its use was evaluated with data from the City of Curitiba one of the ten largest in Brazil. The proposed method is characterized as a location-routing model based on clustering and subsequent tour building known as cluster-first route-second. This enables dealing with problem instances containing as many as 65 thousand customers. Each cluster comprehends the points visited on a single trip and the initial process minimizes the distances between customers; the routes are calculated in the next phase and the third step consists in computing the total distance covered in each trip for every cluster and every candidate; finally, the implementation of each distribution center candidate is decided by minimizing the costs of acquisition, operation and distribution, using an integer linear programming model. The dissertation also highlights the growing realization of the importance of urban freight transport to quality of life, especially in cities where increasing population density intensifies the competition for road space, and City Logistics concepts, that outline among other measures the cooperative environment where implementation of urban distribution centers should occur.

Les centres de consolidation urbaine sont une mesure populaire dans la logistique urbaine visant à rationaliser les trajets liés aux livraisons en ville. Cependant, bien que les avantages environnementaux de ce type de dispositifs ont été largement abordés et documentés, un nombre important de cas d’implémentation n’ont pas parvenu à atteindre une participation suffisante et démontrer un modèle de fonctionnement viable. Les principaux obstacles liés à leur mise en œuvre relèvent des préoccupations financières et de l’acceptation de la part des acteurs de la logistique urbaine. Par conséquent, le succès de ces schémas logistiques est souvent conditionné par un fort soutien réglementaire et financier des pouvoirs publics. Récemment, de nouveaux types de modèles d'exploitation des centres de consolidation urbaine, proposant une gamme d'activités à valeur ajoutée, sont apparus, permettant une meilleure intégration de ces plateformes dans la chaîne d'approvisionnement. En outre, un grand nombre d'expériences récentes se concentrent sur la consolidation de fret à petite échelle, ce qui permet un assouplissement des besoins en ressources matérielles et humaines. L'objectif de cette thèse est d'étudier le potentiel des plates-formes de consolidation de fret urbaines de diminuer les coûts et d'améliorer les performances des chaînes logistiques urbaines. En particulier, la thèse traitera des facteurs qui influent sur la viabilité de ces schémas logistiques dans le cadre d'une économie de marché.La thèse est structurée autour de trois questions de recherche qui portent sur (1) la viabilité du modèle traditionnel du centre de consolidation urbain basé sur les activités de transbordement et de consolidation, (2) les impacts des mesures qui visent à soutenir la mise en œuvre des schémas de consolidation et le niveau d’approbation des acteurs de la logistique urbaine qui en découle, (3) l’impact des nouvelles approches dans le domaine de plates-formes de consolidation de marchandises en ville et en particulier des nouveaux modèles d’exploitation de centres de consolidation urbains et des plates-formes de micro-consolidation. En abordant ces aspects, la thèse démontre que le modèle du centre de consolidation urbain traditionnel peut présenter une alternative viable, mais que le succès de ces schémas logistiques est soumis à un grand nombre de conditions qui sont difficiles à satisfaire en pratique. La thèse identifie les mesures d'accompagnement qui peuvent à la fois accroître la participation dans le schéma de consolidation et l'acceptation des acteurs, ainsi que celles qui rencontrent une réponse plus mitigée de la part des acteurs. Enfin, la thèse identifie les avantages potentiels des nouveaux modèles d’exploitation de centres de consolidation ainsi que les avantages de la consolidation à petite échelle. / Urban consolidation centres are a popular measure in city logistics, which aims at rationalizing delivery trips in an urban area. However, although their environmental benefits have been extensively addressed and documented, many of the implementation cases fail to reach sufficient participation and demonstrate a viable business model. Some of the main barriers linked to their implementation are the financial concerns and the stakeholder acceptance. Consequently, the success of these schemes has often been subject to a strong regulatory and financial support from public authorities. Recently, new forms of urban consolidation centre operating models offering a range of value-added activities have appeared, allowing a better integration of these facilities in the overall supply chain. Furthermore, a large number of recent experiments focus on small-scale freight consolidation, relaxing the requirements for material and human resources. The objective of this thesis is to investigate the potential of urban freight consolidation platforms to decrease the costs and improve the performance of urban logistics chains. In particular, the thesis will address factors that influence the viability of these schemes in a framework of market economy.The thesis is structured around three research questions that address (1) the viability of the traditional urban consolidation centre model based on transhipment and consolidation activities (2) the impact of market-based accompanying measures for urban consolidation centre project implementation and the resulting level of stakeholder support and (3) the impact of new approaches in urban freight consolidation platforms and in particular those of new urban consolidation centres operating models and micro-consolidation platforms. By tackling these aspects, the thesis demonstrates that the traditional urban consolidation centre model can present a viable alternative but that the success of the scheme is subject to a large number of requirements that are often difficult to meet in practice. The thesis highlights accompanying measures that can both increase the expected participation in the consolidation scheme as well as the stakeholder acceptance of the scheme, and those that meet a less positive stakeholder response.
